Comparing Cuban history and contemporary circumstances to those in the rest of the region, this article challenges the idea of Cuban exceptionalism. The last four decades have seen Cuba move away from typical Latin American patterns such as economic and geographical inequalities. The Revolution has not been able, however, to reverse a historical dependence on external financing nor has it resolved racial inequities. While the Revolution did establish an unusually effective political apparatus, it did not use this opportunity to nurture democracy. As the social welfare advances of the revolution erode, Cuba resembles the rest of the continent ever more and reflects the central problems facing the region.  相似文献

Abstract The aim of this article is to examine and compare how the repression of homosexuals and intellectuals is portrayed in two recent Cuban fictional narratives: the film, Fresa y chocolate (Strawberry and Chocolate) (Gutierrez Alea et al., 1993) and the detective novel, Mascaras (Masks) (Padura Fuentes Mascaras, Tusquets, Barcelona, 1997). It discusses how these narratives document the history of both these phenomena and evaluates how they might contribute to a better understanding of the process of fundamental social and cultural transformation which the Revolution is experiencing following the collapse of the Soviet Union.  相似文献

The democratic deficit, or the gap between citizens' aspirations and their level of satisfaction, is increasing in Latin America. Such dissatisfaction helps to understand many of the region's presidential crises: since 1985, 23 Latin American presidents have left government abruptly. While civil society may have been able to provoke the fall of presidents, it has not managed to avoid the re‐emergence of deep‐rooted political practices under subsequent administrations. Extreme presidentialism, clientelism and populism have re‐emerged strengthened after deep political crises. This article offers some ideas regarding the impact that different types of political leaders can have on how well democracy works.  相似文献

An increasing number of investigations have dealt with particular aspects of democratic consolidation in Latin America. The multitude of geographic, historical and social conditions underlying the process, however, have often constituted a formidable hurdle for comparative study and generalization. In this paper I undertake a preliminary screening of the existing data and present a summary of facts and theories on democratic consolidation in the region. After an extensive analysis of different sources, I compare the experiences of Latin American countries and define a series of factors that seem to facilitate the consolidation of new democratic regimes. These factors include the beneficial role of earlier democratic traditions, the negotiation of agreements among political elites, diffuse support for the regime, solid party systems, effective control over military participation in society and, to a lesser extent, a favorable economy, especially when accompanied by less unequal income distribution.  相似文献

‘Globalisation’, driven by neoliberal‐based policies, can be seen to have significant impacts on ethnobotanical practices, particularly through the commercialisation of traditional knowledge and rise in identity‐based social movements. Despite its relative political and economic isolation in comparison to more ‘neoliberalised’ areas of Latin America, local‐level shifts occurring in post‐Soviet Cuba are similar to those occurring elsewhere in the region. Afro‐Cuban ritual activities have proliferated, particularly in Havana, leading to an increased dependence on the rich magico‐medicinal pharmacopoeias employed in hybridised religions such as santería and palo monte – suggesting that ‘globalisation’ may have profound, albeit indirect, implications for even the most economically marginalised countries such as Cuba.  相似文献

In the context of state reform and democratisation in Latin America, reinforcing public institutions becomes critical to sustaining and consolidating realised gains. In this area, civil service reforms are critical. But civil service reform initiatives in Latin American countries were designed with different degrees of compatibility with countries’ administrative traditions and with the role played by the civil service within the political system. The results of different initiatives are described in a brief review of six key features of nine Latin American civil services. Discussion of these results allows us to draw conclusions about the capacity to generate learning dynamics. A new conception of the civil service and its role in the political system appears more evident, unless the required political consensus for implementing and consolidating the new reform strategy for most Latin American public administrations is not confirmed.  相似文献

The volatility of Latin American society is producing political challenges to neoliberal capitalism, but these are complicated by the transformations neoliberalism has wrought in everyday social life. This paper explores tensions between movements to ‘democratise democracy’ and politics orientated to controlling the national state, while also considering apolitical forms of ‘resistance’ to humiliating conditions of life and the impact of new religious movements. I argue that although no instant utopias are likely, there are positive as well as negative possibilities in the way that apparently contradictory developments are combining to transform the established historical contours of hegemony in the region.  相似文献

Death of a Bureaucrat ( Alea, 1966 ) has never received the recognition or in‐depth study that it deserves, yet this is a key film that marks Cuban film’s early success in addressing both local and global concerns. While remaining steadfastly Cuban, the film borrows knowingly from many sources, from Hollywood comedies to Buñuel. Crucially, it has a Brechtian note, and an eclectic use of montage is clearly informed by Eisenstein. Together, these approaches lead to an inventive, imaginative work. The film heralds a radical style of filmmaking that emerged precisely from Cuba’s revolutionary political culture.  相似文献

This article shows how modified European power resources theories can be applied to Latin America to explain differences in the depth of policy reforms. It innovates on previous work on Latin American social policy by particularly examining the effect of unions and other civil society groups on the process of structural reforms (or lack thereof) in the health and pension sectors in Argentina and Brazil. Through a most similar system design, this analysis shows that the strength and support (or opposition) of organized civil society groups is a crucial condition to account for the enactment (or failure) of a given broad policy reform.  相似文献

