The traditional literature on interest group behaviour presumes that private interests develop lobbying strategies based on the principle of effective allocation of resources. However, nearly 400 private interest groups actively lobby the Council of Europe, a classical intergovernmental organisation with weak decision-making powers, where no significant policy pay-off is expected to occur. This analysis aims to explain the seeming puzzle of private interest groups seeking to influence an institution which is generally perceived as having no strong decision-making powers in European political space. It does so by exploring three explanations from the existing literature, namely ‘policy overlap’, ‘venue shopping’ and ‘epistemic community’, and considers another explanation not hitherto fully developed, suggesting that the ‘ideological motivation’ of interest groups helps to explain their behaviour. Taking the ideological motivation of interest groups into account when analysing lobbying strategies can in fact shed light on certain lobbying preferences that would otherwise appear to defy the logic of interest representation. This paper therefore suggests that an ‘ideological motivation’ explanation potentially plays a crucial role in the analysis of the behaviour of any interest group.  相似文献

The 1998 Swedish general election was a protest election primarily against the Social Democratic Party. The party was hit by a debate on deceit when the unpopular financial restructuring policy was implemented. Disappointed social democratic voters from the 1994 election flocked to the Left Party. Others did not vote at all. The electoral turnout dropped to 81.4 percent; the lowest level in a parliamentary election since the election of 1958. A turnout of 81.4 percent is not particularly low from an international perspective, but it has received a great deal of attention in the political debate. Certain signs do indicate that there has been a general devaluation of voting as a means of exercising political influence among large groups of voters. Other forms of influence are perceived as being more meaningful. A sense of meaninglessness, of individual and institutional powerlessness, also seems to be spreading to social groups that have traditionally had a fundamental trust in the political system.  相似文献

This article contends that the outcome of the prolonged dispute about the future constitutional status of Northern Ireland (NI) will be shaped by the emerging dynamic between ‘old’ and ‘new’ political identities in NI. The ‘old’ identities conceived political outcomes as defined by two monolithic ethno-cultural blocs: nationalism (alongside republicanism) and unionism (alongside loyalism). Nationalism and unionism formed the ‘two communities model’ of consociational governance enshrined in the Belfast/Good Friday Agreement (B/GFA). Today, despite the Agreement being in existence for over twenty years, growing numbers of citizens identify with neither ethno-cultural category. Recent elections indicate that more pluralistic ‘new’ political identities are gaining ground at the expense of traditional alignments. The implications for NI's constitutional future are likely to be profound. The emerging constituency of non-aligned voters will have a decisive impact on the final outcome of any border poll on Irish unification. Such voters typically support the cross-community Alliance Party, the Greens, or the left People Before Profit (PBP) party. Crucially, these parties are concerned as much with economic and social issues as constitutional questions. In the context of growing political fluidity, the result of any future border poll remains contingent.  相似文献

The general election of June 2017 revealed a continued tilting of the political axis in England that has been long in the making. This was not a Brexit ‘realignment’—in that the vote is better seen as a symptom of a longer‐term divide that is emerging between citizens residing in locations strongly connected to global growth and those who are not. In this analysis, we explore constituency‐level patterns of voting in England between 2005 and 2017. Over this period, Labour's vote share has tended to rise in urban areas (that is, major cities), with younger and more diverse and more educated populations often working in ‘cosmopolitan’ industries, whereas the Conservative vote has tended to increase in less densely populated towns and rural areas, with older and less diverse populations. Significantly, Labour has also increased its vote in constituencies with a higher share of ‘precariat’ and emerging service workers—somewhat at odds with characterisation of a party that has lost the ‘left behind’. To the extent that changes in electoral support for the Conservatives and Labour are linked to the Brexit vote, the relationship far predates the referendum vote and should be expected to continue to reshape British politics in future.  相似文献

Communication in political marketing plays an important role in political mobilization, building trust both in political actors and the government. Politicians construct their messages through careful branding as the power of the cultural symbols and signs conveyed through the brand are potent heuristic devices. This is particularly important in emerging democracies, where there is limited political knowledge and understanding. Therefore, this research explores how young voters understand the symbolic communication fashioned by political actors in Indonesia and how it relates to their brand. Indonesia is an interesting area for study; it is both secular and the world’s largest Muslim democracy. Using a phenomenological approach, a total of 19 in-depth interviews with young voters were conducted to gain rich insight into perceptions of the complexity of political symbolism, and trust among young voters. This study conceptualized political communication as a dual approach. The political brand promise is intrinsically linked to cultural references and conveyed through symbolic communication combined with a distinctive brand message. This builds trust, which then affects political participation. This conceptual framework provides insights into the importance of culture in branding which has implications for policy makers and actors in emerging and established democracies.  相似文献

