In this research note, candidate survey data from the German Longitudinal Election Study (GLES) is used to analyse positional shifts of German Bundestag parties between 2013 and 2017. Two developments make Germany a particularly interesting case: (1) the liberal but also controversial policies of the Merkel cabinet during the European refugee crisis and (2) the change of leadership within the right-wing populist party Alternative für Deutschland (AfD). Applying scaling techniques to locate candidates of both elections in the same two-dimensional policy space, the analysis demonstrates that in 2017 the AfD took a distinct radical right position in the party system of Germany. Moreover, the study finds that almost all parties moved to the right on the cultural left–right dimension in 2017, whereas for the economic left–right dimension this has not been the case. Contrary to the mantra of an ideological delineation against right-wing populism, there has been a robust socio-political conservative shift in the German party system.  相似文献

Why do political parties prioritise some policy issues over others? While the issue ownership theory suggests that parties emphasise policy issues on which they have an advantage in order to increase the salience of these issues among voters, the riding the wave theory argues instead that parties respond to voters by highlighting policy issues that are salient in the minds of citizens. This study sheds new light on the selective issue emphasis of political parties by analysing issue attention throughout the entire electoral cycle. On the basis of a quantitative text analysis of more than 40,000 press releases published by German parties from 2000 until 2010, this article provides empirical support for the riding the wave theory. It shows that political parties take their cues from voters by responding to the issue priorities of their electorate. The results have important implications for political representation and the role that parties play in democracies.  相似文献

This article examines Australian grand strategy in the context of China's rise during the period of Labor governments between 2007 and 2013. Australia's grand-strategic posture is treated as the dependent variable, plotted along a balancing-to-bandwagoning continuum. Australia remained within the hedging zone throughout, although there were discernible shifts in posture during the period. While momentum was building towards a more overt balancing posture during the Kevin Rudd era, the various balancing and bandwagoning ‘signals’ were more contradictory after Julia Gillard unseated Rudd 2010; in short, she stabilised Australia's grand-strategic posture, meaning it remains best characterized as ‘dominance denial’.  相似文献

This article seeks to analyse recent trends in party politics in France that point to two complementary phenomena, electoral demobilisation and volatility. Four indicators are presented that demonstrate the extent of them in contemporary France; (1) the rise of ‘new politics’ organisations, (2) the emergence of small parties and protest movements, (3) the haemorrhage of party members, and (4) the growth of electoral dissidence. Various institutional and environmental explanations are proposed. The article concludes that established parties in France today are experiencing a major challenge to their hegemony.  相似文献

This article is about the new parties that competed at the Danish parliamentary election of 2019. It addresses three key questions: why did they emerge, what types of parties were they and what impact did they have on Danish party politics. We can identify the causes for their emergence and participation in interplay of relatively lenient rules for party registration, personal ambition, recent events – particularly the Syrian crisis and arrival of refugees – as well as anti-establishment sentiments on the political right. The three new parties shared salient characteristics: they had dominant leaders, were genuinely new, had extraparliamentary origins and were independent of societal organizations. In terms of effects on the party system, the main impact was during the campaign where the strongly anti-immigration agenda proposed by two of the parties dominated the conversation and appeared to cause some movement by established parties in a more immigrant friendly direction. Only one of the far right parties won seats in parliament and its prospects of wielding influence on policy with a Socialdemocratic government are slim.  相似文献

This study surveys and analyzes divergent views in the United States regarding China’s WTO application. With various arguments, strong supporters, fierce opponents and moderates in the middle stand out as three major camps. Some look at the WTO case from their own, often narrow, perspectives; but all tend to link China trade to other, often broader, issues. People from various camps simply disagree on the means to achieve a common objective: a prosperous and democratic China that will not threaten America’s national interests. The American debate on China’s WTO accession has as much to do with domestic politics as it does international trade. The WTO controversy is part of the greater debate on America’s China policy in the post-Cold War era. The WTO debate suggests that a better understanding of the complex nature of the relationship is necessary for managing U.S.-China relations in the future. There is an on-going debate in the literature as to whether national parliaments can and do play an active role in EU policy-making. The main reason for persistent disagreement is the lack of comparative empirical data on parliamentary behaviour in EU affairs. The article aims to contribute to this debate by presenting the first comparative quantitative data on European affairs activities of national parliaments and by explaining the empirical variation. The development of a unique dataset including all 27 national parliaments allows a series of explanatory variables to be tested for the level of parliamentary activity at both the committee and the plenary levels. The analysis shows that institutional strength in EU affairs plays an important role. Overall, however, EU activities can be better explained with a mix of institutional capacities and motivational incentives. The specific combinations vary for different types of activities.  相似文献

The United States’ (US) changing policy towards China has become one of the most attractive issues in contemporary international politics. To explore the reasons underlying these changes, existing studies adopt four schools of explanation, i.e., status competition, institutional competition, failure of engagement, and domestic factors. Each school provides valuable theoretical insights. However, existing studies have obvious problems with single attribution and, thus, fail to formulate a causal mechanism explaining the long-term trajectory of the US’s China strategy. By recategorizing America’s unilateral perception of China as reformist, revolutionary, status quo and positionalist, which extends beyond the revisionist-status quo dichotomy, this article develops a systemic explanatory model and process tracing of the transition of US’s China policy during the post-Cold War period to explain the theoretical logic underlying the changes. This article argues that the positional change and the US’s unilateral perception of China are the two main factors triggering changes in the US’s China strategy. China’s foreign behavior, as the intervening variable, strengthens or weakens the government’s perception of China and, thus, determines the US’s strategic choices, i.e., whether to pursue a policy of containment, competition, precaution, congagement, engagement, or accommodation. Four comparative case studies are presented to demonstrate how this article’s explanatory model can be applied.

