This article examines the influence of Europeanization on the relationship between ministries and agencies at the national level. The core argument is that the differentiated nature of the international environment (with policy development often transferred to the international level and policy implementation left at the national level) transforms national agencies into policy‐developing actors that shape policies without being directly influenced by their national political principals. The increasingly common involvement of national agencies in European policymaking processes thereby increases these agencies' policy‐development autonomy but does not change their role in policy implementation. We examine this argument by testing an innovative hypothesis—the differentiation hypothesis—on a combined data set of German and Dutch national agencies. Our empirical findings support the hypothesis in both countries, suggesting that similar effects can be expected in other contexts in which semiautonomous agencies are involved in transnational policymaking.  相似文献

This paper presents a positive theory of (de)centralization of policy decisions in an international union -defined as a supranational jurisdiction that may exercise a policy prerogative on behalf of member countries. I build a benchmark model where national lobbies can coordinate (i.e. form a trans-national lobby) at no cost and show that lobbying does not affect the fiscal regime. On the other hand, when interest groups cannot coordinate, decentralization emerges as a political equilibrium with lobbying. Policy centralization hurts national lobbies by increasing competition for influence. At a constitutional stage, interest groups induce politically motivated governments to reject centralization. Three extensions show that this result depends on the level of cross-border externalities; the voting rule at the constitutional stage; and the details of the institutional decision mechanism under centralization.  相似文献

Canadian experience under the 1982 Charter of Rights contradictsthe orthodox understanding of judicial review as a decentralizinginstitution that performs a checking or blocking function. Charterpolitics in Canada suggest that in a federal system, judicialreview can also enhance values and policies favored by the nationalgovernment at the expense of the constituent units. Rather thanweakening the policy capabilities of the federal government,the Canadian Charter has enhanced its influence. The Charterhas undermined the policy autonomy of the provinces by givinga policy veto to the Supreme Court, an institution that is morereceptive to the policy preferences of national elites, especiallyin the area of language policy. This has aggravated French-Englishrelations, because of the high incidence of judicial nullificationsof Quebec's restrictive language policies. Elite attempts tocompensate Quebec by way of new constitutional amendments (e.g.,the Meech Lake Accord) have been thwarted by the emergence ofan influential coalition of postmaterialist social interests,which use Charter litigation to promote their nonterritorialpolicy objectives. These "Charter Canadians"have opposed constitutionalamendments that would "weaken" the Charter or the Court. Thiscoalition has broken Canadian governments' historical monopolyon the constitutional amending process. By stimulating the democratizationof constitutional politics, the Charter has weakened the institutionsof consociational democracy and elite accommodation. This hasdiminished the influence of all the provinces, but especiallyQuebec, thereby contributing to the recent rise in secessionisttendencies within Quebec.  相似文献

This article analyses political attitudes to the union in England, Scotland and Wales after the Scottish independence referendum. Using public opinion data, we explore constitutional preferences and perceptions of national grievance, before examining the role that national identity plays in structuring preferences. Our evidence shows that considerable demand exists for nationally demarcated forms of government within the UK, although these constitutional preferences do not translate in support for policy diversity across the UK. We also find evidence that these constitutional preferences relate closely to national identity, but relate also to appeals to national interest.  相似文献

Much attention has been paid to government ‘blunders’ and ‘policy disasters’. National political and administrative systems have been frequently blamed for being disproportionately prone to generating mishaps. However, little systematic evidence exists on the record of failures of policies and major public projects in other political systems. Based on a comparative perspective on blunders in government, this article suggests that constitutional features do not play a prominent role. In order to establish this finding, this article (a) develops theory‐driven expectations as to the factors that are said to encourage blunders, (b) devises a systematic framework for the assessment of policy processes and outcomes, and (c) uses fuzzy‐set qualitative comparative analysis to identify sets of causal conditions associated with particular outcomes (i.e., blunders). The article applies this novel approach to a set of particular policy domains, finding that constitutional features are not a contributory factor to blunders in contrast to instrument choice, administrative capacity and hyper‐excited politics.  相似文献

European politics is still dominated by representative and parliamentary national systems of policy making. These systems can be seen as chains of political delegation from citizens through parliamentarians and executive office holders to civil servants. In these chains, a major trend for the past thirty years, and more strongly during the second half of that period, is a strengthening of agents' accountability to the principals. But, simultaneously, citizens' ability to exercise accountability through parliamentary democracy is eroding because of a decline in political party cohesion. Concurrently, constraints external to both the constitutional chain and political parties are growing stronger.
The changes along these three dimensions lead to a situation in which democratic principals commonly decide more about less. Thus, while reforms have strengthened the constitutional parliamentary chain of governance, there is also an ongoing de-parliamentarisation of modern politics. The main motivation for this special issue is to investigate this general phenomenon through a set of focused case studies of the Nordic (here known as 'Scandinavian') countries. These analyses show important differences in how these trends have been manifest. In one country, Finland, the parliamentary chain has actually grown in strength and importance in the last decade.  相似文献

