SUMMARY

A decade after the courts in many English-speaking Caribbean jurisdictions were granted the power to issue restraining orders to victims of domestic violence, battered women have not experienced the full benefits of such policy. Using the experiences of battered women in the English-speaking Caribbean state of Barbados, this study argues that there are significant challenges for victims, caused by cultural, social and economic factors that have not been appropriately addressed by domestic violence legislation. Marginalized by the court and legal system in the English-speaking Caribbean, many battered women seek out alternatives to the legal system for coping with domestic violence. Therefore when they migrate to countries like the United States where more accommodations are made for victims of domestic violence, they are unlikely to engage with the legal system and make their suffering known. Women might also be silenced by fears of violating immigration laws in the United States as well as risking personal loss due to the severe punishment of their partners when indicted by the legal system.  相似文献

Abstract

Child abuse and neglect are regarded as a public health problem in the United States and around the world. While refugee families experience extreme parenting stress as they resettle, little attention is placed upon how refugee women themselves view child abuse and neglect. The primary objective of this qualitative exploratory research project was to document, through interviews, the compelling narratives of 17 refugee women regarding child abuse and neglect. We discuss the unique struggles faced by refugee families while parenting their children as they resettle in the United States. Recommendations are provided for professionals working with children and refugee families.  相似文献

SUMMARY

This paper examines the impact of the 1996 Welfare Reform and Illegal Immigration and Immigrant Responsibility Acts on Caribbean immigrants in the United States. Drawing from the conceptual framework posited by Dye's (1984) Elite Preference Modelof policy analysis, the author argues that the three laws have created enormous economic and psychological difficulties among families in the United States. Developing countries in the Caribbean region have been severely impacted by the law since they have had to accommodate returning citizens when they are deported under provisions of immigration policies. The question for consideration by this paper is how may the legal and human rights of deportees be balanced against the rights of the U.S. government to secure its borders and ensure the security of its citizens? The paper also addresses issues of immigration, and international relations particularly the north-south dialogue between powerful developed countries such as the United States and small developing states of the Caribbean.  相似文献

Abstract

On October 6, 2000, President Clinton signed the Inter-country Adoption Act of 2000 (H.R. 2909), which represents the United States' implementation of the 1993 Hague Convention on Protection of Children and Co-operation in Respect on Intercountry Adoption (Joint Council on International Children's Services, 2000). The Ratification of this international treaty came about as increasing attention was brought to the need for greater oversight of Intercountry adopters both into and out of the United States. Over the past decade, the number of United States citizens adopting children from overseas has more than doubled. There are also an increasing number of children who are United States citizens that are being adopted by citizens of other countries. Both the United States and Guatemala have established policies of participation in Inter-country adoption as sending nations primarily to address the problem of how to best care for children permanently separated from their families of origin. However, further analysis indicated that there are problems that these policies indirectly address which are much more complex. The purpose of this paper is to describe and analyze these policies.  相似文献

SUMMARY

This study examined infant mortality rates (IMR) in New York City (NYC) to identify those groups reporting higher IMR concentrations in recent years and to determine what factors and explanations are associated with this new trend.

Analysis of data from NYC Department of Health (DOH) identified infant mortality patterns throughout the City by both maternal birthplace and NYC Health Districts. In addition, infant mortality rates for those NYC populations with the highest concentrations were compared to the most recently available IMR data from their countries of origin. Focus group sessions were conducted with women in the identified groups in New York City in an effort to obtain their perspectives on causality and other factors associated with the new trend.

Strong patterns emerged from this study pointing to a concentration of the City's highest IMR among groups from the circum-Caribbean region. Results of focus group sessions with women in the identified population groups yielded a list of specific barriers faced by this population in the utilization of perinatal care services. In addition, the study resulted in some clearly delineated program and policy approaches that can help to address the disparities in IMR.

Myriad causative factors contribute to the high rates of IMR among Caribbean immigrant groups. Expanding the availability of both successful program models and promising practices is critical to decreasing infant mortality in immigrant communities. Specific recommendations are for the development of a strategic set of interventions designed to eliminate this most serious challenge to the health of new immigrant groups in NYC.

Any references to comparisons between data from NYC and data from the countries of origin were merely to serve as a reference point as it is not often possible to determine the level of scientific rigor applied to the collection and analysis of data external to the United States (U.S.).

