Most analyses of the recent indigenous mobilisations in Bolivia and Ecuador (as well as other Latin American countries) have sharply divided the new indigenous politics from earlier class-based political projects of the left. The emergence and mass-appeal of indigenous movements, in these analyses, are rooted in ethnic and cultural cleavages between indigenous peoples and the rest of Bolivian and Ecuadorean society. This article argues that a political interpretation of indigenous movements in these countries gives a more coherent explanation for their historical trajectories as well as their present situation, in particular their high degree of articulation with other popular political actors. Its historical section describes the emergence of indigenous movements in Bolivia and Ecuador as part of an engagement with modernity that began in the first half of the twentieth century as part of the cross-ethnic projects of unions and radical parties of the traditional left and put indigenous communities into positive relationships to the modernizing Bolivian and Ecuadorean states.  相似文献

Abstract

Based on qualitative research conducted in three regions of Nicaragua, this paper examines the contribution of the communitarian approach to the new rurality in understanding the orientation and tensions within the peasant cooperative movement. The thematic analysis of 30 semi-structured interviews carried out with members of grassroots cooperatives reveals two main categories of motivation for engagement within the cooperative movement. A first set of motivations shows the will to transform the productive structures through small producer organisations to better adapt to the challenges imposed by global economic integration. A second set of motivations highlights broader socio-political objectives that seem to crystallise around the desire to build long-term alternatives to the exclusionary process of neoliberal globalisation. I explore these motivations in light of the distinction between reformist and communitarian approaches to the new rurality. I outline that the articulation of these two approaches, and more particularly the contribution of the communitarian approach, makes it possible to better understand the tensions within the cooperative movement in regard to socio-economic challenges. On this basis I call for a greater consideration of the communitarian dimensions of the new rurality to better define the role of the state, public policies and non-governmental organisations in supporting these phenomena.  相似文献

The task of this paper is to offer an analysis of the Faith-Based and Community Initiative (FBCI) established by George W. Bush and continued under the Obama administration based on a critical and decentred approach to governance (networks). The paper starts out by placing FBCI in the context of the welfare reform of 1996 arguing that both share certain basic assumptions, for example, regarding the nature of poverty, and that FBCI can be interpreted as a response to the relative failure of some aspects of the reform of 1996. In what follows, FBCI is analysed as a typical case of (welfare) state restructuring from government to governance. Emphasis is given to the way discourses and traditions such as communitarianism and public choice have shaped the formation of this new governance arrangement in the field of social service delivery in order to strive for a ‘decentring’ of FBCI by drawing attention to actors' beliefs and worldviews. Finally, I argue that it is not least because of a divergence of such views between policy-makers and faith-based organizations that the effect of FBCI remains for the time being limited.  相似文献

According to national and international guidelines, schools should promote historical thinking and foster moral values. Scholars have debated, but not analysed in depth in practice, whether history education can and should hold a normative dimension. This study analyses current human rights education in two Swedish senior high school groups, in classes meant to promote what has been described as conflicting ideals of historical thinking and empathy as caring. Content analysis of students’ exam essays shows intertwined relationships between critical thinking and judgements. The results also highlight how students care that people are treated unjustly; can identify different perspectives; link the past to the present and the future; and use corroboration of information to get the best grade. This analysis shows that the students focus on historical empathy as caring rather than sourcing and corroboration. However, all students combine normative judgements with the complicated act of more neutral perspective recognition in their papers. Evidently, students may combine historical thinking and empathy as caring in line with recommendations of international understanding when they write history about indigenous peoples’ human rights. These findings are significant to all researchers, teachers and decision-makers interested in furthering analytical skills or moral values in education.  相似文献

