The aim of this article is to investigate whether or not and how immigration policies affect immigration flows. Such policy impacts have hardly been investigated so far as the necessary data is lacking. For the first time, two new datasets are combined to systematically measure immigration policies and bilateral migration flows for 33 Organisation for Economic Cooperation and Development (OECD) destination countries from over 170 countries of origin over the period 1982–2010. The study finds that immigration policies have an important effect on immigration flows and thus that states are able to control their borders. To some extent the control capacities depend on other factors in attracting or deterring immigrants. The article shows that the deterrence effect of restrictive immigration policies increases when unemployment rates are high. It appears that, in these contexts, states start to care more about effectively protecting their national economy. Moreover, policies are more effective for migrant groups from former colonies or when the stock of this group is already high in a destination country. In these circumstances, information on border regulations are more easily disseminated, which in turn makes them more effective.  相似文献

Conventional wisdom holds that terrorism has a wide-ranging impact on a polity. At the same time, a complementary, yet less extensive body of research discusses the impact of terrorism on the crux of representative democracy, namely its citizens. In contribution to that literature, and to further explore how external shocks affect public opinions, we propose a two-dimensional analytical framework to examine the effects of the November 2015 terrorist events in Paris and Saint Denis. Drawing from extant scholarship, we argue that we can expect both in-group solidarity and out-group hostility to increase in direct response to these events. This study relies on a regression discontinuity design to analyse a representative survey (DREES) that was in the field at the time of the events. Findings are two-fold. First, and perhaps surprisingly, we find no conclusive evidence of increasing out-group hostilities as a direct consequence of the terrorist events. Second, we find a definite strengthening of in-group solidarity indicators following the events. This not only confirms that citizens adjust their opinions in response to environmental stimuli, but also highlights the democratic resilience of citizens, particularly when faced with a collective threat. Altogether, these findings add to our understanding of why and how individual behaviour changes in light of exogenous shocks.  相似文献

Migration theories that build on economic incentives and social network effects will generally predict much more international migration than we observe. We have to 'bring the state back in' to explain why so few potential migrations lead to actual flows, and why these flows are highly selective. Immigration policies have been strongly shaped by particular nation-building projects but the increasing diversity of origins in contemporary migrations has also challenged and transformed perceptions of national identity at the receiving end. Bauböck discusses the need for studying integration regimes from a comparative and normative perspective. He examines characteristic features of four regimes - the United States, Canada, Israel and the European Union - and defends a conception of integration that embraces the ambiguities of the term: it should be understood as referring to the inclusion of newcomers as well as to the internal cohesion of the societies and political communities that are transformed by immigration. These two meanings are combined in a third one of integration as federation: the process of forming larger political unions from distinct societies. Particularly in the context of the European Union integration policies for immigrants should live up to the same democratic principles that are invoked for the political integration of the EU. This suggests a European agenda for harmonizing the legal status of third country residents and their access to citizenship. Bringing the state back in makes us also aware that the transnational communities of migrants are no substitute for access, status and rights within territorially bounded polities. Instead of portraying migrants as harbingers of the end of the nation-state, we should rather think how to transform nation-states so that increasingly mobile populations can still share in political authority, a bounded territory and a common historical horizon. This perspective of integration is 'transnational' rather than 'postnational'. A transnational perspective does not envisage the dissolution of nation-states, but emphasizes instead that societies and cultures increasingly overlap both in space and time.  相似文献

This article analyzes the recent changes in naturalization policies in three Nordic countries, Norway, Denmark and Sweden. Considering the homogeneity of the region in terms of culture, social structure and polity, the discrepancy in current citizenship regulation is remarkable. Similar problem definitions have generated diametrical opposite solutions. This is even more striking as the three countries, hailing on perceived ideas of common interests and various experiences of shared rule in different political constellations for the best part of the last 500 years, also cooperated closely in forging their national citizenship legislation from the 1880s up till 1979. The article gives perspective to this novel variation, analyzing the interplay between aims and means in the naturalization policies. Basic questions like citizenship rights, the social and cultural cohesion of the nation state, national ideology and questions of identity will be addressed.  相似文献

