The literature on the implications of electoral "bureaucracy bashing" for public management is thin. This is partly because of the difficulty of defining basic terms and measuring results in meaningful ways. Using focus group data, this article explores how senior federal managers perceive campaign bureaucracy bashing and assess its consequences. The participants perceive that candidate-based bashing affects federal management on two levels: one emotional, the other programmatic. The emotional impact is pronounced, producing frustration and hostility from senior managers toward political candidates, political appointees, and the media. Senior managers report that bashing adversely affects policy implementation through low morale, poor recruitment, and training and by fostering an environment of distrust toward bureaucracy. Grounded in a diverse literature relating to public administration, the presidency, campaigns and elections, and political communication, this inquiry finds that senior managers confirm many of the speculations these works raise about how bashing affects public employees and public policy.  相似文献

This article uses an institutional approach to explain the different economic reform outcomes in the Soviet Union and China. It studies how the different institutional positions of the Soviet and Chinese central economic bureaucracies give them different power resources to resist economic reform policies. This article shows that crucial differences between the two regimes in historical experiences, economic development strategies, and ideologies on bureaucratic rationality created different levels of institutional participation by the two central economic bureaucracies in state economic policymaking, and different economic management structures. Specifically, in the Soviet Union there was a strong participatory bureaucracy and a ministerial, vertically based economic management structure. In China however, there was a state leader dominated, politically weak bureaucracy and a provincial, horizontally based economic management structure. These crucial institutional differences, I argue, later gave the two central economic bureaucracies not only different incentives but also different resources to resist and sabotage economic reforms.  相似文献

This article explores how state redress programmes work to legitimate the state. The primary thesis concerns how state redress aims to restructure citizenship identity. This restructuring enables civic identification by victims of state wrongdoing which in turn enables greater legitimacy. Consequently, redress constitutes a movement by the state from lesser to greater legitimacy. The article illustrates the legitimating thesis by examining two Canadian responses to state wrongdoing with regard to indigenous peoples, Gathering Strength (1998) and the Indian Residential Schools Settlement Agreement (Indian Residential Schools Adjudication Secretariat). This context provides material for contrasting the legitimating thesis with a competing approach – redress as ‘therapy’.  相似文献

Priming theories suggest that negative stories or events can affect how citizens feel about public organizations. However, research concerning the priming impact of both corruption and bureaucracy bashing—two relevant topics today—on how citizens perceive the performance of agencies is lacking. To close this lacuna in the literature, an experimental survey was conducted where respondents in the United States were randomly assigned to one of five performance vignettes. The results demonstrate that when participants were assigned to the vignettes containing the corruption and bureaucracy bashing cues, perceptions of performance were lower. This finding is consistent with priming theories. Moreover, differences within the corruption and bureaucracy bashing vignettes as well as between the corruption and bureaucracy bashing vignettes were not found. The theoretical and practical implications of these findings are discussed in the article.  相似文献

New Left Organizational Theory contains a powerful critique of bureaucracy, and in its place offers a model of collectivist organization. This rejection of bureaucracy, however, is inadequate for understanding left political strategy in the advanced capitalist state. The experience of the radical Greater London Council during the early 1980s suggests a more dialectical critique of bureaucracy, one that recognizes structural opportunities for the democratic transformation of bureaucracy. This study outlines a Gramscian organizational theory that goes beyond New Left Organizational Theory by suggesting a strategy of participatory centralization for radical politics within the state.  相似文献

Scholars and practitioners have long questioned whether the race, ethnicity, and gender of public bureaucrats matter to the efficacy and legitimacy of public services. Representative bureaucracy theory and research provide a growing body of empirical evidence that it does. This article examines some of the rich scholarly work that has been generated on representative bureaucracy and its implications for practice. A significant aspect of recent research focuses on the notion of symbolic representation, whereby the mere existence of a passively represented bureaucracy can itself improve outcomes by influencing the attitudes and behaviors of clients, regardless of bureaucratic actions or results. This article is intended to help both students and public managers understand the importance of representativeness in public organizations for a broad spectrum of practices and goals, from the coproduction of services to democratic rule.  相似文献

This article has two key objectives. First, despite having been considered as a key element to favor the expansion and elaboration of the welfare state in industrial countries, bureaucrats have been largely ignored by the "New" Politics of the Welfare State. This article demonstrates that bureaucrats still matter in times of retrenchment, because they can facilitate or obstruct various phases of the policy process. The degree of independence of the bureaucracy vis-à-vis the government, the government's level of dependency and trust on public expertise, the locus of ministerial power, and political deadlocks contribute to either accentuate or decrease the influence of the bureaucracy in the retrenchment of social policies. Second, these elements are analyzed via a comparison of the pension reform processes in France and Sweden. This article argues that the French bureaucracy, despite its high degree of centralization and powers, has been far less successful than its Swedish counterpart. The Swedish institutional structure, the predominance of social ministries in pension affairs, and the trust given to an independent agency account for this puzzling outcome.  相似文献