Implications for social work practice with immigrant populations include the need for delivery of culturally competent services in general and for cultural sensitivity to health beliefs surrounding maternal child health issues in particular.  相似文献

Abstract

Regardless of immigrant status, citizenship or allegiance, all have been consumed by the magnitude of human devastation which occurred in the United States on September 11, 2001. People who were killed or traumatized came from myriad countries. Yet many in the immigrant community appear to be among the newest casualties of terrorism in the wake of the disaster. This article examines how the World Trade Center tragedy affected the social and psychological well-being of immigrants and the implications for human services.  相似文献

Abstract

During World War II black soldiers who served in the United States Army and in the Caribbean colonial forces of the British military performed their duties within the constraints of a racialized governmentality. When black soldiers served in the military forces of either nation, they were regulated by policies meant to control and contain their participation. The institutional racism within both the War Department and the Colonial Office is representative of a political theory of racialized governmentality – the black body was inscribed with governance by those who exercised power. This paper outlines and defines the concepts and terms of engagement necessary to understand the mentalities and realities facing black soldiers in two colonial settings during the Second World War.  相似文献

Although immigration policy is a key component of public administration scholarship in the United States, research into Intimate Partner Violence (IPV) for both documented and particularly undocumented immigrants has been tangential in focus. This exploratory study questions 1. the effect of immigration reform on U.S. undocumented immigrant women of IPV and

2. how changes in the number of undocumented immigrants affect IPV victimization rates and the regulations concerning U non-immigrant status.

A least-square trend line suggests that the 10,000 U visa applications permitted annually will not cover the undocumented female population of IPV let alone the victims qualified under the U non-immigrant status. Based on a review of the laws and policies regarding the U-Visa we provide several recommendations to reform immigration laws directed toward immigrant victims of IPV. This study adds to the growing, but still weak body of knowledge on abused immigrant female populations in the United States and how federal legislation toward immigration reform and policy will help these women become valuable contributors to our society.  相似文献

Abstract

This paper focuses on the role that immigration plays in the lives of very low-income women living along the United States-Mexico border. Life here is distinct from that in any other part of the United States, due to the international, social, political, and economic interdependence that characterizes this region. Thus, from the perspective of migration as a social process, this “contact zone” can provide insight on migration issues that occur within a transborder context. Based on life history interviews and focus groups with women living in two adjoining border cities, Brownsville, Texas and Matamoros, Tamaulipas, we observed the trajectories of women at two points of the migration course: (a) migration from the interior of Mexico to the northern border and (b) emigration across the international boundary to the United States. The study shows that although these women held expectations that migration would improve their lives and the lives of their families, their social and economic integration in the border region met with limited success.  相似文献

Abstract

The process by which diverse ethnic groups from around the world blended into a unique civilization called the United States of America has provided insight into how mass immigration impacts on the development of human societies. This study explored the economic, educational, and social integration of a group of 409 first generation West Indian immigrants into the fabric of the society in New York City. It used the self-reports of those who were born and had worked in the West Indies, and had migrated and lived for several years in New York. The survey asked about their economic and educational status in the West Indies, compared with their current socio-economic profile, in order to determine the degree and quality of their social mobility. The criterion variables economic integration and experiencing problems of living in the United States of America were associated with nine input factors: age, citizenship, education, gender, income, length of residence, marital status, occupation, and reason for migrating to the United States.  相似文献

Caribbean immigrants were among those transfixed by the destruction and human suffering caused by the World Trade Center tragedy. An emergent cliché is that life will never be the same after September 11th. SUMMARY

The most recent UNAIDS report (December 2003) estimates that approximately 5 million persons became infected with the HIV virus globally in 2003 alone, while 3 million persons died as a result of HIV/AIDS. What do these staggering numbers mean for the Caribbean population? Is the impact of HIV/AIDS the same among Caribbean immigrants in the United States as among the Caribbean population in the countries of origin? If so, what are the factors that promote the spread of HIV/AIDS among this population regardless of their geographic location? Finally, what can be done to reverse the growing infection rate that has made the Caribbean the second largest population to suffer from HIV/AIDS globally? In this paper the authors explore sociocultural, attitudinal and gender-specific factors that place the Caribbean population at risk of the ongoing spread of HIV/AIDS. The authors make recommendations for a community involvement response to the HIV/AIDS epidemic that targets the individual, family and community to address the problem of HIV/AIDS in the Caribbean population. A community involvement model with its potential to reduce the negative impact of socio-structural factors, and attitudes towards victims of HIV/AIDS is recommended as a meaningful response to HIV/AIDS among the Caribbean population.  相似文献

Abstract

This study examines reported victimization and reported offending of women involved in sex work in the United States in order to identify demographic and behavioral overlap between women who presented to the justice system as victims and offenders, and between women identified as trafficked persons or as prostitutes. Results indicate significant offending and victimization experiences among women in the sex industry. Among women who presented both victimization and offending (victim-offenders)—compared to those who were exclusively victims or exclusively offenders and those without such experiences—substance abuse problems, injuries, and multiple arrests were proportionally higher. Distinctive behavioral differences between trafficked women and prostitutes were not evident. Policy implications for the justice system are discussed.  相似文献