Abstract — The demerits and merits of Cuba's quarantine facilities for AIDS patients and seropositives have been widely debated. This article expands the debate by referring to the phenomenon of HIV self-injection in Cuba, as documented in the 1995 film, Socialism or Death. There is an assessment of the economic, medical, and educational context which informed the events depicted by the film. HIV self-injection is discussed alongside reference to the development in Cuba of a counter-cultural youth movement based around a common interest in rock music. The testimony of self-injected patients and their families, and the reactions of Cuban medical officials are summarised. Comparisons are made between Cuban policy and radical queer theory.  相似文献

This article discusses aspects of the emerging evidence around the impact of COVID-19 on violence against women as well as local government interventions relating to the prevention of domestic violence in Latin American countries. I show how, during the coronavirus outbreak, local governments are vital in the prevention of violence against women and girls, and I present examples of some local actions that seek to guarantee access to the appropriate support and services during the pandemic.  相似文献

Scholarship on race in Latin America has overwhelmingly characterized racial mixture as a unique feature of the political and social landscape there. Studies of eugenics in Latin America especially highlight the relative pragmatism regarding race mixing in contrast to eugenics elsewhere. However, an acceptance of race mixing did not preclude the persistence of racial hierarchy among Latin American racial theorists. Examining the development of eugenics in Chile, this article reveals how notions of racial plasticity existed alongside that of racial superiority. Specifically, it contends that Chilean racial exceptionalism in the early twentieth century was predicated on the idea that some types of racial mixture were better than others. Conveniently for Chileans, their mostly indigenous and European ancestry was one such preferred combination. Yet, racial mixing was only desirable insofar as it resulted in a homogeneous national population. This combination of ideas functioned much like white supremacy in other parts of the world. Using historical texts, popular and medical periodicals, and visual images produced between 1900 and 1950, this paper will demonstrate how race science in Chile reconciled the nation’s history of racial mixture with its claims to racial homogeneity and superiority relative to the rest of Latin America.  相似文献

Despite empirical findings on women's varied and often extensive participation in smallholder agriculture in Latin America, their participation continues to be largely invisible. In this article, I argue that the intransigency of farming women's invisibility reflects, in part, a discursive construction of farmers as men. Through a mixture of quantitative and qualitative methods, including interviews with one hundred women in Calakmul, Mexico, I demonstrate the material implications of gendered farmer identities for women's control of resources, including land and conservation and development project resources. In particular, I relate the activities of one women's agricultural community-based organization and the members' collective adoption of transgressive identities as farmers. For these women, the process of becoming farmers resulted in increased access to and control over resources. This empirical case study illustrates the possibility of women's collective action to challenge and transform women's continued local invisibility as agricultural actors in rural Latin American spaces.  相似文献

Europe and Latin America present a long-standing tradition of parliamentary diplomacy and particularly in the development of regional parliaments. Since the 1970s, inter-parliamentary relations between the two regions have been institutionalized, first by the regular dialogue of the European Parliament with the Latin American Parliament (Parlatino) and more recently, in 2006, with the creation of the Euro-Latin American Parliamentary Assembly (EuroLat). Apart from representatives of Parlatino, EuroLat includes in the European Union-Latin American Caribbean (EU-LAC) parliamentary dialogue members of other regional assemblies created in recent decades, such as the Andean Parliament, the Central American Parliament and the Mercosur Parliament. However, recent EuroLat meetings have made evident a polarization of positions on regional politics between European and Latin American sides, especially regarding the political and human rights situation in Venezuela. In this sense, the present paper analyzes the impact of EU-LAC relations on the political convergence of Latin American parliaments concerning regional political issues. The aim is to discuss how institutionalized relations with the European Parliament, through EuroLat, increased convergence among Latin American parliamentarians. This argument is exemplified by the joint defensive position on the Venezuelan political situation adopted by Latin American parliamentarians vis-à-vis the European Parliament's condemnatory position.  相似文献

Latin American has made remarkable progress in the last twenty years regarding LGBTQ+ rights. More recently, LGBTQ-related issues have had major impacts on national and regional politics. However, most of the literature about Latin American social movements still largely ignores LGBTQ+ movements. This article argues that including LGBTQ+ movements in social movements research is essential to further our understanding of LGBTQ+ politics in the region and of Latin American politics and social movements more broadly, as well as to address the enduring lack of academic engagement with gender and sexuality as political topics.  相似文献

This article contrasts two significant ruptures in globalisation. World War I in 1914 was a significant break from the Latin American export-oriented development that was firmly connected to economic globalisation. This article uses the Argentine case study to reveal the ramifications of the post-1914 global breakdown for the republic's internationally dependent development. It draws comparisons with the current COVID-19 crisis as a significant departure from rapid globalisation. Both events altered the trajectory of international activity. Analysis of the 1914 rupture exposes the parallels with COVID-19 and its potential severity for Latin America's internationally connected development.  相似文献

Linking the concept of generativity to expressive culture as a communicative resource, this article asks how recontextualization shifts meanings. I focus on the reception by audiences in Toronto and Riga of Eslingena: A Musical, a play about life in a Latvian Displaced Persons camp in post-World War II Germany. North American audiences responded to Eslingena as performed memory. Anticipation of its performance in Riga suggested it might evoke countervailing memories that would trigger memory as a competition about suffering. Instead, Eslingena successfully mediated diasporic and homeland memories to produce a dialogue about agency grounded in differential experience.  相似文献
