Before any citizen enters the role of scientist, medical practitioner, lawyer, epidemiologist, and so on, each and all grow up in a society in which the categories of human differentiation are folk categories that organize perceptions, relations, and behavior. That was true during slavery, during Reconstruction, the eugenics period, the two World Wars, and is no less true today. While every period understandably claims to transcend those categories, medicine, law, and science are profoundly and demonstrably influenced by the embedded folk notions of race and ethnicity.  相似文献

Lost in the debate over the use of racial and ethnic categories in biomedical research is community-level analysis of how these categories function and influence health. Such analysis offers a powerful critique of national and transnational categories usually used in biomedical research such as "African-American" and "Native American." Ethnographic research on local African-American and Native American communities in Oklahoma shows the importance of community-level analysis. Local ("intra-community") health practices tend to be shared by members of an everyday interactional community without regard to racial or ethnic identity. Externally created ("extra-community") practices tend to be based on the existence of externally-imposed racial or ethnic identities, but African-American and Native American community members show similar patterns in their use of extra-community practices. Thus, membership in an interactional community seems more important than externally-imposed racial or ethnic identity in determining local health practices, while class may be as or more important in accounting for extra-community practices.  相似文献

This article is based on a study in which the work of police officers has been followed on a day-to-day basis, with a special focus on the work directed at youths. The focus is on how contact is established or obstructed in the meeting between police officers and young males, and the significance of constructions of masculinity and ethnicity/race for this process. Encounters between young males and police officers are analysed from Yuval-Davis notions of belonging and unbelonging. The analysis shows how both masculinity and ethnicity/race can be used for establishing or obstructing contact between police and young males. The article also show how belonging and unbelonging is a question of negotiations that can undergo a number of shifts in the course of a given situation, and also that these negotiations take the form of a collaborative activity, even if this starts from unequal power positions. A situation that starts from an antagonistic approach may in fact, via markers of belonging, turn out quite different. But it is also pointed out that the markers of belonging in one dimension, at the same time may generate markers of unbelonging in others. Finally this developing of contact shall be understood both as a way of changing the contacts into less conflicted ways and as one of several ways of gaining more control in stigmatized areas.  相似文献

Race and ethnicity are commonly reported variables in biomedical research, but how they were determined is often not described and the rationale for analyzing them is often not provided. JAMA improved the reporting of these factors by implementing a policy and procedure. However, still lacking are careful consideration of what is actually being measured when race/ethnicity is described, consistent terminology, hypothesis-driven justification for analyzing race/ethnicity, and a consistent and generalizable measurement of socioeconomic status. Furthermore, some studies continue to use race/ethnicity as a proxy for genetics. Research into appropriate measures of race/ethnicity and socioeconomic factors, as well as education of researchers regarding issues of race/ethnicity, is necessary to clarify the meaning of race/ethnicity in the biomedical literature.  相似文献

Objectives

The temporal variation in homicide is examined by studying trends in race/ethnic specific killings (e.g. Blacks, Latinos and Whites). Two substantively important issues are also addressed—a closer examination of the role community heterogeneity plays in homicide levels and the treatment of immigration as an endogenous social process.

Methods

Data are reported homicides in the city of San Diego, California over the period 1960–2010. The address of each killing is geocoded into 341 census tracts.

Results

We find that neighborhoods experiencing increases in the foreign-born population tend to be less violent. White and Latino homicide victimization was reduced significantly as a product of increases in the neighborhood concentration of foreign-born individuals. Supplementary analyses did not find empirical evidence that the influx of foreign-born individuals could (or should) be considered a disruptive social process. Over the past five decennial census periods, the exponential increase in immigration in this border city is not associated with an increase in homicide victimization.

Conclusions

When examined through a wider temporal lens than is typically employed, and accounting for the endogeneity of immigrant residential settlement, we find no support for the claims that immigration is a crime generating social process.

Abstract

Linked data from the National Health Interview Surveys and Multiple Causes of Death Use Files are used to estimate the individual level effects of race and ethnicity, and relevant controls on homicide mortality. African American and Hispanic race/ethnicity are found to be leading factors in homicide victimization. Following some previous work this research also finds that the gap between white and minority homicide victimization is attenuated but not explained by SES, contextual and marital status variables. It is hypothesized that the experience and perception of racism, and the frustration, anger and resentment that result produce an ideological climate that sustains high levels of violence among minority members beyond what concentration of disadvantage variables predict.  相似文献

Florida statutes allow for the application of enhanced sentences to defendants designated as “Career Offenders.” The application of these laws is discretionary and as such, prosecutors seek the designation for a fraction of the defendants who qualify. Utilizing Hierarchical Generalized Linear Modeling, this paper examines whether individual attributes, such as race and ethnicity, impact an individual's likelihood of receiving the Career Offender designation for 13,704 males sentenced to prison between 2002 and 2004. The second-level analysis incorporates county characteristics into the equation and tests whether these predictors have either a direct or a cross-level effect on the relationship. The broad theoretical framework that guides the present research is grounded in the social threat and social control perspective, which argues that minorities on both the individual and aggregate levels may be perceived as threatening in ways that can mobilize or enhance social controls.  相似文献

