By examining the historically progressive role of cultural property in terrorism and political violence, this paper reveals the evolving significance of art to international security. Over the past two centuries, abuse of antiquities and fine art has evolved from the spoils-of-war into a medium for conducting terrorism that strives to erase the cultural heritage of “the other.” In contrast to wartime destruction and plunder which date back millennia, the growth of the art market over the past fifty years has created opportunities for novel abuses of cultural property. Since World War II, maturing international awareness has recognized the threat which armed conflict and looting pose to cultural property, but in parallel, art trafficking and the politics of cultural property have become tools for transnational organized crime and terrorist groups. The resulting unique intersection of issues in art, politics, and counterterrorism forms the basis for a new field—cultural security. After an assessment of topical security threats which suggest the need for such a field, the paper concludes by speculating on international-security risks precipitating from antiquities trafficking and collecting.  相似文献

Ideology plays a crucial role in terrorist's target selection; it supplies terrorists with an initial motive for action and provides a prism through which they view events and the actions of other people. Those people and institutions whom they deem guilty of having transgressed the tenets of the terrorists’ ideologically‐based moral framework are considered to be legitimate targets which the terrorists feel justified in attacking. As an extension of this, ideology also allows terrorists to justify their violence by displacing the responsibility onto either their victims or other actors, whom in ideological terms they hold responsible for the state of affairs which the terrorists claim led them to adopt violence. While it is not the only factor which determines whether a potential target is attacked, ideology provides an initial range of legitimate targets and a means by which terrorists seek to justify attacks, both to the outside world and to themselves.  相似文献

SUMMARY

Politics has been described as “an aggregate of persons in a power perspective of elaborated demands and expectations”. From this the collective nature of politics can be clearly seen. Without communication, however, no collective action is possible and consequently no political action. Based on this politics can be seen as the continuous defining of collective action in the context of mutual power relations in which there are differences (inter alia of objectives and methods) and consequently conflict over the allocation of scarce resources. Even though there has been an early interest in the relationship between politics and communication, e.g. Aristoteles and Julius Caesar with his Acta Diurna, systematic study of the relationship between communication and politics and the generation and regulation of conflict is of recent nature. A review of the literature on the theory and research in the field of political communication indicates it to be of original interest to researchers from fields such as journalism, mass communication, political science and speech communication. Recently, however, political communication emerged as a field on its own worthy of its recognition as a subdiscipline of communication science: it is recognized by professional bodies like the International Communication Association it is a separate area for research, teaching and for publication of journals devoted to it.  相似文献

Abstract

In 2012 flame-grilled chicken company, Nando's, released a 52-second advert showing people of various races and ethnicities vaporising into thin air, one after the other, leaving a lone San Bushman wearing a xai who declares: ‘I'm not going anywhere. You f*#@ng found us here.’ Broadcasters SABC, DStv and etv initially banned the advert, citing fears of a xenophobic backlash. In 1996, former South African president, Thabo Mbeki, who was deputy president at the time, delivered what has become known as the ‘I am an African’ speech at the adoption of the South Africa Constitution Bill. In the speech Mbeki appears to codify ‘Africanness’ into a consciousness not just of history, but a shared history. The conceptual reach of his speech seems to imply that everyone who may share South Africa's history is somehow South African and African. This article argues that the Mbeki speech and the Nando's advert, taken together, draw attention to the simultaneous richness and poverty of citizenship in South Africa, and the potential benefits and contradictions of claiming citizenship in the sense preferred by the two texts. The context is supplied by a sampling of 22 randomly selected online comments centering on the censored advert.  相似文献

While it is sensible that governments and academics endeavour to assess the effectiveness of counterterrorism policies, this article argues that it is almost impossible to measure arithmetically the outcome of counterterrorism efforts for a variety of reasons. However, this does not mean that the effect of governmental policy cannot and should not be assessed. This article argues that it is not necessarily the policy measures and their intended results as such, but much more the way in which they are presented and perceived, that determine the overall effect of the policy in question. The article introduces the concept of ‘performativity’, which involves the extent to which a national government, by means of its official counterterrorism policy and corresponding discourse, is successful in selling its representation of events, its set of solutions to the terrorist problem, as well as being able to set the tone for the overall discourse on terrorism and counterterrorism. Due to the distinct relation between the performative power of counterterrorism efforts and the arc of violence carried out by terrorist movements, analysing the level of performativity will provide an indication to the effectiveness of counterterrorism policies. It is argued that a low level of performative power generally has a more rapidly neutralising effect on radicalisation and political violence than large-scale, public counterterrorism efforts.  相似文献