The regulation of intellectual property rights takes place in a range of international venues. This proliferation of international venues greatly enhances the potential for venue shopping. We argue that different levels of domestic regulation and differing degrees of judicialization account for actors' preferences over institutional venues. We take into consideration two scenarios. Conceiving of judicialization as the delegation of adjudication to an independent third party and the enforcement through multilaterally authorized sanctions, we show that: (i) upward regulatory harmonization leads actors preferring weak regulatory intellectual property rights standards to strive for venues with low degrees of judicialization, whereas those favoring stringent intellectual property rights protection prefer highly judicialized venues; and (ii) downward harmonization leads to the opposite constellation of institutional preferences. We show how these expectations hold by way of in‐depth case studies of two instances of global intellectual property rights regulation: the regulation of plant genetic resources and intellectual property rights for medicines.  相似文献

Abstract

This essay argues that the new global regime of R2P bifurcates the international system between sovereign states whose citizens have political rights, and de facto trusteeship territories whose populations are seen as wards in need of external protection. Under the direction of the UN Security Council, the International Criminal Court has become an integral part of the international R2P regime by allowing for the legal normalization of certain types of violence (such as Western counterinsurgency efforts), while arbitrarily criminalizing the violence of other states as ‘genocide’. In place of this unequal global regime, the essay concludes by arguing for an internally-driven process of political reform and legal reconciliation, as pioneered in South Africa.  相似文献

Political scientists often assume that parties listen to some voters more than others. However, this theoretical perspective has rarely been applied to explain political responsiveness to advocacy groups. This article argues that the type of voter mobilised by protest activities plays a role in determining whether advocacy groups are able to influence political decisions. The explanatory value of this approach is demonstrated by a study of the geographic distribution of school closures among Swedish local governments during the 2002–10 period. School issues have been important drivers of contentious politics in Sweden. Two hypotheses are tested. The first hypothesis predicts that protesters in districts with numerous swing voters are more likely to achieve their goals. The second hypothesis predicts that protesters in districts with numerous core voters are more likely to achieve their goals. In line with the swing hypothesis, the main results suggest that protesters are more likely to stop school closures in volatile polling districts.  相似文献

Are voters’ choices influenced by parties’ position-taking and communication efforts on issues during a campaign? And if so, do voters’ reactions to issues differ across parties? This article outlines a research design for the statistical identification of party-varying issue reactions within the established paradigm of the Spatial Theory of Voting. Using a special feature of conditional logit and probit models – i.e. the estimation of alternative-specific coefficients instead of fixed ‘generic’ issue distance effects – it is possible to detect asymmetrically attached issue saliencies at the level of the voters, and hence at the demand-side of politics. This strategy opens a new way to systematically combine insights obtained by saliency approaches with the Spatial Theory of Voting. An application to the German parliamentary elections from 1987 to 2009 demonstrates that it is predominantly parties taking polar positions – and, more specifically, niche parties taking polar positions – that induce such asymmetric issue voting.  相似文献

Why do conservative nationalists in Japan continuously seek to revise the constitution despite the past failures, and what is the likelihood of successful revision and its impact on Japan's norm of pacifism and its use of force? The article offers an analytical framework for the issue based on national pride and national security, and argues that the ‘revisionists’ seek to create a new national identity, one that infuses a greater sense of national pride among the public and enables the exercise of collective self-defense, thereby removing Japan's postwar psychological and institutional limitations on nationalism and military activities. The LDP's 2012 draft is most explicit and ambitious in this regard, with the current revision attempt under Abe having the highest chance of success since the 1950s. Successful revision would significantly expand Japan's security activities, particularly within the framework of the US–Japan Security Alliance, and entail the end of Japan's unique postwar institutionalized pacifism, although the norm of pacifism will linger on as a constitutional principle. For a smoother return to the international military scene, the Japanese government must distance itself from historical revisionism and utilize its enhanced military role to promote regional public goods rather than merely protecting its narrow national interests.  相似文献

The evidence today is practically uncontested: about thirty years ago we left Fordism behind and entered a new phase of capitalism. That the structures of the post-Fordist social order call for new modes of social critique is also a prevalent idea. The category of alienation continues, however, to be discredited. Nevertheless it is not clear that the categories of democracy (as apparatuses of non-domination), justice and the good life are capable of bringing about the political effects that may be expected today from the concept of alienation. For these reasons, not only the historical diagnostic that appears to have authorized jettisoning the problematic of alienation but also the model of critique used to replace it demand critical scrutiny.  相似文献

We test the rational choice model of turnout in the lab. We performed laboratory experiments in which participants had to decide whether to vote or not in a number of first past the post and proportional representation elections. We test the predictions of rational choice theory from three different angles:(i) First, we compare aggregate turnout with the Nash equilibrium predictions.(ii) Second, we compare individual decisions with those derived from a rational calculus and count the number of decisions which are consistent with the rational recommendation, and.(iii) Third, we determine, still at the individual level, whether, at the margin, people are more likely to vote as the expected payoff increases.The overwhelming thrust of the evidence is inconsistent with the rational calculus paradigm.  相似文献

Within the counterterrorism field, the concept of countering violent extremism (CVE) has emerged as a potential non-punitive solution to address the threat of radicalization. Practitioners and scholars have raised several concerns regarding CVE strategies including concerns about the CVE terminology. Using a survey experiment, this article responds to this concern by empirically analyzing the impact of CVE terminology on public support for CVE initiatives in the United States. Although many local communities have dropped the CVE terminology, the results suggest that a change in terminology at the national scale is unnecessary.  相似文献
