In rural development, political policies do not necessarily match project beneficiaries' needs and goals. One reason is the rural people's lack of political power to influence policy decisions that affect their livelihoods. If rural development is to benefit these people, upward influence in policy decisions should go hand in hand with development policies. Ideally, both government agents and politicians should commit themselves to support the people's agenda, and any government intervention should reflect political response to grassroots demands.  相似文献

The rise of India and the EU as global actors has sparked growing interest in their peace-building approaches. This paper compares the objectives and effects of the EU's and India's engagement in different conflict contexts within and alongside their borders. It examines whether their practices of conflict resolution or peace-building strive for more than conflict management or ‘governmentality’. This article asks whether there is sufficient consistency across either actors' governance interventions to even speak of a distinct ‘strategy’ or ‘governance culture’. It illustrates the close relationship between governance and conflict response initiatives but finds that the relationship is often dysfunctional.  相似文献

Microcredit/finance as a tool to eradicate poverty and empower women in developing countries has been a darling of developed countries. The success stories from microcredit borrowers from Bangladesh, India, and Africa, and global endorsement of microcredit programmes have largely ignored local indigenous initiatives managed by groups of women in rural and urban areas. Evidence from fieldwork in Pakistan and Malawi suggests that although systematically recorded history of such indigenous initiatives is lacking, women in these settings would attest that there exists generational knowledge about such small-scale, group-based micro-lending which can be used to enhance livelihoods in rural households.  相似文献

The economy of Odisha is primarily agrarian. Over 80% of the population of Odisha live in rural areas, where levels of poverty are higher than in the state's towns and cities. They depend for their livelihoods on farming and collecting forest products. During the dry season, many migrate elsewhere in Odisha and nearby states in search of temporary work as labourers. Odisha has the highest proportion of inhabitants from scheduled tribes and scheduled castes of all the states in India (39.9% compared to 24% nationally). These groups are marginalised and experience high rates of poverty, low levels of education and poor health. They are highly vulnerable to climate change, due to poverty and dependence on climate-sensitive livelihoods in a vulnerable region. The Western Odisha Rural Livelihoods Project sought to reduce poverty by improving communities' water resources, agriculture, and incomes. Communities were involved throughout and are now better able to respond to climate variability (both droughts and heavy rains). The Government of Odisha took full ownership of the project and state and national governments subsequently adopted approaches used by WORLP.  相似文献

This essay makes a comparative assessment of two works dealing with contemporary India. Gupta explains why India has not taken off despite its impressive growth. Nilekani examines the ideas that have shaped the debate about India's development. The essay argues that Nilekani is more optimistic about India's future than Gupta. Gupta's book is a major work that will stand the test of time. Nilekani's book is novel in that he is an entrepreneur who became an author. These are contrasting works. Gupta asserts that growth in India has not led to development. Nilekani argues that India's growth has become more broad-based. Gupta says that the statistics behind India's success hide its underlying failures. Nilekani considers growth to have become more broad-based. Nilekani's moral vision is concerned with ideas, Gupta's is with people. The essay concludes that Indians may be too optimistic about their achievements, but India also has successes to show.  相似文献

Building on several years of research, and many interviews of Indian naval officers and government officials, both serving and retired, this article aims to provide a deeper understanding of the context and ramifications of India's naval rise. In particular, it seeks to explain a troubling paradox: the relative neglect of the navy vis-à-vis the other services, and the seeming misalignment of New Delhi's military strategy with its maritime geography. Indeed, the country's enviable position at the heart of the Indian Ocean, along with its peninsular formation, large exclusive economic zone, and extensive coastlines, would seem to suggest a natural predisposition towards the exercise of naval power. In reality, however, India's navy since independence has consistently been the most poorly funded of its military services, and has frequently struggled to make do with limited resources. The core question this article endeavors to address is whether this trend will persist, or whether various factors will combine in order to provoke a gradual rebalancing of the nation's military strategy and force structure.  相似文献

A variety of interventions to mitigate the increasing impact of the HIV and AIDS epidemic on smallholder agricultural production and food security are currently implemented in sub-Saharan Africa. However, documentation and dissemination of such interventions is limited and patchy. Building on emerging experiences from the field, this article seeks to move beyond charting the impacts of HIV and AIDS on rural livelihoods to review existing mitigation policies and programmes, identify the challenges to mitigation, and provide suggestions for future mitigation strategies and policy priorities. The experiences cited in the article are mainly drawn from the hardest-hit regions in Southern and Eastern Africa, but they provide useful lessons for AIDS-affected rural communities in other contexts. The main conclusion is that, as current initiatives are to a large extent ad hoc and localised, there is a need for documentation, dissemination, and scaling up of existing interventions, as well as greater coherence and co-ordination in policies and programmes to extend their reach and make the most of limited resources.  相似文献

