Abstract

The Russian military intervention in Georgia in August 2008 has raised significant questions about Russian thinking and practice on the legitimate use of military force abroad, especially in relation to neighbour states. The arguments advanced by Russia to justify this campaign show how Russian interpretations of customary international law as well as norms related to the use of force have served as an instrument of state policy, rather than being rooted in any broader international consensus. The Russian discourse in this context about sovereignty, self-determination and the legitimacy of recognising South Ossetia and Abkhazia as states appears similarly to be strongly influenced by political self-interest and Russian views about its entitlement within the Commonwealth of Independent States (CIS) region. Among Russian claims, Moscow's commitment to support its ‘citizens’ abroad has been particularly controversial. This article examines these issues and also the possibility that, through its justifications for waging war against Georgia, Russia is more broadly contesting the interpretation of certain international norms, that it regards as essentially constructed by Western states. Some potential implications of these legal and normative arguments for future Russian policy in the CIS region, including Ukraine, are also examined.  相似文献

Sovereign states remain the primary units of analysis in conflict research. Yet, the empirical record suggests that the international system includes a wider range of actors whose behavior is relevant for conflict outcomes. This article introduces De Facto States in International Politics (1945–2011), a new data set dedicated to understanding the behavior of de facto states—separatist statelike entities such as Abkhazia. I begin by explaining why de facto states deserve attention. Further, I provide a definition of the de facto state that separates it from cognate phenomena. Thereafter, I offer an overview of the data set and illustrate its utility by demonstrating how it contributes to the literatures on war and state making, civil war, and rebel governance.  相似文献

第二次车臣战争基本结束,但车臣问题并没有彻底解决。车臣共和国百废待兴,俄境内恐怖事件不断发生。而解决车臣问题又受很多国际因素的制约:以美国为首的西方国家对恐怖主义推行双重标准;邻国格鲁吉亚不协助;伊斯兰极端势力和国际恐怖分子的渗透。因此,俄罗斯必须灵活运用外交战略,搞好与西方和邻国的关系,加强国际反恐合作。  相似文献

This article explores the functions of the high levels of violence, insecurity and isolation that have characterised the Gali district of Abkhazia since the end of the 1992–1993 Abkhaz War. It traces their trajectories in a 20-year timeframe, explaining the demographic and economic peculiarities of the case. It argues that violence and isolation were used to deepen the economic, social and political disenfranchisement of the Georgian/Mingrelian population within Abkhazia, which in turn served wider economic and political goals.  相似文献

In this investigation of the sources of the Rose Revolution in Georgia in November 2003 and presentation of the challenges the new leadership faces, the author argues that there are four contexts to the Georgian revolutionary events of 2003: first, a popular and romantic yearning among Georgians for union with Europe; second, the dismal failings of the Shevardnadze regime; third, the combined impact of global economic models and Westernisation in Georgia; and, fourth, the Soviet legacy. The role of civil society organisations, though important, was not vital to the success of the Rose Revolution. The manner in which the new leadership has tackled state-building challenges suggests the pro-Western revolution is still in a radical phase, with the imperative of state consolidation often overriding Western models of due process and democratic governance. The direction of the revolution – toward greater liberalism or radical populism – will have a major impact on regional politics and on the policies of both the US and the EU in the region.  相似文献

This article qualitatively and empirically analyses the OSCE's efforts to promote democracy after intra-state war in Georgia. This regional organization is rooted in a comprehensive approach to security that directly links security to democratic values. Therefore, the OSCE is a particularly appropriate subject for studying the issue of democracy promotion in the context of conflict-resolution processes. Georgia provides a difficult environment for such a goal. Given that its two secession conflicts are ‘frozen’, democracy can, especially in this context, be considered a well-suited means to indirectly contribute to conflict resolution. By contrasting the democratic development in Georgia with OSCE activities since 1992, this article will assess OSCE democracy promotion efforts. When these efforts are measured with regard to progress in peace and democratic quality, the effectiveness of external democracy promotion by the OSCE has to be called into question. However, the article argues that democratization is a long-term process in which internal factors play a decisive role. The OSCE, like other international organizations, can only reach its normative goals to the degree of the reform orientation and political will of the target state's government. The potential for impact is limited, but can be increased by commitment and context sensitivity.  相似文献

