Emerging technologies are transforming government agencies and the nature of governance and pose new challenges for public managers. Under the leadership of Steven J. Jost, associate director for communications, the U.S. Census Bureau leveraged emerging technologies during the 2010 Census to complete the project under budget while also engaging citizens through the design of viable participatory platforms. The 2010 Census campaign focused on increasing response rates and encouraging citizen participation through innovations in the communication process with citizens and through the infusion of technology. The Census Bureau also effectively managed risks associated with the use of emerging technologies. The authors examine the innovations, the risks, and the effort to manage those risks under Jost’s leadership.  相似文献

Martha Joynt Kumar is a professor of political science at Towson University. Her book, Managing the President’s Message: The White House Communications Operation (Johns Hopkins University Press, 2007), examines the media and communications operations of the administrations of Presidents Bill Clinton and George W. Bush. In March 2008, Professor Kumar was interviewed in the White House Press Briefing Room by Kevin R. Kosar on behalf of Public Administration Review. As this interview went to press, the American Political Science Association’s Presidency Research Group announced that it had awarded Managing the President’s Message the Richard E. This essay analyzes and reviews the significance of the Alabama Public Administration Lecture Series, one of the most distinguished and long‐lasting platforms in public administration. Based on guest lectures that were delivered annually to University of Alabama graduate students in public administration, the series began in 1944 and concluded in 2000. During those 57 years, most of the lectures were published as books, usually by the University of Alabama Press. The last book of the series will be published in 2009. This article examines the series as a whole and asks, what does the series tell us about public administration? What does it tell us about how our field got to where it is now? These questions are important because the books present a running conversation on the important subjects of public administration. The article shows that the lecture series offers a history of the field, reflecting the topics that were considered important by leading thinkers in their times.  相似文献

Studying the Chinese intellectual response to the US War on Terror, and how the battle between the Chinese liberals and nonliberals fitted into the above debate, the article focuses on two cases, 9-11 and the war in Iraq. Each will be divided into the expressive response (i.e., how the intellectuals reacted physically); the ideological response (i.e., how they interpreted the incidents in ideologically); and the strategic response (i.e., how they proposed the right strategies for the party-state to manage global affairs). After studying the cases, we should discover how the Chinese intellectuals used nationalist rhetoric to disguise their real disagreements, i.e., their views on domestic politics as well as to advance their own national importance. Simon Shen is Research Assistant Professor in the Institute of Asia-Pacific Studies of the Chinese University of Hong Kong (CUHK). Dr. Shen is author or editor of Redefining Nationalism in Modern China: Sino–American Relations and the Emergence of Chinese Public Opinions in the 21st Century, Chinese Response to Anti-terrorism, Non-state Actors and Foreign Affairs of the Greater China Region (with Joseph Cheng). His articles have appeared in the East Asia, Journal of Comparative Asian Development, Pacific Review, Politics, Asian Perspective, and Journal of East Asian History.
