The experiences of US ambassadors to Brazil and Chile in the 1960s, Lincoln Gordon and Ralph Dungan, exemplify the contradictory nature of US commitment to reform in Latin America in that decade. Brazil and Chile were two of the three countries which received the most Alliance for Progress money; their leaders were men whom the US ambassadors strongly supported. These countries, however, were heading in diametrically opposite political directions, one toward increasingly despotic government and the other toward greater democracy. In both cases, the ambassadors could claim to be pursuing Kennedy's Alliance goals in the Johnson years even as US interest in the region waned.  相似文献

This article provides a revisionist account of the occupation of the US embassy in Tehran in November 1979, one of the most conspicuous manifestations of anti-Americanism in recent history. Drawing solely upon primary documents, largely from various Iranian communists and Islamists, it questions the conventional wisdom that the Islamists' takeover of the embassy was a grassroots reaction to American policies, particularly after President Carter admitted the ailing Shah. It also challenges the argument that the radical students stormed the embassy primarily to bring down the nationalist provisional government. Instead, I introduce a critical overlooked factor and argue that the Hostage Crisis can be better explained as a preemptive act by the Islamists to outbid the leftists' anti-American activities. I demonstrate that the United States and the Islamists were seeking to maintain normal relations during and even after the 1979 revolution. However, various communist organizations that surfaced after the revolution posed an existential threat to the new Islamist-nationalist government, quickly dominating universities, labor unions, and intellectual circles throughout the country and accusing the Islamists and their nationalist allies of collaborating with the United States. In this climate, the Islamists strategically adopted the Left's anti-imperialist language and eventually occupied the US embassy to establish their anti-American credibility.  相似文献

In 1953, the US government threatened to undertake an 'agonizing reappraisal' of its commitment to European security if the rearmament of West Germany through the European Defence Community (EDC) came to nothing. Although many in Europe dismissed the threat as a bluff, the British government, and Foreign Secretary Anthony Eden in particular, took it extremely seriously. In September 1954, following the demise of the EDC, the British broke with long-standing tradition and pledged to retain military forces in Germany at a set level for as long as their European allies so desired. This was Britain's own 'agonizing reappraisal', undertaken at Eden's prompting to neutralise the danger of the United States implementing its own version.  相似文献

This paper suggests that there are many contrary pulls, some old, and others new, operating on socioeconomic development in the South Asian region. It argues that September 11th, 2001 has been a defining and defiling moment for the region, since the consequences of the terrorist attacks on the US will weaken democracy in the subcontinent. Consequently, the region will lose its historical advantage of not being militarised by outside poles, or interests, and this will undermine democratic mechanisms that facilitate alleviation of poverty and inequality. This paper investigates the disjunction between mainstream and grassroots perceptions of India's poverty, arguing that localised democratic government, attention to the institutional architecture of countries, and enabling participation of the poor and the discriminated offer the only way to deal with economic and social inequality.  相似文献

In the aftermath of September 11, US strategy has shifted in the Central Asian region from protecting the sovereignty of the southern post‐Soviet states to ensuring their stability in light of the dual impacts of energy development and the rising threat of Islamic terrorism. Although US–Russian cooperation has made strides, particularly concerning Russian acquiescence toward US and NATO military engagement in the region, geostrategic rivalry and conflicting economic goals have hindered a joint approach to initiatives regarding the region's energy development. While both agree on the goal of maximising Russian and Caspian gas and petroleum exports, US policy is increasingly prioritising Central Asian energy prosperity as a key factor in the region's ability to contain terrorism. Development of the region's energy resources has therefore become a critical US security concern. Yet, by failing to engage with Russia in a meaningful cooperation that could encourage Moscow to diversify its own energy export prospects, competition between the two powers is likely to reduce, rather than improve, the effectiveness of either in offering the Central Asian states the kind of support they need to strengthen their domestic profiles or withstand the incursion of terrorism.  相似文献

This article examines the record of the United States government in promoting democratic reform through the manipulation of development aid flows between 1992 and 1996. The first section reviews the origins of the policy of political conditionality and the subsequent changes in the US Agency for International Development. The next section evaluates the policy's execution by considering trends in the volume and distribution of US official development assistance, statistical linkages between that aid and recipient democratization, and the relationship with other potential foreign policy goals. The study finds that, contrary to the government's pledges, democratic and democratizing states have not received a greater share of aid. Instead, the distribution has been closely linked with security concerns ‐ a pattern consistent with the cold war record ‐ and US economic self‐interests have also been evident. Finally, three obstacles to the policy of ‘building democracy’ are considered: domestic ambivalence over the US's grand strategy in the post‐cold war era; coexistent foreign policy objectives that conflict with democratization; and the practical difficulties of eliciting reform overseas through the blunt instrument of development assistance.  相似文献

