Labour's current problems are the culmination of long‐term trends flowing from the rising cost of tax‐funded services and welfare and voters’ mounting resistance to higher taxes to pay for them. As a result of this, there is now a big gulf between the attitudes of Labour party members, and in particular the supporters of Jeremy Corbyn, and Labour voters—and an even wider gulf with the extra voters Labour needs to win a future election. This gulf is also wide in relation to a range of other issues, including immigration, education and economic ideology. For Labour to return to government, it needs not just to narrow the gulf in policy, but to persuade voters of its ‘valence’ virtues of trust and competence—qualities in relation to which Labour currently lags the Conservatives by large margins.  相似文献

This article looks at the UK Labour Party’s view of the EU single market over the last four decades, focussing on three case study periods when this issue was particularly salient: first, the time of the single market’s introduction under Neil Kinnock’s leadership; second, the A8 accession with Tony Blair as Labour Prime Minister; and third, between the 2016 European referendum and 2019 general election during Jeremy Corbyn’s time as party leader. This historical narrative uses the theoretical approach of Harvard economist Dani Rodrik—of a ‘trilemma’ faced by national policy makers in response to globalisation—as a lens to describe a clear arc in Labour’s policy towards the single market across the three case studies. A position of initial scepticism moved to support under Kinnock’s leadership, and then active encouragement under Blair, before coming back again under Corbyn to uncomfortable non-commitment. This arc directly correlates with the ebb and flow of the party’s overall economic approach—first the Keynesian, national Alternative Economic Strategy at the time of the party’s 1983 general election defeat; then, the deviation under Blair to a policy that actively encouraged cross-border market liberalisation; and finally the return to an Alternative Economic Strategy-style approach under Corbyn.  相似文献

Corbynism, to its internal critics, is a ‘hard left’ anachronism. New Labour, to its detractors, was basically Thatcherism. We argue that these meta narratives, critical to internal identity, are flawed. They are pulling the party apart for reasons of political strength and at the expense both of broader interpretation and longer-term cohesion. Through an analysis of ‘early’ New Labour, we show that how Blair’s project ended is not how it began, and therefore isn’t the whole story. The now half-forgotten history of New Labour in opposition holds important lessons, including for those trying—for the most part unsuccessfully—to keep the ‘modernising’ flame alive. If the modernisers are to win more converts to their cause they must learn to do what Blair and New Labour did in opposition and not what Blair says today. Drawing on the concept of Labour’s ‘ethos’, we offer five lessons from the party’s past.  相似文献

The IHRA definition is one of the most contentious documents in the history of efforts to combat antisemitism. Although it first became well known in the UK as a result of disputes within the Labour Party, the definition reaches well beyond that context, and has been adopted by universities, city councils, and governments. With its intensive focus on the critique of Israel as a marker of antisemitism, the IHRA definition has been heavily implicated in the suppression of Israel-critical speech in recent years. This article is among the first to adopt a global perspective on the definition—both its history and its content—clarifying the political stakes of this definition and broader paratextual apparatus for a general audience, and provides an explanation of why it should be rejected rather than used to censor Israel-critical speech.  相似文献

A recent change to the Labour party's nomination rules for leadership elections was the eighth such major modification of this brief clause in the party's rule book since 1981. These changes have provided a barometer of factional conflict over this period and indicate the importance of gate‐keeping powers in leadership selection. This article recounts the history of these eight rule changes. It shows how the proportion of Labour MPs (and later MEPs) required to nominate candidates in leadership elections has oscillated markedly, as the left has tried to reduce it while centrists have sought to increase it. The most recent change in 2017, when the threshold was decreased to 10 per cent of Labour MPs and MEPs, was a victory for the left. The article argues that the changes to Labour's nomination rules, while lower‐key than the extension of voting rights from MPs to ordinary members, have been just as significant.  相似文献