The culmination of a protracted struggle for liberation was crystallised in the debate over a new regional dispensation for South Africa. The aim of this paper is to examine the creation of the new regional geography of South Africa. The nascent regional dispensation was defined at a particular moment and it is the contention of this paper that the creation of the ‘geographical moment’ was not entirely conjunctural, but rather was the product of the different political parties’ understanding of space. The paper attempts to analyse the dynamics of the different political parties’ conceptualisation of the spatial and in so doing provides an explanation of the proposals for a new regional geography for South Africa. This position is derived from a realist theoretical argument which seeks to understand the stratification of reality by attempting to uncover structures and mechanisms responsible for the constitution of a particular historical event. The theory is illustrated by considering the process and the outcome of the new regional geography of South Africa as embodied in the nine‐region map produced by the Commission for the Demarcation/Delimitation of Regions. This paper reveals that the spatial philosophy of the major political parties was based on an incomplete relational concept of space, which contributed to the marginalisation of civil society, and to the artificiality of the process in the regional debate.  相似文献

This article first summarises the findings of a three-year research project on the Europeanisation of national party organisation, then proceeds to a critical analysis of the consequences for national as well as EU governance. The account begins with the general finding that mainstream centre-left and centre-right parties have not created new procedures to make their leaders more accountable for their actions in EU decision-making, nor expanded to any appreciable degree the number and/or influence of party personnel responsible in the area of EU matters. It then identifies three clusters of impact: a) public opinion and partisan discourse; b) the legitimacy of both MEPs and transnational party federations; and c) the dynamics of party government at the national level. The article concludes with discussion of the ‘democratic deficit’ inside parties and the merits of politicising the EU without taking into consideration the role of national parties.  相似文献

The repeated reterritorialisation of economic development policy has resulted in a congested institutional environment characterised by a confused, and confusing, nested spatial hierarchy of interventions. Nevertheless, advocacy for perpetual institutional manoeuvring has proceeded largely unchecked leaving important questions unanswered regarding both the desirability of adding to/modifying the institutional landscape of cities and also the viability of such policies in light of existing attachments to long-established administrative geographies. In calling for further research, this paper conducts a preliminary investigation of the mutation of sub-city Urban Regeneration Companies (URCs) into city-regional City Development Companies (CDCs) and suggests the expansive critical realist epistemology as a potentially worthwhile methodological starting-point.  相似文献

Decolonisation of the curriculum is a burgeoning yet controversial project of radical change, gaining slow but steady traction in higher education politics departments across the country. At its heart is the acknowledgement and systematic unravelling of colonial and imperial practices in the UK university system. This article pins down what decolonisation is and is not, highlighting the barriers and tentative opportunities to effective decolonisation work. This is discussed in the context of the structural constraints that critical scholars of race—particularly those at the intersection of marginalised racial and gender identities—work against in the academy.  相似文献

The experience of the 2019 general election in Northern Ireland took a very different course to that of the rest of the UK and, indeed, to the pattern of electoral politics typical of the region. Coming after almost three years with no functioning devolved government, combined with intense disagreement and uncertainty about Brexit, voters were ready to give a message to the two largest parties. Both Sinn Féin and the DUP suffered losses in the election, with the headline outcome being that unionism no longer holds the majority of seats for Northern Ireland in Westminster. More generally, there was a swing from both sides towards centre ground voting, which brought significant gains for the Alliance Party and the SDLP. This article summarises the reasons for this broad trend, focussing on the conditions and electoral pacts which brought it about. It also considers what it might mean for the prospects for Irish unification, noting that a referendum on unification will only be passed by attracting votes from those who tend to see themselves as neither unionist or nationalist.  相似文献

The 2019 general election was a crushing disappointment for the Liberal Democrats, as Jo Swinson lost her East Dunbartonshire seat to the SNP and the party’s anti-Brexit stance failed to deliver gains from the Conservatives. Although the Liberal Democrats’ poor performance can partly be blamed on a misfiring campaign strategy, it also reflected the structural difficulties which the party faces in an increasingly polarised political environment. The polarisation of public opinion along multiple axes over the last decade—over austerity, Brexit, and attitudes to Jeremy Corbyn—has fractured the broad coalition of support which the Liberal Democrats assembled during the 1990s and 2000s. Analysis of the 2019 results suggest that the party has made some progress towards developing a new core vote, particularly among suburban Remainers in south east England, but it is not clear whether this will be large or robust enough to have a significant impact on the future of British politics.  相似文献

