Drawing on social movement scholarship, this paper analyses subaltern struggles against a multinational mining company. The Phulbari coal mine is the centre of contention between the mining company and local/national activists. Local concerns about the dispossession of lands and livelihoods and environmental destruction have been merged with a Leftist political agenda on the growing vulnerability of the state and national sovereignty in the Global South. A close examination of the movement's discourses suggests that a broader political struggle against resource plunder and energy imperialism has been strengthened by local community resistance to an environmentally destructive coal mine. Based on in-depth qualitative interviews, I analyse how activists have created new meanings of the conflict to confront and delegitimize hegemonic discourses of capitalist development and modernity.  相似文献

The World Bank's recent concern for ‘empowerment’ grows out of longer standing discussions of participation, non-governmental organisations (NGOs) and civil society. While commitments to empowerment enter World Bank texts with relative ease, their practice within Bank-funded projects is far more contingent, and the meanings they assume become much more diverse. This paper considers the relationship between such texts and the development practices which emerge, using an analysis of the ‘organisational cultures’ of the Bank and the many organisations on which it depends in the implementation of its rural development programmes. The paper presents a framework for analysing these organisational cultures in terms of (a) the broader contexts in which organisations and their staff are embedded; (b) the everyday practices within organisations; (c) the power relations within and among organisations; and (d) the meanings that come to dominate organisational practice. A case study of a development programme in Bangladesh is used to illustrate the ways in which cultural interactions between a variety of organisations – the World Bank, government agencies, NGOs, organisations of the poor, social enterprises – mediate the ways in which textual commitments to empowerment are translated into a range of diverse practices.  相似文献

Abstract

Attempts to address the resource curse remain focussed on revenue management, seeking technical solutions to political problems over examinations of relations of power. In this paper, we provide a review of the contribution anthropological research has made over the past decade to understanding the dynamic interplay of social relations, economic interests and struggles over power at stake in the political economy of extraction. In doing so, we show how the constellation of subaltern and elite agency at work within processes of resource extraction is vital in order to confront the complexities, incompatibilities, and inequities in the exploitation of mineral resources.  相似文献

The way that water is entangled with broader social relations has become a prominent concern in political ecology, geography and beyond. Employing the concept of the hydro-social cycle highlights how water is produced by, and simultaneously constitutes, social and power relations. Applying and expanding the hydro-social cycle as an analytical lens, this paper explores the contestation of different discourses of water. Looking at the conflict over the construction of a proposed dam in Chile, we examine different meanings given to water to understand how these produce uneven power relations with material and symbolic implications. By teasing out the workings and contestations of this conflict as a hydro-social cycle, we aim to highlight the diverse range of elements enlisted in it beyond water, to expose its complexity and to search for more just and inclusive alternatives.  相似文献

‘Women's empowerment’, as used by international development organisations, is a fuzzy concept. Historical textual analysis and interviews with officials in development agencies reveal its adaptability and capacity to carry multiple meanings that variously wax and wane in their discursive influence. Today a privileging of instrumentalist meanings of empowerment associated with efficiency and growth are crowding out more socially transformative meanings associated with rights and collective action. In their efforts to make headway in what has become an unfavourable policy environment, officials in development agencies with a commitment to a broader social change agenda juggle these different meanings, strategically exploiting the concept's polysemic nature to keep that agenda alive. We argue for a politics of solidarity between such officials and feminist activists. We encourage the latter to challenge the prevailing instrumentalist discourse of empowerment with a clear, well articulated call for social transformation, while alerting them to how those with the same agenda within international development agencies may well be choosing their words with care, even if what they say appears fuzzy.  相似文献

While much social science literature has analyzed the cultural bases of social movement, activity, and the content of cultural production by social movements, relatively little has been written about the concrete social relations within which social movements do culture. This paper addresses the issue of what social movements are doing when they produce culture. Four dimensions of social relations within which culture is enacted are identified: the division of labor, the relations of power, tuning in, and embeddedness. A contrast between the how the People's Songsters Movement of the 1930s and 1940s and the Civil Rights Movement of the 1960s used American folk music illustrates how variation in these dimensions affects the effects that cultural production had on social movement outcomes.  相似文献

This essay critically examines the nature and scope of postcolonial interdisciplinarity. Although postcolonial studies claims to operate on, and forge in, an interdisplinary approach, its intentions are largely interdiscursive. In spite of the vague and elusive claims evident in the catalogue of introductory texts on postcolonial theory, neither postcolonial theorists nor its exponents have adequately established the disciplinary bounds or their methodological fusion(s) specific to, and required for, interdisciplinarity. Drawing from the disciplinary foundations of literature, history and philosophy, this essay demonstrates that postcolonial theory has developed an implicit oppositional critique to eurocentrism. This oppositional critique, while discursive in intention and formulaic in application, is subsequently borrowed by a host of social science disciplines—anthropology, geography and development studies— as a proxy methodology that protects against the perils of eurocentric longings.  相似文献