This article examines the extent to which cultural similarity vitiates the relationship between joint democracy and the incidence of interstate war. Previous empirical findings which suggest that cultural/normative explanations of the democratic peace are more robust than institutional/structural ones invite an analysis of the impact of broader cultural factors on the relationship between joint democracy and war involvement. The author suggests several ways that cultural factors might mitigate the democratic peace phenomenon and conducts a multivariate logistic analysis of state dyads from 1820 to 1989 to test the main query. Of the cultural variables, religious similarity within dyads is associated with a decreased likelihood of war onset, while both ethnic and linguistic similarity have the opposite effect. Democratic dyads, on average, have higher religious similarity levels than nondemocratic dyads, which, ostensibly, might play a role in reducing conflict within democratic dyads. However, the findings clearly demonstrate that although cultural factors are significant correlates of war they do not vitiate the impact of joint democracy on war. It appears that where a pair of states share a common democratic political culture it exerts a conflict dampening impact that overrides ethnic, linguistic, or religious factors.  相似文献

This article examines post-cold war European attitudes to the use of force, focusing on the UK, France, Germany and Poland. It argues that European strategic culture reflects the security environment of the second half of the Twentieth century, and increasingly acts as an impediment to developing new European security strategies relevant to the early twenty-first century. The author argues that new thinking about security and strategy is required in Europe, and suggests six principles that should inform a revised European security strategy appropriate to the post-9/11 world.  相似文献

Despite hopes that it would act as a transformative tool in the South Caucasus to strengthen democracy, stability, security and regional cooperation, the Eastern Partnership (EaP) has produced limited results, with the region more fragmented today than it was five years ago. Russia’s war against Ukraine has further exacerbated the situation, raising concerns over the extent to which South Caucasus countries can genuinely rely on the West. Today, Georgia, Armenia and Azerbaijan have different geostrategic trajectories. While Georgia has stuck to the Euro-Atlantic track, Armenia joined the Russian-led Eurasian Union in January 2015. Meanwhile Azerbaijan has the luxury of choosing not to choose. Developments in the region have demonstrated that a ‘one size fits all’ approach does not work and a more differentiated policy is required.  相似文献

Unrecognized statelets may be forming in the Eastern Donbas region of Ukraine under the aegis of Russian protection—a “frozen conflict.” Georgia's past provides a useful cautionary tale in reference to Ukraine's probable future. The very same conceptual debates that are currently underway in the West with respect to Ukraine—“credibility of great-power security guarantees versus chain-ganging”—have, over the past twenty years, generated policies that facilitated the rise of political coalitions within Georgia that prefer war with Russia to any other outcome.  相似文献

This reply explains several decisions I made as author of “Terrorwars: Boston, Iraq.” Among points raised is the central comparison of the Boston counterterrorist operation in 2013, which I call a one-day war, with techniques of the early Iraq war. Relatedly, I use war knowledge presented in a “novel” by an American veteran of the Iraq war to make that comparison, plus my own experiences with the Boston lockdown, all of which raise questions about who or what is a legitimate source of information on war. I close with events of August 2013 in Ferguson Missouri that confirm the idea that the USA is bringing tools and techniques from contemporary wars into urban policing, and doing so in ways that many ordinary people on the ground are identifying as war.  相似文献

Carl Schmitt famously alleged that a commitment to just war fosters the criminalisation and demonisation of the enemy. The aim of this paper is to trace, analyse and evaluate five arguments that can be found in Schmitt's opus elucidating and supporting the above claims. The paper suggests that even though Schmitt's critique of just war is typically extreme, it can nevertheless enrich the current debate on just war in so far as it challenges the common claim that the just war tradition occupies the middle ground between bellicism (that always justifies war) and pacifism (that never justifies war). Arguing against this widely held view, Schmitt claims that in the 20th century a belief in just war, far from representing a moderate position between extremes, is instead at the fore of an ideology that aims at dehumanising anyone who does not share its core values.  相似文献

