Présenté par ses promoteurs comme une initiative renouvelant l'approche du Développement en Afrique, le Nouveau Partenariat pour le Développement de l'Afrique (NEPAD) suscite dans la littérature des travaux essentiellement normatifs. Dans cet article, nous cherchons à savoir s'il introduit une innovation ou s'il perpétue des politiques préexistantes. En explorant la genèse, les idées et les stratégies du NEPAD, nous montrons que l'innovation postulée est limitée et mettons en évidence deux phénomènes explicatifs. Elle est limitée d'abord en raison de la dépendance au sentier précédemment balisé notamment par les institutions financières internationales; dépendance qui provient des phénomènes de diffusion des idées et de rigidité des structures et normes politiques institutionnalisées et implique une continuité avec les politiques antérieures. Elle est limitée ensuite en raison des stratégies instrumentales des dirigeants africains qui, répondant à l'appel des partenaires extérieurs, "jouent le jeu" en adoptant les idées, les discours et les stratégies dominantes en vue de recevoir des ressources subordonnées à cette attitude conformiste.  相似文献

ABSTRACT

The problem of cyberterrorism, despite its contested nature, is an important area of research. Scholars agree that the most dangerous targets for such attacks are critical infrastructure and organizations that are vital to society due to their interconnectedness to the modern world and their increasing reliance on the cyber domain for their operations. Thus, their security and protection against cyberterrorism is of elevated importance. Given the lack of documented cases of cyberterrorism, the purpose of this article is to simulate the threat of a terrorist act on a critical infrastructure, using a computer virus and to investigate how the individual behavior of employees affects security.  相似文献

In nation-building processes, the construction of a common past and references to a shared founding moment have played a well-documented role in fostering notions of a collective political actor. While notions of unreflective national collective memories no longer hold in an age of a postheroic “politics of regret”, the preferred subject of collective memories nevertheless often remains the nation, both in academic literature and in public debates. In this paper, my aim is to establish the role of collective memory in self-proclaimed “postnational” approaches—specifically in the context of European integration—and to assess in how far these approaches can claim to go beyond notions of memory handed down to us from earlier accounts of nation-building processes. I start by laying out two different approaches to a postnational collective memory as they emerge from the literature. The first approach aims at overcoming national subjectivities by focusing on a specific content: a shared, albeit negative, legacy for all Europeans. The Holocaust plays a particularly prominent role in this discourse. The second approach sees and seeks commonalities not so much on the level of memory content but rather on the level of specific memory practices (a “European ethics of memory”). While it is not aimed at dismantling the nation as a political subject per se, it also creates a European self-understanding that makes the symbolic borders of Europe look more porous: potentially everyone can employ these memory practices. However, as I will show, this approach knows its own attempts to define a postnational “essence”, most notably by tying the ethics of memory to a specifically European cultural repertoire.  相似文献

Constitutional crises in Fiji and Solomon Islands and donor concerns about “good governance” raise older questions about the appropriateness of introduced constitutions to local conditions. This article analyses the process of transfer of “Westminster” constitutions in island states of the Pacific. It considers the factors that facilitated or constrained transfer into and within the region. It also considers cases where alternatives to Westminster were considered but rejected by the local leaders. The article concludes that Westminster has been spread by replication, almost irrespective of underlying social and political conditions.  相似文献

The resilience of some high-profile white-collar criminals in the media gaze after prison may lead some to conclude, particularly as some research also supports this notion, that this group of offenders generally manages well after conviction. Research in this area is, however, small and largely American. The authors seek to add to this small body of research by offering findings on the impact of conviction on 17 UK convicted white-collar criminals after completion of their sentence. It provides a unique insight into the consequences of conviction, showing that although there were some offenders who did experience limited impact and coped well, there was also a significant group who suffered a decline in status, financial losses, negative media coverage, and relationship and mental health problems, to name some. The authors argue more research is needed on this group and their needs as they are often neglected by the criminal justice system.  相似文献

Abstract

The expansion of public ownership after 2008 occurred in many European countries as a crisis-management tool. Is the new wave of Hungarian nationalisation a part of this general trend or a component of a unique, ‘unorthodox’ economic policy? The article sums up the main features of recent European nationalisation and reveals similarities and differences in this context. It argues that although current ownership changes in Hungary are outwardly consistent with those that have occurred in other European countries (and in the United States), they in fact reflect the particular agenda of the post-2010 Orbán government. The key peculiarity of the recent Hungarian nationalisations is their embeddedness in a complex system of political and economic changes rather than being aimed at short-term crisis management.  相似文献

Abstract

This article sets the current position of local government in a longer historical perspective. It begins with a discussion of the 1974 local government reorganisation and argues that many of the principles and assumptions determining the ways of working of local authorities remained unchanged after this reorganisation. However, the next 40 years were ones of continuing change, much of it imposed by central government, and the article discusses the often piecemeal implementation of individual changes and the resulting atmosphere of uncertainty and instability. This is followed by an analysis of the cumulative impact of the changes and identifying key problems, and the article concludes by drawing on this analysis to set out the challenges that have to be met if the full potential of the local government is to be realised in the future.  相似文献

This article asks whether, in waging war in the Middle East, the Bush–Cheney Administration developed and executed a conspiracy comparable to the one for which Nazi leaders were tried, convicted, and executed at Nuremberg after World War II. To meet the Nuremberg standards, such a conspiracy must include efforts to subvert the constitutional order. Today, scholars refer to these actions as ‘state crimes against democracy’ (SCADs). After explicating the Nuremberg standards, the article applies them to the Bush–Cheney Administration's ‘war on terror’. The conclusion reached is that evidence of a SCAD-driven conspiracy is extensive and certainly adequate by the Nuremberg standards to warrant investigations and trials.  相似文献
