Academic writing on ‘terrorism’ and the availability to the mainstream media and policy-makers of terror ‘experts’ have increased exponentially since 11 September 2001. This paper examines the rise of terror expertise and its use in one particular public arena – the mainstream news media. Using a combination of citation analysis and media analysis, the paper presents a ranking of the most influential terror experts in the mainstream news media in the Anglophone world. It is shown how what has been called an ‘invisible college’ of experts operates as a nexus of interests connecting academia with military, intelligence and government agencies, with the security industry and the media. The paper then takes a small number of case studies of some of the most prominent experts who exemplify the dominant trend in the field and examines the networks in which they are embedded. The last part of the paper uses the data generated to re-examine theories of ‘terrorism’ and the media, of ‘propaganda’ and ‘terrorism’, and of ‘source–media’ relations. It is suggested that the study of terror experts shows the need to study and theorise the media in a wider context by focusing on the relations between media content and production processes and wider formations of power. In so doing, the paper attempts to connect studies of media and terrorism to wider studies of terror and political violence.  相似文献

The debate on empowerment encompasses an older discourse about the intrinsic value of empowerment, and a newer discourse about the instrumental benefits of empowerment; the concept of agency is useful in understanding this distinction. In agricultural development, empowerment efforts are often instrumentalist, viewed as an advanced form of participation that will improve project effectiveness, with adoption rates that promote compliance rather than intrinsic empowerment. Nevertheless, it is possible for projects to enhance the means for – and facilitate the process of – intrinsic empowerment. With regard to process, research and extension can make use of a constructivist rather than the behaviourist approach to support changes in knowledge, behaviour, and social relationships. In assessing empowerment, both developers and ‘developees’ need to look for evidence that people are taking control of their lives. Case studies – such as those used by the Indonesian Integrated Pest Management (IPM) Programme – will help to capture context and chronology, with unplanned behaviours being particularly useful indicators.  相似文献

This article argues that the use of sexual infiltration by police and criminal collaborators represents a strategic deployment of surveillance technology by the state with the aim of creating Foucault’s “docile bodies” through the development of totalising omnipresence. The insertion of police into the private sphere of activists’ sexual relationships – a site presumed to be outside of state gaze – serves to not only disrupt the target communities but also to reverberate throughout social networks and create inactivity. By exposing informants from within one’s own “family”, the state is able to collect intelligence, spread insecurity and display totalising disciplinary power to the social movement under observation.  相似文献

Abstract

In this article, we call into question the assumptions that undergird conceptions of boundary, territory, community and ethno-cultural belonging in the constitution of European security. Both the term ‘human security’ as defined by development and human rights scholars and ‘securitisation’ as conceptualised by critical security studies concern the socio-psychological aspects of security. Yet, few attempts have been made to seriously discuss the psychological effects of securitisation on subjectivity and space. There is, as we will argue, a tendency in much literature to use concepts of ‘existential security’, ‘fear’, ‘needs’ and the ‘politics of belonging’ – obviously connected to the human mind and individual emotionality – without much space being devoted to the investigation of these concepts in terms of socio-psychological processes. We intend to fill this gap by discussing security and securitisation in terms of the psychology of subjectivity and space among young Muslims in Europe. Our principal argument is that through openness to the political psychology of subjectivity and space, and the (de)securitisation of both, we are able to develop more adequate maps of the European experience of danger and opportunity.  相似文献

This study examines reforms aimed at strengthening the rule of law in Guatemala implemented since the signing of the peace accords in December 1996. Despite nearly US$200 million in foreign aid to the justice sector, impunity remains the rule, the judicial process is subverted by military and criminal networks, citizen confidence in the judicial system remains low and recourse to non-judicial measures – the ‘privatisation of justice’- is on the increase. It is argued that the institutionally-focused approach to rule of law reform currently predominating in donor thinking ignores the historical context within which understandings of ‘law’, ‘justice’ and ‘rights’ are shaped. Institutions do matter, but only by understanding the role of law in long-run processes of state formation and the dynamic, inter-subjective nature of legal interactions can we begin to understand the specificities of socio-legal change.  相似文献

In the literature on the turn to the left in the wider Latin American region, Central America has generally been neglected. The aim of this article is to seek to fill that gap, while specifically assessing the left turn's impact on prospects for democratization in the sub-region. Using three case studies – El Salvador, Honduras and Nicaragua – the article questions the usefulness of transition theory for analysis and instead offers a framework based on state/civil society interaction within the context of globalization. Four key conclusions are made: First, democratization is not a linear process, but can be subject to simultaneous processes of democratization and de-democratization. Second, continued deep structural inequalities remain central to the region's politics but these often provoke unproductive personalistic and partisan politics which can inhibit or curtail democratization. Third, interference from local and/or international economic actors can curtail or reverse democratization measures, underlining the influence of globalization. Fourth, Central America is particularly revelatory of these tendencies due to its acute exposure to extreme oligarchic power and outside influence. It hence can help shed light on wider questions on the blurring of boundaries between state, civil society and market and its impact on democratization, especially within the context of globalization. In this way the article contributes to the analysis of Central America in the current context of the ‘pink tide’, underlines the importance of continued analysis of Central America for democratization studies, and brings new insight to debates on transition theory.  相似文献

