Private urban agricultural ventures, initially a spontaneous response to food shortages during the Special Period, soon became a state‐sponsored project, related to global notions of sustainability. This article explores the relationship between sustainability discourse and its local dimensions to reveal the role of sustainability in the reformulation of the Revolution. Urban gardeners engage with international discourses of sustainability and interact with the Cuban state's articulation of these discourses. While this process forces urban gardeners to adapt to the changing meanings of growing food, it also provides a different language through which gardeners define themselves, especially in the context of a changing relationship with the state.  相似文献

Abstract

The article argues that since the mid 1990s organized crime in Lithuania has undergone significant transformation. During the early 1990s organized crime was characterized by groups challenging the state in the process of privatization of state property. At this time the most important mode of organized criminal activities was coercion, intimidation and violence. Since the mid 1990s the degree of violence typical to organized criminality has declined significantly. Instead organized crime associations have became active in attempting to partially appropriate the state by influencing, bribing and corrupting state actors. Membership of organized crime associations also underwent changes. Formally a number of prominent crime groups were made up of socially homogenous, lower class “outsiders” who used violence as the primary means of domination and enrichment. Contemporary criminal associations typically are comprised of informal networks of individuals of higher socio-economic standing, who are influential in a wide range of domains: legal and illegal, state and private, bureaucracy and private enterprise. Instead of violence a multiplicity of interactions and transactions among these elite networks are utilized to enable, transact, exchange and enhance mutually beneficial influence and criminal enrichment. We explore the dynamics that have facilitated the emergence of the postmodern organized crime associations that have gained legitimate and illegitimate social and political standing and influence within Lithuania. To illustrate the organized crime transformation the most recent political crisis, involving President Paksas' office engagement in corruption and organized crime, is analyzed. The implications of the transformation in organized crime for the criminal justice system in the country are discussed.  相似文献

For most foreign nationals of African origin who lived in South Africa during 2008 and 2015, this period will be remembered with horror and fear. These were the years when South Africa’s growing culture of xenophobia matured into mass deadly violence. This violence has been widely reported in the press and is the subject of much scholarly engagement. The pre-migration life stories of many who take refuge in South Africa are laden with violence but such narratives are less well known and reported. The forces at home that propel migration are frequently excessively violent and traumatic. Once in South Africa, many migrants experience further violence and vulnerability in their places of refuge, as in 2008 and 2015. The violence fuelling migration and characterising refuge are thus tragic combinations of multiple forms of physical, symbolic and structural violence. In identifying repeated cycles of trauma, dehumanisation and vulnerability, this article discusses the pleas of migrants for better understanding, formal recognition and support from South African citizens and the government. Finally, the role of peace education, including healing interventions, for creating greater justice and harmony between foreign nationals and their host communities is discussed.  相似文献

This paper explores how state agents and civilians justify human rights violations when the military perform police tasks. Based on a set of interviews and documents, it analyses the actions of the armed forces and the police during a military-led operation that targeted drug trafficking organisations in Tijuana. In a context of limited civilian control over the armed forces and the police, the paper identifies two discourses that supported the illegal action of state agents: the construction of a foreign other who does not belong to society and the need to use violence to accomplish a greater good.  相似文献

Legitimation is a fraught process for private security companies operating in Mexico and other countries in the Global South where the police have a poor reputation. Mexican private security companies have an ambivalent relationship with the police, which causes firms to engage in two seemingly contradictory practices. Companies attempt to gain legitimacy by aligning with the image of the police to earn a sense of “symbolic stateness” while simultaneously distancing themselves from Mexico's actual police forces so as to disassociate from the institution's poor reputation. Consequently, collaboration between public and private security is limited, despite official attempts by the Mexican state to foster positive contact between them. Overall, this study contributes to the growing literature on private security by providing novel insights into the strategies private security firms utilize to navigate within states possessing delegitimated security forces, and the resulting lucrative political economy landscape.  相似文献

Abstract

Feminist scholars have produced an extensive literature on the social, economic, psychological, and criminological aspects of female infanticide. By contrast, there have been few historical studies of fathers who have murdered their children. This article analyses the problem of paternal filicide in three ways. First, it contextualises state responses to child homicide in relation to the government's wider treatment of violence in the home. Second, it analyses men's stated motivations for child murder, highlighting the significance of their conceptions of fatherhood and family to their violent actions. And finally, it interrogates onlookers' understandings of male violence, showing that the family was central to the boundaries onlookers drew between understandable and incomprehensible violence. Overall, the article shows that fathers' violent acts stemmed from significantly different social pressures to maternal child killing. The various interpretations of male violence tell us much about historical understandings of fathers' responsibilities, men's family roles, and the place of violence in the home.  相似文献

This article analyses the critique of militaristic geopolitical worldviews in two novels by Martín Kohan (Dos veces junio, 2002 and Ciencias morales, 2007). Drawing on ‘everyday nationalism’ and the insights of feminist geopolitics, it explores these novels' use of space and gendered violence to present Argentina's 1976–1983 dictatorship and the Falklands/Malvinas war as unexceptional manifestations of the relationship between the state and its citizens. This reading foregrounds Kohan's emphasis on the origins and consequences of national identity discourses, framed as powerful narratives capable of generating a vision of the nation-state that privileges the security of borders over bodies.  相似文献

