Local governments increasingly confront policy problems that span the boundaries of individual political jurisdictions. Institutional theories of local governance and intergovernmental relations emphasize the importance of networks for fostering service cooperation among local governments. Yet empirical research fails to examine systematically the effects of social networks on interlocal service cooperation. Do the individual networks of local government actors increase their jurisdiction's level of interlocal service delivery? Drawing data from the National Administrative Studies Project IV (NASP‐IV), multivariate analysis is applied to examine this question among 919 municipal managers and department heads across the United States. The findings indicate that interlocal service cooperation increases when jurisdictional actors network frequently through a regional association or council of government and when they are united by a common set of professional norms and disciplinary values. Manager participation in professional associations, however, does not increase interjurisdictional cooperation. The key conclusion for local government practitioners searching for ways to increase collaboration: networks that afford opportunities for more face‐to‐face interaction yield better results for effective service partnerships.  相似文献

Abstract

In contrast to Sino-Russian relations at the state-level, regional cooperation between the contiguous Russian Far East and Chinese North East has been difficult to achieve, despite the existence of seemingly natural economic complementarities. This article asks why this is the case and argues that one important stumbling block, i.e. negative reactions to Chinese labour migration, has become less problematic. Situating Russian Far East/Chinese North East relations in a regionalist framework the article compares the salience and framing of major issues in regional relations in Chinese and Russian media at the national and regional levels. Contrary to earlier research, the findings suggest that economic and regional development issues, and not Chinese migration into the Russian Far East, are by far the most salient sets of issues on both sides. However, significant differences in the framing of these issues suggest that a convergence of opinion on the desirability of regional cooperation masks contradictory expectations for the direction of regional development.  相似文献

This research investigates why various mechanisms of cooperation among local authorities are chosen using the theoretical lens of institutional collective action (ICA). The article analyzes 564 local collaboration agreements drawn from four urban regions of China to explain the choices of environmental collaboration agreements among cities. Examples of three forms of interlocal agreements—informal, formal, and imposed agreements—are analyzed. Ordinal logistic regressions are estimated to test which factors predicted by the ICA framework influence the form of collaboration selected. The results indicate that the involvement of national or provincial government, the number of policy actors involved, heterogeneity of economic conditions, and differences in administrative level among the actors involved influence how collaboration agreements are structured. Examining the choice of agreement type contributes to the understanding of interlocal collaboration and provides practical insights for public managers to structure interlocal collaboration.  相似文献

This article assesses the recent trend of cooperation among antagonistic private actors that results in the creation and implementation of issue-specific transnational norms and rules and the subsequent shift from public to private forms of governance. Many political scientists agree that authority also exists outside of formal political structures. Private actors increasingly begin to make their own rules and standards that acquire authority beyond the international system. This observation is often referred to as private transnational governance as opposed to public or international governance. Although the concept of private governance gains prominence in academic debates, it is not clear how private governance on the global scale is constructed and maintained or what specific or general conditions are necessary for private governance to emerge. Based on the review of common theoretical propositions, this article develops an integrated model along which the necessary conditions for the emergence of private governance can be assessed and understood. As most research has hitherto focused on institutionalized cooperation between business actors (self-regulation), this article takes a closer look at those transnational systems of rule that result out of the enhanced cooperation between profit and nonprofit actors (coregulation).  相似文献

Interlocal cooperation through service‐sharing agreements has a long history, but its use has increased in popularity during the last 20 years. The decisions of local government units to collaborate through intergovernmental service agreements are best understood as a two‐stage process. The first stage, in which communities decide whether to consider interlocal cooperation, involves the nature of the immediate problem faced plus specific demands for performance and efficiency gains that can result from service cooperation. In the second stage, communities confront a question of institutional supply, and hence must overcome inherent bargaining and collective action issues in order to forge interlocal agreements. Heckman probit estimates of such complex relationships using data drawn from a 2003 ICMA survey suggest strong support for this model. The authors conclude by discussing the role of network relationships among local actors for reducing transaction costs and facilitating intergovernmental collaboration.  相似文献

