This article celebrates the achievements made by the community of negotiation researchers. Looking back on what has been accomplished, the article addresses three questions: How have we thought about negotiation? How have we studied it? And what have we discovered through conducting research? Of particular interest are counterintuitive findings about processes at the negotiating table, around the table, and away from the table. Building on these contributions, the article looks forward by asking: What are some avenues for further research? The article concludes optimistically by noting that there will be even more to celebrate at the journal's fiftieth anniversary.  相似文献

The World Bank claims to be a ??knowledge bank,?? but do its knowledge products influence development thinking, or is the Bank merely a proselytizer? The World Bank is a prolific publisher; for example, it has published more journal articles in economics than any university except Harvard. But what about their impact on development thinking? Using citation data from Google Scholar it is hard to discern more than a negligible impact for a great many Bank publications. However, a sizeable minority of its journal articles and books have been highly cited. Compared to leading research universities and other international institutions, the Bank??s ranking in terms of widely-used citation-based indices is no lower than for its journal article counts. This suggests that the Bank??s research does much more than proselytize.  相似文献

How can policy-relevant ideas be effectively communicated to practitioners? While the existing literature has focused on what kind of theory and research are policy relevant, it does not say much about how this knowledge can be communicated. If you want to make a difference, you must know how to reach your target. We take note of the important, but in this context often overlooked opportunities for knowledge diffusion that are provided by the education of young minds and the training of mid-career officials and officers. This article first discusses three contending perspectives on the relationship between scholars and practitioners. It then makes a conceptual elaboration of conditions for communicating research to practitioners, drawing on a wide body of literature on the power of ideas. We conclude by summarizing pointers for how scholars may reflect and how we can act, if we wish to enrich foreign policy practice with research-based ideas.  相似文献

The notion that in international interactions state-actors care not only about their own absolute gains, but also about the size of these gains relative to what other actors receive, is one of the pillars on which rests neorealists' pessimism about the prospects of cooperation in repeated Prisoners' Dilemma (PD) and, by extension, in international politics. Although there has been a lively debate over the impact of relative gains concerns on the prospects of cooperation, the prior question, whether states should in fact care about relative gains at all, has not been seriously confronted. This article questions the assumption that rational states should care about relative gains in PD. As the literature motivates them, relative gains concerns are best understood as a heuristic device designed to guide states toward inter-temporal optimization of their absolute payoffs. Using simulated tournaments of a model of a dynamic, multi-player PD, this article puts to the test whether relative gains concerns in fact achieve this purpose. Contrary to what has been presumed, the analysis demonstrates that in many contexts it is harmful and dangerous for states to care about relative gains. Furthermore, whenever states are in a position to tell whether, in a particular setting, it might be rational for them to care about relative gains, the heuristic of relative gains concerns is redundant. The important issues that the literature on relative gains has sought to address should continue to be discussed, but not through the lens of the problematic and misleading conceptual apparatus of relative gains concerns.  相似文献

This article reviews the scholarship on semi-presidentialism since the early 1990s. We identify three waves of semi-presidential studies. The first wave focused on the concept of semi-presidentialism, how it should be defined, and what countries should be classified as semi-presidential. The second wave examined the effect of semi-presidential institutions on newly democratized countries. Does semi-presidentialism help or hinder the process of democratic consolidation? The third wave examines the effect of semi-presidential institutions on both recent and consolidated democracies. Third-wave studies have been characterized by three questions: to what extent does the direct election of the president make a difference to outcomes; to what extent does variation in presidential power make a difference; and what other factors interact with presidential power to help to bring about differential outcomes? The article argues that the concept of semi-presidentialism remains taxonomically valid, but that the empirical scholarship on countries with semi-presidential institutions needs to respond to broader developments within the discipline if it is to remain relevant.  相似文献

In the past decade, Latin America has emerged as the epicentre of participatory democracy innovations. Proponents argue that participation should lead to more equitable access to public goods and a greater sense of political efficacy. There has been considerable debate in the academic literature and in the public sphere over the extent to which participation can produce these benefits. Yet, while Latin America has witnessed an explosion of participatory mechanisms and related academic attention, the literature has focused on socioeconomic dimensions. There has been little attention paid to the experiences of racialized groups, such as indigenous peoples and Latin Americans of African descent. Research suggests that in order for participatory mechanisms to produce positive outcomes, they must be inclusive and offer participants a forum for real deliberation, but how do groups that have faced barriers related to racism and discrimination engage in these initiatives? Drawing on evidence from indigenous Ecuadorian and Afro-Venezuelan citizen participants, this article argues that participatory mechanisms may reproduce the very types of inequalities that representative institutions are criticized for. Comparing cases across and within different jurisdictions reveals that certain conditions enhance the ability of ethnic minorities to benefit from involvement in participatory mechanisms.  相似文献

