Along with ‘anti-development’ and ‘beyond development’, post-development is a radical reaction to the dilemmas of development. Post-development focuses on the underlying premises and motives of development; what sets it apart from other critical approaches is that it rejects development. The question is whether this is a tenable and fruitful position. Taken up first in this article are major overt positions of post-development—the problematisation of poverty, the portrayal of development as Westernisation, and the critique of modernism and science. The argument then turns to discourse analysis of development; it is argued that, in post-development, discourse analysis from a methodology turns into an ideology. Next the difference between alternative development and ‘alternatives to development’ is examined. The reasons why this difference is made out to be so large are, in my interpretation, anti-managerialism and dichotomic thinking. The article closes with a discussion of the politics of post-development and a critical assessment.  相似文献

Post-development theorists have declared development obsolete and bankrupt and have called for ‘alternatives to development’. What do they mean by such calls and what should be the African response to such calls? In this paper I will attempt to address three important questions: first, what is meant by post-development theory's call for ‘alternatives to development’? Second, why consider post-development theory from an African perspective? Third, what contributions can a consideration of African difference and diversity make towards debate on ‘alternatives to development’? I conclude by arguing that increased consideration of the African experience would be valuable for all who are seeking alternative ways of dealing with the problems that development purports to address.  相似文献

Post-development theories have successfully challenged many of the ways in which we think about development but have yet to substantially influence development practice. In this paper I explore what opportunities exist for applying post-development ideas within the current development apparatus of Timor-Leste. Four types of community-focused programmes are analysed: sectoral project-based initiatives, institutional capacity-building programmes, community partnerships and small grants programmes. While alternative opportunities are clearly shown to be present, it is argued that they are rarely realised because of the overwhelming priority to produce better agents of development, rather than those able to pursue ‘alternatives-to-development’. The paper concludes by suggesting that the development apparatus itself may not be inherently faulted; instead this apparatus could be usefully utilised by those inspired by alternative imaginaries to pursue post-development goals.  相似文献

This article explores the relationship between the politics of international development and the reproduction of global inequality. I argue that contemporary discourses about— and the practices of—‘development for developing countries’ represent an attempt to reconstitute the political utility of the ‘Third World’. In an era of globalisation the deployment of the notion of a Third World of ‘developing countries’ which require immediate, systemic attention through the discourse and practice of international development continues to provide a way of both disciplining and displacing the global dimension of social and political struggle. I refer to this dynamic in terms of the political utility of the Third World, which, I argue, has been conducive to the organisation of global capitalism and the management of social and political contradictions of inequality and poverty. I develop this argument by drawing on the historical implications and legacy of ‘international development’ as practised in and on the Third World and through a critical analysis of the methodological premises that constitute international development. I illustrate this by drawing on a key strategy aimed ostensibly at development: the Poverty Reduction Strategy Papers (prsp) approach, promulgated by the World Bank and the imf, which I discuss in relation to the ‘development agenda’ inaugurated during the 1999 wto meeting in Doha (Qatar). I argue that the ideology and practice of the global politics of international development reinforce the conditions of global inequality, and must be transcended as both an analytical framework and an organising principle of world politics. While the prsp and related approaches are currently presented as key elements in the building of the ‘architecture for (international) development’, what is emerging is a form of governance that attempts to foreclose social and political alternatives.  相似文献

In this article, I interrogate what is meant by ‘the politics of sovereign debt’, and examine how various authors, especially David Graeber, have addressed this question. More specifically, I seek to extend my contribution to the goals of the ‘Repoliticizing Debt’ workshop, which inspired this special issue, by proposing a theoretical framework for understanding the role of sovereign debt in mediating the contradictions of neoliberal capitalism, and by challenging dominant treatments of the sovereign debt crisis currently underway in Greece. I argue that the existing literature fails to help grasp the complexity of sovereign debt as a social relation, and that debt must be understood as what Marx refers to as ‘fictitious capital’, that is, capital backed not by a commodity transaction, but by a claim on future value. The management of confidence in the value of fictitious capital through the use of the ‘golden noose’ of debt is the key process to be understood in order to grasp the complexity of sovereign debt crises.  相似文献

This article examines the politics of belonging for women in Ghana’s entertainment scene. As a result of instability while a series of different military and civilian leaders controlled the country between 1966 and 1979, Ghanaian women were scrutinized in local newspapers for actions that were deemed inappropriate, such as provocative dancing. Yet, these same Ghanaian journalists contradicted their own language and respectability ideals by celebrating the sexualized images and performances of Caribbean and African American women visiting Ghana during this period. By distinguishing between the actions of Ghanaian women and women of African descent, their language demonstrates that journalists prioritized national identity politics over the claims of respectability expected of all women in their country. Through the use of what I describe as ‘Ghanaianness’, a term indicating that ‘authenticity politics’ were at stake, I argue that journalists purposefully excluded diasporic women from Ghanaian belonging.  相似文献