Abstract

The study of transnational links between sub-national governments is a lacuna in the field of international relations yet the issue on inter-sub-national government cooperation has recently gained greater importance at the international level. Since the 1992 Earth Summit recognition of sub-national authorities as key players in global sustainable development strategies, the importance of decentralised cooperation between sub-national governments has been strengthened by a series of international standardisation and domestic incorporation of this principle. Yet our research raises serious questions about the degree to which Australia–Japan twinning of sub-national governments has made progress towards taking responsibility in facing global challenges. Our case study of Western Australia–Hyogo sister-state relationships shows that their 25 year-old cooperation has been suffering from a lack of awareness of the emerging role of sub-national governments. Not surprisingly, national government policy and position has greatly influenced the nature and patterns of their relationships. Australia and Japan twinning, as leading inter-sub-national partnerships in the region, can do more to promote the value of the local dimension in international development cooperation. In light of these challenges, the future of their twinning must lie in a structured long-term commitment for global strategies as well as mutual benefits.  相似文献

Local government managers are described as key participants in the development of interlocal cooperation, but the interests of city councils in this process have gone largely unstudied. Here, the author addresses the theoretical importance of council-manager relations in interlocal public service cooperation. Three propositions identify areas of shared council-manager responsibility. Evidence from in-depth interviews with city council members is used to assess each proposition. While interlocal partnership has been described as a managerial activity, council members take an interest in network development and agreement assessment. Managers, on the other hand, give greater attention to public participation and education. The evidence refines assumptions about council-manager roles in the formation of cooperative agreements, with important implications for local government management.  相似文献

While international governance may improve the legitimacy of its policies by producing better outputs, it reduces legitimacy on the input side as decisions are taken further away from the citizens. This article examines transnational parliamentary assemblies and assesses whether they might add legitimacy to decision-making beyond the state. While the parliamentary route to legitimacy is often belittled within the realm of international relations, many such assemblies already exist. The study gives an overview of such assemblies and compares the European Parliament, the Nordic Council and the Baltic Sea Parliamentary Conference in detail. They represent three types of transnational parliamentary assemblies: parliament, assembly and conference. The article reaches the conclusion that a parliament can further democratic legitimacy in supranational contexts, whereas assemblies can provide additional legitimacy to processes of international cooperation. The conference type does not fulfil the criteria set for democratic legitimacy.  相似文献

The term ‘Decentralized Cooperation’, coined in the 1980s, is interpreted differently by various organisations involved in development cooperation. However, there are points of convergence among these interpretations that suggest a common definition involving: (a) the lead actors (local governments), (b) an overarching objective (sustainable local development) and (c) the nature of activities carried out (exchanges and support). From a historical perspective, the origin of Decentralized Cooperation is two‐fold. On the development cooperation scene, the concept emerged when the array of actors involved in development projects widened as a result of major changes in aid themes and approaches. In the field of international relations between local governments, Decentralized Cooperation activities appeared as the scope of municipal twinnings also widened accordingly to involve partners from countries in development or in transition. Today, Decentralized Cooperation continues as an evolving concept located at the intersection of its two parent fields: development cooperation and international municipal relations. The end of the cold war has seen the emergence of new political and geo‐strategic rivalries for Russia. The major aspect of change has been an intensification of an eastern focus in Russian security policy. The identification of changing security concerns, be they the intensification of local conflicts on Russian borders or potential territorial claims from neighbours, poses new problems for the Russian army. This paper looks at Russia's post‐cold war security agenda and military modernization questions in the light of these potential problems. In regional terms the paper focuses on the implications of these wider questions for Russia's relations with Northeast Asia, especially in its dealings with the Korean peninsula issue and remaining border questions with China and Japan.  相似文献

The threat posed by transnational terrorism has excited debate about how best to calibrate relations between government, the courts and parliament: how can the provision of internal security be facilitated, whilst respecting freedoms and ensuring that policies enjoy broad legitimacy? Attention has focussed primarily on the power of the courts. Sections of the government have mooted a curtailment of judicial competencies; by contrast, a broad range of actors calls for ‐ at the least ‐ the maintenance of current judicial powers as the best means to prevent government from exploiting its already large scope for manoeuvre, as well as to overcome public scepticism. Yet the current debate misses the point that relations between government, courts and parliament have already been altered. Government has gained extra political resources thanks to its participation in forms of international counterterrorist cooperation. This shift of power, and associated problems, were clear during the recent ‘Heathrow bomb plot’.  相似文献

