Are the independent economic activities of poor people “petty commodity production”—an informal way to earn a subsistence wage? Or are they “microentrepreneurship”, a launching point for capital accumulation and growth? This paper draws on fieldwork in Bolivia, Peru and Guatemala, focusing specifically on the poorest businesses. In–depth interviews indicate that even the smallest–scale producers, merchants and service providers have goals of “improving” their business and “growing” their capital, not unlike their capitalist counterparts. Yet, while growth is desirable, maintaining one's business as a steady source of income is a sufficient achievement for many. Poor self–employed people are both “labourers” and “entrepreneurs”; the key macro–level question becomes, not “Do petty–commodity producers have different goals than capitalist entrepreneurs”, but “What resources are lacking, and what obstacles exist, that keep many microentrepreneurs in low–yield activities, with little opportunity to grow their resources?”  相似文献

Inspired by the ecological model of human development and inter-subjectivist perspective of identity formation, the article addresses the complexity of professional interactions and highlights the spectrum of possible reactions of Russian-speaking teachers in Estonia to changes in the domain of language-in-education. The qualitative research demonstrates different models of the teachers’ self-views that are constructed and practiced in the interaction within significant layers identified by the ecological approach and reveals the diversity of the dilemmas teachers as professionals face in their everyday working lives.  相似文献

The expansion of the global economy and the governance deficit it has generated raise questions about the possibilities for regulating the practices of participants in global production networks. This paper focuses on the regulation of industrial relations in Cambodia's textile and garment industry – a unique ensemble of state, trade union, private sector and international institutions that is promoted as a “fair model of globalisation.” We track the trajectory of Cambodia's industrialisation and insertion into the global economy over three interrelated phases: first, the beginnings of export-orientated garment production in the mid- to late 1990s; secondly, the promotion of Cambodia as an “ethical producer” from 1999; and, thirdly, privileging “competitiveness” in global production networks over labour compliance for its advantage. In doing so we centre our analysis on the complex intertwining of global production, the genesis of the unique ensemble of actors in Cambodia and the anomaly of Cambodia's labour movement.  相似文献

This article critically assesses the relationship between the claimed fall in global poverty and the rise of China in recent years. It questions the mainstream “pro-globalisation” argument, which suggests that there is a causal link between neo-liberal, “pro-globalisation” policies, and falling poverty and rising China. It is argued instead that the evidence concerning poverty reduction is ambiguous, and it is not the case that the most successful developers have adopted pro-globalisation policies. This latter contention is examined through consideration of the relationship between Chinese development and globalisation, with particular emphasis on the “transnationalisation” of capital and the rise of global commodity chains, and how this has produced new forms of uneven development in the global economy.  相似文献

The increase of multiculturalism in European societies poses challenges to citizenship education, which, in formal education, relies on national values and neglects the emergence of cosmopolitanism. This article compares the patriotic and cosmopolitan values of Russian-speaking students in Estonia, Latvia and the Russian Federation using the data of two large surveys. The analysis revealed that Russian-speaking adolescents in Estonia and Latvia demonstrate higher support of cosmopolitan values than the Estonians, Latvians, and students in the Russian Federation. A worrisome finding is that students in the cosmopolitan cluster do not firmly favor democratic values and are not interested in improving their civic knowledge.  相似文献

This article examines East European migrants’ relationships with other communities in the context of waged work through in-depth interviews with recent Polish and Lithuanian migrants to London. These migrants found themselves newly surrounded by greater racial and ethnic diversity. By distinguishing themselves from other workers on the basis of skin color and legal status, they present themselves as members of the host country's ‘white’ majority, which places them in a position of power in relation to other migrant groups in London.  相似文献

Exploring the relationship between labour and economic growth in Thailand over the past half century, the article shows that Thailand can no longer rely on an extensive growth regime based on abundant and cheap labour. We argue that Thailand is at a critical juncture and that Thailand cannot avoid shifting to an intensive growth regime based on increases of labour productivity in order to control labour costs and, unlike past regimes, seek ways to ensure that the benefits of growth are better shared.  相似文献

The role of the temporary employment industry as an active intermediary in the job market can only be fully understood in the context of wider processes of restructuring and regulation at a particular time and place. In Namibia, the rise of poorly regulated employment relationships occurred in a context of expanding institutional and statutory regulation of the labour market. Here the temporary employment industry thrives within the interstices left by the limits in regulatory coverage. Nonstandard jobs are premised on a selective decoupling of the employment relationship from statutory, and hence almost invariably also collective, protective measures. The mediating role of the employment agency between the client firm and the temporary labourer allows management to evade or dilute the protections that insulate permanent employees from competitive pressures in the external market. As such, temporary agency employment constitutes both a regulatory ‘fix’ for the dilemmas associated with the deployment of labour and a mechanism for the social reproduction of a nonstandard labour supply. However, the role of labour market intermediary varies depending on whether an agency is located at the top or the bottom of the temporary employment industry.  相似文献

