The proliferation of partnership working across the British state raises difficult questions for democratic control and public participation. It is widely anticipated that 'community plans' - comprehensive strategies to promote social well-being - will address these issues, by facilitating public involvement in the governance of local areas. This paper examines community planning in Scotland to assess how far this hope is justified, drawing on government-sponsored research and a case study of community planning conferences. While community planning is extending opportunities for involvement, democratising local governance is subservient to dominant concerns with promoting joint working and demonstrating added value. Participatory events are structured to sustain belief in these activities.  相似文献

This paper presents the results of a survey of English and Welsh local authority planning departments which asked planning officers their views with respect to planning and renewable energy. National government dictates national policies. Local authority planners, however, feel uncoordinated and lacking when making decisions about such developments. Often battered by sophisticated assaults unleashed within the adversarial planning system arena, planning professionals are often left without the ability to compose counter-arguments with which to promote environmentally less damaging proposals in line with 'the greater good'. This has led to the rise of NIMBYism, lack of innovation and is a barrier to successful national renewable energy policy aims.  相似文献

This article takes a new look at the institutional core of China's economic planning—the State Development and Planning Commission (SDPC, 1998–2003)—focusing on its role in approving and fundraising for major capital investment projects. The primary objective of this inquiry is to identify changes in the network structure and procedures of inter-agency relations and central planners’ interactions with national legislators, which have produced a diversity of ‘organizational microclimates’ that shape the coherence of the national economic bureaucracy and central–local fiscal relations. Based on interviews of high-level officials and case studies of investment projects in energy, information technology, and transport sectors, it is argued that administrative reforms aiming to improve SDPC's regulatory capacity have been predicated on a concerted effort by key agencies and ministries under the State Council to reduce the window of opportunity for local and industrial interests to politicize capital allocation decisions. This finding suggests caution in interpreting contemporary China through the comparative lenses of a developmental state, a regulatory state, or a fiscal federalist system.  相似文献

This article explores the salient, often ignored, convergences between the discourses of colonizers and the colonized in Africa. Using Nigerian criticisms of British colonial handling of the Great Depression, and a similar critique of British colonial economic recovery measures penned by the British colonial statistician in Nigeria, S.M Jacob, the article contends that, in spite of stylistic and motivational differences, both sets of critics desired similar colonial reforms and were grounded in a common desire to compel British colonialism to fulfill its paternalistic promises to Nigerians during a time of economic crisis. The article argues that the two bodies of anti-colonial criticism wittingly or unwittingly sought to salvage the colonial enterprise by compelling the colonial state to avert public outrage that might threaten British rule. Although Nigerian critics recognized the imperative of eventual self-government, their critiques and those of Jacob were united in their common conviction that the best way to avert a further discrediting of British colonial rhetoric was for the state to provide relief to Nigeria's economically beleaguered peoples. Both sets of critics desired a colonial system that functioned effectively for the benefit of Nigerians, even if their motivation for desiring this outcome and their ultimate goals differed.  相似文献

Accession to the European Union (EU) constitutes one of Turkey's primary foreign policy objectives. However, to establish whether the country would benefit from becoming part of an integrated Europe, its foreign policy alternatives to EU membership must also be examined. The first part of this article analyses Turkey's changing relations with Europe. Against this backdrop, the article then moves to assess Turkey's partnership with the USA and the potential of maintaining a close relationship independent from Europe. The role of Russia, Turkey's old neighbours and relations with the Turkic states, as well as the potential for attaining a leading role among them, are also considered. The argument is that Turkey may exploit its geostrategic position to pursue its core foreign policy interests and even assume an important regional role. However, Ankara ought to concentrate on what has long been its priority – full Turkish membership of the EU.  相似文献

Drawing on a Polanyian analysis of the land question, this article aims to analyse both Western and Indigenous cosmologies of Abya Yala—the name that indigenous peoples give to the American continent—to understand the relationship between human beings and land and nature. These cosmologies are at the heart of the way in which two distinct societies construct their regional space, one from ‘above’, the other from ‘below’, and they are therefore key to understanding today’s climate change problématique. Following this nexus it is argued that, since the end of the Cold War, a new regional ‘double-movement’, unleashed by the quest for land and natural resources has been in the making. This is a superstructural or legal battle between Western transnational regime-making and a law that originated at the ‘centre of the Earth’. The article explains both regionalisms and the dialectical interaction between them and demonstrates that Karl Polanyi’s legacy remains relevant for the 21st century.  相似文献

