In 2004 President Bush was elected more decisively than in 2000, but he would have lost if Ohio had voted for John Kerry. Turnout in a polarised electorate was the highest since the 1960s. Bush saw his party increase its existing majorities in both houses of Congress - the first Republican candidate to do so since 1924. The Republicans benefited from political trends in the South, international developments and the impact of social issues. Gains by Bush at the time of the national conventions were reduced by Kerry's strong showing in the televised debates. In the end, Americans were unwilling to eject their commander-in-chief during the wars on terror and in Iraq. While the Republicans have been advancing in national politics since the 1960s, it is unclear whether 2004 was a realigning election. There was not a realignment in the classic way that it occurred in 1932.  相似文献

The party identification of nonblack voters, separated by region, is examined within three broadly bounded cohorts or political generations consisting of those whose first votes were cast prior to 1932, those of the New Deal era whose first votes were cast between 1932 and 1964, and the post-New Deal generation who have come of voting age since 1964. Inter- and intragenerational comparisons are presented for three political eras reflected in NES data: 1952–60, 1964–76, and 1980–88. Outside the South, the post-New Deal generation was more pro-Democratic in the period 1964–76 than was the older New Deal generation. However, they also led the surge away from the Democrats and to the Republican party between 1980 and 1988. Nevertheless, in the latter period they were less dominantly Republican than were the members of the New Deal generation. In the South the better educated voters of the post-New Deal generation led the realignment that largely eroded the Democratic plurality between 1960 and 1988. Nationally, the policy preferences of the post-New Deal generation in the 1980s further polarized party differences between Democrats and Republicans. This occurred largely because of the substantially greater liberal cast of post-New Deal Democrats' preferences. On other issues, party differences were maintained, but Republicans as well as Independents and Democrats in the post-New Deal generation exhibited visibly more liberal preferences than did their older partisan counterparts in the New Deal generation.  相似文献

The first ever simultaneous general and local elections in Denmark (November 2001) allow for a comparison of Danish voters’ inclination towards inter‐level ticket splitting with similar phenomena in Sweden and England. Inter‐level split‐ticket voting occurs when voters cast their vote on two different parties in the two different (but simultaneous) elections; this happened far more often in Denmark in 2001 than in the two other countries. One hypothesis suggests that this owes to party system differences between the three countries, since both the number of parties running in the different elections and the discrepancy between the national and the local party systems are expected to influence the level of inter‐level vote splitting. However, elec‐tion statistics and survey data based analyses (Denmark in 2001, Sweden in 2002, and England in 2001) give only limited support to the hypothesis. It appears that Danish voters did in fact split their 2001 national and local votes more than Swedish and English voters did and more than party system differences can account for.  相似文献

This article explains the failure of the Republican party to reproduce their dominance of the South in presidential elections at lower electoral levels. First, the foreign policy and social issues that have benefitted Republican presidential candidates have lower salience in state and congressional elections. Second, sustained Republican control of the White House has exposed the party to recurrent mid-term setbacks at lower electoral levels. Third, deficiencies of local party organization and a paucity of identifiers deprives the Republicans of candidates in sufficient quantity and quality to be competitive with Democrats.  相似文献

This article examines the role of party activists in the partisan evolution of the abortion issue. Previous research indicates that party elites—specifically members of Congress—and partisans in the mass public have become more differentiated in their abortion attitudes during the last several decades with Democrats becoming more pro-choice and Republicans becoming increasingly pro-life. The missing piece of the picture is the behavior of party activists. Accordingly, this research examines the changes in the abortion attitudes of two groups of party activists during the last three decades: campaign activists and national convention delegates. From 1972 to 1980 there were no significant differences in the abortion attitudes of Republican and Democratic campaign activists, and the mean positions of the two parties' national convention delegates did not differ greatly. However, since 1984 there has been a growing differentiation in the abortion positions of both groups of party activists. Now Democratic activists are consistently pro-choice while Republican activists are equally pro-life. This evidence indicates that the differentiation on the abortion issue that has only recently emerged among partisans in the mass public was predated by an earlier and much more dramatic polarization that had already developed among party activists and elites, thus supporting a model of issue evolution introduced by Carmines and Stimson in their study of racial issues. We also find that citizens' abortion attitudes have become increasingly correlated with party voting not just in presidential elections but also in House, Senate, and gubernatorial contests during this period as well as being more closely related to political ideology. All of this evidence points to the growing extent to which abortion has become a partisan issue in American politics and the key role that party activists have played in this process.  相似文献

A model of the two-way relationship between elections and the economy, previously estimated on historical data for 1916–1988, is applied to the United States elections of 1992, 1994, and 1996. The 1992 result was a surprise to the model since the economy had performed reasonably well that election year. The midterm elections of 1994 were accurately forecast. The Republicans took control of Congress not because of unusual circumstances but because of a normal midterm cycle. President Clinton's chances in 1996 look dim given the current modest growth rate and an electoral bias favoring Republican presidential candidates. But an alternative model, keyed more to the voters choosing Clinton to balance the Republican Congress, gives him a reasonable chance of reelection.  相似文献

