ABSTRACT

The existing literature on the EU’s transformative role in the Balkans looks at EU conditionality as a unidirectional system of rewards that is expected to motivate local elites to comply with EU rules. This article raises a different question: how do local actors bypass the implementation phase of EU conditionality and what kind of political resistance narratives do they use for this purpose? The analysis attempts to tackle these inter-related questions by focusing on the delayed implementation of the Brussels Agreement between Belgrade and Pristina as a case study, using the interpretive method of narrative analysis. The article aims to link fieldwork empirics with theoretical discussions in the field of EU compliance literature by stressing the importance of local actors’ resistance to EU incentives. Three levels of analysis will be conducted in order to address the research question: (1) mapping different types of actors at the local level and stressing their heterogeneity; (2) understanding how local resistance to EU pressure evolved in the period 2013–2016; and (3) showing how their policy narratives influenced the implementation phase and the maintenance of the status quo. In conclusion, the analysis shows that the EU’s mediation strategy of ‘constructive ambiguity’ favours local actors’ political resistance, particularly in the implementation phase. The main findings show that ‘dividers’ outnumber ‘connectors’ in local actors’ narratives, thus strengthening political resistance to EU pressure.  相似文献

Institutional effectiveness varies widely across Chile's 346 municipalities. Whereas some local governments seem to work with impeccable precision, others struggle to deliver basic services and welfare benefits to the population. This article seeks to explain why such variation exists; it combines quantitative and qualitative evidence to show how mayors can play a crucial role in building institutional effectiveness. The study focuses on the administration of Chile's municipal job placement offices. It finds that municipalities where mayors have held office for three or more consecutive terms exhibit stronger institutional capacity than those localities where electoral turnover is the norm. The analysis, therefore, underscores an interesting finding: electoral competition has the potential both to improve and to undermine administrative capacity.  相似文献

In the past few decades, independent local lists in German municipalities have become serious competitors to political parties. However, despite their widespread presence and success, party researchers have largely ignored this phenomenon. Empirical evidence concerning the attitudes of their members towards political parties is rare. Thus far, it remains unclear whether their self-described image as non-parties or anti-parties is restricted to the sphere of local politics or accompanies a general rejection of parties in federal politics. First, the article conceptualises anti-partyism and proposes an analytical distinction between their intensity and related political level. It then analyses the consequences of different patterns of local politics and group characteristics as well as individual determinants to explain the degree of anti-party sentiment. This study improves our understanding of independents and whether they promote party democracy or are a product of political dissatisfaction. Based on a cross-sectional postal survey, multi-level regression models are used to test the hypotheses. The results show that anti-partyism is particularly strong towards party politics at the local level, whereas the general legitimacy of party democracy is not questioned in federal politics.  相似文献

ABSTRACT

This article examines the conditions that influence the implementation process of the Brussels Agreements. The implementation process is analyzed along three dimensions: (1) the role of EU involvement, including conditionality pressure, (2) the capacity of the domestic actors to fulfil their commitments and (3) the content and clarity of the agreed provisions to guide the implementation process. Specifically, we analyze the interaction of each of these factors and how they play out and gain importance in explaining the intricacies of implementation at different points in time. The empirical analysis suggests that implementation, or the lack of it, arises from the dissonance between the hybrid negotiation strategy of the EU and the adversaries’ doubts with regard to the goals and benefits of negotiation. The negotiation tactic is expected to institutionalize cooperation between local actors and solve the conflict at large, but de facto, it is steering further resistance and allowing relevant local actors’ creativity to block the process.  相似文献

The following article analyses the European Union (EU) policy of the German Social Democrats (SPD) since German unity. Starting from the cross-party European consensus in the early 1990s SPD policy has altered significantly in response to major changes in the ‘policy context’ such as the party's rise from opposition to government, German unification and increasing European integration. Policy change in the SPD has been defined by two dynamics: greater ‘pragmatism’ among a new generation of party leaders that has allowed a ‘freer’ interpretation of German interests; and a gradual prioritisation of EU policy in the party elite that has seen it integrated into a multi-level programme for political governance. The article examines how these changes manifested themselves in SPD policy, focusing on European Economic and Monetary Union and the debate on ‘the future of Europe’.  相似文献

