The public administration literature asserts that autonomy is central to performance. In this article we develop a managerial autonomy index, which we apply to 22 water utilities in Africa, Asia and the Middle East. The 16 items that underlie our composite autonomy index display a high degree of internal consistency. This speaks for the validity of the autonomy concept. We find that the autonomy scores of the 22 utilities vary widely. We also find strong and positive associations between autonomy scores and six out of eight key performance indicators. Much regulatory intermediation has come to entail forms of calculation and performance measurement. In this paper we analyze the role of performance measurement in regulatory intermediation in a transnational multistakeholder setting where intermediation lacks an official mandate. We do this through a study of the Access to Medicine Index, which ranks pharmaceutical companies in terms of their access to medicine policies and practices in developing countries. We conceptualize multistakeholder intermediaries as “second order rulemakers” reconciling diverse and often competing implicit and explicit rules across the governance field. We then detail various intermediation roles of performance measurement between attaining input and output legitimacy and enticing compliance among targets. Our case demonstrates how the selective formalization of measurement processes and the related ability to move back and forth from the role of intermediary to that of “ad hoc rulemaker” are important conditions for achieving and maintaining legitimacy. Furthermore, it shows that for multistakeholder intermediaries that rely on performance measurement, compliance by targets depends on the uptake of performance information by powerful constituencies. This illustrates how addressing legitimacy concerns and enticing compliance through performance measurement should be examined as co‐emerging processes.  相似文献

NPM reforms have become a global trend and performance management systems are considered suitable to enhance the decision-making process and accountability. The aim of the paper is to carry out a comparative study on the adoption of performance measurement tools in Italian and Spanish (medium-sized and large) local governments. It seeks to find out how widespread these tools are and how their usefulness is perceived. The results show differences between the two countries and that the presence of professional managers – experienced with performance measurement tools – positively affects the adoption of these tools. Moreover, performance measurement tools are perceived as a support for accountability purposes.  相似文献

The purpose of this paper is to firstly identify and synthesise critical measurement themes in extant academic literature concerning performance measurement in cultural precincts. Secondly, the paper posits for consideration a holistic and systematic framework (which embraces those themes) for developing appropriate performance measures for cultural precincts. The outcomes in this paper (a) confirm and clarify the complexity of performance measurement needed, (b) furnish a framework for practitioners embarking on the development of such measures, and (c) indicate the conceptual and pragmatic challenges faced in developing and enacting appropriate and meaningful measures for cultural precincts. Consequently, this paper serves as a conceptual positioning paper and a practical embarkation point for practitioners willing to engage with and pursue this phenomenon. Thereby, it endorses more dialogue on and further research and analysis of performance measurement in government operated cultural precincts.  相似文献

Abstract

Organizational identity is an important concept in organizational theory, as it can contextualize the behavior of organizations and members. The literature presents divergent perspectives on organizational identity: some studies have characterized organizational identity as constrained by institutional forces, whereas others have contended it is socially constructed by organizational members. Studies have largely focused on the former perspective, measuring organizational identity by sector affiliation; the latter approach has rarely been empirically tested. Therefore, in addition to sector affiliation, this article proposes a different approach to operationalizing organizational identity by examining hospitals’ mission statements. The study also examines which of these dual forces have more predictive power regarding organizational performance. Together with hospitals’ sector affiliation, we test how the presence and frequency of mission statement language regarding access, cost, quality, or unique organizational values affect hospitals’ various performance metrics. Regression analyses with 172 acute hospitals in Florida reveal significant relationships between types of mission statement content, sectors, and performance indicators.  相似文献

Abstract

This study contributes to the current debate on competing institutional pressures and logics and performance measurement practices in hybrid universities and examines how shifts in logics have affected performance measurement practices at the organizational and individual levels. It draws upon the theoretical lenses of institutional theory and adopts a longitudinal case study methodology based on participant observations and retrospective interviews. The findings show that universities and academic workers are affected by external pressures related to higher education that include government regulations and control of the state (state pressure), the expectations of the professional norms and collegiality of the academic community (academic pressures), and the need to comply with international standards and market mechanisms (market pressures). Academic workers operate in an organizational context in which conflicting conditions from both academic and business logics co-exist. The results indicate that institutional pressures and logics related to the higher education field and organizational context shape the use of universities’ performance measurement practices and result in diverse solutions. While previous literature has focused mainly on competing logics and the tensions they may generate, this study shows that, in a university context, potentially conflicting logics may co-exist and create robust combinations.  相似文献