There is high interest in economic development efforts involving cooperation or collaboration among metropolitan jurisdictions. To determine why some local governments engage in cooperative agreements while others do not, this paper investigates transaction obstacles, including bargaining, information, agency, enforcement, and division problems. The authors then advance an institutional collective action explanation for intergovernmental cooperation, focusing on the conditions under which these transactions costs are low. This work anticipates that the costs associated with interlocal cooperation are influenced by the demographic characteristics of communities, local political institutions, and the nature of regional government networks. Empirical analysis based on a national survey of local development officials provides support for several predictions from this model and identifies policy variables that, in turn, increase the prospects for cooperation, specifically through the development of informal policy networks.  相似文献

The Diaoyu/Senkaku Islands have brought China and Japan into a bitter dispute for many decades. With regard to the real question of who owns sovereignty over the islands, the two claimants can not come to terms on several critical issues, such as whether the islands were terra nullius when Japan claimed sovereignty in 1895, whether Japan returned the islands to China after the Japanese defeat in WWII, and how their maritime boundary in the East China Sea should be demarcated according to international law. There is no ready solution to the longstanding stalemate, but the pending dispute could be shelved and managed from escalating into a military conflict. Abstract

Since the 1970s, the world has seen an intensification of the globalization processes of social relations, an intensification that has direct implications for the study of contemporary world politics. One important aspect of such implications concerns the emergence of new actors in world politics, not just in national terms, but also at the local, regional and global levels—in other words, approaching the global political economy as a whole. In some sense, it is possible to say that dominant and dominated social groups are being influenced and are influencing such globalization processes, so at present it would be possible to note the rising of a transnational fraction of the capitalist class and the rise of a globalized resistance within the ambit of a civil society influenced by globalization processes. Therefore, the objective of the current article is to analyze the transformation process of social forces in an age of the intensification of globalization of social relations. Put another way, the article assesses the transformations of civil society in an age of globalization that present new dilemmas and possibilities to the collective political agency in the twenty-first century.  相似文献

The current state of China-Japan relations is characterized by two seemingly contradictory developments adjacent to each other: while economic and cultural relations have experienced an unprecedented and continuous improvement since the 1980s, Chinese and Japanese public perceptions of each other have been deteriorating. This raises interesting questions. How do we explain this discrepancy and what are the sources of the increasing public animosity in China or Japan toward the other country? Can China and Japan maintain amicable relations and continue economic cooperation in spite of the enduring mistrust between their peoples? What is the role of public perception and memory of history in the foreign policies of East Asia? This paper addresses these questions, focusing especially on the last one — the role of history and collective historical memory in international relations and the interaction between public sentiment and government foreign policies. Through a detailed study of recent events and the issue of Japanese textbooks, the author argues that public perception of history can and should be guided toward more positive directions. Otherwise, it will be increasingly difficult to maintain amicable relations between the two countries, especially when new nationalism is on the rise in both counties.  相似文献

This research examines the extent to which political similarities—that is, homophily between political actors at the local level—affect patterns of interorganizational collaboration in an emergency response situation. While the field of emergency management has focused on implementation‐oriented arrangements among key stakeholders, few studies have systemically investigated the creation and development of interorganizational collaborations led by political actors, especially following catastrophic events. The analysis reveals that a dyadic tie with political homophily boosts local responders’ ties with other agencies during emergencies. Findings indicate that political solidarity, formulated by chief elected officials of municipalities and council members, can broaden the scope of interorganizational collaboration by mitigating institutional collective action problems at the local level. This research presents a critical recommendation for emergency managers that interlocal collaboration for timely response to a disaster is attributable to political similarities that facilitate frequent interlocal interactions through formal and/or informal agreements.  相似文献

