Research on public management reform has taken a decidedly disciplinary turn. Since the late 1990s, analytical issues are less often framed in terms of the New Public Management. As part of the disciplinary turn, much recent research on public management reform is highly influenced by the three new institutionalisms. However, these studies have implicitly been challenged by a competing research program on public management reform that is emphatically processual in its theoretical foundations. This article develops the challenge in a more explicit fashion. It provides a theoretical restatement of the competing “institutional processualist” research program and compares its substantive findings with those drawn from the neoinstitutionalisms. The implications of this debate about public management reform for comparative historical analysis and neoinstitutional theories are discussed.  相似文献

The study of intelligence has focused almost exclusively on ‘secret’ intelligence in its analysis of intelligence failures and the relationship of policy and intelligence. This is not surprising since intelligence analysis takes place in secret. Yet sometimes intelligence becomes public. It does so in ways that hold implications for the quality of the overall intelligence product. In order to develop a complete understanding of the relationship between intelligence and policy we need to more systematically examine the nature of public intelligence. This article provides a framework for doing so, presents historical examples from the American experience and applies the framework to the intelligence used in justifying the Iraq War.  相似文献

Tuvalu is an independent microstate and this account of its economic circumstances and prospects provides the context for discussion of administrative problems. The paper outlines the economic structure of the country and examines its economic resources and their potential; demographic trends are given attention, and the country's heavy dependence on foreign aid is explained. These features carry implications for the forms of public administration and development planning, and Tuvalu's current development plan and aspects of its public administration are discussed with this in mind. The article serves as a case study of the economy of a micro state and implications for administration in such a state.  相似文献

This article provides an accessible overview of the growing research literature on the impact of public service and commercial broadcasting and highlights its main implications for policy discussions about the future of public service broadcasting in Western societies. It shows that the populations of countries with public service broad‐ and narrowcasting are better informed about government and politics, are more trusting of other people, have more positive civic attitudes, have greater confidence in democratic institutions and are more likely to engage in democratic politics. Moreover, levels of social trust are higher in countries which have a significant public service element in their media systems, even among individuals who do not habitually watch public TV channels. The article ends with a brief discussion of the implications of this research for the future of public broadcasting in the Western world.  相似文献

In recent years, much research has been conducted on the relationship between public service motivation (PSM) and various outcomes, including job satisfaction. This article presents a meta‐analysis aggregating the effects of PSM on job satisfaction. Meta‐regression analysis is used to assess the impact of numerous study characteristics and to identify potential issues of publication bias. The findings, based on 28 separate studies, show no evidence of publication bias and support the positive relationship between PSM and job satisfaction. Furthermore, the results support the importance of providing individuals with the opportunity to serve the public within this relationship. Given the organizational benefits that can be derived from improved job satisfaction and the focus of PSM research on its implications for job satisfaction, these findings are of interest to both academics and practitioners in the field of public administration.  相似文献

The ECHR has yet to decide its first substantive strategy and objectives within its broad set of statutory duties. This article seeks to identify the likely more influential factors in its external context and internal composition, and the extent to which those factors point towards a new universalist "integrated mandate" as distinct from the previous regime's approach focusing on particular groups (black and ethnic minority groups, women and men, disabled people etc.). The analysis suggests a possible contradiction in that, while the internal factors are on balance geared to the integrated model, the current external environment (in conjunction with an inevitable need to prioritise) on balance still points to the group based model. The article concludes with possible implications for the ECHR's strategy and that, among public bodies, the ECHR is uniquely well-positioned to tackle group-based inequalities.  相似文献

Public radio in the United States receives both direct and indirect government funding. Direct subsidies come in the form of lump-sum and matching grants, while indirect subsidies proceed from tax revenues forgone on tax-deductible private donations. Each of these sources of government money affects charitable giving to public radio. This article estimates both of these effects, using data on 91 public radio stations in the United States during 1995. Data analysis shows that public funding to stations has a positive impact on private giving, but this impact rapidly decreases as the level of government subsidies increases. The analysis also indicates that increases in state tax rates correspond with significantly higher donation levels. This article explores the implications of these and other findings for policy makers, public administrators, and nonprofit managers.  相似文献