Since it came back into power in May 2008, the Berlusconi government has undertaken a number of important initiatives in foreign policy, especially in relation to the European Union. Three cases concern the ratification of the Lisbon Treaty, the war in Georgia and the climate change/energy package. Rather than following a pro- or anti-Europe line, it is argued that the link between all these initiatives is the development of a pragmatic foreign policy, in which the ultimate aim is to promote Italy's economic interests. This means that in some cases the Berlusconi government is supportive of the European integration process, especially when no specific Italian interest is at stake, whereas it does not hesitate to undermine it should it clash with Italy's economic interests.  相似文献

This article attempts to bring together research on democratization and democratic consolidation with research on civil war termination. The post-civil war environment is contentious and the transition toward democracy achieved after a civil war is susceptible to failure. The side that wins the democratic elections in a post-war state may use its democratically won power to dismantle the institutions of democracy and repress the opposition. The fear of constant marginalization in the political processes as well as the fear of being repressed might create incentives for the defeated party to return to civil war. By utilizing the expected utility framework, this article suggests that former rivals would support democratic transition if they were confident that inclusive institutions ensured that they could achieve their political interests through the democratic processes. After analysing the data on post-civil war transitions toward democracy (TTD) from 1946–2005, I found that the proportional representation system and the parliamentary system are the most important institutions that help sustain the post-civil war TTD.  相似文献

Russia’s invasion of Ukraine has once again reinvigorated the debate about the likelihood of conflict spreading into NATO’s frontline states, namely the Baltic republics. This article argues that somewhat paradoxically, the Baltics currently find themselves in both the best of times and the worst of times. On the one hand, with each “turn of the screw”—Georgia in 2008, Ukraine in 2014 and 2022—Moscow has ensured a greater allied presence across the Baltics. Still, despite this and Russia’s substantial losses incurred in the war, the Baltic lawmakers will not write off Russia as a military threat any time soon.  相似文献

The launch of the Eastern Partnership (EaP) marks the most significant change to the European Neighbourhood Policy (ENP) since it was launched in 2004. In the wake of the Georgia war in August 2008 and yet another gas crisis in January 2009, the EU clearly needs a more constructive policy towards Eastern Europe. But both the ENP and EaP are based on a contradiction. They offer only the remotest possibility of eventual accession to the EU, but are still based on “accession-light” assumptions, applying the conditionality model of the 1990s to weak states that are a long way from meeting the Copenhagen criteria. The priority in the eastern neighbourhood is not building potential members states but strengthening sovereignty, in the face of an increasingly assertive Russian neighbourhood policy. The game is playing the west off against Russia for geopolitical reward.  相似文献

The author explores the connection that exists between democratization, state-building and war in the cases of Serbia and Croatia in the 1990s. It is necessary to examine closely how these processes influence one another because state-building and democratization are not necessarily contradictory and even war might not be an obstacle for democracy. However, in Serbia and Croatia state-building and war influenced democratization negatively, but in different ways. In Serbia, the nationalist mobilization for a state-building programme prevented democratization, while in Croatia democratization was a precondition for state-building, which then impeded democratic consolidation. Further important differences are the lower level of institutionalization, incomplete state-building, and polarized party system in Serbia and a higher level of institutionalization, completed state-building, and moderate party pluralism in Croatia. The war also influenced Croatia directly, while Serbia was only indirectly affected by the wars in Croatia and Bosnia-Herzegovina before the NATO intervention in 1999.  相似文献

This article suggests that in most semi-democracies, the same solution might not be that favourable to minorities. Many semi-democratic countries either restrict party competition or limit parties of ethnic minorities, including: Azerbaijan, Georgia, Kazakhstan, Kirgistan, Cameron, Equatorial Guinea, Tanzania, Gabon, Kenya, Mauritania, and Congo (Brazzaville). This article highlights the impact of the electoral system and the importance of political plurality and electoral district design in such contexts. The article argues that the interests of minorities are best protected if they can elect their representatives in small, ethnically homogeneous electoral districts. Plurality or majority voting systems offer minorities the possibility to run with independent candidates. The case study in this article elections to municipal councils in Georgia in 2006 under a mixed electoral system seem to reflect the hypothesized pattern.  相似文献