The financial crisis of 1949 threatened to bankrupt Britain and destroy the American economic and political system constructed after 1945. The US government was unable to respond effectively to this challenge. Truman's administration was split, as the Treasury and State Departments advocated diametrically opposing responses. Only the secret British decision to devalue sterling, a judgement not shared with the Americans until much later, stopped Washington from offering aid packages to London that would have totally changed US postwar foreign, economic and strategic policies. Therefore, this episode questions the assertion that national security concerns dominated the American government in the early Cold War.  相似文献

As South Korea became economically and militarily stronger and developed democratic institutions, the country was in a position to assume more responsibilities in its partnership with the United States. The necessary changes could be achieved only with difficulties. The efforts of the US administration to stop the nuclear proliferation by North Korea and South Korea's attempts to develop a policy of engagement towards the DPRK resulted in friction between the allies. The dissonance was amplified by efforts of the Rho Moo Hyun government to pursue a foreign policy that was less dependent upon the United States. The change of atmosphere was underlined by anti-American outbursts in South Korea. A new effort to strengthen the partnership is, however, reasonable. For South Korea the United States is still the indispensable ally as long as an attack by North Korea that probably has nuclear weapons cannot be ruled out. For the United States this alliance contributes to maintain America's paramount influence in East Asia. If both countries agree with this rationale they should take steps to accept basic assumptions and policies of the other side. To find a common position towards the nuclear efforts of North Korea is crucial. Even if both sides try to harmonize their policies, success is not guaranteed. Korean nationalism and American dynamics combined with occasional high-handedness are difficult obstacles.  相似文献

Many scholars have argued that US policy towards Cuba is counter‐productive: it helps to legitimise the Cuban regime, it restricts the scope for differentiation and debate, it makes elites reluctant towards reform and provides them with an explanation of the economic crisis. Such arguments concern the direct negative effects of US policy. In contrast this article explores the ways in which the US government indirectly inhibits potentially constructive pressures towards change. Third countries, foreign non‐governmental organizations and prominent individuals lend support to Cuba's resistance to the US embargo. This offsets external pressures to democratize, and allows the Cuban regime to convert such empathy into a source of legitimacy at home.  相似文献

Abstract

This article argues that many of Ukraine's problems are long-standing and remain unresolved because government policies are virtual (i.e. do not conform to official documents or statements) thereby reducing the effectiveness of the West's (here understood primarily as NATO and the EU) engagement with Ukraine and the ability of Kyiv to pursue its declared foreign policy objectives. The article discusses Ukraine's relations with the West through cycles of Disinterest, Partnership and Disillusionment. Under Presidents Leonid Kravchuk and Leonid Kuchma three cycles equated to Kravchuk's presidency (Disinterest, 1991–94), Kuchma's first term (Partnership, 1994–99) and second term (Disillusionment, 2000–04). Three cycles partially repeated itself during Viktor Yushchenko's presidency with Partnership (2005–06) after the Orange Revolution followed by Disillusionment (2007–09), often described as ‘Ukraine fatigue’. US Disinterest in Ukraine from 2009 is an outgrowth of the Barrack Obama administrations ‘re-set’ policies with Russia resembling the ‘Russia-first’ policies of the early 1990s George W. Bush administration. US Disinterest covers the late Yushchenko era and continued into the Yanukovych presidency. The West held out a hope of Partnership for Viktor Yanukovych following his February 2010 election after taking at face value his claim of becoming a more democratic leader, compared with during the 2004 elections, coupled with an expectation he would bring political stability to Ukraine. Partnership quickly evaporated into Disillusionment the following year.  相似文献

This article analyses how the interactions between a strong populist government in Ecuador and a weak, divided, and inefficient internal opposition in a context of weak liberal institutions could lead to what Guillermo O'Donnell termed “the slow death of democracy”. Rafael Correa was elected with a substantive project of democratization understood as economic redistribution and social justice. His administration got rid of neoliberal policies and decaying traditional political parties, while simultaneously co-opting social movements, regulating civil society, and colonizing the public sphere. Because the judiciary was subordinated to Correa, social movement activists, journalists, and media owners could not use the legal system to resist Correa's crack down of civil society and regulation of the privately owned media. They took their grievances to supranational organizations like the Organization of American States. When these organizations stepped in to challenge Correa, his government denounced imperialist intervention in his nation's internal affairs, and advocated for the creation of new supranational institutions without US presence.  相似文献

The article examines the growing celebrity activism in world politics and attempts to develop a framework for analysis. It briefly reviews the relevant literature on the emergence of influential individuals as transnational activists. Then, it analyses the factors that account for the specific growth of celebrity activism and evaluates its impact on public awareness, the mobilisation of resources and government decisions. Finally, the article tests this framework by focusing on two case studies: Princess Diana's contribution to the campaign to ban anti-personnel landmines and Mia Farrow's activism in respect to China's policy towards Sudan.  相似文献