This article describes the exploratory and preparatory phase of a research project designed to use co-operative enquiry as a method for transformative and participatory action research into relations between donors and recipients in two developing countries, Bolivia and Bangladesh. It describes the origins of the idea, the conceptual challenges that the authors faced in seeking funding, and what they learned from this first phase. The authors analyse why the researchers, as well as the potential subjects of the research, were uncomfortable with the proposed methodology, including the challenges arising from their own positions and the highly sensitive nature of the topic. They explain why they decided to abandon the project, and they reach some tentative conclusions concerning the options for participatory action learning and research in development practice.  相似文献

This article takes issue with those analyses of ‘developmental democracy’ which treat popular participation as a clamorous inconvenience to be managed in the interests of economic efficiency. Instead it asks what follows from prioritizing participation both as a defining feature of democracy, and as an integral part of what is meant by development.

The analysis is developed in two parts. The first contrasts the narratives of popular and of liberal democracy, showing how they come to different conclusions about participation and its role in development. But it also argues there are potential complementarities. These were obscured when socialist ‘people's democracies’ were (misleadingly) seen as popular alternatives to liberal democracy. Since the end of the cold war, however, the focus has been on democratizing liberal democracy, to ensure it is responsive to the needs of citizens, as active participants in development and not just targets of state policy, rather than on whole system alternatives.

The second part reviews the experience of popular democratic experiments in Tanzania and Nicaragua, which sought to extend participation beyond the confines of representative democracy, and to link it to participatory development. It might be read as a requiem for their apparent failure. But their vicissitudes also raise broader questions: about the contradictions between popular participation and ‘people's democracy'as a system of rule; concerning the structures and procedures (elections, political parties, civil society bodies, mass organizations and so on) through which participation is organised; and about the problems of harmonizing participatory development with the management of complex national economies.  相似文献

Scientific knowledge on what works in countering violent extremism remains limited. This article argues that we should move away from the “what works?” question and towards: “what works, for whom, in what circumstances, and how?” This method is also known as realist evaluation. This article applies the realist review method to CVE studies, which synthesizes the existing CVE literature and helps us gain insight into relevant contexts, mechanisms, and outcomes for CVE. Realist reviews help to develop and shape more effective policy and contribute to further CVE theory development.  相似文献

This article investigates the publication of titles in english and afrikaans (one title published in two languages) by looking specifically at three publishers: LAPA Uitgewers, jacana media and NB Publishers. Furthermore, the article examines why some books are more likely to be published bilingually than others in the sector of trade non-fiction for adults specifically; this excludes children's literature as well as titles in the religious trade sector. Bilingual publications from the period 2010–2014 are investigated for the article in order to examine this phenomenon over a relatively recent period of time. the research determines what the reasons are for publishers to publish in both languages, how the decision-making process takes place, and whether the timing of publishing bilingual titles plays a significant role in their publishing strategy. By investigating the reasons publishers use to make their decisions, the possible future of this trend is predicted. this information was collected through an investigation of available literature and also through interviews with key role players at the publishing houses.  相似文献

When policy-makers use force to achieve political ends, they use the word ‘victory’, yet its meaning is frequently left unclear. Policy-makers are using force for new purposes (peace operations, preemption, state-building, democracy promotion, counterinsurgencies and counterterrorism), but the language and thinking on victory in these new situations has not kept pace with the times. The essential problem is that the term ‘victory’ is an imprecisely defined concept for guiding decisions about military intervention. Everyone, from scholars to policy-makers, should understand that the failure historically to develop a precise concept of victory weakens the ability of policy-makers to use force effectively and contributes to confusion when societies debate whether to use force. This article seeks to make three fundamental contributions towards reducing the ambiguity that surrounds the term ‘victory’ in the strategic studies literature. First, it establishes the renewed importance of the question: ‘what is precisely the meaning of “victory?”’ Second, it presents a typology for understanding the nature of victory. Third, it uses this typology to reevaluate the contributions of prominent and lesser-known thinkers in strategic studies whose ideas have contributed to the scholarship on what it means to achieve victory in war.  相似文献

This article presents a five‐part strategy to combat International Organized Crime (IOC). First, it establishes the need for ongoing assessments: what is known and what needs to be known about IOC, as well as what opportunities exist to influence its operations? Second, the US must establish a clear‐cut and annunciated policy and strategy that draws on the resources of its many relevant agencies as well as international cooperation. Third, the US should endeavour to lead an international effort to enhance law enforcement. Fourth, law enforcement alone will be inadequate. Containing and neutralizing IOC will require disruption activities as well. Fifth, there is a need for private‐sector education programs to prevent successful criminal enterprises.  相似文献

