In this article, we present the results from a youth-led project on the voices and participation of children in state care in Ontario, Canada. The purpose of this project was for youth to share their voice about what they wish child protection workers and agencies could do to improve their experiences within the child protection system. Many youth in care in Canada and internationally report that their voices are not heard and that they are not involved in decisions involving their care. Seven themes were extracted from this voices of youth project asking child welfare workers and agencies to listen to [them] and believe [them], keep [them] informed and be honest, involve [them] in decisions, support [them], keep [them] connected,; ignite [their] passions, and don't give up on [them]. Suggestions from the youth involved in this project are offered on ways to create true and meaningful change in child welfare.  相似文献

As more and more political institutions stress the significance of gender equality policies, it becomes important to investigate the different interpretations and meanings attached to the concept of gender equality in diverse policy contexts. In this article we are interested in problematizing visions of gender equality by studying the challenges that the growing amount of paid domestic work performed within European households poses for gender equality policies and practices in two European countries. The aim is to reveal normative assumptions and silences in relation to gender equality by comparing how “paid domestic work” has been framed in policy debates in Sweden and Spain. As welfare states, Sweden and Spain are generally considered to be very different, and in policies on care for children and the elderly the differences are perhaps most apparent. In both countries, however, paid domestic work in the home has become more and more common in the last two decades. The rise of paid domestic services in European households has been interpreted as due to the limitations or decline of welfare states, the ageing populations, and the increasing numbers of dual-earner families. These services are most often provided by women, predominantly of immigrant background, and involve a wide range of tasks, including care work. The phenomenon of an increasing sector of domestic (care) work poses a theoretical and methodological challenge to gender and welfare studies. This article argues that the analysis of debates surrounding domestic service in private households is a useful starting-point for an intersectional analysis by means of revealing the normative assumptions and marginalization embedded in gender equality policies. It uses a comparative frame analysis in combination with intersectional analysis to assess how interactions between gender, class, race, and sexuality have been articulated in the policy debates on domestic services in Spain and Sweden.  相似文献

The present study aimed to investigate the incidence of post-traumatic and secondary traumatic stress as well as burnout symptoms among child and youth welfare workers in residential care in Switzerland and to assess the predictive value of sense of coherence, self-care, and job satisfaction. A sample of 319 child welfare professionals in Swiss child and youth residential care was assessed using questionnaires that addressed sense of coherence, perceived collective efficacy, self-care, and work satisfaction, as well as symptoms of traumatic stress and burnout. Linear regression analyses were conducted to determine the influence of sense of coherence, self-care and job satisfaction on symptoms of burnout and traumatic stress. Enhancing sense of coherence, work-related self-care and work satisfaction could reduce stress symptoms and increase the well-being of child and youth welfare staff. The authors discuss how child and youth residential care institutions could improve these factors among their staff.  相似文献

The safety of foster children and youth is the primary concern of the U.S. Department of Human Services. Yet, not all certified foster care homes offer the safety children need. This article reports the findings of a phenomenological study of foster youth reporting maltreatment occurring at the hands of foster parents. With a scarcity of studies on the abuse occurring at the hands of foster care providers, this study offers an important glimpse into the realities of life in care. Through in-depth interviews, this study reveals the harm perpetrated by foster care providers and the probable connection between maltreatment in care and barriers to academic achievement.  相似文献

Abstract

Patterns of career development in the field of child and youth care are reexamined in relation to roles that involve working directly with children in specific settings as well as in relation to roles that involve working indirectly in support of children through working with other adults, be these parents, other caregivers or professionals. Other career roles involve working in support of human service systems that impact on the care of children and young people and influence family welfare. Finally, some career roles involve working at the macro level to formulate policies that shape the culture of caring communities to support the health and well-being of children. Most of what is known about the effectiveness of child welfare is found in studies of specific programs. Little is known about the effectiveness of the routine services provided in child protection systems. Family and Children's Services of Renfrew County is a Canadian child welfare agency that decided to expand its mission beyond protecting children to include enabling child development. This article discusses its effort to improve outcomes for children receiving a child protection service at home: the key elements examined are the selection of outcomes, the implementation of a child development strategy, and the collection and analysis of outcome data. Many of the findings are encouraging. The outcomes described rely on parents, social workers, and children and youth as sources of information. The triangulation resulting from combining a number of sources and instruments for the collection of the outcome data supports the credibility of the findings. Through the evidence based strategy that was adopted knowledge was acquired about what is possible in attaining better developmental outcomes in the course of child protection intervention.  相似文献

Children and youth who have experienced foster care or orphanage-rearing have often experienced complex developmental trauma, demonstrating an interactive set of psychological and behavioral issues. Trust-Based Relational Intervention (TBRI) is a therapeutic model that trains caregivers to provide effective support and treatment for at-risk children. TBRI has been applied in orphanages, courts, residential treatment facilities, group homes, foster and adoptive homes, churches, and schools. It has been used effectively with children and youth of all ages and all risk levels. This article provides the research base for TBRI and examples of how it is applied.  相似文献