This article investigates the implementation of key performance indicators (KPIs) in Western Australia's public mental health system. A nationally agreed performance measurement framework forms part of the much needed reform now taking place within Australia. However, progress in the effective monitoring and reporting of KPIs is slow in most states, including Western Australia. The authors report on the results of a selective case study involving semi‐structured interviews with mental health administrators and offer a more nuanced insight into the intricacies and difficulties involved in performance measurement reform. The principal finding is that effective performance measurement and reporting can be internally problematic, particularly within a fragmented and networked system. This tends to give rise to a conformance‐only approach to performance measurement.  相似文献

This article examines the ways in which International Scientific Collaboration, as observed by the co‐authorship of journal articles written by local scientists and partners located overseas, affects the ability of research teams to produce bibliographic outputs and to contribute to local knowledge. A sample of 672 teams was randomly selected for the analyses. In addition, 20 interviews with experts and team members were administered to discuss models and results. Results show that co‐authoring with partners located overseas increases team output by nearly 40% and by between three and five bibliographic products. It also shows that a team's odds of involving Colombia in its research process are 2.2 times larger for those co‐authoring with a partner located overseas than for those that do not. Theoretical and policy implications are discussed.  相似文献

This article develops a framework for understanding changes in the demand for and supply of performance information in public sector organizations in less developed countries (LDCs). New Institutional Sociology (NIS) is used to argue that pressures from specific stakeholders stimulate organizations to produce particular performance information. The article distinguishes three groups of stakeholders (i.e. funding bodies, statutory boards and purchasers), and elaborates on the performance dimensions these stakeholders are interested in. The group of funding bodies, with their interest in financial performance information, used to be the most important group of stakeholders. However, statutory boards and purchasers are gaining importance as a result of recent public sector reforms, which include decentralization, marketization and the implementation of anti‐corruption programs. As a consequence of pressures coming from these stakeholders, new performance dimensions, such as the quality and quantity of services and the political governance structure, will be added to organizations' performance measurement (PM) systems. Whether these and other—often more traditional financial—performance dimensions will be balanced and integrated throughout organizations depends on the power positions of the various stakeholders. The arguments presented in this article intend to stimulate public sector organizations in LDCs to design and redesign PM systems as a response to changing stakeholder interests. This article interprets the regulatory state in Colombia as the result of a dialectic process between transnational knowledge and domestic politics, which influence, transform, and inspire each other. Such a process results in an interesting constitutional variant of the regulatory state, in which neo‐constitutionalism becomes a counterbalance to the unchecked expansion of neo‐liberal regulatory practices. I, therefore, distinguish between neoliberal and constitutional regulatory states. As a result of neo‐constitutionalism, the domestic judiciary is empowered, and becomes a crucial actor to understand both the specific traits of this regulatory experience, and its interaction with global centers of power.  相似文献

Abstract

This research addressed two main research questions: (1) Is constructive performance feedback positively related to perceived fairness of performance appraisal? (2) Does trust in supervisors mediate the relationship between constructive performance feedback and the perception of a performance appraisal as being fair? Using the 2018 Federal Employee Viewpoint Survey dataset, we employed the structural equation model to analyze the relationship. Findings revealed that constructive performance feedback and trust in supervisors were positively and significantly associated with perceived fairness of performance appraisal. Further, trust in supervisors partially mediated the relationship between constructive performance feedback and perceived fairness of performance appraisal.  相似文献

Abstract

We compare the current U.S. housing voucher program with the British housing benefit and the Dutch housing allowance programs. After presenting the theory behind income‐related housing support, which underpins both the U.S. and European systems, we compare the three programs with respect to their scope (the budgeted versus the entitlement approach), the relationship between housing support and rent levels, the poverty trap, moral hazards, and administrative problems.

