Much of the theoretical work on preferences for redistribution begins with the influential Melzer–Richard model, which makes predictions derived both from position in the income distribution and the overall level of inequality. Our evidence, however, points to limitations on such models of distributive politics. Drawing on World Values Survey evidence on preferences for redistribution in 41 developing countries, we find that the preferences of low-income groups vary significantly depending on occupation and place of residence, union members do not hold progressive views, and inequality has limited effects on demands for redistribution and may even dampen them.

Recent political developments in East Central Europe have resulted in contradictory and ambivalent tendencies towards the nation-state in post-communist democracies. The liberation from Soviet influence and the dissolution of the Soviet Empire have created political space for the reconstruction of sovereignty in former Soviet-dominated states. This liberation and the institutionalization of new constitutional structures has become a “national” issue. The reaffirmation and resurrection of national unity, national traditions, national culture, and national interest are current themes in post-communist politics.  相似文献

This article provides an analysis of the institutional mechanisms that are required to ensure the effective functioning of federalism in Russian politics. A common contention in the literature on federalism is that, in addition to fundamental requirements such as the constitutionally defined division of powers between the federation and its constituent units, and the supremacy of the federal constitution, some ancillary structures are necessary. Of particular importance are institutions of inter-governmental co-operation, transparent means for the mobility of officials between the centre and the regions, and integrated systems of national parties. The functioning of these institutions must also reflect the culture and ethic of federalism. This article examines how well these three factors have been implemented in Russia in the course of Putin's reforms. It is shown that a preliminary network of such institutions has been created. However, their operational ethic, and in particular the lack of commitment to federal values, it is argued, could act as an impediment to the successful evolution of the federal state in Russia.  相似文献

The equitable provision of urban public services has begun to receive increased attention from researchers, administrators, and the courts. Recent research has questioned the view that minority and low-income groups are systematically deprived in the distribution of public services, e.g. police and fire services, libraries, street quality and maintenance, and parks and recreational facilities. This paper reviews empirical studies in urban service distribution and judicial responses to municipal service claims. The research reveals that discimination in service delivery does exist. However, it is difficult to determine empirically in larger cities if a consistent pattern of discrimination exists and whether or not it bears a significant relationship to race or class. Discrimination and inequality on the basis of race has been subject to meticulous judicial prowess benefitting at one time or another the citizen and the municipality. The courts are requiring overwhelming statistical documentation to substantiate racial discrimination in the provision of urban public services.  相似文献

Abstract

The Carnegie Endowment for International Peace in Washington, D. C. was the site of a conference on Middle East Fundamentalism and Terrorism held 21 and 22 April 1988. The conference was cosponsored by the School of International Affairs of The George Washington University, the Center for International Development and Conflict Management of the University of Maryland, the Leon and Marilyn Klinghoffer Memorial Foundation of the Anti‐Defamation League of B'nai B'rith, the Anti‐Defamation League of B'nai B'rith, and the Institute for Studies in International Terrorism of the State University of New York.

Experts from around the country and the world tried to deal with the problem of Middle Eastern fundamentalism and various connections to international terrorism. A series of six panels of academic and nonacademic experts confronted several perspectives in terms of the Arab and non‐Arab Middle East and global and regional perspectives, as well as fundamentalism and the peace process in Israel, the West Bank, and Gaza. The final conference panel dealt with governmental, intergovernmental, and nongovernmental responses to the problem.

The following papers were selected as representative of various views on the subject from an interdisciplinary perspective. Special thanks are due to the cosponsors and to Prof. Ferdinand Ermlich of SUNY's Institute of Studies in International Terrorism, who served as Rappateur.  相似文献

ABSTRACT

This article explores the amount and sources of support for the Islamic State among Iraqis. We argue that, in addition to shared identity and ideology, a neglected factor in debates about support for Islamist militancy is the messaging and information that individuals receive about a given group. We test these arguments using regression analysis on public opinion data collected in Iraq in April 2015. The analyses largely support our contentions, showing that exposure to news coverage of the Islamic State in Iraq and the Levant substantially reduces support for the group, even among alienated Sunnis or ideological Islamists.  相似文献

The January 2010 earthquake in Haiti was a catastrophe not only for the loss of life it caused, but also because it destroyed the very thin layer of state administrative capacity that was in place in the country. This article argues that the fragility of the Haitian state institutions was exacerbated by international strategies that promoted NGOs as substitutes for the state. These strategies have generated a vicious circle that, while solving immediate logistical problems, ended up weakening Haiti's institutions. However, the article does not call for an overarching condemnation of NGOs. Instead, it explores two cases of community-based NGOs, Partners In Health and Fonkoze, that have contributed to creating durable social capital, generated employment and provided functioning services to the communities where they operated. The article shows that organisations that are financially independent and internationally connected, embrace a needs-based approach to their activities and share a long-term commitment to the communities within which they operate can contribute to bringing about substantial improvement for people living in situations of extreme poverty. It concludes that in the aftermath of a crisis of the dimension of the January earthquake it is crucial to channel support towards organisations that show this type of commitment.  相似文献

The U.S. health-care costs have increased at a rapid rate over the last several decades. How much responsibility the government should bear with the increase in health-care costs is one of the main questions that lack consensus among the American people. Utilizing the 2016 General Social Survey data, this study shows that over two-thirds of Americans want to see more or much more spending on health care by the government. An ordered logit regression model shows that political trust and ideology are significant correlates in predicting attitudes toward government spending on health care. The policy implications of the findings are discussed in the “Conclusion” section.  相似文献

Between the late 1970s and the 2000s, the Guatemalan sugar industry transitioned from a production model with deplorable labor conditions and low productivity to a highly efficient model with improved conditions. This paper traces the origin and diffusion of this upgraded model to a small team of managers motivated by Elite Solidarism, an interpretation of the Vatican II Catholic Social Doctrine. It suggests that this ideology played the central causal role in this process of industrial transformation, as managers drew upon it to define the specific practices of the new model at one particular mill and then encouraged its diffusion.  相似文献