Since 2009 the USA and the Bolivian government have been trying to fix their broken diplomatic relations. These negotiations culminated in 2011 in the signing of a bilateral agreement but, ultimately, failed to establish a basis for mutually acceptable development aid relations. This article analyses these negotiations and suggests a partial explanation that accounts for their dynamics and results. Specifically it shows how the negotiations have pitted Bolivian demands for state sovereignty and mutual respect, based on an egalitarian understanding of inter-state relations, against the US emphasis on common obligations and universal rights, informed by a non-egalitarian notion of liberal hegemony.  相似文献

Abstract

In this paper I issue a call for a primary focus on expanding and strengthening alternative, community-based justice systems, as a strategy for securing the full benefits of legal agency to indigenous and other culturally distinct groups. I do so because what lies within the formal justice system – the very system to which so many well-meaning programmes promise access – is, for these groups and their members, often partial justice at best. Efforts to increase the space governed by autochthonous justice are more likely to produce true legal agency for both the communities and their members, although they raise important issues for included subgroups, such as women or culturally nonconforming groups. Somewhat paradoxically, indigenous groups’ engagement with the very apex of formal systems, through constitutional litigation, has been one avenue for increasing that space, thus reflecting the exercise of collective legal agency in the pursuit of collective and individual legal agency.  相似文献

Despite its specific origin in the seating arrangement of the French National Assembly after the revolution of 1789, the right–left divide of the ideological spectrum has proved remarkably resilient in anchoring public intellectual life for over two centuries. In this article, I argue that we are witnessing a 90° rotation of this ideological axis, resulting in a new set of poles, each of which combines elements of the old right–left divide. The ‘precautionary’ pole brings together the conservationist side of the right and the communitarian side of the left, whereas the ‘proactionary’ pole unites the libertarian side of the right and the technocratic side of the left. I prepare the ground for discussing these new alternatives with a consideration of the political theology of the old right–left divide, which ultimately turns on alternative visions of how the past determines the future. This ‘left’ basically holds that what is possible significantly exceeds what is probable, with liberals adopting an ‘antirealist’ and socialists a ‘realist’ stance towards the prospect of an optimal social order. Both the precautionary and proactionary poles of the new ideological spectrum are fixated on our attitude towards a future in which the ontological constitution of the polity (i.e. its ‘humanity’) is among the issue under contestation. In this emerging ideological conflict, more of which is transpiring in video than in print, the precautionaries are marked as more ‘risk-averse’ and the proactionaries more ‘risk-seeking’ than had been presumed to be the normal attitude in the modern welfare state.  相似文献

This article investigates the role of women's organizations and activists in the electoral breakthroughs in Serbia and Croatia in 2000. When, how, and to what effect, it asks, did women organize during transformational moments to promote their goals of political liberalization and gender equality? I argue that political opportunities—shaped by the domestic constellation of forces and international assistance programs—are essential to explaining political success. I identify what I call the insider/inclusionary strategy that characterizes women's organizing in Croatia and the outsider/oppositional strategy that characterizes women's organizing in Serbia. These strategies resulted in different immediate outcomes for women's political equality in the electoral breakthroughs in Croatia and Serbia.  相似文献

This article analyses the ‘indigenous autonomy’ being constructed in two dozen Bolivian municipalities and territories, in accordance with the 2009 Constitution. It finds that Bolivia’s 1994 decentralisation reforms, which created the country’s system of municipalities, are central to understanding the contemporary implementation of indigenous autonomy. Some indigenous people view as favourable the representative and material gains achieved by municipalisation, which helps explain why more majority-indigenous communities have not yet chosen the new option of indigenous autonomy. However, the new legal framework also limits indigenous self-governance, because territorial delimitations of the country’s municipalities are generally inconsistent with indigenous peoples’ ancestral territories. The new institutions of self-governance are legally obligated to include discrete legislative, executive and administrative functions, reflecting not indigenous norms but a municipal structure of liberal design. This study illustrates the way that indigenous self-determination may encounter obstacles where indigenous territorial jurisdictions must coincide with contemporary boundaries of colonial origins, rather than with pre-colonial territories.  相似文献