Political strategies of external support to democratization are contrasted and critically examined in respect of the United States and European Union. The analysis begins by defining its terms of reference and addresses the question of what it means to have a strategy. The account briefly notes the goals lying behind democratization support and their relationship with the wider foreign policy process, before considering what a successful strategy would look like and how that relates to the selection of candidates. The literature's attempts to identify strategy and its recommendations for better strategies are compared and assessed. Overall, the article argues that the question of political strategies of external support for democratization raises several distinct but related issues including the who?, what?, why?, and how? On one level, strategic choices can be expected to echo the comparative advantage of the "supporter." On a different level, the strategies cannot be divorced from the larger foreign policy framework. While it is correct to say that any sound strategy for support should be grounded in a theoretical understanding of democratization, the literature on strategies reveals something even more fundamental: divergent views about the nature of politics itself. The recommendations there certainly pinpoint weaknesses in the actual strategies of the United States and Europe but they have their own limitations too. In particular, in a world of increasing multi-level governance strategies for supporting democratization should go beyond preoccupation with just an "outside-in" approach.  相似文献

In the conceptual literature on terrorism, there is no shortage of answers to the question: “What is terrorism?” Indeed, the terrorism literature has been heavily criticized for a deluge of definitions. And yet the booming quantitative terrorism literature generally examines a narrow set of “what is terrorism?”: how country-level factors explain variation in the number of terrorist attacks. This article demonstrates the variety of ways in which scholars currently operationalize terrorism and compares them to the ways it could be operationalized. I replicate studies using alternative operationalizations of terrorism to examine the consequences of the terrorism literature’s collective bet to focus on attack counts at the country level. Finally, I discuss the implications of the narrow set of operational choices with an eye towards how a greater variety of approaches would produce a more robust research agenda.  相似文献

The phenomenon of foreign fighters has become a central issue to the ongoing conflict in Syria. This article explores how members of the public answer the question ‘Why do British citizens join the conflict in Syria’ on social media sites and in response to online news articles. Building upon research on everyday narratives of security and terrorism, we analyse 807 comments, and in doing so, we argue that online comments are important in producing the discursive environment for making sense of British foreign fighters and what should be done in response to them. We find that there is a tendency to view British foreign fighters as being purely motivated by religion, and there is also a belief that British foreign fighters should be responded to through exceptional measures. We discuss the implications of such perceptions, and we highlight how problematic misconceptions about Islam and Muslims are not just disseminated through elite and media discourse, but through everyday narratives published by members of the public online.  相似文献

Using autobiographical experience with reference to wood-fuel research in two locations in West Africa, this article illustrates how knowledge processes influence what can be produced as knowledge; how such knowledge is actually produced; and what is eventually produced as knowledge. However, although it explores the various roles that knowledge plays in the social relations at particular historical moments in the personal and professional development of a single individual, the questions that this subjective experience raises are of wider import: whose knowledge matters? How do certain knowledges get suppressed or denied, while others are privileged? In turn, this raises additional questions concerning the ways in which research and practice are mediated through local research, policy, and development prisms. In a general sense, the article is about the way in which wood-fuel philosophies, methodologies, and practices are constructed, modified, and maintained in existence as knowledge; and a reminder that such knowledge processes cannot truly be understood in isolation, but need to be situated within complex, diversified contexts of individual agendas, and group strategies, as well as in multiple sites of production.  相似文献

The article refers to the processes that have been critical to the emergence of states as significant categories for the analysis of politics in India after a considerable period of academic neglect. It is in this context that the article considers the following research questions for discussion while referring to the state politics literature: what has been the contribution of the “first generation” of state-specific studies and to what extent has the “second generation” of inter-state comparative studies been able to take this forward? What could be the specific advantages of inter-state studies over single case studies? Finally, the article argues in favour of a need to develop further what may be considered the “third generation” of studies in the discipline, that remain comparative in nature but are in search of a much-nuanced grounded analysis; this would move beyond state-specific or inter-state studies and start taking up intra-state comparative studies, focusing on historical-cultural substate regions that have emerged as political (and economic) units within and across the constituent states of the Indian Union.  相似文献

This study is concerned with understanding the dynamic behind participatory innovations in China. The case of China provides a contrast to the literature on participatory innovations in democracies. While participatory innovations in democratic countries are seen as a way to deepen and improve democracy, in China these innovations are to some extent developed in order to provide an alternative to electoral democracy. In this article I introduce the concept democracy consultant to describe expert political entrepreneurs involved in the development of participatory innovations. Research on local participatory innovation in China is abundant but the role that experts play in this process has previously not been analysed. Based on in-depth interviews with democracy consultants and local officials, the study finds that democracy consultants frequently act as bridges between central and local levels of government by providing expertise, information, legitimacy, and connections. This is especially true in localities where local leaders want to gain the attention of the central level but lack the required expertise and connections.  相似文献