This article is an analysis of the changing role of research on local governments in Central and Eastern Europe (CEE) within mainstream European studies. It refers to dependency theory (Wallerstein, Prebish) as applied to scientific research. It classifies CEE as being in the semi-periphery of academic research. The empirical analysis consists of two parts: (1) qualitative review of the most important of the comparative studies of European local governments. It includes a discussion on the role of local governments and researchers from CEE in these studies; (2) quantitative based on an analysis of articles published in international journals and citations for those articles in Scopus. The analysis covers 14 countries (all new member states who joined the EU from 2004 onwards, plus the Balkan countries: Albania, Macedonia, and Serbia).  相似文献

Each terrorist organization faces a critical tradeoff between effectively managing the organization's violent behavior while remaining secure from counterterrorism efforts. Drawing on organization theory and terrorism literature, this article develops theoretical linkages between the organizational design of a terrorist group and this critical tradeoff. It considers the impact of four key design parameters: membership, operational space and time, formalization, and centralization. The first two structural parameters construct the physical anatomy of a terrorist organization. The latter two structuring parameters prescribe or restrict the behavior within this organizational context. Net advantages by means of rising structural design parameter values are increasingly offset by the organizational strength and security vulnerabilities that inherently follow from the rising structuring parameters.  相似文献

This paper addresses the philosophical question whether the nation?Cstate will be entering a final phase of demise or whether it will continue to prosper within the framework of the era of regional blocs and globalization. In order to do so, we briefly put forward some theoretical premises in relation to the nation?Cstate and globalization and how they have affected each other. This discussion also draws from the recent experiences of the international economic crisis and how the EU reacted in relation to the serious economic crisis of Greece. We also assess the case of Cyprus within the framework of this discussion. The question raised in relation to Cyprus is whether there can be an integrated society that encourages a particular common value system and also respects the ethnic identity of citizens and communities. Theories of multi-level and network governance have been applied to changes derived from processes of Europeanisation. These theories reflect vertical and horizontal interdependencies which may erode the power of the central state vis-à-vis supra-national and regional layers of governance. This paper suggests that through the enlargement process institutional adaptation has been uneven and led to the creation of a democratic deficit. It suggests that metaphors of asymmetry or variable geometry better reflect the reality of fluidity and dynamism in the distribution of powers at differing territorial levels in accession states.  相似文献

Donors inveigh against corruption, yet give more aid to corrupt governments. Debate continues on the causes of developing country corruption, but with little consideration of the possibility that the behaviour of donors may unintentionally promote corruption. This article looks at the example of Mozambique, where corruption grew rapidly in the 1990s. It argues that the donor community is prepared to tolerate quite blatant corruption if the elite rapidly puts into place ‘market‐friendly’ policy changes. The article notes that the Mozambican elite is divided, but the group which challenged high level corruption also criticised World Bank adjustment policies; donors opted for the corrupt faction that told the donors what they wanted. Donors try to avoid the issue by concentrating on institutional reform, which the corrupt faction has so far been able to bypass. The issue is compounded by Mozambique's reputation as one of the World Bank's few success stories in Africa, and donors are reluctant to besmirch that image by publicly raising the corruption issue.  相似文献

This article suggests that although women participate in voting during district assembly elections and are very active in voluntary associations where the majority of them exhibit their leadership skill, they are marginalized in local governance politics. Their leadership qualities have not been translated into leadership opportunities in local governance because of factors such as patriarchy, poverty, lack of access to financial resources, and illiteracy. The study recommends that more attention should be paid to more training at the grassroots level using women’s voluntary associations to improve women’s agency in contesting for, and participating in, local governance elections.  相似文献

Abstract

The exponential growth in the size of the private security sector (PSS) in Africa has helped give the issue of its regulation new importance. Yet the ongoing debates over what laws should be passed and by whom tend to ignore the more basic and arguably urgent question of whether African states' justice systems are sufficiently robust to give this legislation meaning. The aim of this paper is to cast some much needed light on this topic by drawing lessons from Nigeria's current experiences. By tracing the development of its PSS code and examining instances of malpractice in its justice system, the article argues that its regulatory framework is fundamentally compromised by corruption.  相似文献