India has been a major victim of Islamist terrorism and has long fought against an array of Islamist terrorist groups. Since the 9/11 terrorist attacks, India's previously lonely struggle against terrorism has taken place against the background of the US-led Global War on Terror (GWOT). After outlining India's Islamist terrorist challenge, this article examines India's evolving approach to counterterrorism and how the GWOT has influenced it. It concludes that India has adopted a localized, defensive, law-and-order approach to counterterrorism which has evolved in response to various attacks over the years but still remains seriously underdeveloped. The GWOT has influenced Indian counterterrorism in important ways, although its influence has been subtle and indirect rather than transformative. The GWOT has enhanced Indo-American counterterror cooperation, shaped India's terror environment by launching the war in Afghanistan and enriched Indian counterterrorism with American experience. Just as important, it has also had an impact on India's debate on counterterrorism, civil liberties and human rights.  相似文献

New Delhi has been grappling with the challenge of China's rapid rise for some time now. Even as they sign loftily worded documents year after year, the distrust between China and India is actually growing at an alarming rate. True, economic cooperation and bilateral political as well as socio-cultural exchanges are at an all time high; China is India's largest trading partner. Yet this cooperation has done little to assuage each country's concerns about the other's intentions. The two sides are locked in a classic security dilemma, where any action taken by one is immediately interpreted by the other as a threat to its interests. This article examines the trajectory of contemporary Sino-Indian relations from India's perspective and argues that a troubled history coupled with the structural uncertainties engendered by their simultaneous rise is propelling the two Asian giants into a trajectory that they might find rather difficult to navigate in the coming years. This is an empirical analysis of India's changing approach towards China in the context of China's recent rise, not a theoretical exposition of the issue.  相似文献

Academic scholarship displays a curious disconnect between two trends, connecting peace and governance issues. At the same time when conflicts tended to shift inwards (from inter-state to civil wars), global governance approaches seemed to decentre the management of peace and conflict outwards (from the nation state to international forums). This paper investigates this disjuncture by examining the European Union and India's governance strategies in different conflict contexts. It studies whether their strategies operate close to the global governance model and/or whether they are able to connect with and effectively support local peace initiatives in conflict-ridden areas.  相似文献

Convincing the Pakistani military to focus its attention on the Afghan Taliban and associated groups has so far proved unsuccessful. The Obama administration's reliance on economic incentives and regional peace initiatives, such as a dialogue with India on Kashmir, has failed to deliver tangible results. Instead, India's footprint within Afghanistan has expanded, leaving Pakistani elites ever more anxious. Balancing Indian and Pakistani interests in South Asia remains a top priority for Western governments, and most importantly the US. In the current milieu this will require shifting Western bureaucratic focus from the age old and seemingly intractable Kashmir dispute to maintaining the peace within Afghanistan. This article outlines why this shift should be considered, and how the India--Pakistan trust deficit might be bridged.  相似文献

India's approach to climate change has shifted dramatically in the span of a few years. Not only has India developed a comprehensive climate change program domestically, it has adopted a new stance in the international negotiations that has earned it the reputation of being a ‘deal maker’. This dramatic, and to many unexpected, shift in India's climate change strategy can be understood if seen in the context of India's economic and development aspirations and the changes occurring in the larger geopolitical landscape. Climate change, due to its multi-faceted nature, cuts across a spectrum of issues and India can benefit both domestically and internationally by addressing it.  相似文献

From 1947 until his political demise in late 1962, Vengalil Krishanan Krishna Menon stood at the forefront of India's international relations. One of Indian Premier Jawaharlal Nehru's closest political confidantes, Menon served variously as India's High Commissioner to the United Kingdom, leader of its delegation to the United Nations, self-styled mediator in the Korea, Indo–China, and Suez crises of the 1950s and, from 1957, his country's Defence Minister. Vilified in the West as “India's Rasputin,” Menon's left-wing credentials, anti-colonial rhetoric, and willingness to engage with the Communist bloc were seen by Anglo–American diplomats as a threat to Western interests in South Asia. Drawing upon recently released British and American archival records, this article argues that Western misperceptions of Menon, and his role in the Indian foreign policy-making process, undermined Anglo–American relations with India for much of the early Cold War.  相似文献

This article examines the impact that national economic policies adopted during Indira Gandhi's final term in office (1980–84) had on four “national” social groups, namely the big industrialists, the middle class, the rich peasantry, and the poor. The study argues that the Congress (I) chose the former two as its major allies, while the rich peasantry and the poor were relegated to a secondary position. In the process, the focus of India's strategy of development shifted from the agrarian to the industrial sector, and from the rural to the urban world.  相似文献