The United States can learn from Great Britain and the Netherlands that a full entitlement program can best promote equity, but given the present political and economic climate, it is unlikely that Congress will adopt such a program anytime soon. Great Britain and the Netherlands can learn from the United States how to design a more efficient tenant subsidy program, one that provides incentives to find less expensive units and promotes family self‐sufficiency through enhanced job‐seeking behavior.  相似文献

资源贡献行为对于共享经济模式下企业构建自身竞争优势具有重要意义。借助动机—机会—能力(M-O-A)框架构建企业资源贡献的理论模型,并探讨产业竞合与组织因素的组合对创新绩效的作用机制,有助于厘清资源贡献行为及构成,了解资源贡献行为促进创新绩效提升的作用机制。以北京中关村示范区、苏州工业园区和天津经济技术开发区的中国高新技术企业为研究样本,运用定性比较分析法探讨资源贡献行为的动机、机会、能力要素与产业环境因素对企业创新绩效的组配效应。研究发现了可实现高水平创新绩效的6种路径,即反应型资源贡献、研发—能力利用型资源贡献、(利用式)能力塑造型资源贡献、(获取式)能力塑造型资源贡献、动机驱使型资源贡献、资源捕捉型资源贡献,为企业提升创新绩效提供可行的策略选择。  相似文献

The concept of expectancy on which many of the theories of workplace incentive programmes are based, claims that when employees are given a particular level of motivation, it will result in some level of performance. The general perception in Ghana is that public sector employees do not perform as efficiently as private sector workers because they lack incentives to do so. However, few studies have compared the incentive structures of the two sectors. Using empirical evidence from four telecom companies in Ghana, this article shows that the gaps between ‘state’ and ‘private’ have narrowed. Also, while incentive structures such as salary, fringe benefits and job (in)security are converging, critical performance management processes like employees' participation in decision‐making, performance appraisal, monitoring and credibility of sanctions are drifting apart. This article concludes that differences in performance between state and private companies may be explained by performance management processes and not incentive structures. It cautions that improved salaries and other office perquisites may not by themselves achieve organisational performance. Rather, incentives should be embedded in a broader approach through effective performance management processes. 绩效管理的核心目的是改进绩效,而绩效损失这一分析视角业已成为审视绩效生产与绩效提升的一个重要维度。以G省农业水价综合改革政策为例,对“治理缺陷型”和“价值偏离型”两类绩效损失的生成机理与影响因素进行分析。研究发现:两类绩效损失是在公共政策组织管理系统和公共价值建构系统中交互形成的,其公共价值因素与组织管理因素相互影响,共同作用于整体绩效损失的生成;其中,社会价值建构缺失构成了整体绩效损失生成的逻辑起点。此外,在绩效损失的生成过程中,经济发展水平和自然区位要素与其他影响因素耦合互动,并对绩效损失产生“放大效应”。未来应进一步开展相关的定量研究以探索绩效损失形成的关键区域,并提出具有针对性与可行性的矫正策略和治理路径。  相似文献

The issue of economic growth and human development has been a central concern in the oil and gas sector of Nigeria's extractive industry, and this has featured prominently in the agitations and generalized restiveness in the Niger Delta, the oil‐producing region. While many studies have focused on these problems, policies aimed at confronting them have not received much broad attention. This article bridges this research gap by holistically focusing on the solution to the problem. In doing this, the article examines the policies during the Obasanjo administration from 1999 to 2007 in order to critically assess the efficacy or inefficiency of the policies in reversing the general problem now known as the “resource curse,” and to offer a better understanding of the deeper political, social, and economic issues that drive outcomes. The article finds that while significant efforts were made to avoid the boom and bust cycle of oil and lower volatility by de‐linking public expenditure from oil revenue through the “oil‐price‐based fiscal rule,” generally, progress in this area was not matched by improvement in the other areas examined by this study, notably peace and safety of lives and oil/gas installations, the development of the oil‐producing region, environmental security and sustainability, and the transparent and accountable use of oil/gas revenues.  相似文献

Contracts and performance management, along with the concept of consumerism, have become the fundamental metaphors for New Public Management (NPM) and key changes in the public service. ‘Doing well while doing good’ and finding generally acceptable accountability measures for social services have become the perennial aspirations of planners, service providers and funders. This article examines the contingent factors and rationales behind the quality movement and recontracting exercise in reforming the delivery of personal social service programs in Hong Kong within the framework of New Public Management (NPM). It explains the use of long‐term relational contracts rather than the standard business contracts between the government as funder and non‐profit organisations as service providers. It also deals with the complex relationships among quality issues, quality standards, consumerism, accountability, performance indicators, and performance management.  相似文献