When developing concepts for protecting children and youth who live in institutions, the perspective of the addressees has so far been insufficiently taken into account. This study aims to compare the assessment of children, youth, and caregivers in institutions with regard to group atmosphere, participation, and sense of safety. A combined quantitative and qualitative approach compares the assessment of children or youth and caregivers in child and youth welfare institutions, boarding schools, and clinics through the use of an online questionnaire and group discussions that address the topics safety, group atmosphere, and participation. The quantitative questionnaire included 233 youth age 14 years and up and 490 caregivers; 87 children or youth between the ages of 11 and 18 years and 73 caregivers were part of the qualitative group discussion. The questionnaire showed that youth and caregivers assessed the sense of security in principle as positive. With regard to group atmosphere and participation, youth tended to see these aspects in a positive light, but almost all youth-aged participants viewed these specific categories more critically than did the adult caregivers. The results from the group discussions make clear that children, adolescents, and caregivers often underestimate the real dangers. The existing sense of security in institutions may be the result of underestimating real dangers. Implications for the implementation of protection concepts are drawn.  相似文献

ABSTRACT

Social policy development under neo-liberal logic glorifies paid work in the market over relationships involving care, nurture and dependency. Under neo-liberal conditions, the social policy framework in a large number of welfare states has moved towards the norm of the adult worker model. The prevalence of this model, which signalled a ‘farewell to maternalism’, has had the consequence that supporting mothers’ care-giving roles are dismissed in state policy-making. Such neo-liberal logic leads to the creation of an apparent cultural anxiety about caregiving and nurturing. Julie Stephens [2011. Confronting Postmaternal Thinking: Feminism, Memory and Care. New York: Columbia University Press] calls this ‘postmaternal’ thinking. Drawing on feminist critiques of neo-liberal developments in social policy, this article provides a divergent and even slightly positive interpretation of postmaternalism that does not abandon care and nurture. This is evident in the recent development of parental leave policies that institutionally encourage men to become involved with caring. I argue that a ‘farewell to maternalism’ in social policy is therefore not too problematic. Parental leave policy – particularly with institutionalised incentives for men to take up parental leave – is creating a transformative space for men to experience the maternal thinking that confronts the cultural logic of what Stephens conceptualises as postmaternal thinking.  相似文献

In response to the ongoing call for a complex systems approach for understanding and informing child welfare practice and policy, this article presents a context-specific conceptual framework that combines complexity theory and network analysis. The conceptual framework rests on the complementary nature of these theoretical and methodological concepts for inter-organizational child welfare practice. Potential applications of this framework are discussed to promote network-oriented research that informs effective collaboration among organizations serving children and families.  相似文献

Family is an important socialization context for youth as they move through early adolescence. A significant feature of this complex socialization context is the accumulation of potential family risk factors that may compromise youth adjustment. This study examined cumulative family risk and adolescents’ adjustment difficulties in 416 two-parent families using four waves of annual longitudinal data (51 % female youth). Risk factors in four family domains were examined: socioeconomic, parents’ psychological realm, marital, and parenting. Cumulative family risk experienced while in 6th grade was associated concurrently with daughters’ higher internalizing problems and with increased internalizing problems during early adolescence. Cumulative family risk was associated concurrently with sons’ higher externalizing problems and with daughters’ increased externalizing problems over time. Cumulative family risk was associated concurrently with lower grades and with declining grades over time for both daughters and sons. The number of risk domains also was associated with youths’ adjustment difficulties during early adolescence, providing evidence that risk in two-parent families involves more than ineffective parenting. These findings suggest a critical need to provide strong support for families in reducing a variety of stressors across multiple family domains as their children traverse early adolescence.  相似文献

Minimal attention has been focused on difficulties for youth in residential care regarding building healthy dating relationships, despite the significant risks to this group of adolescents. This study provided a unique opportunity to conduct focus groups with youth in residential care on issues surrounding dating relationships. The majority of youth feedback centered on the themes of desiring support developing relationship boundaries, establishing trust in relationships, understanding the consequences of sexual activity, and having real world examples regarding dating relationships. The data were examined for differences between the genders and recommendations for next steps provided.  相似文献

This article analyzes the governmental rationalities informing youth work policy in the contemporary Irish context. Since 2008, the implementation of neoliberalized austerity in Ireland has been destructive in terms of the number of young people's services closing and disruptions to youth work provision. Adopting a governmentality perspective, we argue that recent youth work policy developments are also undermining the integrity of youth work as youth work. Against current governmental rationalities, which privilege evidence-based practice, value for money approaches and the delivery of prescribed outcomes, we argue for a re-imagining of youth work for a postneoliberal, postevidence-based practice world.  相似文献