Abstract

In November 2004 a Chinese nuclear submarine cruised into Japan's territorial waters near the Okinawa Islands. In response, the Japanese government dispatched several Japanese naval ships and planes to chase the Chinese submarine until it navigated into international waters. This event, which potentially could have become the first exchange of fire between Japan and China since the Second World War, illuminated increasingly problematic security relations between the two neighbouring countries in the twenty-first century. In fact, deterioration of Sino-Japanese security relations is not a recent phenomenon but has already been evident since the mid-1990s, when Japan imposed a series of economic sanctions on China. Between 1995 and 2000 Japan had suspended its foreign aid to China in protest against: China's nuclear weapons tests; China's large scale war game including the launch of missiles across the Taiwan Strait; and Chinese naval activities in disputed areas in the East China Sea. This article looks at Sino-Japanese security relations since the mid-1990s through three case studies of the aid sanctions imposed by Japan on China. It clarifies the domestic political and bureaucratic interests that motivated aid sanctions and determined the decision-making process leading to these sanctions. The article argues, that with certain politico-security interests, Japanese governments actively used foreign aid as a strategic instrument to counter provocative military actions by China in the East Asian region since the mid-1990s. Despite the limited influence that Japanese aid sanctions have actually had on Chinese military behaviour, Japan's strategic use of foreign aid has undeniably created a new dynamism in security relations between the two neighbouring great powers in Asia.  相似文献

Recent work in international studies and comparative politics scrutinizes the relative importance of ideas, interests, and institutions as sources of policy change. A growing body of scholarship identifies ideas as the main causal factors, influencing perceived interests as well as perceived policy options. Others contend that policies can best be understood as products of institutions. Neither explanation can account for both policy choice by politicians and the implementation strategies of administrators. In Botswana, the use of professional criteria for hiring and advancement encourages adherence to international professional norms within the bureaucracy, but electoral competition gives politicians more reason to be attentive to local political concerns. The institutions that define relations of authority among actors with different motivations shape the outcomes of policy choice and implementation. Institutions influence the attentiveness of policy-makers to ideas when making decisions, the degree of attention particular policy-makers give to ideas from particular sources, and the degree of acceptance that ideas must achieve to affect policy. Better evaluations of political development can be achieved through attentiveness to the mix of actors involved in policy decisions, the diversity of institutions and ideas that affect their policy preferences, and the relations of authority that shape their relative influence over policy choice and implementation.  相似文献

Abstract

Regional institutions in the Asia-Pacific have been of limited efficacy. Asian members of organizations such as ASEAN and APEC have insisted that these institutions not infringe upon their sovereign rights. The basic norms, rules, structures and practices supporting these organizations have, to varying degrees, reflected this concern. A number of factors contribute to explaining this regional reluctance to create effective multilateral institutions. This paper argues that the single most important factor is the concern of most East Asian states with domestic political legitimacy. Drawing on the work of Muthiah Alagappa and Mohammed Ayoob, the paper demonstrates that a significant majority of the states of East Asia see themselves as actively engaged in the process of creating coherent nations out of the disparate ethnic, religious and political groups within the state. As a result, these states are reluctant to compromise their sovereignty to any outside actors. Indeed, the regional attitude towards multilateral institutions is that they should assist in the state-building process by enhancing the sovereignty of their members. As an exceptional case, Japan has encouraged regional institutionalism, but it has also been sensitive to the weaknesses of its neighbours, and has found non-institutional ways to promote its regional interests. The incentives to create effective regional structures increased after the Asian economic crisis, but Asian attempts to reform existing institutions or create new ones have been undermined by the issues connected to sovereignty. East Asian states recognize that they can best manage globalization and protect their sovereignty by creating and cooperating within effective regional institutions. However, their ability to create such structures is compromised by their collective uncertainty about their domestic political legitimacy. In the emerging international environment, being a legitimate sovereign state may be a necessary prerequisite to participating in successful regional organizations.  相似文献

Efforts to set standards for artificial intelligence (AI) reveal striking patterns: technical experts hailing from geopolitical rivals, such as the United States and China, readily collaborate on technical AI standards within transnational standard-setting organizations, whereas governments are much less willing to collaborate on global ethical AI standards within international organizations. Whether competition or cooperation prevails can be explained by three variables: the actors that make up the membership of the standard-setting organization, the issues on which the organization's standard-setting efforts focus, and the “games” actors play when trying to set standards within a particular type of organization. A preliminary empirical analysis provides support for the contention that actors, issues, and games affect the prospects for cooperation on global AI standards. It matters because shared standards are vital for achieving truly global frameworks for the governance of AI. Such global frameworks, in turn, lower transaction costs and the probability that the world will witness the emergence of AI systems that threaten human rights and fundamental freedoms.  相似文献
