While the United States preserves its military superiority, the continuous development of China and Russia's resilience influences the balance of power. Under the administration of President Joe Biden, Washington seeks to set the tone by demonstrating to its partners that "it is back" on the world stage after four years of former President Donald Trump's policies. During his first trip to Europe since his inauguration in January, Biden took part in Group of Seven (G7), NATO and U.S.-EU summits. But the meeting that captured international attention was the one with his Russian counterpart Vladimir Putin in Geneva, Switzerland, on June 16.

应用比值法对鞋底磨损稳定性的研究

鞋底磨损特征的稳定性对于足迹的分析和鉴定具有重大的意义。文章以50位男性在不同时期内穿用不同鞋底花纹的鞋捺印的足迹为样本,分别找出每个磨损区域上、下、左、右四个最突出点,对其进行分别标记,同时测量突出点之间的距离。通过对所得数据进行列表计算和统计发现,尽管某人穿用不同的种类、大小、新旧的鞋子,但磨损特征的比值却较固定。     

试论绩效预算改革的战略规划基础

传统控制导向的预算制度由于缺乏战略视角而陷于支离破碎,绩效预算制度通过引入战略规划因素,将政策、规划和预算有机地结合起来。绩效预算制度要求政府机构在提出预算需求时必须根据本组织的战略计划(或中长程计划),明确列出组织的中长程目标、策略、预期的产出或成果,绩效评估的标准,以及前一年的绩效评估结果。战略规划的成功制定能够帮助公共机构厘清组织的计划优先权,并能够基于一种对共享目标的追求而协调机构成员的行为。这一战略视角在中期支出框架中得到了直接的体现。     

政治参与与政治稳定

政治参与与政治稳定有着内在的关联性有效的政治参与离不开政治体系的稳定,而政治体系的稳定也必须以广泛的政治参与作为其合法性基础.但是,政治参与并非一定能带来政治的稳定,政治参与与政治稳定的统一,不仅有赖于政治系统的开放性,也有赖于政治参与的法制化.政治参与的法制化可以规范权力运行,整合公众意志,减缓参与冲击,实现社会公正,这些都是实现政治稳定的基础性条件.因此,在我国为实现社会主义的民主政治要扩大公民的政治参与;同时,为保障公民的政治参与权和实现社会稳定,又必须用法治原则塑造和规范政治参与的主体、客体和环境.