The article reviews practical experiences and theoretical reflections from the Dutch child and youth care sector on the provision of care for families with multiple problems. Emphasis is laid upon the complex relations between socioeconomic and psychosocial problems, and subsequent issues that may arise in arranging child and youth care. Furthermore, the current state of discussion in program development for the target group in the Netherlands is introduced. The originally English concept of families with multiple problems has been used only modestly in German-speaking countries. This is remarkable from an international perspective, especially considering the re-emerging prominence of social policies that define families as a site of social work practice in English-speaking countries. We conclude that the themes, as derived from our review open up possibilities for further international comparisons, and can provide valuable reference for the transnational discourse about child and youth care services for families with multiple problems.  相似文献

While there is a strong movement in favor of the use of manual-based programs in the arena of social care, there is a view that such programs are not applicable in the more fluid setting of youth work, which operates informally, using dynamic and organic methods. A critical pedagogical approach to youth work engages young people by encouraging them to become inquisitive, to question why things are the way they are and to pose problems through which they can learn. For some, manualized or evidence-based programs are not seen as having a role in such contexts. However, to date, the international debate in relation to this issue has been limited by an absence of published studies focusing specifically on strategies to implement evidence-informed practice in youth work contexts. This article aims to address this gap in the literature. The Irish national youth organization Foróige, which works with more than 56,000 young people in Ireland on an annual basis, has developed a range of manualized evidence-informed resources to support its youth work over recent years. Drawing on research findings from a range of studies conducted with youth workers focusing on implementation of these resources, the article explores the benefits and tensions associated with the use of program manuals in a youth work context. The findings suggest that such resources have a valuable role to play in youth work if designed in collaboration with youth workers, showing respect for core youth work values and allowing for flexibility and adaptability in implementation.  相似文献

Children's programs should be restructured so as to provide social systems that vigorously support child and youth care rather than hinder it. Specifically, programs should be reoriented so as to promote normal growth and development, i.e., competency, particularly interpersonal competencies. Programs should be made more relevant to community, rather than institutional, living. Democratizing programs by empowering children and those who care for them will make the programs more effective and appropriate for raising and treating children and youth. This article identifies the arrest trajectories of youth from ages 12 through 24 years old and tests hypotheses derived from Moffitt’s developmental taxonomic theory of crime concerning the impact of various emotional disturbances on the specific trajectories of the youth involved. The study uses exclusively administrative data sets and includes a gender and racially diverse sample of 10,360 youth (30.7 % females) who were arrested at least once between ages 12 and 24 in the early 2000s. Latent class growth analysis was employed in order to identify distinct arrest trajectories of youth in the sample. Multinomial logistic regression was used to identify diagnostic and other characteristics associated with membership in the specific trajectories predicted by Moffitt’s theory. Five trajectory classes were identified, 3 of which were consistent with taxonomic theory including high and classic adolescence limited trajectory classes and a “snared adolescence limited class” described more recently by Moffitt. The distribution of youth among the 5 classes was very different for those with and without emotional disturbances. Youth with emotional disturbances in their late adolescent years were more likely to fall into the high arrest trajectory class and much less likely to fall into the low arrest trajectory class. Compared to youth without an emotional disturbance, youth with psychotic disorders were more than twice as likely to fall into the high as into the low arrest trajectory class. Youth with disruptive behavior disorders were more than twice as likely to fall into the high and intermediate classes as into the low trajectory class. Anxiety and depressive disorders were not associated with significantly greater likelihood of falling into any one of the trajectory classes. Youth in the snared adolescence limited class were more likely than those in the classic adolescence limited class to be male, black versus white and in the foster care enrollment category lending some support to Moffitt’s conceptualization of this class as an adolescence limited class composed of youth who are snared by involvement in the criminal justice and or social services systems. Implications of these results for public policy and the study of adolescence are discussed.  相似文献

In this article I explore how the child welfare system in Australia is a basis of governmentality, drawing on ethnographic fieldwork conducted with 35 women resettled in Australia as refugees originating from African countries. Although the explicit aim of the child welfare system is to protect children from a risk of significant harm, the findings presented here suggest that such systems can concurrently operate to evaluate, monitor, and demand behavioural change from women who are the subject of intervention in accordance with logics of white neoliberal motherhood, in which parental merit is measured through, and problematised by, factors of racialisation, assumptions of cultural difference, counter-heteronormativity, and socio-economic marginalisation. I argue that the child welfare system not only operates to protect children, but can also function as an instrument to govern women to ‘fit’ with an idealised standard of citizenship in Australia. Thereby supplanting maternal guardianship with the mandate of government institutions, operations of child welfare position the paternalistic authority of the state as absolute and render mothers who do not conform to white neoliberal motherhood as vulnerable to intervention.  相似文献