This article takes the form of a content analysis of the propaganda of Lehi ‐ the smallest and most extreme of the underground movements that fought against the British in Palestine. It suggests that the propaganda was based on a number of projective narratives, namely, stories that are not only designed to recall the past, but also to show how to behave in the present. Particular emphasis was placed on the lessons to be learnt from Jewish history in general and past examples of Jewish valor in particular. Attention was also paid, however, to other struggles for national liberation. In both cases, the struggle for legitimacy took place on two fronts ‐ the reconstruction of the past and its reenactment in the present. Only Lehi, it was argued, understood history and acted in accordance with it. And therein lay the terrorists’ claim to legitimacy. They, and they alone, are the true heirs of the past.  相似文献

This paper investigates the risk presumably involved in the narratives of non-Western international relations theory (IRT) by focusing on a similar historical case in Japan. It reveals the risk of uncritically accepted geographical division, and particularly focuses on the discourses of the Kyoto School's theory of world history as an example of non-Western narratives in the past, which was to ‘overcome’ the Western civilization similar to the contemporary non-Western IRT. However, they are also infamous for providing justification for the wartime regime in Japan for their aggression in the Asian continent. What is the connection between their philosophy and support for the imperialist regime? If there is a connection between them, is there any possibility of the resurrection of the same results in the case of non-Western IRT? To answer these questions, the article introduces the philosophy of Tosaka Jun who was critical of the School but, unlike Kyoto School philosophers, stubbornly fought against the mainstream politics of the time.  相似文献

ABSTRACT

Zimbabwe held ‘fresh’ elections on July 31, 2013 under a new constitution. This was in line with the provisions of the Global Political Agreement (GPA), a political power-sharing compromise signed between Zimbabwe's three main political parties, following the heavily disputed 2008 harmonised presidential and parliamentary elections. The GPA established in Zimbabwe a Government of National Unity (GNU). On the road to making a new constitution, political differences and party politicking always seemed to take precedence over national interest. This political polarity in Zimbabwe resulted in the heavy polarity of the media, especially along political ideological grounds. The new constitution-making process and all its problems received heavy coverage in almost all national newspapers. This article analyses the discourse-linguistic notion of ‘objectivity’ in ‘hard’ news reports on the new constitution-making process by comparing the textuality of ‘hard’ news reports from two Zimbabwean national daily newspapers: the government-owned and controlled Herald and the privately owned Newsday. Focusing on how language and linguistic resources are used evaluatively in ways that betray authorial attitudes and bias in news reporting, the article examines how the news reports uphold or flout the ‘objectivity’ ideal as explicated through the ‘reporter voice’ configuration, and within Appraisal Theory.  相似文献

This paper explores the relationship between visual representation and claims to legitimacy in the current George W. Bush administration's ‘war on terror’. Drawing on discourse theoretical works that focus analytical attention on the power of visual representation in communicating authority and legitimacy, this paper argues that crucial to such communicative acts is the rendering of a receptive audience complicit in particular interpretations of the images in question. While various visual representations construct political subjectivity and agency in different ways, common to all interpretations is the centralisation of an authoritative narrative. It is argued that this authorial voice must be challenged in the formulation of a politics resistant to dominant discourses of security/counter-terrorism in the West.  相似文献

Taking as its point of departure the failure of the ‘policy science’ project, the article discusses the declining authority of ‘one size fits all’ policy advice. It relates this to the absence of a robust empirical basis for such positions, as shown by the cross-country regressions literature, and relates it also to changes in a range of disciplines, including natural sciences and mathematics. It discusses the rising tolerance for inconsistency between implementation logics and argues that these issues, while of general importance, are most obvious in the context of development, where ‘one size fits all’ policy logics have been heavily contested.  相似文献