This article investigates legitimacy of EU state building and conflict resolution as a continuous and collective process through which local stakeholders, as the direct bearers of EU policies, ascribe meaning and support for the EU actors and actions on the ground. Contrary to the static and narrow understanding of legitimacy in the EU literature, the article offers a dynamic framework of legitimacy based on two main aspects: (i) sources of legitimacy (input and output) and (ii) objects of legitimacy (diffuse and specific support) in order to trace the complicated relationship between the EU and different local groups (the government, parliamentary opposition, local NGOs and public opinion) in Kosovo. The main argument is that the EU fails to generate local consent and faces a worsening erosion of support in Kosovo due to the limited participation of local stakeholders into the EU-promoted political decision-making structures and the contested ability of the EU to foster outcomes that have salience for local actors.  相似文献

The discussion of multi-level governance and sub-national mobilization has become a critical case for those concerned with the political and institutional consequences of European integration. The evidence so far indicates that the EU impact on the empowerment of the sub-national level has not been as uniform within member states as the multi-level governance concept traditionally would assume. This article explores the Europeanization impact on sub-national mobilization in Estonia. The results of the study address the factors affecting the emergence of multi-level governance and provide a foundation for the analysis of the possible wider applicability of these manifestations to a wider set of countries with similar territorial and political structures.  相似文献

Abstract

Many Turkish and European scholars have been (re)producing texts that praise the normative impact of the European Union (EU) which has helped the political transformation of Turkey. Nevertheless, the recent deterioration of democracy in the country indicates that the EU has been losing its transformative influence on Turkey. This might be regarded as de-Europeanisation. However, this article argues that the conceptual framework of de-Europeanisation can only partially explain the current situation in Turkey and the EU’s impact, and that an analysis based on counter-conduct, as produced by EU governmentality, may provide insight into a subtler dynamic at work in the country.  相似文献

ABSTRACT

What can explain the varied effectiveness of internationally led attempts at statebuilding? This article seeks to answer this question by comparing the contrasting trajectories of governance in two municipalities in Kosovo: Hani i Elezit/Elez Han and Kamenica. In Hani i Elezit, evidence suggests that effective and accountable governance is embedded. However, in Kamenica informal and clientelist practices persist and residents are less satisfied with the municipality’s performance. As the nature and extent of internationally led statebuilding has been similar in both municipalities, explaining variation requires an analytical shift to how local leadership interacts with, receives and ultimately shapes statebuilding processes. The data are based on fieldwork from 2012 to 2015. The article focuses on two critical dimensions of statebuilding: capacity building and social accountability. It argues that the impact of externally led statebuilding strategies depends on the orientation of the political leadership of the municipalities. The article identifies features of the political environment, namely credibility and the organization of political parties, which constrain the kind of public-oriented leadership necessary for effective and accountable governance.  相似文献

The Ukraine crisis and Russia’s contribution to it have raised numerous concerns regarding the possible emergence of a new ‘Cold War’ in Europe. At the same time, Ukraine’s popular choice and enthusiasm for European integration expressed clearly on the streets of Kyiv seem to have caused Russia to adopt a (neo)revisionist attitude. In this context, relations between Russia and the EU (and the West for that matter) have been limited, frozen and directed on path towards conflict. This article analyses how the traditional dichotomy between conflict and cooperation in EU–Russia relations was replaced by conflict in the context of the Ukraine crisis. The article contends that the breakdown of the symbolic and peaceful cohabitation between the EU and Russia has been influenced by the fact that both actors have chosen to ignore key tensions that characterized their post-Cold War interactions. The article identifies three such tensions: the first emphasizes divisions between EU member states and their impact on coagulating a common EU approach towards Russia; the second (geopolitical) tension highlights the almost mutually exclusive way in which the EU and Russia’s security interests have developed in the post-Soviet space; finally, the third contends that a clash of values and worldviews between the EU and Russia makes conflict virtually unavoidable.  相似文献