This article traces some of the rhetoric flowing from Jeremy Corbyn’s leadership of the Labour Party to the New Left, a political and intellectual movement in the UK which rose up to challenge the Stalinisation of socialism. These New Left lineages appear most clearly in the value denoted by both movements toward extra‐parliamentary politics. Indeed, the work of the New Left intellectual Ralph Miliband considers this factor to be a criterion by which we can assess the extent to which Corbyn’s party has surpassed the traditional ‘Labourist’ mould. By going beyond the movement’s early rhetoric, I show that it hasn’t. Instead, I present evidence that Corbyn’s Labour is a deeply social democratic one. The article offers an explanation for this assessment based on comparison of the contexts from which both the New Left and Corbynism emerged, and outlines an analytical path for future scholarship that emphasises continuity as well as change, and wards against ideological bias.  相似文献

The history of New Labour is highly politicised, deployed either for its policy lessons (good or bad) or as a weapon in Labour's factional struggles. But, just as historians in the 1990s reassessed the premierships of Harold Wilson and James Callaghan, so the distance of time and the opening of archives offers an opportunity to reappraise New Labour as history. Such work raises five methodological challenges: the lack of sufficient distance from the subject to tell whether policy innovations will remain popular and permanent; the long shadow the Iraq war casts over this whole period; the deluge of data and sources available; the continuing and controversial part that key actors, such as Tony Blair, are still playing; and the lack of expertise any one author will inevitably face in some policy areas. By applying narrative theory to the party political texts emerging within the UK Labour Party after 2010, which make up the corpus of One Nation discourse, we can grasp the underlying significance of this ideational revision of Labour Party and leftist thought. Through an identification and analysis of the sequence of texts and their constitution as a “story” that interpolates an underlying “plot,” we can see how a revision of Labour's “tale” offers to leadership a new party discourse appropriate to it, mediating—if not reconciling—the problematic duality of narrative authorship by both party and leader.  相似文献

Falling levels of membership and activism are threatening the Labour Party's status as a mass party. This problem has to be seen in the context of growing disillusionment with formal politics in Britain, especially among young people. If Labour continues to fail in socialising future generations of members and activists into its mission, its fate will be sealed. This article examines Labour's relationship with young people, with particular attention to the organisation of the Party's youth sections. It utilises the results of original research into the attitudes of young members to diagnose the problem of young people in the Labour Party, and assesses the prospects of meaningful reform.  相似文献

This article introduces the special issue on the politics of postcapitalism. Considering the theoretical foundations, empirical perspectives and political ramifications of claims made about a coming ‘post-work’ or ‘postcapitalist’ society, it maps existing debates through a discussion of two key recent texts, Paul Mason’s Clear Bright Future and Aaron Bastani’s Fully Automated Luxury Communism. It first surveys how the relationship between labour market trends, technological change and wider political-economic shifts is articulated in the postcapitalist literature. It then explores how concepts from Marx are deployed to depict social relations as a constraint on technological development and its utopian potentialities, leading to political demands for new class actors and electoral blocs centring on the new forms of economic and political activity associated with digital networks. It also considers the role of the state and how this theoretical and political approach envisions historical change, situating utopian visions of an incipient postcapitalist alternative to capitalism within the contemporary political context of authoritarian populism and challenges to liberal democracy. Finally, it explores the continuing relevance of humanism as a critical counterpoint to the social and philosophical agenda of present day ‘posthumanism’. It concludes that, in unfavourable political conditions, it would be strategically unwise to stake too much on an over-optimistic approach to the unfolding future. This outlook, it is suggested, carries considerable risks and consequences for a contemporary left in search of a viable electoral coalition and route back to power.  相似文献

Traditionally, the Liberal Democrats and their predecessors have gained seats from Labour and have always seen their support fall during a Labour government. In 2005, and in by-elections from 2003, the party reversed that trend. Yet, apart from particular success amongst Muslims, the resulting change in the social geography of Liberal Democrat support was not accompanied by any major change in the social and ideological character of the individuals who voted for it. The Liberal Democrats remain very much a party whose fortunes rests on its ability to garner protest votes; they are now simply able to secure such support from previous Labour voters too, perhaps because of their perceived ideological proximity to Labour. If the party's support rests once again at the next election on support for centre-left principles, this raises difficult issues if the party appears to be willing to put the Conservatives into government.  相似文献

