As a result of changes in the campaign landscape, candidates have several strategic options available to them, particularly when considering how to respond to voters’ gender stereotypes. The goal of this paper is to understand candidates’ use of strategies based on gender stereotypes by emphasizing either particular issues or particular traits that are commonly associated with one gender or the other. To do this, I developed hypotheses of why candidates might choose a trait or issues strategy based on gender stereotypes. I tested these hypotheses using a large-scale content analysis of candidate websites over four election cycles. I found that female candidates mostly pursued strategies that were consistent with gender stereotypes. Interestingly, female candidates were found to have different strategies on different pages of their websites. I discuss the implications of gender-based strategies for the election of female candidates and for representation.  相似文献

I examine the influence of partisan donors on the district-level ideological polarization of congressional candidates in the United States. I use data from 2002–10 U.S. House elections, which provide for the placement of major party primary winners on the same ideological dimension as their primary, general election, and partisan donor constituencies. Using this unique data set, I find strong evidence that the influence of donors in nominating contests is a source of polarization in the United States. House nominees are more responsive to their donor constituencies than either their primary or general electorates. I also find some evidence that the lack of general election competition affects nominee extremity. In safer districts, Democratic incumbents appear more responsive to donors. However, Republican donors seem to demand proximity regardless of district competitiveness. Overall, the polarizing effects of donor constituencies dominate any moderating effects, resulting in ideologically extreme nominees and, ultimately, members of Congress.  相似文献

Many scholars have examined the nature of campaign advertising strategy across differing contexts in U.S. elections. Little attention has been devoted to exploring the incentives that candidates face to appear — or not — in their own advertisements. We argue that candidates should seek to distance themselves from potential backlash stemming from more negative messages by not appearing in negative ads. We also expect that candidates should be more likely to appear in advertisements aired during primary elections relative to general elections because candidates should use ads in this election stage to introduce themselves to voters. Furthermore, incumbents should be less likely to appear in ads than other candidates because their constituents should not need to be introduced to them. Data on candidate-sponsored television advertisements collected across four years for four different offices provides support for our expectations and suggests that candidates make strategic decisions about when to appear in advertisements.  相似文献

Using quasi-experimental evidence from close elections, Lee et al. (2004) - henceforth LMB - argue competition for voters in U.S. House elections does not affect policy positions, as incumbent Senate candidates do not vote more extremely if elected than non-incumbents. Despite stronger electoral competition and greater legislative independence, similar results, shown here, hold for the Senate. Yet, the hypothesis that voters do not affect policies conflicts with how Senators moderate their positions prior to their next election. LMB-style estimates appear to be biased downwards as junior members of Congress prefer to vote more extremely than senior members, independently of their electoral strength. Corrected estimates are more favorable to the hypothesis that candidates moderate their policy choices in response to electoral competition.  相似文献

Primary election participation in the United States is consistently lower than general election turnout. Despite this well-documented voting gap, our knowledge is limited as to the individual-level factors that explain why some general election voters do not show up for primary contests. We provide important insights into this question, using a novel new survey to examine three theoretical perspectives on participation never before empirically applied to primary races. Compared to general elections, we find that for U.S. House primary elections sizable segments of the electorate consider the stakes lower and the costs of voting greater, feel less social pressure to turn out and hold exclusionary beliefs about who should participate, and are more willing to defer to those who know and care more about the contests. Multivariate analysis reveals that these attitudes explain validated primary election participation. These findings point to new directions for future research.  相似文献

For the first time in U.S. history, after decades of unprecedented growth in interior immigration enforcement disproportionately impacting Latinos, ten percent of the U.S. House of Representatives is Hispanic. Using congressional district-level data on all candidates participating in general elections to the U.S. House of Representatives between 2008 and 2018, we show that intensified immigration enforcement suppressed Hispanics’ representation in congressional elections. The effect—nonexistent for other minorities, such as non-Hispanic Black candidates, as well as in primary elections—is driven by local police-based measures and diminished electoral support. Furthermore, it appears more harmful during midterm elections and in localities without a sanctuary policy.  相似文献

Participation in U.S. elections lags behind most of its developed, democratic peers. Reformers seeking to increase voter turnout often propose changes to the electoral system as means of addressing these shortcomings. One such reform, the top-two blanket primary, has been adopted in California and Washington in part to boost voter participation. Despite the promises of reformers, however, observers disagree as to its efficacy. In this paper, I estimate the participation penalty generated by top-two primaries using a regression discontinuity design (RDD). I estimate that general elections featuring two members of the same party – the arrangement reformers contend would increase turnout – actually decrease voter participation. I find that approximately 7% of voters “roll off” the ballot in the absence of party competition while overall turnout is unaffected. These results suggest that top-two primaries are likely to exacerbate rather than ameliorate trends in participation.  相似文献