Settlement policies for immigrants seek to provide services for the needs of the newcomers during their initial stay in their new country. These services can be differentiated by the degree of discretion clients have over the manner in which the services are provided, i.e., in the form of in-kind or cash benefits, and by the conditions linked to receipt of these services. In recent years, the Israeli government has implemented an unusually liberal and relatively generous settlement policy that provides virtually unconditional cash benefits to immigrants. An examination of the decision-making process surrounding the adoption of this unique policy indicates that it can be linked to the need to deal with the mass influx of Soviet Jews during the early 1990s, power struggles between the agencies charged with immigrant integration, and the dominant Zionist and free market values of the decision-makers. This study of the settlement policy adopted in Israel during the 1990s not only can contribute to a better understanding of the decision-making process involved in social policy formulation but, on a more practical level, can serve as a model of dealing with immigrants that may be of relevance to other welfare states.  相似文献

The 7/7 London suicide bombings of July 2005 and numerous subsequent Islamist terror plots have highlighted the reality of an 'internal' threat to Britain. One governmental response has been the 'Preventing Violent Extremism' (PVE) programme. Whilst the educational aspect of its focus on Muslim young people is to be welcomed, there are serious concerns as to whether PVE policy, as currently designed, is falling between two stools. To date, the programme focuses exclusively on Muslim communities in flat contradiction to the integration policy priority of community cohesion, so risking further defensiveness from Muslim communities and resentment from white working class communities. Whilst ignoring the right-wing extremism growing in some of those white communities, PVE work with young people is actually failing to engage openly and robustly with the real political issues driving Muslim anger and minority extremist support. The confidence, understanding and skills of educational practitioners are vital here.  相似文献

In 2007 then French president Nicolas Sarkozy established the Ministry of Immigration, Integration, National Identity and Cooperative Development. Ocak investigates what the ministry wanted to achieve by promoting national identity and linking it with immigration. Focusing on the so-called selective immigration policies and the national identity debate, she examines the ways in which neoliberalization hollows out the nation-state and transforms its relations vis-à-vis citizens and, as a result, increases the need to perform sovereignty to counterbalance the crisis of the welfare state. The articulation of the undesired immigrant figure and the project to engage French citizens in the management of the immigrant operate, she suggests, as tactics to smooth this transformation and compensate for the losses that the French citizens experience as a result of the reign of neoliberal policies.  相似文献

Systematic research comparing the views of populist radical-right parties with respect to gender issues is still scarce. Akkerman’s article aims to fill this gap by comparing the positions of the six most successful populist radical-right parties in Western Europe. Her focus is on gender issues in the policy domain of family relations, on the one hand, and in that of immigration and integration, on the other. A combination of quantitative and qualitative analyses of external and internal party documents has been used to assess the positions of the main populist radical-right parties with regard to these two policy domains. Akkerman's analysis shows that, in the domain of family relations, the parties are traditionally conservative or adopt a more flexible modern conservative position. Compared to mainstream right-wing parties, which are consistently more liberal than their radical-right counterparts, conservatism on issues relating to the family sets the radical parties clearly apart. Yet, as this particular profile tends to become less salient over time, it is doubtful that gender issues in this traditional policy domain will continue to be a defining characteristic of these parties. Gender issues have gained importance for populist radical-right parties in the domain of immigration and integration policies but, in this context, the parties do not display a conservative profile. They tend to emphasize the principles of gender equality and sometimes also gay rights, although these commitments are mainly rhetorical and instrumental to anti-immigration and anti-Islam agendas. Conservative views of gender remain the defining, albeit less salient, characteristic of these parties.  相似文献