The history of opiate treatment in the United Kingdom (UK) since the early 1980s is a rich source of learning about the benefits and pitfalls of drug treatment policy. We present five possible lessons to be learnt about how factors outside the clinic, including government, charities and researchers can influence treatment and outcomes. First, do not let a crisis go to waste. The philosophical shift from abstinence to harm reduction in the 1980s, in response to an HIV outbreak in injecting users, facilitated expansion in addiction services and made a harm reduction approach more acceptable. Second, studies of drug-related deaths can lead to advances in care. By elucidating the pattern of mortality, and designing interventions to address the causes, researchers have improved patient safety in certain contexts, though significant investment in Scotland has not arrested rising mortality. Third, collection of longitudinal data and its use to inform clinical guidelines, as pursued from the mid-1990s, can form an enduring evidence base and shape policy, sometimes in unintended ways. Fourth, beware of the presentation of harm reduction and recovery as in conflict. At the least, this reduces patient choice, and at worst, it has caused some services to be redesigned in a manner that jeopardises patient safety. Fifth, the relationship between the third and state sectors must be carefully nurtured. In the UK, early collaboration has been replaced by competition, driven by changes in funding, to the detriment of service provision.  相似文献

Little is known about the predictors of sentencing for the typical female offender—one who commits a misdemeanor or lesser offense. Moreover, although ample discussions of racial/ethnic disparity in sentencing may be found in the extant literature, most researchers have focused on what happens to males who commit felonies. Thus, to help fill a void I examine the likelihood of receiving a jail sentence among a sample of cases for female misdemeanants. All were convicted in New York City's Criminal Court. I account for direct and indirect effects by estimating a causal model that predicts the sentencing outcome. Race/ethnicity did not directly affect sentencing. Indirect effects, however, were found. Black and Hispanic females were more likely to receive jail sentences than their White counterparts due to differences in socio‐economic status, community ties, prior record, earlier case processing, and charge severity.  相似文献

This study focused on a series of hypotheses regarding residents’ attitudes toward the police: (1) residents’ attitudes toward the police are better represented by a two-dimensional model that differentiates global perceptions of the police from assessments of the police in the respondents’ neighborhood; (2) the structure of residents’ attitudes toward the police is different for Whites, African Americans, and Latinos; (3) direct experiences with the police in the respondents’ neighborhood will be more strongly associated with the respondents’ assessment of police in their neighborhood than global perceptions of the police; and (4) the influence of direct experiences with the police will be stronger for African Americans and Latinos than for Whites. Results based on structural equation modeling offer strong support for the need to differentiate between global and neighborhood perceptions of the police. The underlining measurement structure of attitudes toward the police was similar for Whites, African Americans, and Latinos. However, the relationship between global and neighborhood attitudes was stronger for African Americans and Latinos. Negative contact with the police was associated with both negative global and neighborhood assessments of the police. Non-negative contact was associated with positive neighborhood perceptions of the police; however, only when it occurred within the neighborhood. The influence of direct experiences with the police (both inside and outside the neighborhood) was similar for Whites, African Americans, and Latinos.  相似文献

Objectives

Non-Hispanic blacks and Hispanics in the United States are more likely to be incarcerated than non-Hispanic whites. The risk of incarceration also varies with age, and there are striking differences in age distributions across racial/ethnic groups. Guided by these trends, the present study examines the extent to which differences in age structure account for incarceration disparities across racial and ethnic groups.

Methods

We apply two techniques commonly employed in the field of demography, age-standardization and decomposition, to data provided by the Bureau of Justice Statistics and the 2010 decennial census to assess the contribution of age structure to racial and ethnic disparities in incarceration.

Findings

The non-Hispanic black and Hispanic incarceration rates in 2010 would have been 13–20 % lower if these groups had age structures identical to that of the non-Hispanic white population. Moreover, age structure accounts for 20 % of the Hispanic/white disparity and 8 % of the black/white disparity.

Conclusion

The comparison of crude incarceration rates across racial/ethnic groups may not be ideal because these groups boast strikingly different age structures. Since the risk of imprisonment is tied to age, criminologists should consider adjusting for age structure when comparing rates of incarceration across groups.

In March of 1900 several cases of bubonic plague were discovered in San Francisco's Chinatom. In response the health authorities, at the instance of the Surgeon General of the United States, sought to implement a series of extraordinarily coercive measures aimed at the city's Asian inhabitants. The measures provoked an uproar among the Chinese, and they determined to challenge them in the federal Circuit Court for the Northern District of California. This essay, based on extensive research in court records, the archives of the U.S. Public Health Service, and press accounts in English and Chinese, documents the complex events that gave rise to the cases of Wong Wai v. Williamson and Jew Ho v. Williamson and the cases themselves as they unfolded in the courts. The cases raised new and dificult questions of fact and of law and tested as few other cases have before or since a court's capacity to act as arbiter between individual rights (and the rights of an ostracized minority at that) and the public interest in a period of acute health emergency.  相似文献

The Dependency Court Intervention Program for Family Violence (DCIPFV) is a national demonstration project awarded to the Eleventh Judicial Circuit of Florida (Miami) by the U.S. Department of Justice, Office on Violence Against Women. Developed by Judge Cindy Lederman and Susan Schechter in 1997, the DCIPFV identifies victims of domestic violence in the dependency court system. DCIPFV advocates provide a variety of services to such victims, helping them achieve safe environments for themselves and their children with the understanding that the well‐being of children can be better assured by addressing the safety and self‐efficacy of their mothers. This article discusses the DCIPFV program and makes recommendations for communities seeking to implement a similar program in their jurisdiction.  相似文献
