The policy toward China under the Trump Administration is a rare combination of the toughest part of that of the Democratic Party, which is trade, and of the Republican Party, which is national security. The National Security Strategy by the Trump Administration defined China and Russia as competitors. It is the first time for the US Government to be harsh against both China and Russia (the Soviet Union included) since the late 1960s. Though trade is by far the most salient aspect of President Trump’s confrontational China policy, it is in fact a whole-of-the-government approach or pushback that the US government is taking with China, which means that not just the White House but various Departments and the Congress are tough with China, dealing with many issues from trade to human rights to national security. The President might actually be the softest link, almost exclusively focusing on trade. This might be a historic turnaround in US policy toward China.  相似文献

This article reviews Andrew MacGregor Marshall’s A Kingdom in Crisis: Thailand’s Struggle for Democracy in the Twenty-First Century, a book on how Thailand’s political challenges relate to the Thai monarchy. The review draws comparisons between the excitement surrounding the publication of the acclaimed book The King Never Smiles in 2006 and the recent reaction to the publication of A Kingdom in Crisis. It argues that the book is an important contribution because it informs a wide audience about the damaging political role of the monarchy, but it repeatedly ignores an already existing corpus of literature that deals critically with Thailand’s monarchy. Moreover, its focus on the succession as the key factor in the ongoing political crisis is unnecessarily narrow and should have been complemented by an analysis of structural forces as drivers of change.  相似文献

The article scrutinises how Germany’s non-political party radical left has discussed immigration and ‘cultural’ or ‘national’ identity in the context of past and current immigration into Germany, with a focus on the refugee crisis of 2015. Three types of radical left discourse are identified. First, some in the radical left have come to regard immigrants, in particular refugees, as an ‘ersatz proletariat’ and therefore as potential revolutionary instruments for their own project. Second, some agree that revolutionary change is necessary but subordinate their principles to practical support for immigrants and refugees in the here and now. Third, given the improbability of communist revolution and the crisis of ‘Western modernity’, some on the radical left have called for the defence of ‘the West’ and to help immigrants assimilate into Western civilisation. The article makes a timely contribution to the knowledge about contemporary radical left politics in Germany and shows the fractured nature of Germany’s non-political party radical left in the context of the refugee crisis. It also investigates the impact of ‘crisis’ as an ‘open moment’ and ‘catalyst’ on the radical left’s discourse-as-practice.  相似文献

The imperative in the Indo-Pacific region is to build a new strategic equilibrium pivoted on a stable balance of power. A constellation of likeminded states linked by interlocking strategic cooperation has become critical to help build such equilibrium. Japanese Prime Minister Shinzo Abe is the author of the “free and open Indo-Pacific” concept that the US is now pushing. But Japan faces important strategic challenges. To secure itself against dangers that did not exist when its current national-security policies and laws were framed, Japan must bolster its security or risk coming under siege. US security interests will be better served by a more confident and secure Japan that assumes greater responsibility for its own defense and for regional security. The US must encourage Japan, which has not fired a single shot against an outside party since World War II, to undertake greater national-security reforms. Peace in Asia demands a proactive Japan.  相似文献

The purpose of this paper is to elucidate the socio-political significance of women’s collective activities in Japan. I attempt to demonstrate that the Japanese women’s movements act as a role of democratic agency through their commitment to social reform and to changes in the political status quo. In the first three sections, I give an overview of Japanese women’s movements from the early post-war period to the present day, categorizing them into three types: the elite-initiated, second-wave feminist, and non-feminist participatory. Subsequently, I discuss the confrontation and reconciliation between feminists and non-feminists. In the final section, I examine what role the women’s movements play in socio-political reforms in terms of civil society discourse, and I conclude that the diversity of Japanese women’s movements has contributed to strengthening democracy at the grassroots.

She has done a cross-national research regarding the impact of women’s voluntary organizations on civil society and democracy in the U.K., Scandinavian countries and Japan since 2003. She also undertook the study of political gender quotas in terms of international comparison. This article explores the development of inter-American Catholicism during the 1950s and 1960s. It analyses the role of the Chilean Catholic bishop Manuel Larraín (1900–1966) in his efforts to disseminate his diagnosis of underdevelopment in Latin America and to establish links with the Catholic world in the United States. Based on a review of his writings, the American press and documentation from Catholic organisations, it is suggested that the Chilean bishop advocated the implementation of social reforms and American collaboration to prevent the advance of communism and strengthen Catholicism on the continent.  相似文献

Since the early years of the twenty-first century, a number of key regional governments have consciously chosen to alter the way they talk about the region, and have now largely shifted from using the ‘Asia-Pacific’ to the ‘Indo-Pacific’ construct. But after three decades of utilising the ‘Asia-Pacific’ concept, why has this been the case and how might this shift in geographical conceptualisation alter the strategic framework of the region? This paper argues that the ‘Indo-Pacific’ is a regional reconceptualisation utilised by Japan, Australia, India and the USA to address deficiencies in Asia’s maritime security and institutional architecture, which are being simultaneously influenced by a more assertive Chinese posture and waning U.S. influence. Additionally, the Indo-Pacific concept has developed in tandem with a transformation in the regional security architecture. The utilisation of maritime minilateralism between Japan, India, Australia and the USA supplements Asia’s bilateral American alliances, with an array of trilateral security dialogues or ‘security triangles’. The Asia-Pacific to Indo-Pacific shift is really an instance of an emerging minilateral security regionalism, rather than the predominant forms of bilateral and multilateral security and economic regionalism that have dominated Asia in recent decades.  相似文献

The aim of this article is to introduce the work of August Wilhem Hupel, a Baltic German author of the 18th century. The article focuses on the sections in his most voluminous work Topographische Nachrichten von Lief- und Ehstland (1774–1782) that describe Estonian peasants’ sexuality. Hupel’s writings belong to the sources of the history of the Estonian family, a field that has been rediscovered at the beginning of the 21st century. Thanks to the work of Marika Mägi and Nils Blomkvist, a new paradigm for research in this field has been opened up. This article adheres to that paradigm.  相似文献

Russia’s 2012 accession to the World Trade Organization was widely expected to spur economic growth and modernization, by helping the country abandon its import-substitution model and fully integrate into the global economy. However, thus far, Russia’s compliance record with its WTO commitments has been mixed, and WTO membership has given Russia limited economic benefits and few political gains. In analyzing why, this article uses neoclassical realism as a framework for assessing Russia’s behavior in WTO trade disputes and negotiations. During Russia’s economic recession, the regime of President Vladimir Putin advanced protectionist policies and maintained statist control over the heights of the economy, while using rhetorical strategies to counter accusations from Western powers that Russia had violated WTO norms. Russia’s struggling economy weakened its status as a global economic power, and it was viewed as unqualified to sit among the core group of negotiators in the WTO.  相似文献

ABSTRACT

Across Asia there has been a shift to the right in important democratic polities. This article argues that this conservative or authoritarian shift reflects the emergence of a new form of political regime that Nicos Poulantzas characterised as authoritarian statism. This article presents a theoretical framework – with illustrative case studies of Japan and Korea – to understand the emergence of a distinctive brand of Asian authoritarian statism. These new trajectories of political regimes reflect interconnected political and economic crises of conservative capitalist democracies. These crises are the result of the fracturing of modes and mechanisms of political incorporation due to the transnationalisation of capital. It is argued that the inability of current modes of state intervention or political incorporation to manage these economic and political crises or secure political legitimacy for political projects to deepen market reform has led to a “crisis of crisis management” and the further weakening of the Japanese and Korean states.  相似文献