ABSTRACT

Critics and defenders of liberal nationalism often debate whether the nation-state is able to accommodate cultural and political pluralism, as it necessarily aspires for congruence between state and nation. In this article, I argue that both sides of the debate have neglected a second homogenising assumption of nationalism. Even if it is possible for the nation-building state to accommodate multiple political and cultural communities, it is not obvious that is possible or desirable for it to accommodate individuals belonging to more than one nation. With the rise of international migration, and the growing number of multinational individuals, this flaw is a serious one. I advance an internal critique of liberal nationalism to demonstrate that, from within its own logic, this theory must either reject multiple national identities, or accommodate them at the cost of the normative justifications of nationalism it provides. By analysing David Miller’s influential analysis of national identity in divided societies, I demonstrate how this framework is unable to support an accepting attitude towards multiple national identities.  相似文献

The concept of comprehensive national power (CNP) that encapsulates the sum total of a nation’s power, which includes its economic, military, science and technology, education, resources, and global influence, becomes a prerequisite for it, in order to counter this new generation warfare. ‘Policies of multiculturalism are often criticised for undermining national identities in one of three ways and in this article I suggest why this is questionable and then point to a more plausible relationship between the two. More specifically, I offer a hypothesis which is that policies of multiculturalism change national identities and I argue that this hypothesis is both theoretically plausible and empirically plausible in at least one instance. This argument is made in three stages and in the first of them I explain what I think policies of multiculturalism and national identities are. In the second stage I present my hypothesis and explain why it is theoretically plausible. In the third stage I use new evidence to suggest why my hypothesis is also empirically plausible in at least one instance. In the final stage I show why a sceptic who might doubt whether my hypothesis is plausible in other instances need not do so.’  相似文献

Western democracies have developed complex policies to manage migration flows. Much of the scholarly literature and political discourse assume that countries have become increasingly selective and that they prioritise economic intakes. Despite clear efforts by policymakers to distinguish between refugees and migrant workers, we know surprisingly little about how countries combine different policy dimensions and which factors shape their relative openness to different target groups. In this article, we shed light on how countries combine two of the main admission channels, asylum and labour migration, by introducing the concept of the ‘immigration policy mix’. A comparative analysis of 33 OECD countries between 1980 and 2010 examines the pattern and drivers behind their immigration policy mix: Does the policy mix follow a pattern of convergence, is it subject to political dynamics or is it path dependent? The results reveal that despite a shift in political sympathies from asylum to labour migration, countries' immigration policy mixes have strongly converged into more liberal policies overall. The immigration policy mix primarily reflects governments’ limited room to manoeuvre due to competing political pressures. These insights demonstrate that the immigration policy mix serves to enhance our understanding of countries’ complex regulation of immigration.  相似文献

What explains the French government’s unwillingness to accept more legal immigrants or at least ignore those who enter or over-stay clandestinely? This paper answers this question by exploring the political economy and regulation of undocumented immigration in France during the 1990s. In light of a broad liberal and Marxist literature on the political economy of immigration, I argue that three ‘proximate determinants’ shape the regulation of undocumented immigration in France (a ‘Europeanized’ security agenda, ‘self-limited sovereignty’ and control of the labour market, especially informal employment). However, these proximate determinants do not necessarily excavate the social relations of power (that is political economy) which constitute the basis for policy making. I argue then that a return to the importance of the labour market (and thus the class and racial constitution of French society) is essential, but without a simple return to Marxist political economy. Instead, I suggest the value of ‘virtualism’ for carving out a new post-structuralist/‘postmodern’ political economy of immigration.  相似文献

What explains the variation in institutional adaptation of national parliaments to European integration? Whereas the existing literature has mainly focused on domestic conditions, this article explains institutional adaptation to integration by focusing on inter‐parliamentary diffusion. The argument draws on ‘learning’ mechanisms of diffusion on the demand side and on ‘emulation’ mechanisms on the supply side. Parliamentary demand for external inspiration is related to uncertainty about functional oversight institutions, and the selection of sources to perceptions of similarity and success. Demand arises in new European Union member parliaments and young democracies that then turn towards culturally alike countries and old democracies. Using spatial econometrics, support is demonstrated for the argument in the article while ruling out alternative diffusion mechanisms such as spatial proximity and learning from Scandinavian frontrunners once links along cultural similarity and democratic experience are controlled for. The results underline the limits of the ‘isolated polity’ approach in the comparative study of institutions in Europe's closely integrated political system, while also showing that, even in this favourable environment, diffusion pathways are contingent on the mechanisms generating demand among policy makers and shaping their selection of sources for external information.  相似文献