Abstract

The question that motivates this article is: what are the mechanisms through which the prosecution of the drug war in Latin America lead to human rights repression? In answering this question, I theorise that drug enforcement is a coalition of actors that facilitates domestic and international consensus around prohibition as a mechanism for corporate expansion. Drug war infrastructure financing is likely to facilitate the expansion of corporate investments by resource-seeking industries that require greater land use, which encroaches on the ancestral territories of indigenous peoples. And, in response to indigenous resistance to corporate appropriation of ancestral lands, resource-seeking transnational corporations will collude with private security firms and paramilitary organisations to repress and eliminate indigenous resistance. In the process of accumulating capital in Latin America, transnational corporations, domestic security, and paramilitary organizations are the drug enforcement coalition’s mediators of terror.  相似文献

International organisations, the national government and civil society alike have identified youth as a potential threat to the stability of the young state of Timor-Leste over the last decade. In this article, I ask how these actors define the danger of youth and what reasons they identify for the potential threat of young citizens for the society and state. Guided by a theoretical framework of Critical Security and Development Studies, I argue that while political manipulation as reason for youth violence was a prominent part of the security discourse in the years after the crisis in 2006, the discourse on the danger of youth in very recent international and national documents has been depoliticised. Despite decreasing numbers of youth-related violence, the threat construction has not vanished; rather, the language on youth has been adapted to the existing international discourse on violent youth as a threat to successful development. In this way, international and national actors have sustained the image of a society in need of management.  相似文献

Conventional policy and academic discourses have generally held illicit drug economies in Latin America to be synergistic with violence and instability. The case of post-transition Bolivia (1982–1993) confounds such assumptions. Applying a political economy approach, this article moves beyond mainstream analyses to examine how the Bolivian drug trade became interwoven with informal forms of governance, order and political transition. I argue that state–narco networks – a hangover from Bolivia’s authoritarian era – played an important role in these complex processes. In tracing the evolution of these interactions, the article advances a more nuanced theorisation of the relationship between the state and the drug trade in an understudied case.  相似文献

This article argues that a central element of capitalist development, especially in its neo-liberal form, has been the configuration of a rationalised and individuated conception of work that helps to maximise capitalist efficiency. As the capitalist system has become globalised there has been an attempt to export this conception of work to the Global South by means of liberalisation programmes, many of them sponsored by the World Bank. These have entailed repression of organised labour in the attempt to force workers to adopt the role allocated to them by neo-liberalism, that of individual rational maximisers of utilities. It is argued that this attempt to globalise a neo-liberal conception of work must confront an Asia wherein local values (notably a preference for communitarian rather than individualistic values) and conditions have led both state and civil society to frame the concept of work as having collective rather than just individual significance.  相似文献

This paper examines the impact of development, including the impact of government and donor programmes, on ethnic minorities and indigenous peoples in Southeast Asia. Through an examination of government policy, it considers arguments that mainstream development strategies tend to generate conflicts between states and ethnic minorities and that such strategies are, at times, ethnocidal in their destructive effects on the latter. In looking at more recent government policy in the region, it considers the concept of ethno-development (ie development policies that are sensitive to the needs of ethnic minorities and indigenous peoples and where possible controlled by them), and assesses the extent to which such a pattern of development is emerging in the region. Since the late 1980s, it argues, governments across the region have made greater efforts to acknowledge the distinct identities of both ethnic minorities and indigenous peoples, while donors have begun to fund projects to address their needs. In many cases, these initiatives have brought tangible benefits to the groups concerned. Yet in other respects progress to date has been modest and ethnodevelopment, the paper argues, remains confined to a limited number of initiatives in the context of a broader pattern of disadvantage and domination.  相似文献