The global attention focused on sexual violence in the DRC has not only contributed to an image of the Congolese army as a vestige of pre-modern barbarism, populated by rapists, and bearing no resemblance to the world of modern armies; it has also shaped gender and defence reform initiatives. These initiatives have become synonymous with combating sexual violence, reflecting an assumption that the gendered dynamics of the army are already known. Crucial questions such as the ‘feminization’ of the armed forces are consequently neglected. Based on in-depth interviews with soldiers in the Congolese armed forces, this article analyses the discursive strategies male soldiers employ in relation to the feminization of the army. In the light of the need to reform the military and military masculinities, the article discusses how globalized discourses and practices render the Congolese military a highly globalized sphere. It also highlights the particular and local ways in which military identities are produced through gender, and concludes that a simple inclusion of women in the armed forces in order to render men less violent might not have the pacifying effect intended.  相似文献

This paper begins with a series of findings on the increasing focus on the memories of the recent past, particularly in societies that have undergone periods of political violence, dictatorships and civil wars. In analysing the moment of installation of the institutional, territorial and symbolic marks (understood as expressions produced by various actors and state policies and social movements that respond to the demands of these social actors), one can see how memories of the recent past, suffering and political violence act as stimuli for countless rituals, cultural productions, and a search for interpretations and explanations. This paper seeks to question some of the basic assumptions and basic innuendos implicit in the “duty of memory”: an exploration of the relationship between memory and justice, between memory and democracy, and between preservation-preservation and transmission. By analysing these relationships, this paper aims to relocate memories in the context of broader and longer-lasting structures and social processes; centrally linked to the persistence of multiple social inequalities and the relationship between memory and political present. To do this, some institutional state processes are analysed, both at the symbolic level and in the field of education and transmission, in order to present some situations that allow the task of rethinking and raising further questions about the relationship between memory and democracy.  相似文献

ABSTRACT

For almost two decades, negative portrayals of asylum seekers arriving in Australia by boat have been dominant within political and media discourses. In particular, asylum seekers have been portrayed as a “dangerous other”—as an illegal group that the public ought to fear and from which they require protection—rather than as a vulnerable group who require protection themselves. This article examines some of the ways in which these discourses make possible public support for punitive policies relating to the treatment of asylum seekers (particularly boat arrivals)—policies that violate many of the human rights instruments to which Australia is a signatory. Specifically, this paper uses Sykes and Matza’s (1957) work on “Techniques of Neutralisation”, which considers the way in which those who knowingly commit illegal, immoral, or harmful acts neutralise their behaviour and disavow its harmful effects, to analyse these dynamics. In particular, it focuses on the political and media discourses regarding asylum seeking produced during the 2013 Australian federal election campaign. The paper argues that these theoretical tools can be effectively applied to this case study and provide some insight into the ongoing punitive treatment of asylum seekers in Australia.  相似文献

ABSTRACT

In the Introduction to this special issue, I first provide an overview of the programme of 'de-extremification' and mass internment in Xinjiang since early 2017. I then situate this development against the ‘ideological turn’ in Chinese Communist Party policy under President Xi Jinping, highlighting the new emphasis on stability maintenance and ideational governance. Next, I explore experiences of (in)security in Uyghur communities in- and outside of Xinjiang in the era of internment to consider how far PRC counter-terrorism initiatives have now evolved into state terror. In doing so, I apply Ruth Blakeley's (2012) definition of state terror as a deliberate act of violence against civilians, or threat of violence where a climate of fear is already established by earlier acts of violence; as perpetrated by actors on behalf of or in conjunction with the state; as intended to induce extreme fear in target observers who identify with the victim; and as forcing the target audience to consider changing its behaviour. In That Smell and Notes from Prison, Sonallah Ibrahim engages literary and feminist discourses in his political narrative against the Nasserist regime and the culture of commitment (iltizam) of the 1960s. Ibrahim's antihero is a newly released writer who is faced with the challenges of overcoming his failure to connect with women and society, and find a motivation to write. He realizes that most readers, writers and critics are not in favour of his literature of exposé, which refuses to depict or treat the ugly reality as a beautiful one. In foreshadowing the 1967 defeat and the impotence of Arabs, That Smell and Notes from Prison warns of a prolonged cultural and literary decay should political corruption override basic human and women's rights in the Arab world.  相似文献

This article examines clientelism in Iraq as a case study of one form of corruption. Iraq is an unusual case of corruption, because a key feature of Iraq's corrupt environment is an institutionalised factional political system based on sectarian quotas. The article explores the many links between clientelism and political factionalism, discussing whether clientelism arose because of factionalism, or whether factionalism merely determines the ways that clientelism currently operates in Iraq. Using fieldwork data, the findings show there are two distinct levels of clientelism in Iraq, both of which are linked to political factions: the individual level and the organisational level. First, clientelism at the individual level entails the elites of many political factions regarding ‘money politics’ as a means of influence in Iraq/Kurdistan by buying people's affiliations and thereby governing people. Second, clientelism at the organisational level entails that the spoils of political office are shared out among the elites of the political factions in a proportionate fashion. The article concludes that clientelism is a form of political rather than economic corruption; and that while there may be some immediate value in clientelism, its long-term harm outweighs its short-term value.  相似文献

