China's women: A new spirit for a new century

Counting only China's female population, China would still be the second most populous nation on earth. With the implementation of the “Open Door” policy and the introduction of a market economy, Chinese women will gain new opportunities and face unfamiliar obstacles. To adapt, they must be willing to reevaluate traditional roles, and meet these challenges head‐on. Chinese women can learn some from the spirit of western women in their struggle for equality. Like it or not, the reality of “China at the Turn of the Century” will demand changes. This article attempts to (1) draw attention to the changing status of women in China; (2) compare their emerging struggle to that of American women; (3) suggest that Chinese women adopt the spirit of western women to redefine themselves without losing their Chinese identity.

Consultative Leninism: China's new political framework

This paper puts forward the concept of consultative Leninism to describe the political system that has taken shape in China after the death of Deng Xiaoping. It argues that the Communist Party has made its essentially Leninist political machinery more resilient in confronting the huge social and political challenges that the current global financial crisis may unleash in China by incorporating consultative elements. Consultative Leninism has five defining characteristics: an obsessive focus upon staying in power; continuous governance reform designed to pre-empt public demands for democratization; sustained efforts to enhance the Party's capacity to elicit, respond to and direct changing public opinion; pragmatism in economic and financial management; and the promotion of nationalism in place of Communism.     

China's banking sector: From administrative control to a regulatory framework

The development of the banking sector has been one of the primary vehicles for stimulating the economic growth of China since the late 1970s. This paper presents, first, an overview of the institutional structure of the Chinese banking system, and second, an analysis of the development process of commercial bank regulations. With reference to international experience, the paper argues that several institutional problems have posed major challenges to the effective implementation of the promulgated bank regulations. These problems include: the impossibility for state‐owned enterprises (SOEs) to go bankrupt, the strong influence of local governments on banks’ operation, and the lack of an effective enforcement mechanism.     

Analyzing Rising Power from the Perspective of Soft Power: a new look at China's rise to the status quo power

A rising power has traditionally been considered as a revisionist power in realist international relations theories. However, a preliminary analysis of the rising China's foreign policy behavior doesn't uphold such conventional wisdom. Through the case study of China's rise, this article investigates whether the soft power concept provides a new approach in analyzing a rising power. Firstly, empirical connections between soft power and the rise of China are established by discussing the Chinese idea of soft power. This is followed by an examination of how China adopts a soft power-based global strategy and wields soft power in its rise to a status quo power. The findings suggest that the soft power concept can be applied to analyze a rising power. Moreover, when a rising power tries to develop its soft power resources and wield its soft power, its revisionist policy orientation will greatly decrease. This in turn allows for a smoother transition to a status quo power.

农村青年流动的空间分布与城市居迁意愿--基于城市群的空间视角

以往研究较多从城乡或省域视角分析讨论农村青年流动,而缺少从城市群的视角来探讨农村青年城乡流动的空间分布及其居迁的影响因素。本研究基于2017年中国流动人口动态监测调查数据,通过对农村青年流动路径、城市居迁意愿的空间分析与多层次二分类Logit模型的实证分析发现,跨城市群流动、城市群内部流动和从非城市群流入城市群是当前农村青年流动的主要空间路径,其中城市群内部流动的城市居留和迁户意愿显著高于其他空间尺度的流动;农村流动青年在城市的居留和迁户决策受到流出地和流入地因素的共同作用,是对当前利益和长远利益理性选择与平衡的结果。城市群的边界效应为农村流动人口政策的制定和中国新型城镇化空间布局提供了现实依据。     

China's Defense White Papers: a critical appraisal

China's defense white papers have long been dismissed as lacking substance and offering little useful information on China's real strategic intentions and military capabilities. Nevertheless, since 1998 Beijing has continued to issue defense white papers on a regular two-year frequency. Indeed, in recent years it has accorded greater importance to these documents. This paper argues that China's defense white papers warrant more attention than they have received so far. An examination of the making of the white papers, the functions designated for these documents and their evolving content and structure reveals not only the different nature and purpose of the Chinese white papers compared with their counterparts in Western countries, but also important changes and continuities in China's strategic outlook and its evolving perceptions of the role of the use of force in the context of the country's re-emergence as a major player in international affairs.     

