Gus O'Donnell's vision of ‘better government’ is presented as a critique of party politics, most specifically the short‐termism, selfishness and incompetence of elected politicians. There are few people better placed than O'Donnell to form such judgements. However, O'Donnell goes much further, by calling into question the legitimacy of the democratic system which gives rise to party politics. His article outlines several mechanisms by which the exercise of power by elected ministers could be constrained by a managerialist accountability framework, without addressing the question of who determines the appropriate framework for ministerial performance. The House of Commons is condemned as ‘too politicised’. O'Donnell also offers substantial praise for apparently ‘depoliticised’ policy‐making processes, overlooking the inherently political constitution of such processes. In doing so, O'Donnell claims to be challenging party politics on behalf of voters/taxpayers, but instead seeks to dismantle any possibility of the public expressing a collective will via the ballot box that might challenge the immutability of the market economy.  相似文献

At the beginning of the twenty‐first century, the challenge to governments is to improve citizens’ trust in governments. The Internet aids good governance by increasing transparency and customer‐oriented service delivery. During the last few years, European Union local governments have expanded their presence on the Internet. This article presents empirical evidence on the nature of e‐governance initiatives in cities across Europe. The findings could be of interest to cities interested in determining how their online presence compares with that of other cities. There are opportunities for information and communication technologies (ICT) to enhance governance in local governments, but the focus of the ICT applications concentrates technologies on the management and delivery of services rather than on other areas. The Internet is not yet running as an effective medium facilitating democratic inputs into the policymaking process. Our study shows that technology is behaving as an enabler within preexisting social and political structures.  相似文献

The authors review the U.S. Army’s field manual on counterinsurgency, consider the doctrine and tactics that it espouses, and survey its current critics. They present specific examples of its application and conclude that while counterinsurgency does achieve results, the U.S. government lacks a strategic doctrinal framework for implementing counterinsurgency elsewhere. This shortcoming urgently needs to be addressed in a meaningful way by political leaders.  相似文献

Newly elected presidents oftentimes set out to reform the executive branch. This has been the norm for more than 100 years, and indications are that the next president will follow this pattern. The authors have had firsthand experience over the past 15 years with White House–led government reform efforts. They provide their insights on President Bill Clinton’s reinventing government initiative and President George W. Bush’s management agenda efforts. Writing recently in The Political Quarterly, the journalist John Lloyd took issue with regulatory remedies for ‘bad journalism’ in the United Kingdom that were proposed by the Leveson inquiry of 2011–12 and endorsed by Parliament in 2013 in the form of a Royal Charter. State action will fail, he asserted, because only journalists can change journalism, and he urged British journalists to undertake this transformation. This response argues that Lloyd dismisses the Leveson process too lightly and takes too little account of the many victims of press abuses, who are entitled to better protection. A decent society had to do something about this, and the Leveson Charter process was a measured and constructive response that offers the best hope of higher press standards and of protection for ordinary citizens while safeguarding freedom of expression for journalists. Lloyd's proposal for action by journalists, by contrast, is impractical, not least because it ignores powerful forces preventing journalists from taking control.  相似文献

Britain’s Choice, a report published by More in Common, develops a new segmentation of the British public based on their core beliefs, values and identities. Identifying seven segments, the report aims to better understand the British public, the goal being to work out how to build a more cohesive Britain—the choice facing Britain being a path to further division and polarisation or one to greater solidarity and shared values. The report strikes a broadly optimistic turn and highlights the shared values across the seven groups, but there are warning signs in the data that there are still many issues on which these groups could be divided, the overlap between them, for now, limiting the success of attempts to do so and throwing up a ‘kaleidoscopic’ pattern that changes from issue to issue.  相似文献

This article develops a better theoretical understanding of the linkage between the processes and outcomes associated with government‐organized public participation, including its potential to empower citizens in guiding administrative decisions. Special focus is given to those factors that shape the development and maintenance of the citizen–administrator relationship. To this end, the research examines the work of federally mandated citizen review panels and their interactions with state child protection agency administrators. Based on 52 in‐depth interviews conducted with citizens and administrators in three U.S. states, a grounded theory approach is employed to derive a series of testable theoretical propositions. The insights gained are of importance not only to public administration scholars but also to citizens and administrators who engage one another through formally organized channels of participation.  相似文献