Regions have attempted to influence the emerging constitutional order of the EU for around 20 years. The German Länder have made a particular impact in sensitising the Union to regional concerns at successive Intergovernmental Conferences since Maastricht. They were also the leading regional voice in shaping debates at the Convention on the Future of Europe, though the Scottish government also succeeded in leaving an imprint on the Constitution for Europe. This article contrasts the different understandings in Germany and Scotland of how regions should make their interests felt. The German Länder have opted for a strategy focused heavily on using the structure of the member state to limit EU regulation of their fields of competence, while the Scottish government developed a more open-ended and flexible strategy based also in constructive engagement beyond the member state at the EU level. In the light of the Scottish approach the article questions whether the Länder strategy is too one-dimensional, leaving them over-dependent on the German federal government.  相似文献

As municipal governments in Latin America acquire greater responsibility for public goods and services and the promotion of economic and social development, and play a greater role in local citizenship, questions about the quality of municipal democracy also need to be taken much more seriously. This article proposes a 'relative power approach' that examines the distribution of social power at the microregional level and its impact on municipal governance as the starting point for the analysis of municipal democratisation in Latin America. The approach lays particular emphasis on historical changes in the distribution of local productive assets, the political organisation of local social actors, coalitions between and divisions within local social sectors and the ways in which local power relations are shaped by global and national forces. The article then explores the practical application of the relative power approach to three municipalities in rural Ecuador.  相似文献

The popular mass uprisings in the Middle East and North Africa (MENA) call into question the assumption, widespread prior to the “Arab Spring”, that militaries in these countries were subservient to civilianized and consolidated authoritarian regime incumbents. In most countries militaries have stepped in to suppress uprisings, replace incumbents, or cause civil wars. The analysis of political-military relations explains the immediate outcome of popular mass mobilization in the MENA region and helps re-conceptualize coup-proofing as an important authoritarian survival strategy. Accounting for variation in the degree of officers' loyalty toward incumbents provides an opportunity to test the efficacy of coup-proofing. The article accounts for questions largely ignored in the theoretical literature: which coup-proofing mechanisms work best, and under which circumstances? In a qualitative comparison of Egypt and Syria, the article illustrates that authoritarian regimes have applied fundamentally different coup-proofing strategies. The Syrian regime has engineered integrative strategies to tie officers closer to the incumbent, provoking a greater degree of loyalty during regime crisis than in Egypt where officers were excluded from politics.  相似文献

Germany has witnessed a drastic decline in turnout and, at the same time, a clear increase in voter volatility, late deciding and party switching. These changes affected all layers of the federal system to different degrees and with varying speed. While standard explanations refer to processes of modernisation and value change to explain the decline of stable and loyal partisanship, this article focuses on the role of an – until now – neglected aspect: the significance of multi-level voting in both maintaining voter stability and fostering its decline. After all, party loyalty needs to be re-activated and mobilised across individuals' life-cycles. Electoral campaigns are the prime occasion for parties to revive the link with ‘their’ core clientele. When campaigning is frequent, as in federal systems, mobilising takes place almost constantly. This article argues that multi-level voting contributed considerably to the stability which characterised German party politics for decades after World War II. However, since parties increasingly use campaigns to recruit new voter segments at the expense of mobilising core voters, today, multi-level voting has negative effects on stable party attachments and thus contributes to the increase in fluidity and volatility we witness today.  相似文献

ABSTRACT

The contribution assesses the role of the media in respect to democratization and EU accession in the countries of the Western Balkans (WB) and the development of press freedom over the long run. The author closely analyses the legislative framework and its implementation in practice and focuses in particular on the economic and political pressure on the media in the region. The article offers three arguments to explain the bad shape of media freedom in the Balkans: structural factors (state advertisements as the main source of income, economic tycoons close to incumbents as media owners), proximate or external factors (the deteriorating level of media freedom in some EU countries and the whole WB region, with an accent on stability rather than democracy) and political-societal dynamics (defamation and libel as means to punish journalists, verbal and physical assaults on journalists). The media in the WB region do not serve as the watchdog of democracy but are instead used as a means to reinforce illiberal regimes.  相似文献