This article treats Enoch Powell's ‘Rivers of Blood’ speech as an example of the epideictic rhetoric of blame and exclusion. Drawing on a framework proposed by Celeste Michelle Condit, the analysis explores the functions of the address for the speaker and for the audience. Of particular concern are Powell's self‐presentation as a statesman and prophet; his account of the impact and consequences of unrestricted immigration; and his portrayal of a community where ordinary, decent English people were being displaced and victimised by Commonwealth immigrants—a process in which he claimed the authorities were complicit. For the audience, the speech gave public expression to their concerns about immigration, though Powell's predictions of a dystopian future also aroused sentiments of anger and foreboding. Despite the controversy that ensued, the impact of ‘Rivers of Blood’ was far‐reaching, and its influence is still apparent in contemporary debates over immigration.  相似文献

How do radical right populist parties influence government policies in their core issue of immigration? This article provides a systematic analysis of the direct and indirect effects of radical right anti-immigration parties on migration policy reforms in 17 West European countries from 1990 to 2014. Insights from migration policy theory serve to explain variations in the migration policy success of the radical right. While previous studies mostly treat migration policy as uniform, it is argued that this approach neglects the distinct political logics of immigration and integration policy. This article reveals significant variations in policy success by policy area. While immigration policies have become more liberal despite the electoral success of the radical right, when the radical right is in government office it enacts more restrictions in integration policies. Accordingly, anti-immigrant mobilisation is more likely to influence immigrants’ rights than their actual numbers.  相似文献

The 'war on terrorism' engages all the institutions of the state. A constitutional structure devoted to protection of liberty must place a paramount value on separation of powers, and a parliamentary democratic constitution should ensure that the ultimate locus of responsibility rests in the legislature, the only branch which has a direct connection to the citizens. However, in an ironic reversal of practice that prevailed before the coming of mass democracy, Parliament in the UK since the early twentieth century has largely accepted a supine role compared to the executive in matters of 'national security'. The judiciary, despite the enactment of legally enforceable human rights, has also manifestly failed to exercise its proper function of curbing abuses of state power. The result is an over-mighty executive, able to draw upon the deference of other branches of government in prosecuting the 'war on terrorism' on the battlefield and in the statute book, which has trampled on individual rights with virtually no check or counte-balance. ABSTRACT

The semantics of cultural diversity, based on the political discourses of immigration as they appear in integration and anti-racist policies in Andalusia, underline the sense of Otherness of immigrant groups. In this article, Castaño, Martínez and Periáñez focus on the most relevant texts in the Planes Integrales para la Inmigración en Andalucía (Comprehensive Plans for Immigration in Andalusia). To date, these texts have formed the most significant discursive framework for representations of the third sector, trade unions and public agencies involved in the management of diversity. The key ideas in the plans revolve around transnational political references in the context of the European Union (EU). They impose a sense of Europeanness on Andalusia that is in opposition to its historical heritage, endogenous diversity and cultural specificity, and thus steer the imaginary of Andalusia's identity towards a Eurocentric idea that enhances the region's peripheral position. Immigration is regarded in the hegemonic media discourse and the social imaginary as a risk and a social problem. Integration policies, despite being couched in anti-racist rhetoric, are specifically targeted at immigrants, further enhancing the idea of Otherness. The notion of interculturality is the leitmotiv of these policies. In practical terms, however, action is limited to empty measures in the field of education. These policies, in sum, neutralize, rather than reinforce, the sense of equality on which interculturality is based. The examination of the intertextuality of Andalusian, Spanish and European discourses reveals the conformity of the discourse of Andalusia's coloniality within the framework of the EU.  相似文献