This article traces a history of agricultural participatory research, largely from the author's personal experience. Participatory research in the 1970s was mostly led by disciplinary scientists, and characterised by innovative activities and open academic debate, with some recognition that policy and development practice was a political process. The 1980s saw a shift to learning from past experience, and a participatory mainstream developed, seeking methods for scaling up. Meanwhile, others sought to understand and influence policy and institutional change in their political and cultural contexts, and to keep open the academic debates. The author considers the 1990s as ‘lost years’, during which mainstream participatory practitioners became inward-looking development generalists, not so interested in learning from others outside their paradigm. The late 2000s provide a chance to re-recognise the political and cultural embeddedness of science and technology; re-introduce strong, widely based disciplines; and learn from past activities that resulted in positive development outcomes (planned or unplanned).  相似文献

ABSTRACT

One of the greatest changes organisations in South Africa experienced through the country's democratisation is the introduction of ‘legitimate’ activism in organisational settings. Organisational communication literature – specifically as manifest in the excellence theory – compounded this through views on the potentially positive impact activism could have on organisations by ‘pushing’ them beyond equilibrium to a state of dynamic equilibrium – mediated through strategic and effectual communication. This view, however, is somewhat fouled by occurrences such as those at Marikana, and concomitant strikes in the country's platinum industry, which have held the economy ‘captive’ in various ways. Organisations – especially the mining industry – need to ask ‘How much activism is too much activism?’ and organisational communication practitioners need to introspectively consider whether this theoretical contribution should not perhaps have come with greater guidance in terms of the chary (if not restrained) implementation of this potentially positive, yet almost insidiously dangerous, communicative feature. this article aims to explore activism in the mining industry of South Africa, specifically from the vantage points of industry heads, as it concerns the changed communicative landscape in this industry post-marikana. to this end, the article will report on seven qualitative, semi- structured interviews – along with existing literature on the topic – as it offers up six considerations in applying the aspect of excellence and ‘positive activism’ within organisations in South Africa's mining industry.  相似文献

Fieldwork in the study of terrorism remains the exception, allowing for scores of publications to be produced each year with little or no contact with the perpetrators of terrorist violence and scarce direct observation of the social realities in which it occurs. While examining some of the serious drawbacks and pitfalls such research can entail, this article makes a case for more fieldwork in terrorism studies, arguing that it can bring greater depth to our understanding of terrorist violence. The discussion focuses on a common assumption – the existence of the ‘terrorist’ as subject – and a common practice of terrorism studies – the concentration on extraordinary events at the expense of ‘ordinary life’ and ‘ordinary people’ – and how they are called into question by the material gathered during field research conducted in the Southern Philippine region of Mindanao. The article concludes with a reflection on some of the challenges facing researchers in danger zones, from their dependence on local knowledge for security to the need for methodological flexibility when faced with the complexity of research in conflict areas.  相似文献

The social reintegration of former combatants is the most important aspect of the disarmament, demobilisation and reintegration (DDR) process, but there is a paucity of literature providing a clear understanding of its challenges and what it actually constitutes, and, more importantly, how it could be planned and implemented in peace-building environments. In order to respond to the lack of theory, the paper will use the desistance theory which outlines assistance models for ex-offenders' re-entry into society and addresses the question of how social reintegration can be perceived and structured effectively in the overall DDR operational landscape. The proposed approach is presented through a matrix of relationships between the elements of ‘emphasis on the combatant’ and ‘emphasis on the community’ in terms of ‘low’ and ‘high’ levels, resulting in the four main models for community re-entry: ‘self-demobilisation’, ‘reinsertion’, ‘community-located reintegration’ and ‘social reintegration’. Having explored what they constitute in the practice of DDR in the second part of the analysis section, the social reintegration approach, which is structured over the dimensions of ‘family and community’, ‘sustainable employment’ and ‘civic responsibilities’, will be elaborated in the final part.  相似文献

‘The myth of community’ permeates both the understanding and the practice of participatory development. Yet the idea that communities exist as coherent units of people who inhabit bounded geographic spaces and are ready to be mobilised for development restricts the very agency that participation promises. This article offers an alternative model of community: one that is more compatible with the ideal of people-centred, participatory development. Using Etienne Wenger's concept of ‘communities of practice’, and drawing on narrative theory and cognitive approaches to policy analysis, the article argues that community should be created and sustained around shared meanings.  相似文献

