本文探讨了西方新公共管理运动顾客服务理念的矛盾性。顾客服务在私营部门仅仅是赢得顾客的一种手段 ,而非真正为顾客服务。当它被借用到公共部门 ,就会遭遇到一系列操作性和政治性挑战 ,如公共部门的顾客界定、公共部门顾客界定、公共部门顾客服务的标准、政治公平、公民偏好、代理责任等问题。如果说私人服务是“顾客主权” ,那么 ,公共服务应该是“公民主权”。  相似文献

随着公共与社会问题的复杂性和不确定性加剧,公共治理棘手问题大量出现,协同创新日益成为公共部门重要的治理策略。本文基于2011—2021年公共管理领域SSCI顶级期刊上发表的文献,对公共部门协同创新的内涵与特点、公共部门协同创新的实践领域、公共部门协同创新的影响因素、推动协同创新中的政府职能与角色定位、公共部门协同创新的绩效等问题进行综述,分析已有研究存在的不足,并提出未来研究方向,即:应加强对协同创新模式治理绩效的研究,并对不同协同创新模式的适用场景、在不同场景下的不同协同创新模式的效果、如何优化创新模式组合等问题开展研究,还应注重多元研究方法的使用,深化中国情境下公共部门协同创新的研究探讨,以增进研究的广度与信度。  相似文献

自20世纪90年代以来,透明国际提出的国家廉政体系理论经过不断发展,已经成为西方社会用于防范与阻止腐败的主流理论工具,被广泛运用于社会科学领域和政策研究领域。而廉政建设是建党以来长期坚持的重要工作,尤其是党的十八大以来,一系列强有力的反腐行动在我国开展。根据透明国际提出的国家廉政体系理论,提出我国形成惩治和预防腐败的制度体系新路径:构建完善的反腐败法律体系;结合政府、公共部门、非政府组织三方进行共同治理;扩大公民参与路径;扩大信息公开;发挥审计机关的作用;强化新闻媒体的监督权;创造公平竞争的市场环境。  相似文献

One element of the debate over New Public Management concerns public-sector entrepreneurship. Critics see entrepreneurs as people prone to rule breaking, self-promotion, and unwarranted risk taking, while proponents view them as exercising leadership and taking astute initiatives. This article examines two samples of the best applications to the Ford Foundation—Kennedy School of Government innovation awards, one between 1990 and 1994 and the other between 1995 and 1998, to see whether they are more consistent with the critics' or proponents' views. The second sample closely replicates the first, and the evidence from both strongly supports the proponents' views. Innovators are creatively solving public-sector problems and are usually proactive in that they deal with problems before they escalate to crises. They use appropriate organizational channels to build support for their ideas. They take their opponents seriously and attempt to win support for their ideas through persuasion or accommodation.  相似文献

‘Political leadership’ is one of the classic subjects of political science research on an international scale. Recently, in modern western democracies, ‘leadership’ has gained additional importance as a political function to evaluate governments and political leaders and is seen as rather independent of the policy dimension of leadership. Despite this increased relevance of ‘political leadership’, it has remained among the most neglected major issues in political science, particularly within research in the German-speaking world. This article discusses a wide range of recent approaches to studying ‘political leadership’. It then argues in favour of an ‘interactionist’ approach which takes into account both of the crucial empirical variables which influence the leadership process, the institutional, societal, and personal factors as well as political circumstances, and the normative expectations towards political leadership in modern established democracies.  相似文献

Recent decades have seen a trend in which public policy graduates shun government and enter private-sector employment. In part, the shift reflects changing sectoral opportunities, but its magnitude and consistency are puzzling—even troubling—in light of the need for public-sector talent. Data from a two-year series of surveys and interviews with policy students reveal that many begin their training with uncertain career goals and ambivalence about public-sector work. Interest in government declines from entry to graduation, and it appears that the policy curriculum—heavy on analytic methods and conveying cautions about policy making—does little to promote a public-sector orientation. Those planning to enter government are strongly motivated by a desire to have an impact, whereas those drawn to the private sector seek financial resources and professional development. Many anticipate fluid careers and choose positions expected to offer growth, a feature more commonly associated with private than public jobs.  相似文献

The purpose of this article is to shed light on the twinned development of public-sector reforms and evaluation in Denmark. While there is a substantial literature on both public-sector reforms and on evaluation, focus has only recently been put on the relations between these phenomena. The case of Denmark has, however, not been included in the international comparison. This article therefore discusses the case of Denmark, comparing it briefly to Finland, Norway and Sweden. The article analyses both 'evaluation in' and 'evaluation of' public-sector reform. 'Evaluation in' refers to the question to what extent evaluation (in line with other elements such as, e.g. privatization and performance management) has been part of the content of reforms. 'Evaluation of' refers to the questions of whether and how reforms themselves have been evaluated. The analysis shows that although the rhetoric of reforms have been similar in the Nordic countries, reform actions and especially the twinned development of reforms and evaluation have differed between the countries.  相似文献

This article challenges the view that public leadership research should maintain a separate perspective in the study of public leadership. It discusses the benefits of further embedding the public leadership research domain within leadership studies, constructing a cross‐fertilization that contributes to advance both. The article maps key concerns in relational leadership theories, contrasting them with current work in the public leadership research domain and offering suggestions to close the gap. It highlights public leadership scholarship's competitive advantage to contribute to theorizing about leadership, given the importance of context for building contemporary theories of relational leadership.  相似文献

There has been a general resistance to resistance studies in public administration (PA) research. Although previous research has documented instances of selective policy implementation by PA practitioners that put minority groups at a comparative disadvantage, we still have a limited understanding of the different ways in which these groups contest discriminatory administrative practices especially within non‐western developing countries. To address this gap, in this article, I discuss the various strategic responses the Khawaja Sira—a genderqueer group of Pakistan—employ in their interactions with the frontline police workers to contest their hyper‐surveillance and moral policing. The discussion illustrates that while Khawaja Sira mostly rely on individual acts of contestation in their interactions with police officers, the emerging leadership of the Khawaja Sira is enabling emergence of new forms of resistance based on social capital and collective protests. In addition to contributing to the limited literature on citizen perspectives and LGBT issues in PA research, the theoretical framework of resistance presented here can serve as a good template to analyze citizen responses to discriminatory frontline practice in other sociopolitical contexts as well.  相似文献

This article describes and analyses data on perceptions of leadership and management, generated by a study of managerial behaviour, organizational functioning and performance in the Ministry of Local Government, Lands and Housing (MLGLH) in Botswana. The study was commissioned by the Swedish International Development Agency (Sida). The findings indicate that the managers in the investigation did not generally recognize the distinction between organizational leadership and management that is postulated in the predominant current western view. The perceived ideal leader who emerges from the investigation is kindly and supportive and provides clear directions; the western ideal of the ‘corporate hero’ did not emerge from the findings. Further, the Tswana managers emphasize the reaction of the boss as a major factor in judging their own performance. This finding of the acceptance of hierarchical authority and accompanying dependency supports evidence from the few empirical studies undertaken previously in Africa, and has implications for the current plan to implant elements of the ‘Singaporean model’ in Botswana.  相似文献