Since the launch of the Sputnik satellite and the start of the modern space age, nations have sought to capitalize on the scientific, political, and economic returns that stem from that frontier. In the United States, national policy guides the development of the space industry as an economic force and is itself guided by recommendations from periodic committees and other bodies. Although these policies have produced clear scientific and political rewards, the economic results are more mixed. In particular, manned orbital spaceflight has long struggled with issues of sustainability. This article uses a macroeconomic approach to identify the subtle but critical differences between manned orbital spaceflight and the rest of the space industry that increase the cost structure of the industry and work against its sustainability. In recognizing these differences, the authors propose a fundamental shift toward the industry model applied to manned orbital spaceflight that incorporates a federal capability addressing on-orbit emergencies. Not only can this capability reduce the difficulties that these differences create, but it fulfills a natural partnering role between government and private industry that is presently missing.  相似文献

Abstract

This article aims to compare discourses about national and European policies on active citizenship and democratic participation, with a particular focus on youth and migrants. For this purpose we analysed official documents of public institutions and nongovernmental organizations (NGOs) in order to assess how the process of Europeanization has influenced national policies with regard to increasing political participation and citizens' civic awareness. Additionally, we conducted interviews with policy makers and NGO leaders in order to integrate and compare different levels of discourse and thus identify potential dissonances. Analysis of the documents shows that there is a strong concern to match national policy priorities with those established by international organizations. Notwithstanding positive perceptions, NGO leaders and policy makers criticize the ways policies have been implemented, stressing the need to adopt a strategy that bridges the gap between the prescribed and the real, as well as the importance of overcoming the hegemony of economic factors in policy decisions. In this regard, NGO leaders criticize the cynicism of political leaders and policies motivated by demographic and economic concerns. In relation to European identity and integration, NGO leaders argue that Europe must be collectively constructed; yet, policy makers stress that the failure of the Constitutional Treaty in 2005 resulted from a deficit in the negotiation process. In sum, this article suggests that it is necessary to promote greater involvement of civil society in the design and implementation of policies which, in turn, may contribute to the strengthening of shared democratic principles.  相似文献

The focus of this paper is on the evolution of access to space from its beginnings as an idea to its implementation as a usable technology. This evolution takes place through the policy process that encompasses agenda setting, formulation, implementation and change. Agenda-setting is where the idea for access to space emerges. Formulation concerns the concepts and policies that then allow for implementation of launch vehicle technology. Implementation generates specific outcomes. These outcomes are initially characterized by rapid technological innovation followed by a steady state of development. The path of development is one of how access to space became wedded to national security. Changes occur as commerce and economics begin to play a role in access to space. The policy process evolves through the actions of the pertinent actors. An examination of the ways in which these pertinent actors interpreted, formulated and implemented the idea and technology of access to space is discussed. The interactions among actors take place on the basis of political, organizational and technical decisions that actors make in regard to access to space.  相似文献

This paper examines the use of evidence in collaborative policy making focusing on the challenges of implementing national decarbonisation policies in regional areas. Its case study of a staged policy intervention to promote the ‘transition to a low carbon economy’ in Victoria's coal‐dependent Latrobe Valley reveals the selective use of evidence to support policy directions that emerged from the interaction of policy knowledge and the political mood. The paper shows how local conditions can be manipulated to enable the production of evidence consistent with the policy objective, but also suggests that despite combining orchestrated evidence with customised forms of networked governance, it is not possible to suppress or deflect unresolved political disagreements.  相似文献

Many researchers have redefined citizenship to better understand the membership status aspired and demanded by contemporary migrants. As a result, the concept of ‘membership’ as opposed to citizenship was proposed in delineating the decoupling between citizenship and nationality; immigrant demands for rights and state policies in response can thereby be interpreted without considering the political meanings of citizenship. However, the decoupling of citizenship and national identity can be challenged when it comes to dual citizenship, especially when the homeland and host states are engaged in political tensions. This article examines the shifting policies of China (the People's Republic of China, or PRC) and Taiwan (the Republic of China, or ROC) towards the citizenship conferred to Taiwanese migrants in China. The findings of this research suggest that political dimension (including political rights and obligations) should be regarded as an integral part of citizenship (i.e. national membership) especially in the rival-state context. The Taiwan–China case can contribute to our understanding of citizenship policy changes under the double pressure of inter-state rivalry and globalization. The globalizing forces help create conditions for ‘flexible citizenship’ in the ‘zones of hypergrowth’, while in the case of Taiwan–China inter-state competition draws governments and people back to zones of loyalty, the nationally defined memberships.  相似文献