Today the segregation of duties is commonly used to ensure regulatory compliance in various industries. This article considers the organizational requirements for the effective implementation of this principle, through an examination of a duality‐based segregation‐of‐duties type control system and its fundamental characteristics. Cases from the Swedish banking and finance sector are discussed to show how breakdowns in duality‐based systems have compromised compliance and even encouraged crime, and how crimes could be carried out in practice. Particular attention is paid to the critical role that gullibility, loyalty, and dependency relations among employees played in these cases, in leading control persons to neglect their responsibility to review and approve their colleagues’ work, while bringing no consequences for their ability to carry on performing their work tasks. The argument is made that an effective duality‐based segregation‐of‐duties type control system presupposes social relations characterized by relative autonomy and third‐party dependence, along with work task interdependence.  相似文献

This article tackles the importance of systemic retrenchment in welfare state research by focusing on two core elements neglected in the literature: the civil service and governmental revenues. Saskatchewan has possessed key ingredients associated with generous welfare states: a dominant left-wing party, a supportive bureaucracy and important non-visible fiscal revenues. According to the comparative welfare state literature, this is also an excellent recipe for maintaining a generous welfare state amid attempts, primarily by right-wing governments, to scale it back. Yet, most social indicators in the post-Devine years demonstrate that Saskatchewan can no longer be considered a leading welfare state in Canada. Reforms to the bureaucracy and a host of financial measures resulting in a near default explain why the Devine government was successful in its efforts to disrupt the CCF/NDP social legacy despite the fact that the NDP regained power for 16 years afterwards.  相似文献

This article considers the relationship between law and democratic politics as manifest in the practice of ‘street‐level bureaucracy’. By glancing back to debates about citizenship and public administration between the two world wars, it sets contemporary concerns about the political constitution in broader context. In doing so, it discloses a fundamental division between conceptions of the state derived from Roman jurisprudence on the one hand, and ancient Athenian political practice on the other. It finds in the tragic dilemmas posed for street‐level bureaucrats—by the competing claims on their values—a test of individual moral agency and of democracy as the management of diversity. It concludes that what is at stake in our estimation of street‐level bureaucracy is not so much the purity of the ‘judicial mind’ as the complexity of the ‘democratic soul’ and the ‘connected society’.  相似文献

Abstract

Scholarship has explored how representation influences policing services, but little is known as to what effect officer and citizen race influences outcomes related to police misconduct cases. This analysis of the Indianapolis and New Orleans police department applies representative bureaucracy theory to create expectations on how race impacts citizen complaint cases. The findings indicate that Black citizens are more likely to have their complaint sustained when filed against a White officer compared to a White citizen. Moreover, male citizens are less likely to have their complaint sustained compared to females.  相似文献

The key concern of the following article is to measure empirically the extent to which nongovernmental organizations (NGOs) are bureaucratized. The perceptions of the employees of the NGOs were elicited about the characteristics of bureaucracy. Interval scale data on respondent perceptions were analysed through step-wide regression. The statistical analysis does not reveal any specific directionality. Instead, it shows a complicated set of relationships between each of eight characteristics of bureaucracy (dependent variables) on the one hand and the multitude of independent variables on the other. It can be inferred from the data and regression results that the bureaucratic characteristics of NGOs have not crystallized, as in the case of many governmental organizations. Only some postulates of bureaucratic theory, as propounded by Max Weber, are prevalent in the NGOs.  相似文献

This article is primarily concerned with the functions of bureaucracy in a minimal state and with how those functions might change in response to economic growth. It is predicated on the assumption that bureaucracy is necessary for economic growth even in those countries which seek to achieve such growth through the relatively free operation of the economy within the rubric of a capitalist state. Hong Kong is a case in point. Although it has often been taken as the epitome of the benefits which can be derived from keeping government out of the economy, the bureaucracy has in fact played a critical role in support of economic development. Aside from the functions which must be performed by any state, such as the maintenance of law and order, the administration of justice, and the provision of public works, three features of Hong Kong bureaucratic practice appear to have been important in the definition of the bureaucracy's tasks in the economic growth process. These are ‘value for money’ and the constant need to justify government expenditure; effective line implementation; and the ability to manage crises. If these constitute minimal essential requirements for such governments, they may provide useful criteria which small or micro-states, following capital growth models but not yet experiencing rapid economic development, can apply in assessing the capabilities of their own bureaucracies.  相似文献

This study investigates the counterintuitive emergence of self‐regulation in the Russian construction sector. Despite its proclivity for centralizing political authority, the government acted as the catalyst for the delegation of regulatory powers to private industry groups. The article argues that a factor little considered in extant literature—namely, a weak and corrupt bureaucracy—is key to explaining why the normally control‐oriented executive branch began to promote private governance despite industry's preference for continued state regulation. The article's signal contribution is to theoretically explain and empirically demonstrate how a government's prior inability to establish intrastate control over an ineffective and bribable public bureaucracy creates incentives for political authorities to search for alternative means for policy implementation outside of existing state agencies. These findings are important for understanding the impetus and logic behind particular regulatory shifts in countries where the state apparatus is both deficient and corrupt.  相似文献