We develop a model of intraparty candidate selection under partisan electoral competition and voter uncertainty. Candidates for office belong to parties, which are factions of ideologically similar candidates. Each party’s candidate for a general election can be selected either by a “centralized” mechanism that effectively randomizes over possible candidates or by voters in a primary election. The electorate cares about ideology and valence, and both primary and general elections may reveal candidate valences. Our main theoretical result is that while primaries raise the expected quality of a party’s candidates, they may hurt the ex ante preferred party in a competitive electorate by increasing the chances of revealing the opposing party’s candidates as superior. Thus, primaries are adopted in relatively extreme districts where a clear favorite party exists. An empirical analysis of the adoption of direct primaries and the competitiveness of primary elections across U.S. states supports these predictions.  相似文献

Brazilian politicians have seemingly adopted new racial identities en masse in recent years. What are the electoral consequences of asserting membership in a new racial group? In the Brazilian case, politicians who change how they racially identify themselves and secure greater access to campaign resources may become more electorally competitive. If voters learn a politician has changed their self-declared race, however, the politician’s reputation is likely to be tarnished and their chances of victory are likely to decline. Building on evidence that voters acquire greater information about election front-runners in high-profile contests than other types of politicians, I expect incumbents running for executive offices who change how they publicly identify themselves to suffer an electoral penalty. Drawing on data from local elections in Brazil, I find limited evidence that voters penalize city council candidates who adopt new racial identities. I show that incumbent mayors seeking reelection, however, receive significantly fewer votes after they assert membership in new racial groups.  相似文献

In the United States and Latin America, candidates for national and state-level office frequently must win primary elections in order to advance to the general election. We model policy and valence issues for office-seeking candidates facing such two-stage elections. We determine a Nash equilibrium for the candidates' optimal strategies, and we find that holding a primary is likely to increase a party's chances of winning the general election, particularly in situations where valence issues that involve the candidates' campaigning skills and that are not known prior to the campaign are more salient than policy issues. Furthermore, we find that primary elections are especially likely to benefit parties that expect to be underdogs in the general election. Our conclusions are directly relevant to U.S. politics and by extension to the strategic decisions that many Latin American parties currently confront, about whether it is strategically desirable to hold primaries.  相似文献

This paper focuses on the effect of disgruntlement among those primary voters who supported U.S. presidential nomination losers. It analyzes the general election voting behavior of primary voters in the last five presidential elections in order to determine if differences exist between those supporters of the winning nominee in each party and backers of other candidates who also sought the nomination. A multivariate analysis of the determinants of voter turnout shows significant results only for the Democrats in 1972, when primary voters who supported candidates other than George McGovern were more likely to abstain in the general election. Taking into account the option of defecting to another party in November, both parties appear to have been plagued by a considerable amount of disloyalty on the part of supporters of candidates who failed to win the nomination, although for the Republicans this type of response is confined to the 1980 election. Research on the link between gender and campaign finance in proportional electoral systems suggests that the campaign expenses of female parliamentary candidates are significantly lower than those of male candidates. On the basis of data on 10,436 candidates for nine consecutive elections in Belgium (1991–2014), this article examines whether there is indeed a gender gap in campaign expenses, and in particular whether this coincides with the introduction of legislative quota laws in the Belgian flexible-list system. We distinguish between realistic candidates that run for election from winnable list positions and unrealistic candidates running from lower ranked positions. The results show that, among unrealistic candidates, the gender gap in campaign spending arose again after the introduction of more severe gender quotas. With regard to realistic list positions, however, the significant difference between male and female candidates in the most strict quota phase disappeared, indicating that female realistic candidates were able to catch up financially with their male counterparts. The Belgian experience could provide useful insights for other countries with flexible-list systems regarding the implementation of legislative gender quotas.  相似文献

Despite ample evidence of preelection volatility in vote intentions in new democracies, scholars of comparative politics remain skeptical that campaigns affect election outcomes. Research on the United States provides a theoretical rationale for campaign effects, but shows little of it in practice in presidential elections because candidates’ media investments are about equal and voters’ accumulated political knowledge and partisan attachments make them resistant to persuasive messages. I vary these parameters by examining a new democracy where voters’ weaker partisan attachments and lower levels of political information magnify the effects of candidates’ asymmetric media investments to create large persuasion effects. The findings have implications for the generalizability of campaign effects theory to new democracies, the development of mass partisanship, candidate advertising strategies, and the specific outcome of Mexico's hotly contested 2006 presidential election. Do citizens experience less electoral clientelism in polities with more elected female representatives? The current literature is remarkably silent on the role of gender and female political representation for electoral clientelism. Due to gender differences in issue priorities, targeted constituent groups, networks and resources, we argue that voters experience less clientelism in municipalities with a higher proportion of female politicians because either female politicians are likely to engage less in clientelism or women are less likely to be viable candidates in more clientelist settings. Through either mechanism, we expect all voters – and female voters in particular – to experience less exposure to clientelism in municipalities with higher female representation. We examine this idea using survey data from the 2016 municipal elections in South Africa – a country with high levels of female representation in politics but increasing problems of corruption and patronage in the political system. Our findings are consistent with the argument that municipalities with more elected female councilors have considerably lower rates of electoral clientelism and that this mostly affects whether female voters are targeted by clientelist distribution. These findings shed new light on how women's representation in elected political office shapes the incidence and use of clientelist distribution during elections.  相似文献