ABSTRACT

Bradbury and Williams begin by examining aspects of the genealogy of incidents of fan racism at the Spain v. England international football match in Madrid on 17 November 2004, and the public outcry in Britain that followed. They raise questions about the possible ‘strategic mobilization’ by Spanish fans of apparently racist epithets as a response to the use, by the English football authorities before the match, of prominent anti-racism symbolism. The main body of the article then considers the British public response to Madrid within the context of the Blairite New Labour policy on football racism in England from the late 1990s. It argues that Labour's Football Task Force from 1997 constituted an entirely new direction for sport and government policy in Britain. However, by drawing on the comments of some of the key figures involved, Bradbury and Williams further contend that, both structurally and ideologically, the Task Force was preset to limit its own investigations on the nature and effects of racism, specifically in the English game. Although the Task Force's report, Eliminating Racism in Football, has had some positive effects—for example, on Football Association policy or in stimulating local anti-racist initiatives—its narrow focus and its relatively underdeveloped understanding of the racism problem in professional sport led its members to de-emphasize the significance of forms of institutionalized racism within English football. Research and commentaries on racism in the English game since that report was published in 1998 suggest that problems of racialized exclusion in football remain. Bradbury and Williams conclude that the public outrage in Britain about the incidents in Madrid reflect an over-concentration on silencing public expressions of racism—combating overt, collective fan outbreaks—at the expense of addressing the racialized structures of power that continue to shape access, opportunities and acceptance of ethnic minorities within professional football in England.  相似文献

This article considers how modern British political history has changed since the ‘new political history’ of the 1990s. It focusses on the ‘vernacular’ histories which have emerged in the last decade or so. The vernacular ‘turn’ is frequently framed by its proponents in opposition to the new political history, with its focus on the rhetoric of politicians and subsequent tendency to reproduce the perspectives of political elites. This article, however, identifies continuities between these approaches, noting their shared interest in advancing a more complex understanding of the relationship between politics and people in the past. It argues that the real challenge posed by the vernacular lies in the necessary reckoning with the ‘apartness’ of politics from the perspective of ordinary people. Yet here too, this piece suggests, the vernacular turn can be seen as the latest stage in a continual rethinking of the relationship between political, social and cultural history.  相似文献

This article explores the use of political memory in examining, and providing indicators for, everyday processes of peacebuilding in divided societies, using Northern Ireland as a brief case study. Adopting a position critical of many formal peacebuilding indicators, the article argues for the utility of informal, ‘high resolution’ indicators that can be supplied by examining localized and everyday forms of post-conflict memory. In so doing, the article views the ‘dealing with the past’ and reconciliatory paradigm of social memory in identity driven conflicts as being inadequate for this purpose, and instead posits a more nuanced form of examining memory as a political arena. A case study of political memory in east Belfast is introduced to illustrate both the need for nuance in highlighting localized activity, and need to better reflect a complex and ambiguous peacebuilding environment. Suggestions for methodological approaches geared to capturing processes of everyday political memory, and how these processes can inform praxis, concludes the study.  相似文献

Employment and labour market regulation initially appeared as one of the solid red lines in the UK's renegotiation of the country's place in the EU. The basic argument is that the UK's more deregulated labour market would sit uneasily in the more organised models, based on statutory instruments or collective bargaining, found on the continent. While there is a legitimate problem here, EU employment regulations appear manageable from the point of view of business, while unions see them as important tools for socially responsible economic restructuring. Most of UK employment case law is now deeply entangled with EU law; labour market regulations have, on the whole, become part of the way of doing business in the Single Market; and a simple cost–benefit analysis appears impossible because some costs are not quantifiable and the costs of others are reduced when taken as a bundle. Labour unions agree that transposition of European law needs to be done taking into account local sensitivities, while internationally oriented companies do not see EU regulations on the whole as detrimental to business. Importantly, though, the costs and benefits of EU employment regulations are not symmetrically distributed across different companies: large companies are better able to reap the rewards and accommodate the costs of operating in the Single Market than smaller companies.  相似文献

Abstract

Altfelix attempts to examine and explain why xenophiles are politically prone to an ambivalent re-utilization of xenophobic images of the Other. In Germany both ‘the Jew’ and ‘the Ausländer’ have been instrumentalized xenophilically in their capacity as abstract notions by certain system actors and publics in a manner which appears to shed more light on the in-group than the Other. Xenophilia as a self-oriented, positive in-group evaluation may be identified as particularly evident in the post-war German political discourse on the Holocaust. In similar fashion to antisemitism, philosemitism represents an ‘allosemitic’ (Bauman) abstraction of ‘the Jew’, whose evocation is comparable to the idea of a ‘good foreigner’ as expressed in Ausländerfreundlichkeit (foreigner-friendliness). Xenophilia/philosemitism—like xenophobia/antisemitism—is dependent upon a relative opposition between ‘concretized Self’ and ‘abstracted Other’. Altfelix argues that this relationship emerges for two reasons. First, manifestations of xenophilia are generally preceded by bouts of xenophobia. Consequently, some publics may identify a need for creating a positive in-group focus. In this, the Other must not become too concrete for fear of distracting attention away from the xenophile's agenda. Second, the difference between Self and Other must be effectively maintained, since the xenophile's raison d'être depends upon it. Post-war German philosemitism appears to be a good exemplar for this definition of ‘xenophilia’. It demonstrates the dangers of moving within an allosemitic cycle in which difference becomes a method of keeping otherness at bay through abstraction. The fear of a misremembrance of the Holocaust resulting from an abstract memorialization seems to provide a very solid political basis for perpetuating a philosemitic identity construction of ‘the Jew’ as abstracted Other.  相似文献