The importance of sound representation abroad was plain to President J.F. Kennedy. This survey of Kennedy's diplomats is selective, confined to the three most telling cases in the Cold War drama: Moscow, New Delhi, London. The countries corresponding with these capitals shaped America's world, as chief rival, preeminent neutral and pluckiest ally. Ambassadors in distinctive posts do not constitute the whole of JFK's foreign policy, but this account do shed light on significant achievements, thereby challenging those critics who have attributed every manner of blunder to Kennedy. His diplomatic record may not have been as brilliant as court historians suggested. Yet, to JFK's credit, the practical effect of his ambassadors in three major countries was to advance US security and prestige.  相似文献

Recent talk about Europe's diminishing importance to America's policymaking is here regarded as unfounded. Europe remains an indispensable signifier tightly embedded in the soul of the US as well as that of Russia. With identity being a relational process and profoundly social in character, both America and Russia employ Europe as the main mirror in which they portray themselves. This article unpacks their respective delineations of Europe: the American old/new as outlined by Donald Rumsfeld, and the Russian true/false, focusing on Europe's North as a region where the two perspectives might potentially clash.  相似文献

Competing hypotheses on the relationship between government and dissident behavior emerge from both formal and empirical models. Yet, the current literature lacks a comprehensive theoretical account of such contradictory effects. This study develops a theory to account for a large number of competing hypotheses within a single framework. The theory explains various government and dissident tactical choices over the course of an internal political struggle by focusing on leaders, their motivations, and the link between their motivations and actions. The theory gives rise to a process model of sequential government-dissident interactions that is used to test several implied hypotheses. Empirical sequential time-series models of government and dissident behavior find support for most of the theory's implied hypotheses in Israel (1979–2002) and Afghanistan (1990–99).  相似文献

Long before 9–11, Russia and the United States found common ground in their efforts to undermine the Taliban government in Afghanistan, despite serious disagreements over policy in other parts of the world. The events of 9–11, however, changed Russian foreign and security policy drastically. One of the most fundamental and controversial shifts came when President Putin chose not to interfere in US negotiations with the Central Asian states to use their airbases for the US war against al Qaeda in Afghanistan. Putin also offered to use Russia’s oil reserves as a means to stabilize jittery world markets. In return, Russia gained US support for its bid to pipe Caspian Sea oil over Russian territory. More importantly, the US government gave Russia essentially a free hand in its war against separatist Chechnya. While there are many potential scenarios in highly unstable Central Asia that could serve to sour relations once again, Russia and the United States have an unprecedented opportunity to build trust and cooperation through peacekeeping and problem solving in the region.  相似文献

This article explores the implications of Giorgio Agamben's genealogy of government for our understanding of critique. Agamben argues that the providential government of the world of Christian theology has bequeathed to the West an ontology of will and command. Replacing the pantheistic world of Stoic late Antiquity, the Christian world must be other than it is. The lack that this introduces is central to Agamben's account of nihilism, as it was also for Nietzsche. But what does this mean for critique? Does critique belong to the nihilistic tradition of the West; occupying the still-warm seat of God inasmuch as it finds the world wanting as if from the outside? Does this mean we are left only with affirmation—passively acceding to the world as we find it? Or is this alternative of world-rejection/world-affirmation a false one? The rise of China in Africa is often described as a major challenge to the United States (US) and the European Union (EU) democracy promotion policies. China is accused of providing important volumes of loans, development aid, trade and investments without “political strings” attached, thereby undermining the US and the EU's possibilities to set material incentives for reforms. This article investigates Ethiopia and Angola as two cases where one would expect that the growing presence of China has made it more difficult for the EU and US to support reforms. Empirical findings presented in this article go against this argument. In both countries, the EU and the US face substantial difficulties to make the respective government address governance issues. However, the presence of China has not made it more difficult for the US and the EU to implement their strategies. Instead the empirical analysis suggests that domestic factors in Ethiopia and Angola, notably the level of challenge to regime survival both governments face, influence both governments’ willingness to engage with the EU and US.  相似文献

This article reflects upon the debate on quotas for women in representative institutions of government. It poses the question whether current debates about quotas for women are relevant to debates on women's empowerment. In doing so, it points to the bases upon which the arguments for and against quotas have been presented within the Indian political system, taking into account the historical debates on caste, the emergence of coalition politics, the strength of the women's movement, and the engagement of women's groups with the politics of difference. The central argument of the article is that unless the issues of class‐based and caste‐based differences are taken seriously by women's groups in India, the wider question of empowerment cannot be satisfactorily answered. The conclusion assesses whether the Indian example is of relevance to wider debates on quotas as strategies of empowerment.  相似文献