This article takes stock of the state of women's political history in the twentieth century and suggests new lines of enquiry, drawing on the authors’ own work on the Labour Party. It identifies a number of key themes which have enriched histories of women and gender in the nineteenth and early twentieth century and considers how these might be developed. Firstly, it examines the significance of the local, and more particularly, the neighbourhood, in women's political lives. Secondly, it asserts the value of focussing on the membership, including the economic, social and cultural shifts that shaped their lives, the intersection of gender with factors such as age or ethnicity, and their own political identities. Finally, it stresses the importance of interrogating masculine cultures to understand how gendered dynamics played out. It concludes with a reminder that inserting women into established political narratives is insufficient: the point is to transform those narratives.  相似文献

This article argues that throughout its history, the leadership of the Labour Party has chosen to embrace a benign view of the Civil Service, as part of a wider acceptance of the constitutional status quo reflected in the Westminster model. There has nevertheless been a long tradition in the wider Labour movement that has questioned whether Whitehall is capable of working for a government with radical aspirations. This article examines Labour's historical approach towards Whitehall, before reflecting on the extent to which the present Administration, while appealing to radical and reforming rhetoric has, like its predecessors, continued to embrace the status quo. It concludes by arguing that a contemporary and credible narrative capable of challenging the Westminster model has yet to emerge from the broader movement.  相似文献

The Labour Together review of the 2019 election brings together polling data, survey data, interviews, and submissions from across the Labour movement. An unpopular leader, tensions around the Brexit position, and a manifesto which was not seen as credible, are all found to have contributed to the scale of the defeat, but Labour’s unexpectedly strong performance in 2017 also masked long-term issues in its connection with the electorate and within the party’s campaign organisation. The report attempts to move beyond simply diagnosing the difficulties the party faces, but some of the thorniest issues for the party to resolve are nonetheless left unresolved.  相似文献

The capacity of the state to deliver transformative social and economic change appears more limited today than since Labour was last in government. A future Labour government will therefore need to reckon with the challenges this presents when it comes to harnessing the power of the state to distribute power, wealth, and opportunity, effectively. This article considers two aspects of state power. The first is the ability of the state to enforce laws, and in doing so shape social and economic norms. With reference to past successes and failures, there is discussion of how laws and regulations could be made more effective. The second aspect is state intervention in the economy, and the circumstances in which it is possible and desirable to nationalise key industries. The case is made for a thorough assessment of the efficiency and efficacy of such interventions in the economy, especially when weighed against other policy priorities.  相似文献

Throughout the course of the early years of the Second Intifada, discourses of innocent child victimhood were in frequent use in statements to the western media from both Israeli and Palestinian groups, and in American and British media commentary on the conflict. This discourse has had important political consequences within and beyond the region. This paper will explore the social and political context of these discourses and the diverse actors that mobilised them. It will also analyse their role in legitimating acts of state and non-state violence, including during the 2009 Gaza conflict.  相似文献

Jeremy Corbyn's election and re‐election as Labour leader, together with the emergence of a new Conservative Prime Minister committed to Brexit, has led to renewed speculation about the possibility of a new party appealing to the ‘politically homeless’ in the centre and centre‐left of British politics. This article draws lessons from the SDP experience in the early 1980s. Are the structural conditions more favourable to the progressive centre‐left now than they were then? Is there the sociological, electoral and ideological space for a new party? Does first past the post remain an insuperable barrier to an electoral breakthrough? From whom and in what circumstances might the leadership for a new party come? For all the depth of Labour's current problems, a new party seems an unlikely immediate prospect. In 1981, the SDP made a major miscalculation about the irreversibility of Labour's decline. However, the process of fragmentation in British politics seems set to continue.  相似文献

In Britain and across Europe, the social alliances that sustained progressive politics for a century are disintegrating. The financial crisis of 2007–8 showed that Labour and its ‘third way’ European followers had got the economics of modern capitalism wrong. With the mainstream left compromised, it has been the nationalist right that has benefitted, re-defining politics around issues of nation, culture and identity. What is surprising is the number of influential voices across the centre and left of politics who have accepted much of this far-right analysis and adopted its language and terminology. These trends, especially post-Brexit, have crystallised in the UK around the label of ‘Blue Labour’. This article examines the fallacies and flaws of the Blue Labour tendency in four key areas—class, economy, family and race—and suggests alternative ways forward, which seek to forge rather than disrupt alliances between the working class and new social movements.  相似文献