ABSTRACT

This paper introduces ‘conscientious politics’, discusses their features and shows their resonance in the case of Israel. I define conscientious politics as politics informed by moral deliberations about legitimacy, and locate them in the larger matrix of conscience. In the balance between passion and persuasion, conscientious politics provide time and invite venues for deliberation on the social contract, challenging rulers’ convenience and society’s conventions. While the individual’s freedom of conscience draws mainly on positive liberty (from within), conscientious politics also requires emancipation from without. However, conscientious politics are not necessarily harmonious or liberal, nor does liberalism necessarily entail free conscience. Conscientious politics are often ‘hidden in plain sight’, and the normative task of bringing them to light depends on revealing the moral dilemmas that underpin actual politics. I unearth such dilemmas with regard to Israel’s 2011 social justice movement, the subsequent prisoner exchange and Israel’s relations with the Palestinians.  相似文献

Through this paper, I seek to draw attention an apparent fundamental resignification of regeneration that has been taking shape over recent times. Conceptually, I engage with political economy theory in order to examine how élite economic interests have resignified the nature of state articulations of regeneration. The argument is developed that this implies a profound subversion of more marginal socio-economic interests traditionally at the heart of regeneration interventions or at least the customary ‘targets’ of such policy. Empirically, the analysis draws upon interviews conducted with those operating at the coalface of policy, politics and practice, augmented by my practical experience of the English regeneration milieu. Documenting the contested evolution of policy practice during what I term the ‘regenerating for recovery’ phase, I investigate the interactions and interconnections between meanings, modes and scales of practice. This analysis helps to demonstrate dual aspects of the resignification of regeneration as both cause and condition that has effectively legitimated and been legitimised by an austere state strategy.  相似文献

This article exemplifies the importance of viable coalitions in processes of neighbourhood development and local governance. Elaborating on the notion of the ‘everyday maker’, discovered in Danish local politics by Bang and Sörensen, this article further explores the characteristics and conditions of organising capacity, using the case of the Neighbourhood Development Corporation in the Dutch city of The Hague as a paradigmatic case. This case shows that individual actors, ‘everyday fixers’ or ‘local heroes’, can make a real difference in local politics if they are well connected to a supportive structure and if they are sensitive to the logic of the situation at hand. Context matters, sometimes impedes, but smart individuals can also make it work.  相似文献

Abstract

In 1985 David Booth wrote a seminal article in which he argued that development theory, mostly Marxist but also modernisation theory, was out of touch with reality, incapable of generating viable policy, and riven with meta-theoretical errors. He recommended a return to empirical case studies, the comparative method, and an awareness of the problems of functionalist and essentialist argument. In the ensuing decade a further range of solutions was offered to bail development theory out of trouble: micro-theory, participatory action research, postmodernism, post-development theory, postcolonialism. Twenty years later the dominance of Marxist and neo-Marxist theories has been replaced by an equally pervasive hegemony of Foucauldian discourse. In signaling the presence of a new impasse, there is much talk of ‘the poverty of post-development’. The intriguing question to ask is: what can development theorists and Third World intellectuals learn about themselves in this constant refrain?  相似文献

This article presents a critical assessment of the post-development critique of poverty, distinguishing between claims made about how poverty is represented in ‘modern’ poverty analysis (the ‘representations critique’) and claims about trends in, and causal analysis of, consumption poverty (the ‘marginalisation thesis’). In general empirical evidence does not support ‘headline’ claims concerning the lack of correspondence of consumption poverty to local needs and the worsening of consumption poverty. There is support for other positions concerning the relativity of nutritional adequacy norms and the limits of ‘standard’ causal analysis of poverty. These latter elements, however, add little to existing critiques which are well known in the poverty literature.  相似文献

This article investigates the continuing influence of the past on contemporary politics in Poland and Ukraine by examining the impact of the vocal ‘informed’ segment of public opinion on mutual relations between the two countries. The section ‘What history?’ examines the question of exactly what understanding of history matters so much in Polish–Ukrainian relations. The following sections examine how history influences the present, what are the contours of public opinion on Polish–Ukrainian relations within each state, and what is the impact of shared history on the contemporary politics of Polish–Ukrainian relations. Recognising the failure of both internal and external parties to achieve a peaceful resolution of the Russo – Chechen war, this article seeks to establish what scope remains for international involvement to end the violence in Chechnya. By applying theories from the disciplines of conflict resolution and counterinsurgency to the confrontation, distinctions are drawn between opportunities of peacekeeping, peacemaking and peacebuilding, as well as between legitimate ‘need’ and exploitative ‘greed’ at a time of ‘violent’ politics. Key findings include the scope for international assistance in addressing the root contradictions of the conflict and for curtailing the influence of the ‘entrepreneurs of violence’.  相似文献

Mainstream thinking within international development around what constitutes ‘pro-poor’ forms of politics is increasingly at odds with the growing evidence-base on the politics of development. Ideological bias towards Weberian modes of governance and rational actor models of political behaviour, and a growing belief in the power of ‘evidence-based policy making’ fail to reflect the extent to which informal and patronage-based forms can sometimes play a positive role in enabling poverty reduction, as well as the fact that political elites respond to a wider range of incentives than commonly assumed, including a role for political ideology and discourse rather than evidence per se. These findings offer further support for a fundamental rethinking around the role of politics in shaping development.  相似文献

