Proponents of "reinvention" assert that it will produce governments that are more agile, better able to adapt to rapidly changing conditions, and able to produce public services at much lower cost. However, attempts to make government "work better and cost less" have had limited success. Policy-makers have consequently invested their creative energy in another class of institutional innovations: segregated funding strategies, which protect agencies and programs from the impact of fiscal restraint by excluding them from normal budgeting processes. The proliferation of budget "lockboxes" may actually introduce new rigidities into the public sector and erode democratic influence in policy-making. On the other hand, there may be some circumstances in which these devices can be justified as a method of ensuring that critical long-run interests receive appropriate attention.  相似文献

Swedish bureaucracy combines some structural peculiarities founded on constitutional traits from the 17th century with a clear formal division of labor between the national and local levels from the late 19th century. These structures have mainly remained unchanged during periods of strong expansion in the first post-WWII decades and preconditions for shrinking during the 1980s and 1990s. In this article, we highlight how these changes have put stress on the bureaucracy and the public sector in general, and how demands for reform and adapting have been managed and viewed by the administrative and political camps, respectively. Social, educational, and political changes among Swedish bureaucrats and their roles are presented and analyzed. The national bureaucracy has "muddled through" and has not been subjected to radical reforms. Its working is still approved—though by no means regarded as sacred—by its administrative agents and its political principals.  相似文献

This article presents the role of the Canadian federal governmentin the provision of highways since 1867, describes the CanadianNational Highway System, and presents 1989–1998 data onhighway-related revenues and expenditures by the governmentsin both Canada and the United States. The article then examineswhy the Canadian federal government intervention on highwaysis incontestably smaller than that of the federal governmentin the United States. Our hey finding is that the policy ofthe Canadian government in the provision of highways since Confederationin 1867 can be characterized as "no policy." Its interventionsare best characterized by various ephemeral programs, the mainpurposes of which are often other than coordinating or promotinghighway construction.  相似文献

The change in sovereignty of Hong Kong in 1997 has brought about an interesting puzzle: despite a high degree of institutional continuity, the Hong Kong bureaucracy that was considered highly efficient during the colonial era has appeared to turn into an inept administrative structure generating blunder after blunder. The bureaucracy seems to face greater difficulties in horizontal coordination under the new governance, and has lost the ability to produce coherent policy actions.
Drawing upon a literature of institutional analysis, this article examines the institutional design for coordination in the Hong Kong government. The article argues that the bureaucracy in Hong Kong is designed upon a logic of colonial rule. Like any institutional arrangements, the colonial administrative system has inherent coordination limitations. During the colonial era, some smoothing mechanisms were developed as the lubricant for the bureaucracy's operation, but the new governance has inevitably impinged upon some of these—making the bureaucracy more prone to coordination problems.  相似文献

This article examines the possible outcomes of changing from the current annual budget review to biennial budgeting. It looks at the experience of various states and its application to the federal level. It explores all of the supposed benefits , including less time spent on budgeting issues, more accurate budget projections, reduction of congressional workload and increased congressional oversight and, for the president's point of view, increased power of the executive branch. Concluding on a cautious note, the article offers some plausible applications of biennial budgeting to the national budget.  相似文献

In the 2003 recall election in California, Lt. Gov. Cruz Bustamante received more than 1.25 million fewer votes in the replacement election than votes cast against the recall of Gray Davis. A much smaller group voted "yes" on the recall but voted for Bustamante. The principal underlying explanation is racial and ethnic polarization. Using L.A. Times exit poll data, we compare the characteristics of voters who displayed the two unusual behavioral patterns with those who voted in more conventional ways. We find that Latinos and African Americans are far less likely than non-Hispanic whites and Asian Americans to have defected from Bustamante given a "no" vote on the recall, and far more likely to have voted for Bustamante given a potentially strategic "yes" vote on the recall. The patterns of defection are consistent with racial polarization on Proposition 54, lending further credence to our claim that race and ethnicity persists as an important factor in vote choice, even in environments with a history of minority electoral success.  相似文献

There has been a growing trend in the federal government toward reliance on organizations that commingle legal attributes of the government and private sectors. These hybrid organizations now constitute a quasi government that occasions both interest and concern by political leaders, practitioners, and scholars alike because these organizations touch the very heart of democratic governance: To whom are these hybrids accountable? How well is the public interest being protected against the interests of private parties? In this article, the author seeks to define the quasi government and place these hybrid entities into manageable categories from which legal and behavioral generalizations may be drawn. Are hybrid organizations a problem or a solution? Looking critically at this question, the author suggests the answer may depend in large measure on which of two management paradigms the reader accepts: the constitutionalist management paradigm or the entrepreneurial management paradigm, both of which are defined and discussed. The author concludes that the increasin reliance on hybrid organizations constitutes a threat not only to accountable management within the government, but to the fundamental values of democratic governance as well.  相似文献