The Russian–Estonian border has undergone radical changes in the past two decades – from an integrated borderland between two Soviet republics to a border between nation-states and the new EU external border. Until the present day, it is a discursive battlefield that reflects the difficult relations between Russia and Estonia after the restoration of Estonia's independence. While much research has concentrated on antagonistic projects of identity politics and state-building from a top-down perspective, this paper asks how people living in the borderland make sense of the place they live in and negotiate shifts in the symbolic landscapes. Based on life-story narratives of Russian-speakers, it analyzes different ways of narrating and framing place and argues for a consideration of the plurality and ambivalences of place-making projects on the ground. Furthermore, it argues for a more balanced account of continuity and discontinuity in memory narratives by taking into account how the socialist past continues to be meaningful in the present. As the interviews show, memories of the socialist past are used for constructing belonging in the present both by countering and by reproducing national narratives of boundedness.  相似文献

Gender and development (GAD) has become a transnational discourse and has, as a result, generated its own elite elements. This elitism has tended to be attributed to a Northern hegemony in how feminism has been articulated and then subsequently professionalised and bureaucratised. What has received less attention, and what this paper highlights empirically, is how Southern-based feminisms might themselves be sites of discursive exclusion. The paper interrogates these concerns through an analysis of how professionalisation is evidenced in feminist engagement among civil society organisations working on gender in New Delhi. The analysis suggests that efforts to create spaces for subaltern voices are constrained not only by the disciplining effects of neoliberal frameworks but also – and in tandem – by Southern elite feminist priorities. The implications of these findings are significant: processes of professionalisation and the elitism they engender may have the effect of potentially precluding the engagement of those people on the margins whose voices are so sought after as part of efforts to facilitate inclusive development.  相似文献

This review paper focuses on low-income migrants in (or from) developing countries and their social reproduction, and asks what this means for their social protection. We focus on the recognition that migration involves (re)negotiations of social reproduction by migrants and their families. These renegotiations are heavily inflected with gendered power relations in ways that are specific to individual and family life course. As such, migration involves taking on new risks and dynamic vulnerabilities in sustaining everyday and intergenerational social reproduction. These are sharpened by the increasing feminisation of migration flows and obstructed by wider changes in social provisioning and exclusionary citizenship regimes. The resulting social protection challenges unfold over lifetimes, and are especially marked at critical periods of transition. Life-course thinking has the potential to theoretically integrate emerging insights from rich empirical studies; doing this supports the rationale for revaluing the importance of social reproduction within debates about migration and social protection.  相似文献

This article serves as an epilogue to the special issue curated by Claire Bénit-Gbaffou and Sarah Charlton with a focus on state power and the concept of informality. In my reflection, I examine the specificity of statecraft in the context of postcolonial government. In particular, I analyse political potency as a relationship between the state and subaltern subjects. Also at stake in this paper is the question of comparative and transnational analysis. The growth of the postwar 20th century international aid architecture has generated much debate over the successes and failures of aid, its changing forms and its challenges. This article uses this aid landscape to explore the representational or discursive power and authority of the aid donor over the aid recipient. It suggests that representations about what aid does, its modalities and dispensations reproduce a hegemonic discourse and that representational authority in diagnosing aid’s problems and prescribing solutions resides generally on one side of the aid binary. It thus focuses on the hierarchical or asymmetric relations of power implied by such a binary, on the way development aid in particular has come to shape self-understandings of donors in relation to recipients, and on the discursive labour that enables such a construction. It also explores how the post-Washington consensus on poverty eradication has embedded neoliberal solutions to development. The reproduction of the hegemonic aid discourse is examined in reference to NGOs involved in the dispensing of aid in Southeast Asia by drawing on scholarly literature and field research in Southeast Asia and Washington DC.  相似文献

While much has been written about democracy and democratization, far less attention has been paid to the institutional organization of authoritarian regimes. Scholars have focused on the causes, economic policies, societal support, intra-elite conflicts, or human-rights violations of authoritarian regimes. More recently, political scientists have also studied the role of elections and legislatures on the survival of authoritarian regimes. However, the very different ways in which authoritarian regimes, and military regimes in particular, organize the government, occupy the state apparatus, and modify the country’s political institutions have largely gone under-theorized. This essay contributes to fill in this void by analyzing how the last military regimes of Argentina (1976–1983) and Brazil (1964–1985) organized power within the state and the legacies of such organization on the institutions of federalism. The essay argues that variation in the organization of the state under the military regimes accounts for the divergent origins of post-developmental decentralization, which in turn explains the contrasting evolution of intergovernmental relations in each country. The article contributes to the recent literature on electoral authoritarian regimes by showing that elections and legislatures matter not only to regime survival but also to policy outcomes.  相似文献