In the absence of party labels, voters must use other information to determine whom to support. The institution of nonpartisan elections, therefore, may impact voter choice by increasing the weight that voters place on candidate dimensions other than partisanship. We hypothesize that in nonpartisan elections, voters will exhibit a stronger preference for candidates with greater career and political experience, as well as candidates who can successfully signal partisan or ideological affiliation without directly using labels. To test these hypotheses, we conducted conjoint survey experiments on both nationally representative and convenience samples that vary the presence or absence of partisan information. The primary result of these experiments indicates that when voters cannot rely on party labels, they give greater weight to candidate experience. We find that this process unfolds differently for respondents of different partisan affiliations: Republicans respond to the removal of partisan information by giving greater weight to job experience while Democrats respond by giving greater weight to political experience. Our results lend microfoundational support to the notion that partisan information can crowd out other kinds of candidate information.  相似文献

ABSTRACT

This article critically assesses claims that India has entered a new party system after the 2014 general elections, marked by renationalisation with the BJP as the new ‘dominant’ party.’ To assess these claims, we examine the electoral rise of the BJP in the build-up to and since the 2014 general elections until the state assembly elections in December 2018. Overall, we argue that despite the emerging dominance of the BJP, a core feature of the third party system -a system of binodal interactions- has remained largely intact albeit in a somewhat weaker form. Furthermore, by comparing the post 2014 Indian party system with key electoral features of the first three party systems, we conclude that the rise of the BJP has thrown the third-party system into crisis, but does not yet define the consolidation of a new party system.  相似文献

In order to illuminate the consequences of extra votes for parents, this article looks at the questions of whether parents differ in their party choice from younger people and of what the overall results would have been like for German Bundestag elections in 1994–2005. The results can be summarised as follows: (1) In simple comparisons, parents and childless people have not differed a lot in their party preferences since the first half of the 1990s. However, a more complex analysis of the 2005 elections brought to light systematic differences that are contingent on voters’ age and on their region. (2) The aggregate results of the 1994 to 2005 elections would have looked very much the same. Thus, no party would profit per se in electoral terms from the introduction of the proxy vote for children.  相似文献

This paper relaxes the “party as unitary actor” assumption that characterises much theoretical work on party competition and government formation. It first sketches some of the theoretical implications of assuming that legislators are free to defect from parties of which they are members, and to join other parties that might be willing to accept them. This leads to a dynamic legislative party system that is quite distinct from the type of party system assumed by most models, which remains essentially static between elections. Working from “office-seeking” assumptions about the motivations of legislators that seem very plausible in the Japanese case, it shows that such a dynamic party system is likely to be unstable, since there are generic gains to be derived from the fission and fusion of parties. The paper then moves on to explore the Japanese case in these terms. The Japanese party system is self-evidently dynamic and characterised by a high degree of flux, with legislative parties regularly splitting and fusing between elections. The evidence suggests that large parties that pass a certain size threshold can be attractors in the dynamic system, both offering benefits to and receiving them from defectors from other parties. In this way, a “near-majority” party can pass the majority threshold between elections, as happened with the Japanese LDP.  相似文献

In this study, I present evidence that ballot order can provide a misleading cue to voters. In South Korea, nonpartisan municipal legislative elections were held concurrently with other partisan local elections until 2002. The ballot order of the candidates running in nonpartisan elections was randomly determined, whereas it was determined according to a party's number of seats in the national legislature for candidates running in partisan elections. Therefore, if voters are fully informed, the vote share for the candidate listed first in the nonpartisan ballot should not be correlated with the vote share for the party listed first on the partisan ballot. However, I find that the vote share for a first-listed candidate increases when the first-listed party's vote share increases. I also find that the presence of an incumbent does not significantly reduce the degree to which voters mistakenly use ballot position as a party cue.  相似文献

This paper analyses how disaffection with the EU influenced individuals' likelihood of turning out to vote and of casting a vote for a Eurosceptic party in the 2014 EP elections, and how these relationships were moderated by the Eurosceptic partisan supply of each country. We argue that the degree to which political parties oppose European integration, as well as the ideological leaning of Eurosceptic parties, should influence both the likelihood of disaffected citizens turning out to vote, and their likelihood of voting for a Eurosceptic party. Our empirical findings show that, in the presence of a party that is strongly opposed to European integration, disaffected citizens are more likely to turn out to vote and to vote for a Eurosceptic party provided that this party also shares their ideological leaning in the left-right dimension. These results indicate that Eurosceptic parties are important actors for the politicization of the European integration conflict and for the Europeanization of EP elections, but, at the same time, they suggest that opposition to European integration is subordinate to the traditional left-right conflict.  相似文献

The 2014 elections were widely viewed as a referendum on the presidency of Barack Obama. Republicans ran against the incumbent president, and many view the Republican Party's victories in 2014 as a mass rejection of President Obama's policies. We argue that this account of the 2014 elections is incomplete. We advance the theory of racial spillover—that associating an attitude object with President Obama causes public opinion to polarize on the basis of racial attitudes—to explain both vote choice and referendum voting in the 2014 elections. In an analysis of the CCES and an original survey, we show that congressional vote choice was strongly racialized in 2014. We go on to show that perceptions of the election as a referendum on President Obama were also racialized, and that these perceptions mediated the link between racial animus and 2014 congressional vote choice. This represents the first study to show that racialized congressional evaluations continued into 2014 and we provide direct evidence that attitudes about President Obama mediated the effect of racial animus on congressional vote choice. We conclude by discussing the implications for referendum voting, racial spillover, and the 2014 midterm elections.  相似文献