Abstract

The study focuses on collective norms concerning the use of force to inform the analysis of national and European security and defence policy. In particular, it aims to shed some light on the question of why members of the US-led ‘coalition of the willing’ in Iraq subsequently supported further steps towards an autonomous and effective European Security and Defence Policy. We analyse collective defence norms in Britain and Poland by means of a qualitative analysis of press debates before, during and after the invasion of Iraq in 2003. Our findings indicate that the salience and vigour of the debates varied strongly and so did the areas of normative contention. In the British press, debates centred on normative conflicts surrounding the relationship with the US, international authorisation, and the legitimacy of regime change as a goal for the use of force. In Poland, debates were far less intense and centred on the need to show solidarity with a trusted ally in need. We conclude that strategic norms, in particular revolving around the attachment to the US as a security partner, have become less of a problem for the evolution of ESDP but for different reasons in each case.  相似文献

This article seeks to bring more nuance to recent discussions about the role of faith in religious development NGOs. It takes an in-depth look at Tearfund, a leading Evangelical development NGO, and explores the ways in which faith shapes its conceptualisation of development, its programme design, and its implementation strategy. The article traces the process through which Tearfund actively sought to bring faith into the centre of its development work, and argues that grappling with faith in this way can lead religious development NGOs to innovate new approaches to development that are at least somewhat outside of mainstream development thinking.  相似文献

Security sector reform (SSR) policy has, for the better part of a decade, been viewed as instrumental to the larger international project of improving and strengthening the ‘capacity’ of post-conflict and ‘fragile’ states. The current policy approach, which represents a merging of security and development agendas in the post-Cold War era, is based on the premise that fragmented, ineffective, poorly managed and politicised state security institutions threaten political stability and undermine poverty reduction and sustainable development goals. The objective of this article is to examine aspects of what has been described as the ‘SSR policy-practice gap’ that arose in the course of implementing SSR policy in Timor-Leste by analysing the systemic basis of the gap. An analytical framework that untangles the relationship between SSR policy objectives, targets and outcomes is presented in concert with a discussion of the social and political circumstances that confronted international organisations and donor countries when they sought to implement SSR policy in Timor-Leste. By using the analytical framework to assess the policy coherence between SSR objectives and the SSR programme contained in UN Security Council Resolution 1704, the ubiquitous disconnect between SSR ‘Gospel and Reality’ is pulled more sharply into focus.  相似文献

This paper aims to unpack the politics of NGO activism with the Munda – a minority Adibashi group in Bangladesh. In addition to offering microcredit, NGOs launched educational and awareness building programmes for the Adibashi. Most notably, the Munda are not content to blindly follow the instructions of NGOs – namely, to get educated, find a white-collar job, and develop identity politics – to improve their socio-economic and political positions. Rather, there is growing awareness among the Munda to gather knowledge, which helps them to consciously educate themselves to undertake new activities to improve their condition by interacting with wider society.

Au nom des Adibashis « sous-développés » : les dimensions politiques des ONG et des Mundas au Bangladesh

Cet article cherche à analyser les dimensions politiques de l'activisme des ONG auprès des Mundas – un groupe minoritaire d'Adibashis au Bangladesh. En plus de proposer des microcrédits, les ONG ont lancé des programmes éducatifs et de sensibilisation destinés aux Adibashis. L'aspect le plus remarquable est que les Mundas ne veulent pas suivre aveuglément les instructions des ONG – à savoir suivre une éducation, trouver un emploi dans un bureau et développer des convictions politiques auxquelles s'identifier – afin d'améliorer leur situation socio-économique et politique. Au lieu de cela, on observe une prise de conscience croissante parmi les Mundas qui les pousse à rassembler des connaissances, ce qui les aide à s'éduquer consciemment afin de pouvoir entreprendre de nouvelles activités leur permettant d'améliorer leur condition en entrant en interaction avec la société dans son ensemble.