This paper examines two aspects of congressional representation: the responsiveness of House candidates to constituency opinion and the effect of candidate positions on House election outcomes. For both Democratic- and Republican-held seats, constituency liberalism (as measured by the constituency's vote for McGovern in 1972) is strongly related to the liberalism of incumbent candidates but less so to the liberalism of challengers. House election outcomes are visibly influenced by the positions of incumbent candidates but not those of nonincumbent candidates. The paper argues that elections contribute significantly to achieving congressional representation. Candidate positions are measured from a 1974 CBS survey of all major House candidates.  相似文献

Congressional campaigns do not occur in isolation, but concurrently with many other races. What are the effects of overlapping campaigns for how people learn about congressional candidates? On one hand, intensely fought races on the same ballot may encourage people to extend interest to contemporaneous races. Alternatively, competing campaigns may distract voters and limit learning about down-ticket contests. Using American National Election Studies data from 1996 to 2002, I test the consequences of state level presidential, senatorial, and gubernatorial campaign intensity on citizen learning about congressional candidates. I find that while the local intensity of the presidential race has little effect on knowledge of House candidates, the intensity of the Senate race is positively associated with candidate recognition. These effects vary depending on the nature of the election, where House candidates benefit from intense Senate races on the ballot particularly in midterm election years.  相似文献

City elections in the U.S. are widely thought to be low-information contests decided by non-ideological factors. This consensus casts doubt on the possibility of electoral accountability in cities, and renders recent evidence of municipal responsiveness puzzling. However, our knowledge of how voters actually behave in local elections is severely limited by a lack of individual-level survey data collected from local contests. Using three such original surveys, I re-examine the role of ideology in mayoral elections, recruiting samples of local voters via geotargeted Facebook advertisements. In two large cities, I find ideology is a powerful and independent predictor of vote choice. Using a panel design, I find voters learn the relative ideological positions of candidates over the course of a campaign, and that learning causally impacts vote choice. The effect of ideology also replicates in a conjoint experiment fielded to a sample of small-city voters in another region. Electoral accountability is thus a plausible explanation for ideological responsiveness in U.S. cities, and the methodological tools introduced here can now be applied to a variety of questions about local voter behavior.  相似文献

Criticisms of the system by which the American political parties select their candidates focus on issues of representativeness—how choices are dominated by relatively small numbers of ideologically extreme primary voters, or how residents of small states voting early in the process have disproportionate influence. This paper adds a different concern, albeit one that still addresses representativeness. How well do primary and caucus voters represent their own values and interests with their vote choices? Lau and Redlawsk’s notion of “correct voting” is applied to the 2008 U.S. nominating contests. Four reasons to expect levels of correct voting to be lower in caucus and primary elections than in general election campaigns are discussed. Results suggest that voters in U.S. nominating contests do much worse than voters in general election campaigns, often barely doing better than chance in selecting the candidate who best represents their own values and priorities. Discussion focuses on institutional reforms that should improve citizens’ ability to make correct voting choices in caucuses and primaries.  相似文献

Is there a relationship between party leader gender and voters' assessments? The answer is ‘yes’ according to theses on gender identity and stereotyping. A voter survey during the 2011 Danish general election allows for a comprehensive analysis of a less likely case with four male and four female party leaders. Female party leaders are assessed more positively by female voters than male voters both in regard to general party leader sympathy and assessment of specific characteristics, whereas it is not the case that male party leaders are assessed more positively by male voters than female voters. The impact of gender does not increase with age; in fact, the opposite is the case among men since younger male voters have less sympathy for female party leaders. Furthermore, there is no support for the expectation that voters with more education or with higher levels of political interest and knowledge are more positive towards party leaders of their own gender than voters with less education. Also, the relationship between gender and voter assessment is not stronger prior to an election campaign than immediately after an election. Hence, in sum, gender identity does not seem to require a higher level of political sophistication, nor does it decrease with higher levels of information.  相似文献

The gender gap has been an important feature of American elections since 1980. Yet, most explanations for the effects of gender on voting behavior focus on differences between men and women without taking account of how campaign strategies may serve to highlight or mask these differences. I examine how Senate candidates act strategically in deciding whether and how to target women voters. I find that candidates make these decisions based largely on two factors: (1) the importance of these issues to the state's voters and (2) whether gender gaps had been decisive in previous statewide contests. Analysis of exit-poll data indicates that when campaigns focused more on women's issues, women became more likely to vote Democratic while the vote choices of men were unaffected. Thus, campaign strategies do appear to influence the importance of gender differences in voting behavior.  相似文献