This article recaps the main trends in public opinion and electoral support for the Conservative party since the last general election in June 2001 by examining the overall polling data relating to party popularity. The article also considers by-elections, local elections and leadership change, as well as the most recent elections in 2004. The various challenges the party faces as it attempts to position itself as a credible alternative government to the Labour party under Tony Blair are considered.
Given the clear biases of the electoral system used for the House of Commons, which are certain to benefit Labour substantially even if the Conservatives get close to them in terms of overall vote share, or indeed even overtake them, it still seems unlikely that such success will be sufficient to achieve much more than to reduce Tony Blair's House of Commons majority in 2005.  相似文献

This paper focuses on the effect of disgruntlement among those primary voters who supported U.S. presidential nomination losers. It analyzes the general election voting behavior of primary voters in the last five presidential elections in order to determine if differences exist between those supporters of the winning nominee in each party and backers of other candidates who also sought the nomination. A multivariate analysis of the determinants of voter turnout shows significant results only for the Democrats in 1972, when primary voters who supported candidates other than George McGovern were more likely to abstain in the general election. Taking into account the option of defecting to another party in November, both parties appear to have been plagued by a considerable amount of disloyalty on the part of supporters of candidates who failed to win the nomination, although for the Republicans this type of response is confined to the 1980 election. The federal election held in Germany on 27 September 1998 marked the end of the Kohl era. It was one of the closest-fought post-war elections, which made the result difficult to predict and the election evening extremely exciting. In the event the ruling Christian Democrats recorded their worst result since 1949, a sitting federal chancellor, Helmut Kohl, was voted out of office for the first time in the history of the Federal Republic and the main opposition party, Germany's Social Democrats, became the largest party in parliament for only the second time since the war.  相似文献

European Parliament (EP) elections have traditionally been described as ‘second‐order national elections' in which campaigns are fought by national parties on national issues. We argue that the 2019 elections should instead be considered ‘first‐order polity' elections. It is not EU‐level party politics or policy issues that are debated, but rather the legitimacy of the EU itself. Firstly, the EP elections have transformed into an EU ‘blame game' in which national governments are punished or rewarded over their stance on European integration. Secondly, the 2019 election was about the EU's fundamental values, not only with respect to multiculturalism, but also gender equality and LGBTQ rights. Finally, these first‐order polity elections are driven in large part by traditional news and social media platforms. While this is a long way from the patterns of the early EP elections, they still fail in fulfilling the function of holding MEPs and European party groupings adequately to account.  相似文献

In order to reclaim a credible place in the British two‐party system, the Liberal Democrats have done much to establish their community credentials. Successfully contesting seats in local elections may offer the best opportunities for a party to exploit limited resources and nurture its grass‐roots support. As a result, the party has been able to build up a reputation for optimising the so‐called snowball effect. This article focuses on two aspects of the Liberal Democrats’ local nature. The first is electoral trends since 1997—in terms of gaining and maintaining council control—and the extent to which this may have acted as a springboard for success in Westminster elections. The second reflects upon the content of campaigning in the 2005 general election. To what extent did the Liberal Democrats prioritise local issues in constituency leaflets? It concludes that the importance of locality to a party like the Liberal Democrats can present a double‐edged sword.  相似文献

This article suggests that voters rely more strongly on “substantial” criteria, such as issues and ideology, when elections are competitive. In such contexts, voters should attach more importance to their own choice and rely less on “heuristics.” Three aspects of election competitiveness are considered: the fragmentation and polarization of the party system and the proportionality of the electoral system. Elections are more competitive when there are many parties in competition, when they differ strongly from one another in ideological terms, and when the threshold of representation is lower. These hypotheses are tested with data from the 2007 Swiss federal elections. The electoral districts differ markedly from one another as far as electoral competitiveness is concerned while being similar in many other respects. The results show that competitiveness strengthens issue voting and reduces the impact of party identification.  相似文献

The national unity formed last year in response to terrorismsoon vanished as more typical political infighting returned.Although overshadowed by the buildup to and the conduct of asecond war against Iraq, political issues grounded in the nation'sfederal character contributed to a rise in divisiveness. Themid-term elections of 2002 and redistricting battles in severalstates drove partisanship to new heights. The continued sluggishnessof the nation's economy also exacerbated interparty bickering.Republicans controlled the White House and both houses of Congress,yet some of the president's policy initiatives encountered moreserious resistance in his own party than from the opposition.Many of the feuds within the majority party rested on stateand regional interests typical of federalism politics. Stateand local governments remained trapped in the third year ofa fiscal crisis, and even large reductions in expenditures didnot extricate these governments from the financial fix. Despitetheir pleas, state and local officials were unable to obtainany significant relief from the federal government.