Post-development theorists have declared development obsolete and bankrupt and have called for ‘alternatives to development’. What do they mean by such calls and what should be the African response to such calls? In this paper I will attempt to address three important questions: first, what is meant by post-development theory's call for ‘alternatives to development’? Second, why consider post-development theory from an African perspective? Third, what contributions can a consideration of African difference and diversity make towards debate on ‘alternatives to development’? I conclude by arguing that increased consideration of the African experience would be valuable for all who are seeking alternative ways of dealing with the problems that development purports to address.  相似文献

For more than 100 years, ethnographic accounts have highlighted the non-nativeness of the Komi diaspora to the Kola Peninsula, contrasting it with the indigenous Sami population. Their legal status there has been a vexed issue unresolved by Tsarist administrators, Soviet ethnic policies, present-day ideas of multiethnic civic nation, and global indigenous activism. In the everyday life, however, there are no apparent differences between the two ethnic groups and their traditional lifestyles in the rural area of Murmansk region. Juxtaposing historical ethnographic accounts on the Izhma Komi with my fieldwork experiences among the Komi on the Kola Peninsula, I show how ethnographers uphold dominant ideologies and promote different state policies. The ambiguous ethnic and indigenous categorizations from their accounts reverberate in popular stereotypes, political mobilizations from below, and state policies from above. In this way, they make an interesting case for the practical problems of generalization and essentialism.  相似文献

Abstract

The goal of this article is to outline an indigenous form of social ecology offered as an alternative development model. Based on the normative system of the Orang Asli (Malaysian Aborigines), this model is characterised by various social, cultural and ecological ideas and practices undergirding the interconnected conditions of equality, sustainability and peace, which engenders a better life for all within the community. I contend that this model will provide lessons on how we might develop a normative paradigm to serve as an alternative to the current ecological and socially unsustainable mainstream and neoliberal development policy and practice, obsessed with the attainment of economic growth and greater market integration.  相似文献

Indigenous peoples’ right to prior consultation and to informed consent represents the basis of the new global model shaping state–indigenous relations. Consultation processes promise to enable indigenous people to determine their own development and are especially promoted when extraction projects with significant socio-environmental impacts are planned on indigenous lands. In this article we draw on debates on participatory development in order to analyse the first state-led consultations in Bolivia’s and Peru’s hydrocarbon sectors (2007–14). The analysis shows that effective participation has been limited by (1) an absence of indigenous ownership of the processes; (2) indigenous groups’ difficulties defending or even articulating their own visions and demands; and (3) limited or very general outcomes. The study identifies real-life challenges, such as power asymmetries, a ‘communication hurdle’ and appropriate timing – as well as simplistic assumptions underlying the consultation approach – that account for the unfulfilled promises of this new model.  相似文献

The European Union (EU) has fortified its external borders using a number of measures including the creation of new institutions and networks such as FRONTEX and EUROSUR. In non-EU countries such as Turkey, border security is being reorganized with EU support and cooperation. By combining the literature on EU actorness and neo-functionalism, I provide a theoretical toolkit to critically unpack these new developments through conceptualizing multiple dimensions of what I call functional actorness. The contribution analyzes how the functional transformation of EU and Turkish border security has produced a number of side effects which are critically appraised.  相似文献

In recent years regional development disparities in the Czech Republic have been increasing, regional policy and regionalisation have moved up the national political agenda, and considerable regional development resources have become available through EU Structural Funds. The Czech Republic now has more than 18 institutions that describe themselves as Regional Development Agencies (RDAs), with a wide range of policy and practical experience and, in the present climate, they should now be poised to take on a key regional development role. However, their function and position in regional development networks is continually plagued by uncertainty, and they are struggling to fulfil the ‘ideal’ of what an RDA is and what it should do. This article asks why this is the case and examines how domestic and EU policy agendas and actors have influenced the role and function of RDAs in the Czech Republic. Whilst theories such as ‘new regionalism’ suggest that RDAs can lead integrated, bottom-up regional development actions, it is questionable whether Czech RDAs have the capacity to adapt to the type of role that proponents of this approach expect.  相似文献
