General Trends and Causes of High Compensation of Government Managers in the OECD Countries

Government managers play a central role in the public administration of countries to support their overall efficiency. The compensation of central government senior managers has received considerable attention in recent years since it has risen in many countries. The public, the media and academia see government senior managers as being overpaid, with salaries increasing in a disproportionate and inequitable way. The literature has analyzed some possible determinants of this socio-administrative issue. However, the political and institutional factors affecting public managers’ compensation are still largely unknown. This study shows that the average compensation of central government senior managers in some OECD countries seems to be positively associated with the average salary of members of parliament (MPs). Furthermore, high compensation of public managers seems to be more frequent in countries with low freedom of expression, of association and of the media, as well as low quality of contract enforcement, property rights and control of corruption. These results may provide fruitful insights into the possible causes of this relation, to support reforms and best practices which can improve the efficiency of the public administration in modern economies.

Reportlng of performance measures for federal agencies: the initial impact of the chief financial officer act of 1990

The Chief Financial Officer Act of 1990 requires the preparation and audit of financial statements for many federal government programs and agencies. The first comprehensive set of financial statements prepared to meet the provisions of the CFO Act were for the fiscal year ended September 30, 1991 and were published in CFO Annual Reports due in August of 1992. This paper presents the results of a study of performance measurement in the fiscal year 1991 financial statements of the sixty-three reporting entities filed as part of the 1992 CFO Annual Reports. The purpose of the analysis of performance measures included in the fiscal year 1991 financial statements was to determine to what extent the financial statements of each of the reporting entities included the various types of performance measures identified in the framework developed for this project. The paper also includes an in-depth analysis of the performance measures reprted by the Social Security Administration and the Department of Labor.

Assessing and enhancing the impact of democratic development projects: A practitioner's perspective

As political liberalization expands across the globe, a growing array of Western donor and exchange organizations are seeking to bolster fledgling democracies or to nudge authoritarian regimes toward greater openness. These efforts coincide with intensified academic scrutiny of transitions to democracy. Yet, scholars have paid surprisingly little attention to assessing the impact of these organizations' democratization projects, and development practitioners have had little success in formulating useful criteria and approaches for assessment. Better understanding of how to evaluate these activities could enhance their impact as well as inform political development theory. This article places the assessment problem in context by acknowledging a few of the key debates pertaining to political development and by summarizing the range of foreign assistance organizations and efforts aiming to promote democratization. It then describes why evaluation of these efforts is generally inadequate. Finally, the article presents some initial ideas on how this difficult problem can be addressed. Stephen Golub is an attorney and consultant who has been involved with democratic development work since 1985. The thoughts and impressions presented in this article spring from: his experience with the Asia Foundation from 1985 through 1990 as Program Officer for Law and Government, Philippines Assistant Representative, and consultant for Pakistan law projects and overall foundation directions in law programming; his work as a consultant for the U.S. Agency for International Development in the Philippines in 1991 regarding both law and A.I.D.'s Democracy Initiative, and, in 1993, evaluating legal services programs; research conducted on Philippine nongovernmental legal service groups as a Senior Fulbright Fellow in 1991 and subsequently while based in Manila in 1992 and 1993; and discussions with representatives of other organizations that support democratization projects, such as the Ford Foundation, the Institute of International Education, Germany's Naumann Foundation, and the Netherlands Organization for International Development Cooperation.