ABSTRACT

In 2000s Brazil, an unprecedented number of Brazilian afrodescendentes (Afro-Descendants) have been mobilizing to secure rights and resources for the Brazilian black population. From carnival parading in ‘cultural’ groups to electoral campaigning, from consciousness-raising education to antiracist community outreach, black activists have been aggressively taking a critical stance toward the discursive fabric of Brazilian race relations and national identity. Placing examples of their discursive struggles over Afro-Brazilian history and culture under the lens of intertextual and heteroglossic relations, I illustrate black activists’ efforts to dispute what they see as misconceptions about black people and blackness that have found their way into the dominant narrative conceptions of Brazilian society. In doing so, I argue, they are accomplishing something of broader social significance: They are revising not only the history and collective memory of race relations in Brazil but blackness itself.  相似文献

In this paper we examine how the Abolition Movement’s approach to non-violent resistance has been silenced in four American history textbooks. Despite extensive research that reveals an extensive network of groups dedicated to the peaceful abolishment of slavery little of this historical record is included in the textbooks. Instead, a skewed representation of the movement is conveyed to the reader, one that conveys an image of a movement that contributes to a climate of social violence. Through a critical discourse analytical approach to the data we carefully deconstruct how this process of misrepresentation occurs. By employing the discursive tools of narrative framing, positioning, and stance we lift up what is often hidden from the reader and demonstrate how language use communicates powerful social messaging to the reader. We argue that student readers are left with an impoverished sense of how non-violent democratic change has occurred when presented with a limited portrayal of the Abolition Movement. We therefore emphasize the importance of equipping students with the skills needed to critically interrogate both historical and contemporary sources that purports to convey the inevitability of war to resolve complex social problems; we maintain this is both an educational imperative and a civic obligation.  相似文献

This article presents and juxtaposes critical genealogies of development studies and postcolonial studies, two bodies of literature on the 'Third World' that ignore each other's missions and writings. I demonstrate that the two fields have some areas of convergence, such as groundings in knowledge of and concern about the West, and other areas of divergence: development studies does not tend to listen to subalterns and postcolonial studies does not tend to concern itself with whether the subaltern is eating. I argue that, of the two fields, postcolonial studies has the greatest potential to be a new and different location of human development thinking if it can overcome a tendency to lock into intellectual rather than practical projects of postcolonialism.  相似文献

This study considers the ways 'indigenous' people have responded to the constraints and opportunities posed by the Indonesian government's transmigration programme in North Lampung, Sumatra. Migration is of increasing importance to the livelihoods of this group; particularly that involving the employment-related movement of young, unmarried women to the export-oriented factory zones of West Java. Female migration is notable in the context of customs confining unmarried women to the house, and negating their working in agriculture. The paper explores how factory migration has developed, drawing on field work conducted in 1994 and during the economic crisis in 1998, and focusing on the shifting terrain of intrahousehold power relations and decision-making in the community. Key to understanding migration dynamics in this area is the emergence of a culturally-conditioned social network linking village and city. This network has altered the terms upon which migration decisions and remittance practices are made, and may have cushioned.  相似文献

This article explores how contradictory development tendencies within Brazil’s primary sector have contributed to the country’s enduring political crisis. I show that President Rousseff, when dealing with declining royalty payments from natural resource exports and a decrease in tax revenue from imports, financed social policies in ways that her opponents branded as unconstitutional to remove her from power. After documenting the central players within the political crisis, namely those who have been under investigation in Operação Lava Jato (Operation Car Wash), I illustrate how the ongoing corruption scandals plaguing Brazil have their roots in the country’s raw material export industries.  相似文献

This paper explores the early implementation of an organizational innovation in the UK National Health Service (NHS) – Treatment Centres (TCs) – designed to dramatically reduce waiting lists for elective care. The paper draws on case studies of 8 TCs (each at varying stages of their development) and aims to explore how meanings about TCs are created and evolve, and how these meanings impact upon the development of the organizational innovation. Research on organizational meanings needs to take greater account of the fact that modern organizations like the NHS are complex multi‐level phenomena, comprising layers of interlacing networks. To understand the pace, direction and impact of organizational innovation and change we need to study the interconnections between meanings across different organizational levels. The data presented in this paper show how the apparently simple, relatively unformed, concept of a TC framed by central government is translated and transmuted by subsequent layers in the health service administration, and by players in local health economies, and, ultimately, in the TCs themselves, picking up new rationales, meanings and significance as it goes along. The developmental histories of TCs reveal a range of significant re‐workings of macro policy with the result that there is considerable diversity and variation between local TC schemes. The picture is of important disconnections between meanings, that in many ways mirror Weick's (1976) ’loosely coupled systems’. The emergent meanings and the direction of micro‐level development of TCs appear more strongly determined by interactions within the local TC environment, notably between what we identify as groups of ’idealists’, ’pragmatists’, ’opportunists’ and ’sceptics’ than by the framing (Goffman 1974) provided by macro and meso organizational levels. While this illustrates the limitations of top down and policy‐driven attempts at change, and highlights the crucial importance of the front‐line local ’micro‐systems’ (Donaldson and Mohr 2000) in the overall scheme of implementing organizational innovations, the space or headroom provided by frames at the macro and meso levels can enable local change, albeit at variable speed and with uncertain outcomes.  相似文献