China's Fate as a Multinational State: a preliminary assessment

After the collapse of the two communist multinational states, the Soviet Union and Yugoslavia, the fact that China survives as the only communist multinational state poses an interesting question: why does China remain intact and how long will it be able to survive in its present state? This paper tries to address these questions. The analysis is centred on three areas: the formation and characteristics of China's ethnic minorities and their role in this multinational state; the relevant domestic politics including institution building and polices; and the influence of external conditions such as international law and realpolitik. The preliminary finding is that in fact only two minority groups in two regions, Tibetans in Tibet and Uygurs in Xinjiang, have the real potential of secession, but it is very unlikely that China as a multinational state will disintegrate in the near future because the internal environment and international politics do not constitute adequate conditions for that to happen.     

China's WTO Membership and the Non-Market Economy Status: discrimination and impediment to China's foreign trade

This article provides a Chinese perspective on the terms of China's WTO accession, highlighting the negative impact of some discriminatory conditions that China accepted in order to join the WTO on its foreign trade and global competitiveness in the last decade. The author uses the non-market economy status of China as a case study to support the argument that these discriminatory conditions imposed on China upon accession have not only impeded the healthy development of China's foreign trade, but also violated the ‘non-discrimination’ principle of the WTO.     

浅谈公安队伍管理中的从优待警

从优待警作为公安队伍管理长效机制建设的有益补充,在增强整个公安队伍凝聚力,不断提升公安管理效益中发挥了重要作用。但目前,从优待警还存在一些误区:一是片面理解从优待警,存在着“只重物质”的误区;二是模糊从严治警和从优待警的关系,存在着“宽严两极”的误区;三是不能正确处理从优待警与引导、奉献的关系,存在着“非此即彼”的误区。为确保有效实现从优待警,应从政治上、精神上、生活上、物质上、体制上等五个方面抓好落实。     

Unconventional Threats to China's National Security: A teaching note

This teaching note has two objectives: first, to describe a particular type of teaching method and its special benefits; and second, to provide a substantive example of the kind of intellectual insights (in this case, understandings of Chinese national security) that can be achieved by using this method. The teaching situation described was an introductory graduate seminar on Chinese foreign policy, taught at the Graduate School of International Studies at the University of Denver in 1998. Critical comments on either the teaching method or the substantive arguments presented here would be welcome at pvan@coombs.anu.edu.au.     

Fear patterns: a new approach to designing road safety advertisements

This research studies fear patterns within fear appeal anti-speeding television commercials. A pattern of fear is the sequence of fear arousal and fear reduction, if any, that is felt by the viewing audience when exposed to a fear appeal advertisement. Many road safety advertisers use fear appeals, such as "shock" advertising, that result in fear arousal, leaving the viewer feeling extremely tense. The moment-to-moment reactions of young drivers to 12 road safety commercials are gauged using a dynamic, temporal measure of fear. The fear patterns generated from each ad are analyzed and a new perspective on creating fear appeal road safety advertisements, with an emphasis on fear-relief, fear-partial relief, and fear-only patterns, is discussed.

Local Liberalism: China's provincial approaches to relations with Southeast Asia

One of the most interesting phenomena in contemporary international relations is the growing role of local government entities in forging and intensifying cross-border interactions in the social, economic and cultural arenas. Lamentably, this aspect of international relations, which I conceptualize as local liberalism, has not received sufficient scholarly attention. This paper attempts to fill in the gap by describing and analyzing how local liberalism has played a role in China's relations with Southeast Asia. The paper argues that local governments in Yunnan and Guangxi have played an important and positive role in cementing the relations between China and Southeast Asia. The paper suggests that debunking the China ‘black box’ to examine the different units in China, including the sub-national governments, may provide more useful insights for our understanding of China–Southeast Asian relations.