In The Race Card (2001), Mendelberg finds support for her theory that implicit racial appeals, but not explicit ones, prime racial resentment in opinion formation. She argues that citizens reject explicit appeals, rendering them ineffective, because they violate widespread egalitarian norms. Mendelberg's innovative research, however, suffers from several limitations. We remedy these deficiencies using two randomized experiments with over 6,300 respondents. We confirm that individuals do tend to reject explicit appeals outright, but find that implicit appeals are no more effective than explicit ones in priming racial resentment in opinion formation. In accounting for the differences between previous research and our own, we show that education moderates both the accessibility of racial predispositions and message acceptance. This suggests that the necessary assumptions of Mendelberg's theory hold only for different and exclusive subsets of the general population.  相似文献

Americans' confidence in government is low by historical standards. We fielded a national telephone survey to examine influences on government confidence and whether public discontent was affected by altering the salience of specific government operations. We used a question order experiment where we alternated between first asking a general question about confidence in government and first asking about confidence in specific government operations. We found that posing the specific policy questions first elevated general confidence more than the reverse. The largest and most noticeable effects were observed for Republicans and those most knowledgeable and attentive to politics. Findings of context effects and the partisan subgroup differences are consistent with existing theories on public opinion change as well as with previous question order experiments. But, evidence that the cognitive elite was especially influenced by question order challenges previous theories that presumed that its sophistication made it immune to influence. We suggest that education and political knowledge expand rather than contract the opportunities for priming.  相似文献

This article compares government expenditures by functional category of the federal government relative to state and local governments and the changes in their respective roles since 1955. The article includes a review of the federal role relative to the state and local role on a function-by-function basis for these three and a half decades. This analysis demonstrates considerable stability in the federal sector and the state and local sector, but also the capacity for change.  相似文献

We develop a model along the lines of Niskanen,articulating that under a soft government budgetconstraint the full production cost of the public goodis not reflected in the tax price as perceived by theconsumer-taxpayer-voter. Various proportions ofnon-tax financing and different degrees of votermyopia with respect to discounting the future taxliabilities are taken into account. It can be shownthat both the actual level of public output and theamount of slack resources are lower under a hardbudget constraint than under a soft budget regime.Lower levels of government typically operate under ahard budget constraint when compared with the federallevel since they have only limited (public) borrowingopportunities and no access to money creation(seignorage). In a federalist setting more governmentdecisions are taken under a hard budget constraintthan in a unitary state. Hence one would expect thatthe overall size of government is relatively smallerin a structure with fiscal federalism. An empiricaltest for 19 OECD-countries (1990–1992) seems tosupport this hypothesis.  相似文献

This article reviews federal Reagan-era policies that affected grant-in-aid programs to state and local governments. We find the most important developments in federal aid policies of the Reagan years are twofold—the relative decline in the national government's involvement in domestic affairs and the concomitant rise in the role of the states. The administration achieved these effects by devolving federal authority to states and by reducing grant spending. Reagan's biggest cuts in federal aid outlays came in 1981; in subsequent years, total grant outlays began to rebound, increasing in nominal dollars to levels above those in the Carter years, though still below the high-water mark reached in 1978 in real terms. Medicaid, the largest federal aid program, accounts for most of the overall growth, masking cuts in operating and capital grant programs. Reagan's devolutionary and retrenchment policies are one of several factors we see as contributing to the rising role of states in domestic affairs, a trend we think is likely to continue in the next administration.  相似文献

Although we commonly assume that bureaucrats influence the policies which govern public behavior, we know very little about the individuals who occupy executive positions in the federal bureaucracy. Following the creation of the Senior Executive Service (SES) in 1978, the Office of Personnel Management (OPM) published guidelines detailing the skills and responsibilities required among both career and noncareer members of the SES. Although scholars have focused much attention on relations between these two groups within the federal bureaucracy, their day-to-day responsibilities remain understudied. This study reports results of a survey that was administered to 1,000 members of the Senior Executive Service to determine whether career and noncareer members of the SES have significantly different job responsibilities. Although both groups perform a variety of activities which provide them with numerous avenues to affect government policy, the research findings indicate that noncareer executives are more engaged in carrying out political liaison tasks and that career executives have slightly greater personnel responsibilities.  相似文献