The intersection of the post-conflict reconstruction processes established in Nepal’s Comprehensive Peace Agreement (CPA) in 2006, and the post-disaster reconstruction effort that swung into action following the country’s devastating earthquakes in 2015 provides an important opportunity to observe to what extent synergies between the two reconstruction processes have been successfully exploited. This paper critically examines these two processes, demonstrating that despite a growing recognition of the value of linking these processes by researchers, in practice they often remain separate. It shows how certain actors have framed the post-disaster reconstruction as unrelated to post-conflict activities in order to avoid what they perceive as the risk of politicising – and thus delaying – the post-disaster reconstruction process. The paper suggests that this is a mistake. The process of post-disaster reconstruction is innately political and intricately entwined with the very same issues and activities the post-conflict reconstruction process attempted to address. Moreover, we argue that the entire process is taking place within a political context which is a product of the as-yet unresolved post-conflict polity. Any reconstruction process that does not take this into account risks being undermined by the same challenges that underpinned the country’s conflict.  相似文献

Since 9/11, the terrorist is often awarded the position of the radical Other: the personified existential threat to the West. The counterterrorism strategy presented by the Danish government describes itself as covering a ‘broad spectrum’ of efforts. It includes an ‘active foreign policy’ in relation to the Muslim world and an ‘active integration policy’ in relation to Muslim migrants. Both inside and outside the nation-state, efforts range from ‘hard power’ security strategies of elimination and control involving military, police and intelligence operations, to ‘soft power’ strategies of information, partnerships and dialogue. This article analyses Danish counterterrorism policy narratives to identify the concepts of dialogue implied and the positions awarded to less-than-radical Muslim Others. This article finds that Muslims might – especially after the Danish Muhammad cartoon affair – in counterterrorism dialogue find a position for talking back, even if it is still a position circumscribed by control and securitisation.  相似文献

Women play the major role in food supply in developing countries, but too often their ability to feed their families properly is compromised; the result is high levels of food-borne disease and consequent limited access to higher-value markets. We argue that risk-based approaches – current best practice for managing food safety in developed countries – require adaptation to the difficult context of informal markets. We suggest participatory research and gender analysis as boundary-spanning mechanisms, bringing communities and food-safety implementers together to analyse food-safety problems and develop workable solutions. Examples show how these methodologies can contribute to operationalising risk-based approaches in urban settings and to the development of a new approach to assessing and managing food safety in poor countries, which we call ‘participatory risk analysis’.  相似文献

In spite of the conventional wisdom stated by various authors that ‘we are living in the information age’ – a communication era characterised by a global expansion in the reach of mass media and electronic information ‘superhighways’ that span the globe – it is clear that there is growing realisation that it is still difficult to reach and communicate with rural communities in South Africa. The main aim of this article is therefore to examine the application of development communication theories in practice when communicating with communities in the Third World. In this article I argue that the viability of and prospects for effective communication with communities depend on three interrelated aspects. Firstly, the viability and prospects depend on current theoretical trends or approaches in development communication, because at the root of development communication – regardless of how this concept is defined – lies the issues of a structured and theoretical approach to community communication which are determined by current trends. Secondly, and crucial to the viability and prospects of community communication, is the question of which development communication methods or media to apply at the various stages of communication to reach the different target audiences. Thirdly, the viability and prospects for successful community communication will be influenced by an integrated approach to the application of development communication methods and media in development communication programmes or strategies.  相似文献

The fact that Myanmar is not democratic is too often taken as a given in international policy discourse without analysis as to why it has not democratized or what conditions might allow for democratization. Plausible theories to explain Burma's authoritarian politics include poor levels of economic development, colonial history, regional geopolitical factors, problems of state formation and the unification of the military. Determining which theories have the most explanatory power is important because different understandings of Burma's authoritarianism steer one toward some remedies and away from others. In this paper, I argue that problems of state formation – ‘stateness’ in one strand of the democratization literature – and ‘regime unification’ theories stand the best chance of explaining the lack of democracy in Myanmar. I examine the logic and evidence for each theory and conclude that while both explain some of the status quo, ‘stateness’ had more explanatory power before 1988 but in post-1988 Myanmar, ‘regime unification’ explains more.  相似文献

In the emerging ‘post-Washington Consensus’ era, neo-liberalism is searching for alternatives that once again emphasise the state. Yet neither Latin American dependencia nor East Asian developmentalism – two development models actually practised ‘on the ground’ – shares the basic assumptions of the liberal, rationalist state. First, there persists a significant ontological divide over the purpose of the state. Developmentalists and dependentists advocate deep, dynamic state agency rather than the hands-off, liberal, ‘night-watchman’ state. Second, development theory has unfolded within a modern liberal framework of science, democracy, the interests of US foreign policy, and increasingly a commitment to poverty alleviation. Dependency and developmentalism reject these neo-liberal benchmarks in the interests of state consolidation and autonomy. The persistence of dependentist and developmentalist understandings of the state precludes a uniform, post-neoliberal reversal in development theory back to the state.  相似文献

Corruption     
This article engages with the ways in which corruption has taken centre stage in much development policy making and rhetoric. It argues that there is a need to destabilise ‘taken for granted’ assumptions about what corruption is and how it operates. This means generating an understanding of how meanings of corruption vary, and how this variation is determined by the social characteristics of those engaged in corruption talk. It also means examination of how discourses of corruption and anti-corruption are translated from international to national and local stages – from the anti-corruption ‘establishment’ to the realities of bureaucratic encounters in diverse contexts.  相似文献
