The role of ideology in Chinese politics has experienced dramatic changes in the past six decades. Mao Zedong had tremendous power over the political institutions of the Chinese Communist Party (CCP). During the Cultural Revolution, he mobilized the masses against the Party’s institutions in the name of Mao Zedong Thought. Deng Xiaoping significantly downplayed the role of ideology in politics by trying to avoid theoretical debates. Jiang Zemin invented a new thought, “Three Represents,” yet the thought was detached from his name when it was enshrined in the CCP Constitution. Most recently, as a result of the political succession at the Sixteenth National Congress of the CCP, Jiang is no longer the most authoritative interpreter of the thought. Now it is Hu Jintao, new General Secretary of the CCP, who has become the official interpreter of the thought. He offered a new interpretation in his July 1st speech on the “Three Represents” in 2003. It seems that ideology is no longer a personal trademark. It has become an asset of the Party and been institutionalized under Hu Jintao because Hu has become the legitimate interpreter of the Party’s ideology as the General Secretary of the Party. He will be the inaugural Joe and Teresa Long Endowed Chair in the Social Sciences at Tarleton State University in Stephenville, Texas in the Spring Semester of 2005. He received his Ph.D. in political science from the University of Chicago. He is the author ofChinese Provincial Leaders: Economic Performance and Political Mobility since 1949 (Sharpe, 2002). The author wishes to thank three anonymous referees for their valuable comments on the earlier drafts of this article, Stephine Corso, Nancy Hearst, and Fong Ruey-Jay for their research assistance, and Jessica Loon and Stephine Corso for their editorial assistance.

China’s policy of reform and opening has led to extraordinary economic and societal changes during the past 30 years. One aspect of this progressive, incremental change has been the remarkable development of democracy—both at the grassroots level and within the Chinese Communist Party (CCP). The CCP, recognizing that political reforms must accompany economic reforms, began to pursue a distinctively Chinese path to political reform and modernization—a socialist democracy with Chinese characteristics. Inspired by leadership from Deng Xiaoping to Hu Jintao, Chinese citizens living in the countryside and townships have held competitive elections for local leadership for over a decade. This paper posits that the rise and institutionalization of competitive, popular local elections is indicative of how the CCP, in fostering a Harmonious Socialist Society, has created a viable, Confucian, and uniquely Chinese alternative to Western liberal democracy in local governance.

It is probably not easy for a foreign reader to understand many of our difficulties. It is only natural. Each people and each country have a life of their own, their own laws, their own hopes and misconceptions, and their own ideals. Such diversity is wonderful; it needs to be developed rather than stifled. I, for one, am sick of the attempts of some politicians to teach others how to live and what policy to conduct.—Mikhail Gorbachev.’1

The report [Gorbachev's report at the celebration of the 70th anniversary of the October Revolution] . . . makes a world assessment at variance with our understanding, virtually liquidating the contradictions of the period and acts as a damper on the world revolutionary movement. Our Party cannot accept its analysis, its argumentations and its conclusions.—Resolution of the Communist Party of India—Marxist.2

The Marxism we follow is superior to that followed by them [the Communist Party of the Soviet Union]—Saroj Mukherjee, Secretary, West Bengal State Committee of the Communist Party of India—Marxist.3  相似文献

In this paper, Deleuze and Guattari's notions of desiring‐production and nomad subjectivity are applied to the work of the contemporary People's Republic of China poet Gu Cheng, a writer who attempted to formulate an ‘aimless’ self engaged in endless becoming. In addition, the concept of ‘Mao style’ proposed by Li Tuo is discussed with regard to Mao Zedong's Talks at the Yan'an Conference on Art Literature in order to demonstrate the repressive nature of the dominant discourse in China after 1949, and to show that its essential purpose was to trap individual desiring‐production within the restricted scope sanctioned by the Chinese Communist Party. The features of Gu Cheng's evolving model of subjectivity are discussed and evaluated in terms of their resistance to the effects of Mao style. Finally, there is a brief discussion of the reasons for Gu Cheng's failure to arrive at a positive conception of nomad subjectivity.