Abstract

We argue that the proximate reason the United States overuses prisons is that for local prosecutors and judges, sending offenders to prison is “free”; the state pays. By completely subsidizing prison use, states incentivize local overuse of prisons. State prisons in the United States are common pool resources, so options to managing common pool resources used in fisheries and environmental protection may have applications to corrections. We propose, for this purpose, seven options: six involve pricing systems and each having several variants. Each approach, in its own way, puts a price on justice. We also outline other changes in correctional and sentencing practices policy makers need to make to implement these approaches. We anticipate potential consequences, good and bad, of incentivizing justice. Finally, we fully expect our proposals to incur the ire of some political idealists on the right and the left. Nevertheless, for policy makers who are concerned about practical solutions to the grave injustices and high costs of mass incarcerations, our portfolio of options should be useful.  相似文献

Abstract

This article discusses the unique design of a community day treatment program that addresses the issues of loss and acculturation for a Chinese American immigrant population who suffers from chronic mental illness. The program utilizes an integrated, multi-cultural milieu of staff and clients to create a microcosm of the diversity of American society, and reflects the agency's belief in the affirmation of the clients' cultural heritage as a more effective way of supporting clients in their recovery process. Case vignettes are used to illustrate the importance of helping immigrant clients who are marginalized in society to feel accepted, empowered and hopeful in their lives in a new country.  相似文献

ABSTRACT

While garnering heightened attention following the Trump administration's travel restrictions, exclusionary tactics in counterterrorism have a much lengthier history. Given that some terrorism studies scholars identify social and political exclusion as an explanation for the resort to terrorist violence, the selection of a strategy of exclusion is significant. In this article, I identify the elements of a strategy of exclusion and the logic behind this strategy. In particular, I examine the origins and persistence of this strategy in the U.S. context. Rather than a contemporary anomaly, exclusion was among the first strategies the United States added to its counterterrorist tool-kit, and has remained among the most consistent strategies relied on. I trace the history of this strategy from its origins in immigration restrictions passed following the assassination of President McKinley by an anarchist through the contemporary War on Terror. Controversy surrounding this strategy, its negative effects on nonviolent immigrant populations, and its failure to prevent further acts of terrorism suggest it was historically ineffective and may also be so today.  相似文献

Abstract

This essay examines the complex ebbs and flows of musical exchanges between Africa and its diasporas. Specifically, it focuses on musical engagements between, on the one hand, the Caribbean and West Africa and, on the other, the United States and Southern Africa. It argues that the influence of diasporan music on modern African music, especially popular music, has been immense. These influences and exchanges have created a complex tapestry of musical Afro-internationalism and Afro-modernism and music has been a critical site, a soundscape, in the construction of new diasporan and African identities. A diasporic perspective in the study of modern African music helps Africa reclaim its rightful place in the history of world music and saves Africans from unnecessary cultural anxieties about losing their musical ‘authenticity’ by borrowing from ‘Western’ music that appears, on closer inspection, to be diasporan African music.  相似文献

This paper fills an informational gap for multidisciplinary providers of services to the former Soviet Union (FSU) immigrants in the United States, highlighting the long-term medical and mental health consequences of this group's pre-migration exposure to the 1986 Chernobyl nuclear disaster. The international literature is selectively presented together with recent findings of Chernobyl mental health sequelae in a cohort residing in the United States. Abstract

Social Work's history is embedded in this profession's service and commitment to immigrant populations. This new century presents itself with a new mixture of immigrants who come to United States (U.S.) shores seeking a better life. The challenge to social workers is to be well-versed in social policy, human behavior, and practice realms related to serving these immigrants. Schools of social work must insure that curriculum reflects the needs and situations of this new mix of immigrants. One of the largest groups in this mix are those immigrants from Mexico. Of particular concern is the adaptation of Mexican and other Latino immigrants who come to this country without documentation. Social workers have an ethical responsibility to serve these clients in a culturally competent and informed manner. They must keep updated on immigration policy and entitlement or eligibility issues that mitigate these immigrants' ability to survive.  相似文献

Abstract

The aim of this paper is to see how Asian female entrepreneurs in the United Kingdom have developed and to increase our understanding of this entrepreneurial minority. The study looks at some of the more successful Asian women who are prominent in the United Kingdom by being featured in the top 200 Asian rich list. Both primary and secondary sources were used to profile these women. Open ended face-to-face interviews were also conducted with Asian women from second/third generations who had some business ownership stake in the more traditional low value added, labour intensive businesses. Questions centred around why they started their business, the support they received, the challenges facing them specifically as Asian women in business both at start up and beyond, their aspirations for the future of the business and their motivations.

The findings show that the gap appears to have widened between the more successful Asian business woman and those women who are still opting for low value added, labour intensive firms. The practical implications of this study are that Asian women are an increasingly important part of the SME group and thus increasing the quality of business provision, advice, start up and growth would make this vital sector even more productive. This study will also help sensitise and inform business support agents, banks, advisors both public sector and private. Understanding the needs of this entrepreneurial minority is important for academic, policy makers and support professionals.  相似文献