Theories of political entrepreneurship usually focus on the construction of coalitions necessary to change policy. We argue that political entrepreneurs who are unable to secure favored policies may redirect their efforts to a “higher tier,” attempting to change the rules of the game to enable the exploitation of future political profit opportunities. We present a taxonomy of three levels of political rules—pre-constitutional, constitutional, and post-constitutional—and identify the salient characteristics of institutional entrepreneurship that targets rules at each level. The development of the congressional committee system is explored as a case study in entrepreneurship over post-constitutional rules.  相似文献

Citizen–candidate models postulate a politics without political parties. Any citizen may become a candidate for office. A winner is chosen from among the candidates by voting with ties broken by the flip of a coin. All voters have preferences over a set of policies. The winning candidate adopts his preferred policy. It is proved on certain assumptions that there exists an equilibrium in these models and that the equilibrium is efficient. The significance of the proof is tested here with reference to the paradox of voting, the exploitation problem, the transposition of the Nash equilibrium from markets to politics, and constitutional constraints. The quest for a political equilibrium leads in the end to the recognition of a minimal rock-bottom requirement for cooperation and negotiation in democratic government.  相似文献

Early in the twentieth century, parliamentary democracy developed within an 1809 constitution based on separation of powers. By the mid-1970s, the last remnants of this constitution had disappeared. After that, measures such as more openness in candidate nominations, positive preference voting and more scrutiny by parliamentarians were introduced to strengthen the democratic chain. But a weakening of political parties and an increased importance of external constraints are again moving Sweden towards a de facto separation-of-powers system. There is once again a considerable discrepancy between the written constitutional framework and the 'working constitution'. In particular, local and supranational constraints on national policy making provide reason for a reconsideration of the constitutional framework.  相似文献

Both the federal and state governments have strong constitutional daims and political resources with which to influence the allocation of water resources. Until the 1970s. federal agencies were able to dominate kr setting goals and objectives. However, when the federal government attempted to implement a national water policy in the 1970s, effective opposition was mounted by the states. Much of contemporary political debate in the United States focuses on the issue of polarization: specifically, its causal antecedents and its consequences for policymaking and political conflict. In this article, we argue that partisan preference polarization—conventionally defined as the difference in the favored policy positions of legislators from the two major parties—is not a sufficient statistic for potential political conflict in national politics . Rather, a well-defined measure of potential conflict must take into account (1) the locations of status quo policies and proposed alternatives; and (2) the shape of underlying utility functions. We propose measures of the likely contentiousness of a given status quo policy and of a proposal to move that policy. We then demonstrate the usefulness of these measures using estimates of utility function and final passage vote parameters on enacted legislation from the 111th US Senate (2009–2011).  相似文献

This article develops the concept of executive style to explore how variations in the relationships between politicians, career civil servants, and political appointees affect the types of policy outputs. A comparative analysis of home care policies in New Brunswick and Nova Scotia finds that the former’s civil service executive style – where professional civil servants work in close partnership with politicians in all phases of the policy process – led to the development of an innovative home care program with a long-term vision, whereas the latter’s politicized executive style – where politicians marginalize the role of civil servants in favor of political appointees – led to frequent changes in policy largely driven by short-term considerations.  相似文献

Political science research on agenda setting has been focused on how and why political agendas change over time. This article addresses the different but equally important question about how agenda setting actually matters to the policy outputs of national policy making. Do changes in the political agenda foreshadow changes in public policies? And does the effect of changes in the political agenda depend upon the policy preferences expressed by the mass public? Integrating research on policy agendas with well‐established ideas about re‐election‐oriented representation, this article offers a new approach to the study of such agenda effects. Furthermore, it demonstrates the empirical validity of this approach using a Danish dataset of public opinion, public policy and the national political agenda spanning a quarter of a century and covering several different issues.  相似文献

This paper uses cross–national data for 21 OECD nations to examine whether there is evidence of a connection between measures of political and fiscal decentralization and the major, long–term, performance parameters of the post–war political economy. Findings of what is necessarily an exploratory analysis of a wide range of policy outcomes suggest that federalism and the proliferation of constitutional veto–points have inhibited the expansion of the socially protective state and that a low level of fiscal centralization appears to have restrained post–war inflationary pressures and gone along with higher rates of post–war economic growth. No evidence is found to connect either political or fiscal measures with postwar labour market performance.  相似文献

A number of factors, including cultural, social, economic, political, and historical, influence policy. United States and Canada's health care systems are the conscious and subconscious outcomes of formal political structures and informal political processes. The Canadian parliamentary political system encourages centralized, organized, planned policy in health care. However, this is accomplished at the risk of leaving some individuals—physicians in this case—quite frustrated. American constitutional features, the presidential system, weak political parties, and the tireless participation of interest groups in the political process all function to discourage the formation of highly rational and efficient policy. While few special interests are ever completely satisfied with the legislation produced, seldom is any organized group completely thwarted. Therefore, it is no surprise that a tightly integrated national program of universal health insurance was not adopted by Congress in 1993–1994. Political structures and processes discourage effective, comprehensive health care reform in the United States.  相似文献