En nombre de los adibashi “subdesarrollados”: las políticas de las ONG y los munda en Bangladesh

El presente artículo pretende desmenuzar las políticas que sustentan las acciones llevadas a cabo por las ong con los munda –un grupo minoritario de adibashi en Bangladesh. Además de ofrecer esquemas de microcrédito, las ong impulsaron programas educacionales y de concientización para los adibshi. Sin embargo, cabe hacer notar que los munda no se conforman con seguir ciegamente las instrucciones de las ong –centradas en la educación, en encontrar un empleo de “cuello blanco” y en desarrollar políticas de identidad– para mejorar su situación socioeconómica y política. Por el contrario, entre los munda existe una creciente conciencia acerca de la necesidad de acumular conocimientos que les ayuden a educarse conscientemente, lo que les permitirá emprender nuevas actividades que mejoren su situación relacionándose con la sociedad más amplia.

Em nome da comunidade “subdesenvolvida” de Adibashi: as políticas de ONGs e do Munda de Bangladesh

Este artigo visa examinar as políticas do ativismo de ONGs com o Munda – grupo minoritário Adibashi em Bangladesh. Além de oferecer microcrédito, as ONGs lançaram programas educacionais e de conscientização dos Adibashi. Sobretudo, o Munda não está disposto a seguir cegamente as instruções das ONGs – isto é, estudar, encontrar um emprego administrativo e desenvolver políticas de identidade – para melhorar suas posições sócio-econômicas e políticas. Em vez disto, há uma conscientização crescente entre os participantes do Munda para obter conhecimento, que os ajude a ensiná-los conscientemente para que realizem novas atividades para melhorar suas condições através de uma interação com a sociedade mais geral.  相似文献

Since the mid 1990s, squatter settlements in Fiji have been expanding at a phenomenal rate, largely due to the non-renewal of agricultural land leases and inadequate urban governance. In response to squatter growth, the government of Fiji has implemented a squatter-resettlement scheme. This scheme threatens the livelihoods of squatters engaged in urban agriculture, or ‘farming squatters’. In this article, interviews with key informants and squatter residents will reveal contrasting attitudes and approaches to the issue of ‘farming squatters’. The article suggests a more participatory process to address the needs of ‘farming squatters’.  相似文献

This article brings the notion of transfiguration to bear on the study of the ‘unspeakable’ identity of African migrants living in South Africa, in the context of state language games on violence perpetrated against these migrants. The significance of these discourses is explored, in particular how official and not-so-unofficial discourses on violence in South African media combine to make migrants simultaneously visible and invisible. Speaking about violence involving black non-South Africans, state functionaries tend to downplay the ‘xenophobic’ element while overplaying the link with motiveless crime. Nevertheless, the sense that the migrant, labelled ‘foreigner’, is to blame for all the problems is never far from the surface of these language games. The migrant is therefore enlisted into a discourse where s/he is transformed and subsequently forced to recognise him/herself as subject. As a victim of violence, the migrants find themselves inhabiting zones of discursive indistinction, where they are both victim and victimiser, criminal and crime victim.  相似文献

The understanding that disarmament, demobilisation and reintegration (DDR) programmes are essential in helping to prevent war recurrence in post-conflict situations is at the heart of current international aid practice and the academic literature on peacekeeping and stabilisation. However DDR programmes are often launched on the basis of untested assumptions. This article considers the DDR programme in Liberia and analyses the complex relationship between the programmatic efforts to disarm and reintegrate combatants and the programme's actual effects. If we are to understand how DDR works as a tool of post-conflict governance, it is essential to explore the mechanisms of authority and power at stake. The focus is therefore not on whether combatants were successfully disarmed and reintegrated, but rather on exploring unfolding processes and the field of forces within which DDR programmes are implemented. It critically assesses the ideas of disarmament and reintegration and the basic assumptions behind current DDR policy through an analysis of the Liberian case, emphasising the agency and interests of local and international actors in the ‘making’ and ‘unmaking’ of combatants.  相似文献

Reflecting on observations of participatory budget schemes in the Andean region of South America, this article argues that the statements and behaviour of those who take part in participatory budget meetings should be understood as a form of public performance which often differs significantly from the ‘backstage discourses’ of participants once they are no longer performing in public. The widespread prioritisation of small-scale infrastructure projects that involve large volumes of cement highlights the ways in which the participants in participatory budget meetings quietly but strategically adapt external schemes and policies to their own goals and strategies.  相似文献