In this article, we examine the implications of the reinvention movement for democratic governance, broadly defined. The most basic premise of the reinvention movement is a belief that the accumulation of the narrowly defined self-interests of many individuals can adequately approximate the public interest. By "narrowly defined," we mean the interests of individuals as they privately apprehend them, unmediated by participation in a process of civic discourse. To illustrate the centrality of this assumption to the implicit theory of reinvention, we consider three of its elements—its use of the market model, its emphasis on customers rather than citizens, and its glorification of entrepreneurial management. We then examine the implications of the self-interest assumption, which entails a rejection of democratic citizenship, civic engagement, and the public interest, broadly conceived.  相似文献

Scholars and practitioners have long questioned whether the race, ethnicity, and gender of public bureaucrats matter to the efficacy and legitimacy of public services. Representative bureaucracy theory and research provide a growing body of empirical evidence that it does. This article examines some of the rich scholarly work that has been generated on representative bureaucracy and its implications for practice. A significant aspect of recent research focuses on the notion of symbolic representation, whereby the mere existence of a passively represented bureaucracy can itself improve outcomes by influencing the attitudes and behaviors of clients, regardless of bureaucratic actions or results. This article is intended to help both students and public managers understand the importance of representativeness in public organizations for a broad spectrum of practices and goals, from the coproduction of services to democratic rule.  相似文献

This article establishes a framework for explaining the ways in which citizens, as clients of public services, attempt to deal with situations of combined market and government failures. Under certain conditions, citizens are driven to create self‐production mechanisms that often are extralegal or illegal. When faced with such social initiatives, politicians often support them, either passively or actively, by institutionalizing the new mechanisms. The article explains the evolution of the self‐provision model and its implications. The analysis includes a theoretical framework and a practical intervention scheme.  相似文献

This article discusses the phenomena of nanotechnology, and notes that despite high investment levels for global research and development, the public presently understands neither the implications of this emerging technology nor how it might be best governed. It considers the notion of the public interest and its place in the public policy cycle, and notes some of the specific challenges posed by this new technology. Adopting a comparative jurisdictional approach, this article maps a range of policy and dialogue activities currently underway within the United Kingdom and Australia and concludes that policy dialogue is an essential component of public policy development for all emerging technologies. While the Australian government is currently beginning this process, compared to countries such as the United Kingdom, such efforts here are still embryonic. A fuller engagement in wide‐ranging public debate is suggested as a part of protecting the public interest.  相似文献

In recent decades, public management has been restructured worldwide for greater efficiency and innovation based on entrepreneurship-driven models such as Reinventing Governance, New Public Management, and post-NPM frameworks. The primary intent of these business-like models is instilling entrepreneurship, which would encourage risk-taking innovation, managerial autonomy, performance orientation, and customer choice. Such entrepreneurial orientation is embedded in organizational-managerial reforms related to human resource management, budgeting framework, performance benchmarking, and so on. These entrepreneurship-driven reforms have significant impacts on administrative structure, procedures, and norms affecting the process of public sector accountability. In line with such global trends, most countries in Southeast Asia have embraced some of these pro-market business-type reforms in public management to enhance its entrepreneurship, innovation, and competition, which have implications for managerial control, neutrality, regulation, and integrity required for public accountability. This article explores these entrepreneurship-driven reforms in the region and evaluates their critical implications for the long-established institutions, structures, and procedures of public accountability.  相似文献

Many Asian countries are attempting to promote public accountability as a part of public-sector reform, but their situation remains unsatisfactory compared to advanced countries. Except for a few, many Asian developing countries are still struggling with political and socioeconomic weaknesses. Indeed, the nature of public sector reform in many Asian developing countries differs substantially from that of advanced countries. Furthermore, the concept of accountability is not interpreted equally throughout the world. Accordingly, the purpose of this article is to review the major constraints to enhancing public accountability in Asian developing countries and to discuss major strategies to promote such accountability from the perspective of developing countries. This article first reviews the concept of accountability and its development, followed by discussion of constraints in enhancing public accountability and public sector reform, key measures to enhance public accountability, and implications and conclusions.  相似文献