This article reports on research into the impacts of micro-finance on gender roles, the extent to which socio-cultural factors influence these changes, and how such changes affect the well-being of rural Bogoso households in the Wassa West District of Ghana. Findings indicated that micro-finance has changed men's and women's control over decisions and resource allocations, which consequently affected financial responsibilities and the education of children, and largely contributed to household well-being. However, the small size of the loans was a limitation. The article concludes that socio-cultural factors may promote or inhibit well-being in rural households, and that micro-finance is not a sufficient tool in itself to promote women's and households' well-being. It is recommended that if rural people's well-being matters, collaborative efforts in the appraisal, monitoring, and evaluation of micro-finance initiatives, with the government providing leadership, are imperative.  相似文献

This article looks at the South China Sea, an area of dispute between China and other littoral states, as a new area of geopolitical and geoeconomic interest for India. The article follows the strategic discourse on the South China Sea circulating in the Indian government and wider strategic community, and brings in Chinese responses and interpretations of India's involvement. India's role in the South China Sea is four-fold: first, naval deployments; second, increasing strategic-military links with littoral states like Singapore, Indonesia, the Philippines, and Vietnam; third, economic involvement of Indian energy companies in South China Sea waters; and fourth, discussions between India and other regional and extra-regional China-concerned powers about the South China Sea. India's involvement in the South China Sea represents a new development in its Look East Policy, a new balancing factor in the interplay of actors within these waters, and a new friction factor within India-China relations.  相似文献

Our study focused on the potential revenues of non-timber forest products (NTFPs) in the Phnom Kok forest community in Cambodia. Questionnaires were administered at the beginning of 2007, and results showed that people collected plant- and animal-based NTFPs seasonally. Plant-based NTFPs collected included fodder, food, medicines, resin, construction materials, and ingredients for cosmetics. Animal-based NTFPs collected included honey and beeswax, live animals, bushmeat, medicines, and hides (skins). NTFPs are important economic and natural resources in community forests, and they are used for both family consumption and commercial trade. Resin products represented the largest source of income, followed by honey and beeswax and live animals. Overexploitation of NTFPs, forest degradation, and anarchic forest clearing through fire pose great threats to the continued production of NTFPs. Therefore, sustainable management techniques must be implemented and harvesting should be regulated. Local residents and leaders need to be educated about the long-term benefits of the forest and NTFPs in preserving the environment.  相似文献

Japan's project aid initiatives for capacity development still occupy a large part of the aid discourse of the country's development cooperation programme. Over the years, Japan's development rhetoric has been significantly adapted to the wider policy shifts of Western donor countries and has introduced in its programme and project documents such terms as ‘ownership’, ‘needs-based approach’, and ‘participatory’ initiatives in order to achieve more ‘sustainable’ results. Furthermore, the importance of ‘institutional memory’ has been repeatedly highlighted by Japan as an important element for greater project effectiveness. This article investigates how this development rhetoric translates in Japan International Cooperation Agency's (JICA) project practice in a three-year community-based initiative in rural Ghana. The results illustrate that despite the short-term benefits the project has brought to the targeted communities, the development practice of JICA falls short of its discursive representation and more effort is needed by JICA toward a more committed and inclusive project practice.  相似文献

The Tibet Poverty Alleviation Fund (TPAF) has been working in the Tibet Autonomous Region of the People's Republic of China since 1998 to increase the income and assets of rural Tibetans. From the beginning, TPAF recognised that high morbidity and mortality were a constraint on efforts of rural Tibetans to improve livelihoods. Early interventions to train township doctors and midwives were not sustainable. In 2005, in partnership with local health authorities, TPAF launched a Behaviour Change Communication (BCC) strategy to build villagers' capacity to improve health and hygiene practices and to make informed choices about using government-run primary and preventive health services. Results from counties and townships in three Prefectures are preliminary, but they show significant changes in health knowledge and practice, and growing links between village needs and government services. Next steps include strengthening implementation and institutionalising government support to extend and support the approach.  相似文献

HIV/AIDS is having profound impacts on livelihoods in sub-Saharan Africa. These include the deaths of working-age adults, the diversion of resources to caring, and the rupture of traditional chains of knowledge transmission. NGOs are responding by providing assistance to communities affected by the epidemic in the fields of agriculture, skills training, and microfinance, as well as by offering home care and support. A key feature of such initiatives is the focus on previously neglected groups such as women, school dropouts, and orphans. Factors of success include the use of participatory processes to identify target groups, and the involvement of local political leaders and adults trusted by young people in project activities. Challenges include improving monitoring systems, effectively disseminating lessons learned, and persuading donors, whose responses to the epidemic are currently focused on preventive and curative health services, to support livelihoods interventions as a matter of urgency.  相似文献
