Abstract

In the late 1940s, the popular Australian journal Smith's Weekly boldly announced that “the one single primary cause” of divorce was “physical maladjustment between man and wife through ignorance of sex.” By the 1950s, the links between sex and divorce were omnipresent. Regardless of the traumas of World War II and the difficulties faced by both men and women in re-acclimatising to “normal” civilian life, rising divorce rates were commonly linked to sexual dissatisfaction within the marital bed. The new model of heterosexual pleasure demanded a certain kind of sexual life: regular, penetrative, and completed by the simultaneous orgasm. Anything else was troubling and probably unsatisfactory. Given that various sex writers suggested that at least half of all married women were sexually frustrated, the potential for divorce hence social disaster was clear. The sexual lives of citizens, then, were ripe for a raft of public commentaries—for marital sex could undermine postwar population, the nuclear family, and the very foundations of 1950s Australian citizenship. This article will explore the twin concepts of divorce and heterosex and the multiple ways sexual dissatisfaction was linked to social and sexual disorder.  相似文献

The mission in Afghanistan revealed fundamental shortcomings, inconsistencies and contradictions of core elements of German security policy. In an effort to contribute to the debate about the factors that account for the idiosyncrasies of German security policy, the purpose of this study is to assess how far Germany learned lessons from its policy failures in Afghanistan. The study introduces a typology of learning, which is mainly based on the Advocacy Coalition Framework (ACF); delineates the German security policy belief system; and explores two prominent cases of policy failure: the deployment of the Bundeswehr and leadership of the international police training mission. Utilising different sources of data, the study confirms assumptions of the ACF about the stability of core beliefs and shows that the lack of precise policy objectives was a significant barrier to learning. Instead of clarifying Germany's strategic viewpoint, Afghanistan has further enhanced its disorientation in security policy.  相似文献

North Africa has gone through dramatic events since the eruption of the Arab uprisings in Tunisia in late 2010. Despite sharing similar characteristics that were central to the uprisings, they have known different political and institutional trajectories since then. The article provides an appraisal of the contributions to this special issue focusing in particular on the peculiar situation of countries where no genuine democratic change has occurred and where there is little authoritarian continuity as well.  相似文献

Democratization is always an ambidextrous process. On the one hand, it triggers a universalistic set of norms, events, processes and symbols. On the other hand, democratization involves a much more particularistic set of ‘realistic’ adaptations to the structures and circumstances of individual countries. In analysing the structures and conjunctures of countries in the Arab World during the past decades, scholars looked at them from the perspective of persistent authoritarianism. This essay exploits democratization theory – as well as its converse ? by analysing the universalistic set of events, processes and symbols of democratization elsewhere in the world, and then identifying the particularistic characteristics of timing, location and coincidence that seem likely to affect the political outcome of regime change in the countries affected by recent popular uprisings in the Arab World.  相似文献

After the “Troubles” broke out in Northern Ireland in 1969, the Australian government became increasingly concerned that these international tensions would manifest themselves within the Irish diaspora. Sympathy for Irish Republicanism was identified in a number of nationalist and socialist groups in Australia which were monitored by the Australian Security Intelligence Organisation (ASIO). Although chiefly focused on the Communist Party of Australia, ASIO monitored Irish Republicans alongside other left-wing groups and social movements. Based on recently released ASIO files, this article explores the extent to which they were surveilled. The article argues that the monitoring of the Irish Republicans can fit into two periods. The first period, from the outbreak of the “Troubles” in 1969 to 1972, was when Irish Republicanism was seen as an extension of the Communist and Trotskyist groups in Australia. The second period, from 1972 through to the late 1970s, saw security services much more concerned about Irish Republicanism as terrorism, as international terrorism and the expansion of the IRA's bombing campaigns outside of Northern Ireland became an increasing concern. This shift in perceptions of Irish Republicanism demonstrates a wider shift in focus for ASIO and the Australian authorities from Cold War counter-subversion to counter-terrorism.  相似文献

Abstract

As maritime trading becomes an increasingly important element of the modern Chinese economy, concerns in Beijing are being raised about the safety of vital sea lanes. Central to this thinking has been Hu Jintao's explanation of the “Malacca Dilemma” in late 2003, which describes the problem of sea routes crucial to China's trade, especially the Malacca Straits, being subject to interdiction from another state. At the same time, the international war on terror has also raised the specter of economic terrorism aimed at disrupting commerce via the Straits. Due to the complex nature of these potential threats, there is the temptation for China to address the “Dilemma” unilaterally as the country modernizes its naval forces. However, it remains in Beijing's interests to work both with littoral states and other great powers in ensuring greater security in the Malacca region.  相似文献

This article argues that the widespread internment of Italian-Australian civilians during the Second World War was the product of two overlapping discourses. One was the policy of the Italian Fascist government to consider the Italian diaspora as an extension of Italy. It established an articulated and wide-ranging network that sustained migrant loyalty through cultural and welfare activities as well as by surveillance and threats of retaliation. The other discourse was the widespread belief, reflected in the Commonwealth's security policy, that all Italian-Australians were potential adherents to an enemy “Fifth Column”. Whilst there is substantial evidence that Italian migrants sought to resist both discourses, in particular by naturalizing, the overlap between them facilitated the Commonwealth's decision to intern almost one third of male Italian-Australian civilians. Ultimately, internment caused much suffering: the vast majority of Italian-Australians, to the extent that they believed in Fascist propaganda, did so mainly out of patriotic pride in Italy and not ideological conviction. At the end of the war, Australian authorities found that no Italian-Australian had engaged in espionage or in any serious act of sabotage.  相似文献

This research note tries to determine how politically successful the Council, the Commission, and the European Parliament are in the area of EU legislative decision‐making. After reviewing the literature, a research design is presented which incorporates information on the policy preferences of the different institutional actors for 70 recent EU legislative decisions that were negotiated under the consultation and the codecision procedure. We use correlation and OLS regression to analyze the distances between what the EU institutional actors want and what they eventually get out of the process. The findings of the analysis are that (1) the preference profiles of the three actors are rather dissimilar, and that (2) the success rates of the Council are higher than the rates of the Commission and Parliament.  相似文献

Comparisons between Aboriginal policy in Canada and apartheid in South Africa appear frequently in public discourse, often with claims of actual links between the two systems. This paper interrogates these supposed links, using an analysis of land policy and the pass system in each country to demonstrate the improbability of the claims of direct influences. The paper then goes on to analyze the intellectual history of these comparisons, asking why they have been, and continue to be, made by many different actors in the face of a lack of historical evidence. The paper argues that the claims have served the needs of many different groups in different ways and thus maintained a hold despite their lack of historical foundation. However, good policy must be founded on clear analysis of history, and this paper argues that it is important to de-link South Africa and Canada, and understand oppression in each context on its own terms.  相似文献

Over the last decade, protest has become an enduring feature of the post-apartheid political landscape. Despite this wave of protest, the African National Congress (ANC) has largely retained its dominant status. The endurance of the ANC’s electoral support in spite of the high levels of protest has led Susan Booysen to conclude that protests in South Africa form part of a ‘dual repertoire’ of political contestation. She argues that protests are used to signal grievances to the ANC between elections but that, ultimately, people remain loyal to the party of liberation. This article interrogates Booysen’s claim through advancing an analysis of voting district and ward-level data in protest hotspots. The article highlights weaknesses in the methodological base of Booysen’s thesis. By analysing the support for the ANC amongst the estimated eligible voting-age population, this article suggests a different relationship between voting and protesting in post-apartheid South Africa.  相似文献
