Is the Australian Labor Party (ALP) one party, or eight? Academic accounts of the ALP throughout its history have emphasised the importance of state-based policy-making and organisation as evidence that the “life of the party” occurs within state and territory branches. However, over the last three decades, changes to the national conference and constitution, the increasing prominence of national leaders and the professionalisation of campaigning practices have arguably created the conditions for a far more centralised organisation, raising the question of whether, in 2019, there is anything distinctive about the ALP state and territory branches beyond the jurisdictions in which they operate. In this article, we investigate the distinctiveness of state Labor branches in terms of their formal organisational diversity and the characteristics and attitudes of their supporters. Using data from an original survey of Australian party supporters conducted in 2016, as well as undertaking an analysis of formal party rules, we show that the ALP exhibits a high degree of organisational uniformity across its branches, and supporters of the party in all states and territories very closely resemble each other. We conclude that even though the party maintains a federal structure it is possible to study its supportership and formal structure as a national organisation.  相似文献

One of the most problematic aspect of p‐values is the tendency to dichotomize, whereby statistical significance is equated with scientifically worthwhile and insignificance with worthless findings. This article outlines two approaches that move beyond such dichotomies: minimum Bayes factors and the analysis of credibility. Their use is illustrated through a simple example. The examples show that significant findings may not always be as telling as statistical significance would suggest, whereas non‐significant findings may contain considerable evidence about effects.  相似文献

This article reviews Andrew MacGregor Marshall’s A Kingdom in Crisis: Thailand’s Struggle for Democracy in the Twenty-First Century, a book on how Thailand’s political challenges relate to the Thai monarchy. The review draws comparisons between the excitement surrounding the publication of the acclaimed book The King Never Smiles in 2006 and the recent reaction to the publication of A Kingdom in Crisis. It argues that the book is an important contribution because it informs a wide audience about the damaging political role of the monarchy, but it repeatedly ignores an already existing corpus of literature that deals critically with Thailand’s monarchy. Moreover, its focus on the succession as the key factor in the ongoing political crisis is unnecessarily narrow and should have been complemented by an analysis of structural forces as drivers of change.  相似文献

Whilst the desperation of key international Zionist leaders, such as Chaim Weizmann, to field a fighting force against the Nazis consisting entirely of Palestinian Jews is evident in their correspondence, it is difficult to ascertain just how significant the practical contribution of the Jewish Brigade was to the Zionist project. The political effect of activities such as facilitating illegal immigration and, post-war, quietly training Jewish underground forces in Palestine cannot by their very nature be evaluated. Yet perhaps the Brigade's most important contribution to the embryonic state of Israel was the huge leap in political and cultural strength that boasting such a force represented.  相似文献

The International Criminal Court (ICC) ran into considerable controversy almost immediately after its creation. More than 10 years later, the tension between the court and the AU is palpable. The court’s perceived political prosecutions as well as procedural flaws in light of the power bestowed on the UN Security Council under Article 13(b) of the Rome Statute are some of the areas of contention. However, despite the obvious flaws of the ICC, there is also widespread scepticism that the AU can be trusted to mobilise sufficient political will to deliver justice on the continent, more so in cases where the perpetrators are sitting heads of state or government. In lieu of cooperation with the ICC and the UN, can the AU deliver justice to victims of gross human rights abuses? Are extraordinary African Chambers such as the one created in Senegal to try the former Chadian dictator Hissene Habre an alternative to the ICC? This article argues that it is only through a partnership of convenience between the AU and the UN that victims of human rights abuses on the continent can access justice. Furthermore, the article opines that calls for African states to withdraw from the ICC en mass must be vigorously opposed.  相似文献

The Royal Commission into Institutional Responses to Child Sexual Abuse has shown us the multitude of ways that children were vulnerable to sexual violence. This article explores child sexual abuse outside of institutions, and the development of concepts of trauma in Australia in the 1970s and 1980s. From the mid-1970s, there was increased social, medical and legal focus on child abuse. Driven originally by feminists, there was a new interest in the psychological impacts of abuse, including analysis of the grief, despair, fear and anger experienced by survivors. The explosion of interest in child sexual abuse was mainstreamed in the Royal Commission into Human Relationships (1974–1978) and in discussion leading up to the United Nations Convention of the Rights of the Child (1989). Across the 1980s, public recognition grew concerning the dangers of sexual violence against children, and, in particular, the increased knowledge and interest in intra-familial assaults. This article will chart the dramatic shifts in public consciousness around sexual abuse, particularly around ideas of harm and trauma. It will also suggest that despite a substantial change in cultural views on sexual assault, improvements for child victims were slow to filter through to the criminal justice system.  相似文献

In the context of the “war on terror”, Australian leaders announced that an increased threat of terrorist activity existed within Australia in 2014, which was generated by young people travelling to engage in military activity in the Middle East and returning “radicalised”. The prime minister at the time, Tony Abbott, called on Australians to rally together, in the face of such a threat, as “Team Australia”. This article analyses the responses by cartoonists to this call, focusing on the way the notion of Team Australia is portrayed as a challenge to core aspects of Australianness, such as mateship, multiculturalism and the “fair-go”. Frame analysis is used to explore how the cartoons connect with the broader populace and represent, challenge, reconstruct and rely on implicit and explicit understandings of Australianness. The cartoons frame Abbott’s Team Australia as exclusionary, unfair, politically elitist, anti-multicultural and “un-Australian”, even while pursuing a nationalist project.  相似文献

Japanese Prime Minister Abe Shinzo has emerged as the “comeback kid” of Japanese politics and in his second term of office is now widely regarded as a rare example of strong leadership as he seeks to arrest and reverse his country’s perceived decline. The strategy to achieve these objectives has come to be known as the “Abe Doctrine,” which represents a radical but risky shift in foreign policy. This article outlines the tenets of the evolving Abe Doctrine and then applies them to the Abe administration’s behaviour in the mechanisms of global governance, a highly pertinent but overlooked example. It argues that although a more strategic and coherent approach to global governance has emerged under Abe than had been previously evident, this has been at the expense of the norm of internationalism that has traditionally shaped Japan’s role.  相似文献

This article examines how Australia's successful campaign for a non-permanent seat on the United Nations Security Council (UNSC) (2008-12) and its subsequent term on the Council (2013-14) both encouraged and impacted on the country's engagement with Africa. Drawing on extensive interviews with senior Australian politicians and government officials with intimate knowledge of the country's campaign for the UNSC and its time on the Council, as well as with senior African diplomats, the article contributes new knowledge on how Canberra campaigned to secure African UN votes and how it engaged with the Council's Africa-dominated agenda. The article concludes by evaluating the legacy of this period of high engagement for both ongoing Australia-Africa relations and Australia's new campaign for a UNSC seat during the 2029-30 term.  相似文献

The purpose of this paper is to re‐examine from a multidimensional perspective the possible existence of a single path that could have conditioned the degree of welfare state development (WSD) in Latin America. Economic/industrial development, trade‐openness, democracy and the strength of leftist parties‐labour movement are used as explanatory variables in the qualitative comparative analysis. In contrast to previous findings, this paper shows that there is no evidence of a common path followed by countries with a relatively high/medium WSD. Nevertheless, countries that experienced a low economic/industrial development combined with a low democratic experience were conditioned to have low WSD.  相似文献