Public services in many states have been placed under federal court supervision. In our 1991 PAR article, we examined the implications of the federal judicial decisions in supervising the Kansas City Metropolitan School District for the "new triumviate" governing public services—public officials, legislators, and judges. In this article, we examine judicial decisions affecting the same school district a decade later to reveal the impact of judicial supervision on the school district and to discern the implications for policy termination. We find that, once begun, judicially mandated federal court supervision of public institutions is not readily terminated, even pursuant to the wishes of the United States Supreme Court.  相似文献

During the second and third quarters of this century, the scope of public service expanded significantly in almost all societies irrespective of their social, economic, political, and ideological predilections. In the past, such an expansive public bureaucracy came under criticism for its various shortcomings and pathological implications. However, recently, a more serious form of assault on the public service has been introduced by the proponents of the current privatization movement. The advocacy of privatization by the dominant national and international forces has created three major forms of challenges to the public service: a challenge to its legitimacy, a challenge to its ethical standards, and a challenge to its motivational foundation. In this article, the nature and intensity of these challenges are analyzed, the claims and assumptions of privatization are reexamined, and some possible remedies are explored.  相似文献

This article examines the fate of public sector appeal systems under the managerialist reform agenda. Is new managerialism wedded to a particular shape of appeal system? Is it wedded to the dismantling of this traditionally distinctive feature of public sector employment in Australia? To explore these questions, this article examines the roles which public sector appeal systems play in human resource management and their implications for public sector reform. It then compares traditional appeal rights and processes with those currently operating in the state, Commonwealth and Northern Territory public services. The article also discusses the implications of the dramatic changes in some jurisdictions, including Victoria and Western Australia, for the effectiveness of appeal processes, and human resource management in the public sector.  相似文献

Abstract: In its broadest sense, this paper is about public and corporate accountability in Australia. In its narrowest sense, it examines the implications for senior public officers of the trial of Tony Lloyd in Western Australia. Lloyd was convicted in 1991 of acting improperly in his capacity as a director of Western Colleries Ltd during one of the last attempted rescues of Rothwells Ltd by the state government and the Bond Corporation in 1988. He successfully appealed, not against the conviction, but against the two-year sentence of imprisonment. The comments of the three judges of the Supreme Court are directly relevant to contemporary interpretations of the roles and relationships between business and government, and between public servants, government advisers and company directors.
The first section of the paper examines obligations and constraints imposed on individuals who have public duties, and how these are currently being interpreted in Western Australia. It refers to the uncertainties and imprecision which have developed in understandings of private and political interests, company and public duties, in both convention and the law. This discussion is the background for the detailed analysis which follows of the Lloyd case and its implications for Australian public servants.  相似文献

In the wake of welfare reform efforts, alliances between governments and charities, and public preoccupation with “social capital,” it is useful to understand how welfare payments interact with charitable giving. Using Consumer Expenditure Survey data from the first quarter of 1999, this article estimates the impacts on charitable giving by individuals from receipt of welfare payments, as well as income, wealth, and a number of demographic variables. The data analysis suggests that charity is negatively associated with welfare receipt, while wealth, income, and age have positive impacts on giving. These findings have significant implications for public policy and nonprofit management.  相似文献

The emerging field of public values helpfully focuses on the norms and government policies that serve the public interest, but its analysis neglects the barriers to actually creating public value in contemporary America. Chief among these barriers are contending strains of public beliefs and opinions, the disproportionate influence of affluent individuals and business and professional associations, as well as governing structures predisposed toward inaction and drift. This article contrasts the expectations of the public values field with research on American politics to identify barriers to advancing the public interest under current conditions. Although public values scholars offer an analysis of American public life that is inadequate, they do raise challenging questions about how a public‐regarding agenda can be “designed in” to politics and policy. The article concludes by suggesting feasible reforms to improve the conditions for pursuing the public interest.  相似文献

This article explores public affairs and lobbying strategies that make public appeals beyond organizational self‐interest and instead focus on appeals to the public interest. While research has highlighted such appeals as a staple for lobbying campaigns, there is scant research exploring the communicative construction of this notion. Thus, this article uses the rhetorical concept of topos to explore how lobbyists attempt to fuse their private interests with a broader appeal to what is best for society. In particular, we discuss how different types of organizations have different rhetorical opportunities to ground their arguments. Finally, we discuss the democratic implications of appeals to the public interest as a standard lobbying strategy.  相似文献