Uzbekistan has attracted international criticism for its use of child labour, defined as labour performed by youth under the Soviet legal limit of 16, to harvest cotton by hand. This article argues that manual labour, mostly performed by low-status children and women, became entrenched in Central Asian agriculture during the 1950s, and investigates the possible reasons for its persistence in the face of global trends to the contrary. The timing is a puzzle, because the 1950s were when mechanization of agriculture became a global development goal. The USSR participated in the mechanization trend. To understand better the roots of rural labour patterns in the Khrushchev period, we must consider how economic incentives and disincentives, gender relations, demographics, and state policy worked together.  相似文献

This article examines production organisation and employment patterns in the export-orientated centres of Denizli (Turkey) and Tiruppur (India). It argues that Denizli and Tiruppur's involvement in global value chains has resulted in segmented production patterns and insecure employment arrangements. Larger producers use sub-contractors as a strategy to mediate the instability of international contracts and pass the uncertainty in their global linkages on to smaller firms and their workforces. Such flux, then, has become a regularised feature of manufacturing work within the ranks of sub-contractors. Employers have solidified these production arrangements by recruiting rural and female workers. The article sheds light on the relationship between new production forms and rising employment insecurity.  相似文献

近年来,伴随中国经济进入下行阶段,中国经济增长由高速转向中高速,从官方公布的数据来看,总体就业形势却并未如预期那样恶化,以致有观点认为目前我国经济运行出现了“增长与就业相背离”的现象。本文试图解释“增长与就业相背离”这一现象的发生。通过利用相关数据并构造科学的方法计算中国经济下行阶段失业率,以此判断中国经济下行阶段经济增长是否与就业相背离,通过实证分析发现在本轮经济下行阶段增长与就业并没有相背离。本文的研究结论对于深刻理解中共中央关于就业优先政策具有重要现实意义。  相似文献

The growth of Special Economic Zones (SEZs) in the Global South has been widespread and well documented. This article provides a comparative analysis of two SEZs in Panama that defy conventional export‐processing strategies by focussing on re‐exports and regional headquartering operations, which are relatively capital‐intensive rather than labour‐intensive. I argue that while this may be a sound economic growth strategy at the national scale, it must be complemented with directed, local strategies to address the country's chronic social development issues, which are underscored by centuries of institutional exclusion.  相似文献

Southern Europe has seen remarkable turnarounds in female labour force participation (FLFP) over the past four decades. In Turkey, however, scores of women have yet to join the labour force. To address this ‘Turkish puzzle’, we present comparative data on women’s work in Portugal, Spain, Italy and Greece (SE-4) and Turkey. Through Qualitative Comparative Analysis, we identify the factors behind rising FLFP in Southern Europe to explore the prospects for a steeper rise of FLFP in Turkey. We reveal two causal pathways to rising FLFP: (i) left party rule, or (ii) combinations of higher levels of take-up of early education and care, higher levels of tertiary education among women and larger size of service sector employment.  相似文献

ABSTRACT

This article examines the growing insecurity for the Korean self-employed who were once responsible for a large proportion of domestic service operations. Since the 1980s, changing regional and domestic economic circumstances, the restructuring of regional and chaebol manufacturing operations and liberalisation of the domestic service economy had led to enterprise diversification into the distributive sectors and the systematisation of the domestic service economy. Conducting a historical analysis of service sector development and decomposing the Korean Economically Active Population survey (1989–2011), this article charts the process of Korea’s distributive sector development and its effect on the self-employed. It argues that chaebol systematisation of Korea’s service sector consolidated the domestic economy after 1997 and exerted pressure on the country’s self-employed. Large businesses formalised the service sector, displaced the self-employed, and instead generated mostly non-regular wage work, proletarianising a significant segment of the service workforce.  相似文献

Drawing on a rich source of urban labour market data, the Mexican National Urban Employment Survey of 1998, this article addresses the question of how dissimilar export-oriented industries shape urban labour markets, particularly with respect to women workers. It compares Ciudad Juárez, which has an economy based on global assembly production, and Cancún, whose economy is based on international tourism. Employing economic base theory and location quotients, the analysis isolates the impact of the export sectors on the local labour markets. Results show that global assembly and international tourism encourage a mix of occupational and income prospects for both men and women in each of these Mexican cities. Female employment tends to be concentrated in the export-oriented sector in both cases, but the types of occupational and income opportunities therein vary. Overall, the analysis challenges common exploitation arguments that tend to stress the universally shared deleterious working conditions and low wages that result from global integration and export-led industrialisation in contemporary Latin America. It suggests that we pay closer attention to the diverse nature of outward oriented industries, which will tend to differentiate the labour market implications of increasing economic globalisation.  相似文献