The determinants of support for European integration and the European Union have been analysed by previous research from a comparative perspective: factors that help to explain the differences between the levels of support of the EU member states are considered to be the factors that drive EU support in general. This article takes a different approach using a cross-time perspective to identify the sources of EU support and to investigate the causal structure of the effects. We analyse German support for European integration which is very volatile over time and test potential explanations for these fluctuations. Three bundles of factors are considered: the economy, the increasing scope of EU policies, and the domestic political process. It appears that all three are associated with fluctuations of German support for European integration. However, domestic politics seems to be mightier than often understood. The empirical evidence that is presented in support of these claims is taken from the Mannheim Eurobarometer Trendfile and recent Eurobarometer surveys, from the Comparative Political Data Set, and from the official handbook of the Bundestag.  相似文献

This article analyses the causes and the dynamic process of production of the 1934 anti-Jewish Thrace riots. The article, based on the US State Department Records, British Documents on Foreign Affairs and the Turkish Republic’s Prime Ministry Republican Archives as well as Turkish, US and British newspapers, argues that the 1934 anti-Jewish Thrace riots were not spontaneous occurrences caused by over-excited masses, but instead planned actions by some local state elite and Republican People’s Party (RPP) local officials as well as anti-Semitic Turkish ultra-nationalists. The article argues that it was not popular anti-Semitism, but the Turkish state establishment’s security concerns vis-à-vis the perceived Italian and Bulgarian threat that resulted in the riots. The local state elite and RPP local officials, who were uneasy about the economically well-off Jews, acted as ethno-nationalist entrepreneurs by allowing the ultra-nationalists to operate in the riot-prone Thrace, while the rioters mainly participated in the collective violence to receive economic gains as a result of the expulsion of the Jews.  相似文献

Indonesia’s deforestation is a crisis of global proportions. Its causes are highly complex, spanning local social and community dynamics to national political hierarchies and global corporate politics, current and historic. Development plays a key role, with global neo-liberal imperatives leveraged, resisted and competing with myriad multi-level agendas and actors. Gramscian analysis of logics and ideology, which combine to construct a global and local “common sense,” helps to explain the mixed messages of policy and conservation, which themselves make Indonesian deforestation and its solutions so complicated. Solutions to forest destruction, presented in the form of payment for ecosystem services, multi-stakeholder initiatives, improved governance and transparency within a neo-liberal market framework, have had limited success. The reason for this limited success lies in the notion, encouraged by multilateral and development thinking, that commodification of communities and nature will also conserve forests. Drawing on fieldwork in Indonesia and the United States, this article argues that discrepancies in development and economic policy, which lead to ecologically destructive outcomes like tropical deforestation, cannot be patched up by innovative market tools. Rather, they reflect irreconcilable flaws in contemporary political economy.  相似文献

Since 2000 the cooperation between the European Union (EU) and the African, Caribbean and Pacific (ACP) states has been governed through the Cotonou Partnership Agreement. This article complements existing research that focuses on Brussels-based stakeholders with an analysis drawing on the existing literature and on stakeholders' perceptions of ACP–EU cooperation and ACP institutions gathered via interviews in nine ACP countries. The findings presented observe a social disconnect between, on the one hand, the Cotonou Partnership Agreement's institutions and Brussels-based representatives, and, on the other hand, the broad-based and multistakeholder partnership they are tasked to promote. The article points to low levels of support in ACP countries, particularly in Africa, to continued ACP–EU cooperation in its present form, and stresses the need for an open and participatory process of reviewing and reshaping ACP–EU relations.  相似文献

This article examines decentralization through the lens of the local dynamics it unleashed in the much‐noted case of Bolivia. It argues that the national effects of decentralization are largely the sum of its local‐level effects. To understand decentralization, therefore, we must first understand how local government works. The article explores the deep economic and institutional determinants of government quality in two extremes of municipal performance. From this it derives a model of local government responsiveness as the product of political openness and substantive competition. The quality of local politics, in turn, emerges endogenously as the joint product of the lobbying and political engagement of local firms and interests and the organizational density and ability of civil society. The analysis tests the theory's predictions on a database containing all Bolivian municipalities. The theory proves robust. The combined methodology provides a higher‐order empirical rigor than either approach can alone.  相似文献