East Asia's security order is experiencing significant change as it moves from a stable and peaceful geopolitical setting into one of increasingly open contestation. There is no scholarly consensus about the core character of East Asia's old security order, thus making analysis of this period of change especially challenging. The aim of this paper is two‐fold. Firstly, it seeks to provide some order to the broader debate about East Asia's regional security environment. Secondly, it provides a novel account of East Asia's security order that better captures the key dynamics at play in the region than the literature currently does. The paper's first part discusses the different types of security orders identified by scholars and analysts. The second examines the ways in which scholars have attempted to explain East Asia's security order and explores the key forces that they have argued shaped their form. The third part develops a distinctive account of Asia's security order which focuses on the interplay of domestic and international factors and argues that it was the political consensus that existed across the region about its structure and purpose that made the region stable and it is the breakdown of that consensus that is destabilising East Asia today.  相似文献

This article focuses on the amateur theatre of the People's House and the consumption of state-promoted mixed-gender activities in the 1930s and 1940s in Turkey. The People's Houses were community centres established in many Turkish towns between 1932 and 1950. They performed activities in adult education and political indoctrination with the chief aim to propagate the socio-cultural changes the state had been initiating since 1923. Drawing on complaint letters and investigative reports, this article focuses on the presence and activities of women in the People's Houses; reviews the tension produced upon the introduction of mixed-gender entertainment and social interaction like theatre within largely sex-segregated local societies; studies the practices performed by men and women and the discourses they articulated in response to and in an attempt to manage such moments of tension; and considers their significance as practices contributing to the negotiation and shaping of social identities.  相似文献

Do Russians’ personal experiences with corruption influence how they evaluate their political leaders and, if so, in what direction? In addressing this question, we focus specifically on small-scale corruption that arises when Russians encounter employees of service provision organizations. We analyze survey data gathered in the summer of 2015 from Russia to trace the links between personal corrupt behavior and political attitudes. We show that participation in everyday corruption lowers a person’s support for the political regime, both as a bivariate relationship and in a multivariate model with controls. Being involved in corrupt transactions reduces support for the regime through two indirect mechanisms: by making the political leadership’s performance seem worse and by heightening perceptions that corruption is widespread among the country’s leaders. We find no support for arguments in the literature that bribery and other forms of bureaucratic corruption help citizens pursue their needs in the face of inefficient state institutions and less developed economies. In Russia, those who frequently encounter corruption are less, not more, happy with the regime.  相似文献

This article examines the links between the creation of a post‐revolutionary Mexican culture and the maintenance of traditional forms of cacical control. Taking as a case study Luis Rodríguez, a cacique from the state of Oaxaca, it is argued that he utilised state notions of indigenismo and indigenous cultural production to assert and maintain his position as the strongman of the Mixe ethnic group. However, despite the employment of state discourses, Rodríguez’s fiefdom was never subsumed into the corporate revolutionary state. Rather, these claims of ethnic unity were used as a smokescreen to deter state intervention. As a result, Rodríguez was forced to use intimidation and violence to control pueblos outside his immediate sphere of influence during the 1940s and 1950s.  相似文献

The advance of globalisation depends in fundamental ways on the continued flows of transnational labour it has stimulated. For semi-skilled and unskilled service workers these flows are managed through numerous controls imposed by states, employers, labour brokers and even by the expectations of their families and communities of origin. This article concentrates on female service labour originating in Indonesia and the Philippines, destined for Hong Kong and Taiwan. It emphasises the collective (family and community-based) nature of the worker's entry into this type of work. It looks at multiple intersecting discourses that shape, construct and attempt to manage the worker's behaviour at different stages of the migration cycle. It gives particular attention to the receiving workplace: the household, and in some instances, the household-based enterprise. The article shows that workers placed in these households are simultaneously governed by contractual relationships and by historically and culturally derived rules reflecting the household's functions as a property-holding, administrative and patriarchal kinship unit. Globalisation has brought far-reaching changes to patterns of labour migration, but the household as a workplace retains important vestiges of these older patriarchal discourses, and ambiguities remain about the emergence of free labour in domestic work.  相似文献

This article examines how possibilities for Muslim expression were and are shaped by the political imaginaries in Soviet-era and independent Uzbekistan. It develops the concept of social ‘imaginary’ in Charles Taylor's critique of Western secular modernity. Political imaginaries are the assumptions about the nature of being, the essential categories through which the world is understood and acted upon, that are produced within dominant state discourses and that shape the space for the political. The article compares the Soviet vision of socialist modernity and the logic of the current state ideology in independent Uzbekistan, and discusses how these have framed the possibilities for being Muslim. It argues that the category of culture is produced in distinct and contrasting ways in these imaginaries, and plays a central role in delineating the public space for Islam.  相似文献