This article examines the role of cabinet appointments in controlling the bureaucracy in presidential democracies. I demonstrate how administrative challenges stemming from the structure of the bureaucracy shape presidential choice of ministers. Analyzing a sample of four East Asian cases from 1986 through 2013, I find that presidents are more likely to select ministers from the civil service as bureaucracies are more professionalized, controlling for several political factors. Further evidence from qualitative interviews and case studies suggests that, in professionalized systems equipped with a sizable pool of talent but lacking responsiveness, presidents tend to promote ideologically aligned senior civil servants. However, in politicized systems, where presidents easily obtain responsiveness but face a low level of competence, policy experts tend to be selected from outside the bureaucracy. My findings have important implications for the regulatory governance and state capacity of East Asia, demonstrating the value of balancing between responsiveness and competence.  相似文献

This study contributes to the growing literature on differences in attitudes between public and private sector employees, particularly with respect to their receptivity or resistance to public management reforms. We begin by asking the question: to what degree does perceived self-interest play a role in accounting for attitudes toward public management reforms such as downsizing, privatization, and public spending? Using attitudinal data from Sweden, a social welfare state with a large public bureaucracy, a tension is observed both among public employees in different levels of government and between public and private sector employees. In the context of public management reforms, national government employees emerge as more right-leaning politically and more supportive of public management reforms than those working in local government. The analysis finds, particularly among national government employees, that while interest as measured here is strongly related to attitudes toward reform, status as a public employee and status as a public bureaucrat are not as significant as other components of interest in accounting for attitudes toward public management reform.  相似文献

Abstract. The article examines four recent studies, which represent the scholarly divisions in and the strengths and the weakness of current research on migration, citizenship and race in Europe and, to a lesser degree, the USA. Organising the review around three themes — the causes of post–war migration, integration and race, and the relationship between citizenship and state sovereignty, it reviews the studies in the context of broader debates about postnational citizenship, the decline of state sovereignty and the role of theory in the study of citizenship. It argues that the studies of postnationalism (Jacobson) and race and racism (Solomos & Back) suffer from faults common to macro–sociological approaches and unfocused attempts to blend normative theory and causal explanation, while the studies of integration (Favell) and citizenship, immigration and the state (Joppke) are exemplars of approaches that successfully pair an interest in theory with detailed causal analysis. The article concludes by suggesting that the debate between 'nationalists' and 'postnationalists' can now be transcended. Postnationalism, it concludes, contains two theses, not one: an empirical and a causal. The empirical thesis — that universal personhood has decoupled rights and identity – is incontrovertible; the causal — that this development resulted from the 'internationalisation' and 'universalisation' of human rights legislation and discourse — is, in the light of Joppke's and other's research, false. The sources of third–country nationals' social and economic status, the foundations of the distinction between rights and identity, are domestic.  相似文献

As of January 1986, Minnesota has progressed farther than any other state in implementing acomparable worth (pay equity) wage policy, with two laws requiring pay equity, one covering state employees and a second covering employees of all types of jurisdictions. This article presents a discussion of Minnesota's importance as a case study, a definition of comparable worth, the history and politics o f pay equity policy in Minnesota, and an analysis of Minnesota's role in a national campaign to change wage policy. The article shows that implementation has been more straight-forward in state government than for the 1,583 local jurisdictions, many of which had less-developed personnel systems than did the state. The passage of the local pay equity law ushered in a new stage in this policy, where the issue Is no longer controlled by a small number of legislators, bureaucrats, and lobbyists.  相似文献

The development of a neutral, professional bureaucracy has been a profound concern for emerging democracies. International and domestic actors have expended significant resources to encourage the development of the rule of law, yet many postcommunist societies remain mired in corruption. When corrupt behaviors are integrated with a core function of democratic states, such as the implementation of free and fair elections, the implications of failures to professionalize bureaucrats are enhanced. This article empirically evaluates how professionalization and corruption interact in election administration, using unique survey data from Ukraine. We assess the results of pre‐ and postelection surveys of administrators conducted across Ukraine during the 2014 parliamentary elections. Our results suggest that aspects of a professionalized bureaucracy coexist with corruption and that mitigating incentives for state capture is a major challenge for democratization.  相似文献

How and why some countries were able to make the historical transition from a patrimonial, nepotistic and corrupt bureaucracy to a clean, Weberian and professionalised one is still an under‐studied topic in the literature on corruption. This article presents original data on such a transition in the case of Sweden, drawing on court hearings of cases of malfeasance among public officials in the period 1720–1850. It is argued, theoretically, that an important explanation for why the Swedish bureaucracy was able to break out of the collective action trap of corruption relates to Charles Tilly's theory of the importance of war for state‐making. Rather than viewing war‐making in itself as a driver of change, however, this article pinpoints the importance of having lost a significant war – in the Swedish case, the war against Russia in 1808–9 – and the constitutional and regime changes this set in motion. Drawing on comparative data on malfeasance, the similarities in this regard between the Swedish and Danish cases are highlighted.  相似文献