Various definitions of water crises emerge from epistemic communities deploying a great disparity of methodologies and fundamental hypotheses. Scientists' perceptions of which power structures legitimately carry out water management affect their definition of a crisis, their capacity to ask questions and the manner they formulate them. This determines the stakes and the actors they can observe or the scale of analysis they find relevant. This leads some to recommend a ‘solution’ that appears to be a disaster to others. This article examines how three epistemic communities have each built their science by promoting very specific understandings of what is a water crisis. Proponents of the ‘global water crisis’ spawned Integrated Water Resources Management while proponents of the ‘municipal water crisis’ locked the perception of water equity within the Millennium Development Goals. Researchers on small-scale irrigation and property regimes have often disagreed with such recommendations, often presented as inevitable.  相似文献

In Bolivia, the state and society is undergoing radical transformations. The indigenous movements have revitalised traditions such as communitarianism, and ‘communitarian development’ has come to the forefront of Bolivian politics. The aim of this article is to identify what communitarian development means in the Bolivian context; how it is conceived and how it is practiced. I examine how communitarian development is conceptualised in the Aymara indigenous movement and in policy documents, and analyse what communitarianism might mean to people who uphold such values. I identify and discuss five different but intertwined significations; communitarian economy, communitarian work, communitarian management, communitarian law and communitarian values. I show that Bolivian communitarianism contains conceptualisations of cultural phenomena, which emerge at the nexus of experiences and expectations for the future, and argue that, despite tensions and pitfalls, communitarian development has the potential to increase indigenous wellbeing and agency and to contribute to a more nuanced understanding of what communitarianism is, or could be.  相似文献

This article tests the hypothesis that the attitude towards migration can be understood as a social seismograph for the degree of a society’s degree of democratisation. In this article I present my hypothesis and analyse the constellation of arguments within the public controversy following the so-called refugee crisis in Germany. I work out the internal problematics structuring the three main polarisations in this discourse. Most of the contributions analysed here are interventions rather than academic texts (albeit often authored by academics) making practical suggestions to cope with what they respectively relate to different definitions of crisis. Methodologically, this article is based on a thorough reading of essays and books and their relation to one another, with view to the current conjuncture. Understanding this ‘crisis’ after 2015 requires an approach attentive not only to the different ‘politics of polarisations’ within the public controversy but also to the real and phantasmal dimensions of the crisis. Although the figure of the refugee has began to occupy a central role in the discussion of migration policy, the debate has, I demonstrate, surprisingly little or nothing to do with migration whatsoever, but rather speak to the degree of required democratisation.  相似文献

Abstract

Post-development has matured well beyond the romanticism and celebration of the local of its early proponents. The new ‘conditions of possibility’ that embody the latest contributions to the field are studies in governmentality. This paper explores the heterogeneous postcolonial spaces of post-2006 Fiji by deploying a Foucauldian analysis of Bainimarama's government, particularly focusing on the formation of identities and the attributes of a ‘normalised citizenry’. The analysis aims to help explain why the implementation of a liberal rationality, in the form of racial equality for socio-political change in the country, calls for citizens to be subjected to various arts of government—surveillance, physical and psychological violence and, in some cases, incarceration and torture. An understanding of this brutal and puzzling irony is found in Fiji's colonial legacies and the ongoing contestation over what constitutes a ‘normalised citizenry’ in the country. I propose that Fiji's present contestations and anomalous coalescence of liberal rationalities and non-liberal means are best explained with reference to the paradoxical notion of progressive authoritarian governmentality.  相似文献

This article tracks the gender politics of the processes that led to the adoption of the Millennium Development Goals and that continued to feature in subsequent policy debates. It suggests that this politics is rooted in tensions between conceptualisations of rights and capabilities that characterised the preceding decade. While feminist organisations made major gains on women’s rights during 1990s, it was a narrow version of human capabilities that defined the MDGs. Feminist efforts since then have focused on defending sexual and reproductive rights in the face of the attacks mounted by an ‘unholy alliance’ led by the Vatican and supported by a shifting group of countries and religious groups. This has led to the relative neglect of the economic injustices associated with the dominant market-led model of development.  相似文献

Abstract

The current configuration of global land politics – who gets what land, how, how much, why and with what implications in urban and rural spaces in the Global South and North – brings disparate social groups, governments and social movements with different sectoral and class interests into the issue of natural resource politics. Governance instruments must be able to capture the ‘political moment’ marked by the increasing intersection of issues and state and social forces that mobilise around these. This paper looks at whether and how the Voluntary Guidelines on Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (also known as the TGs) passed in 2012 in the United Nations Committee for Food Security (CFS) can contribute to democratising resource politics today. This work puts forward some initial ideas about how systematic research into the TGs can be done more meaningfully.  相似文献
