Abstract

Over the last decade, in response to the metropolitan, heavily political concerns of the “China's response to” school in Western research on modern Chinese history, there has been a move toward local (regional, provincial, county and urban) studies. A focus on localities has meant increased emphasis on social and economic change and their linkages with political events. A new sub-field has emerged—Chinese cities. David Buck's ambitiously titled Urban Change in China is the first monograph to appear from the urban history sub-field. Its publication should, therefore, be an occasion for assessment of the parameters it assumes for the sub-discipline.  相似文献

In this article, we reconstruct the mobilisations of rural actors both from ‘below’ and from ‘above’ and their connections to Argentina's agrarian political economy between 2001 and 2020. We divide the analysis into three periods and review key protest events and the actions of movements and organisations, paying special attention to two dimensions. First, we consider how rural movements and organisations engaged with institutional politics and the state. Second, we analyse the collective identifications and claims at the basis of coalitions forged within and beyond the rural sector.  相似文献

While a significant amount of work has recently been conducted on the procedure and practices of the pre-1707 Scottish Parliament, remarkably little is known about the nature of local representation within the chamber. This article seeks partially to address that gap through detailed analysis of the elected representation of one region – the Scottish Highlands – within the seventeenth-century Parliament. Considering attendance rates, the identity of Highland representatives (‘commissioners’), the means of their election and their activities once elected, the article argues that Highland engagement with Parliament was much more significant than is often assumed. This, in turn, suggests that further constituency-level studies are needed in order to provide a fuller picture of Parliament's relationship with the country at large.  相似文献

Abstract

As the title implies, the central theme of this book is the role of colonialism in western India. The author argues that colonialism encouraged certain castes to rise to a position of dominance in society by creating an atmosphere that fostered polarized and competing groups. Dr. Omvedt's geographical focus is the state of Maharashtra during the late nineteenth and early twentieth centuries when the Brahmin elites who responded to western education and new occupations in the bureaucracy moved into positions of status and authority based on a colonial model of society. Beneath them in the indigenous social hierarchy remained the non-Brahmins or Untouchables who were not granted the same opportunities for advancement,  相似文献

Since the radical neoliberal reforms to Chilean higher education of the 1980s, the creation of a quality regulatory system has been gradual and unfinished. It was only in 2006 that a law created the National Commission for Accreditation and two instruments: programmes and institutions accreditation. This article analyses the design and implementation of the latter policy instrument using mixed methods, including in-depth interviews with key actors. Our findings show that, although regulations have introduced quality assurance as a key element in higher education policy, the link established between accreditation and financing has generated incentives that dangerously weaken these quality mechanisms.  相似文献

In this article, Catriona Burness seeks to establish the current potential for increasing significantly the level of women's participation in politics in Scotland and the United Kingdom in the light of the experience of their representation in Scotland, New Zealand and Finland since 1960. The comparator countries have been selected because they are small countries of comparable size, with advanced political cultures, in which women have been eligible to vote and be elected to parliaments for a considerable period of time. The article reviews the history of women's representation in each of these countries and seeks to identify patterns in the developments that have taken place. It then discusses the prospects for further advances on the current position, in particular in the light of the probable introduction of a devolved assembly in Scotland.  相似文献

SUMMARY

This article offers reflections on the power relations between the executive and legislative branches of the Chilean state by examining the way political parties leveraged the electoral system to balance the weight of each branch in the configuration of government. The period from 1874 to 1924 is framed by a cycle of reforms to Chile’s 1833 constitution that were pushed through by liberal sectors to limit the power of the executive under the country’s presidential regime, efforts that contributed to a final breakdown of the presidential regime following civil war in 1891. That year the victorious revolutionary forces implemented a parliamentarian system that remained in place until it was overthrown by a military coup. The literature on this process has studied the use of legislative manoeuvres such as obstruction, accusation and filibuster by political parties to weaken the executive power. Little has been written, however, about the way parties exploited the rules and procedures of the electoral system and, specifically, the use of official complaints and the process known as calificación (qualification) by which congress audited final election results. This article will help fill that void, focusing on understanding how both practices worked and the effects that the election reforms of 1874, 1884 and 1890 had on them.  相似文献

SUMMARY

This article provides a political and social characterization of Chilean deputies in the second half of the nineteenth century. It covers 11 parliamentary elections ranging from 1849, the first election under a relatively recognizable party system to 1879, the last election before the consequences of the War of the Pacific (1879–84) altered the local political landscape. The study of parliamentarians is based on a prosopography derived from the analysis of 405 deputies, and in this case is limited to three criteria: place of birth, profession or occupation, and age of entry into parliament. The latter criterion is a key one, because the authors focus only on members who joined congress for the first time over a period of 30 years. One of the main hypotheses of this article suggests that from the 1861 election congress experienced changes in its composition, allowing the entrance of actors who had hitherto not been part of congress.  相似文献

Administrative reforms within the Ottoman bureaucracy in the nineteenth and early twentieth centuries resulted in many educated men joining the civil service. Süleyman Nazîf's father served in the Ottoman power structure for many years, but Süleyman Nazîf himself, despite being appointed to important political posts, gave them up to continue his career as a poet, writer, journalist and patriotic political commentator. Like many high-ranking Ottomans, he was exiled to Malta by the British after Turkey's defeat in the First World War. Süleyman Nazîf has also left an indelible mark on the literary milieu of his time because of his ready wit and wry humour.  相似文献
