This article analyses the extent to which national policies in the highly internationalised environmental sector are influenced by the policy preferences of political parties. The focus is on policy outputs rather than environmental performance as the central indicator of policy change. Based on a discussion of the relevant theoretical literature competing hypotheses are presented. For an empirical test, a dataset is used that includes information on the number of environmental policies adopted in 18 OECD countries at four points in time between 1970 and 2000. The results show that not only international integration, economic development and problem pressure, but also aspects of party politics, influence the number of policies adopted. The number of environmental measures increases if the governmental parties adopt more pro‐environmentalist policy positions. This effect remains robust even when controlling for the institutional strength of governments, the left‐right position of parties in government, the inclusion of an ecological or left‐libertarian party inside the (coalition) government, and the presence of a portfolio that deals exclusively with environmental issues.  相似文献

The residential aged care industry in Australia will expand rapidly over the next 10 years leading to substantial increases in government expenditure. Recent and future reforms are likely leading to changes in the structure of the industry with a potential impact on quality of care. The purpose of this paper is to stimulate broader public debate, based on the available evidence, about the preferred structure of this important industry. It examines the literature on the impact structure has on the quality of services and compares this with a fresh analysis of current trends. The paper argues that future policy should be evidence based and explicit about the structure of the industry that will emerge from current policy reforms.  相似文献

The American experience in organ transplantation illuminates the attitudes and practices that underlie the ongoing failure to establish a national health insurance system. In both spheres, the public makes a sharp divide between the well-being of intimates and the well-being of strangers. Private and public duties remain distinct; obligations recognized on a personal level do not expand public commitments. As a result, individuals must shift for themselves, whether they require an organ donor or a doctor. In the world of transplantation as in the world of health care more generally, we are all on our own.

The Antideficiency Act of 1870 codified Congress's power of the purse to curb unauthorized agency spending. Is it still working? This paper analyzes all violations of the Act over 12 years by agency and type, causes and consequences, and how violations were detected. The number of violations has trended down slightly. While agency preventive controls have failed, detective controls are working. Employees and agencies are comfortable self‐reporting violations, which are neither pervasive nor material. The risk of violations increases during fiscal year transitions and periods of change. The Act remains effective at stopping unauthorized and overspending, but does not address wasteful spending.  相似文献

Intelligence failures occur for more reasons than just sloppy tradecraft and are often attributable to decision-makers as well as to the intelligence community. Before exploring the subjective nature of intelligence failures, this article first discusses three foundational concepts underlying them: process vs. product, fact vs. judgment, and prediction. It then outlines major components of intelligence failures: accuracy, surprise, and the role of decision-makers, particularly unrealistic expectations and the use or non-use of intelligence. The article concludes with a discussion of what the intelligence community and decision-makers can do to deal with these three components.  相似文献

For a long time, researchers have been interested in the consequences of creating larger public organizations. The outcomes of changes in the size of public organizations have been relatively widely studied; however, much less is known about the internal processes through which these outcomes are actually achieved. This article explores whether changes in organizational size affect public management. As endogeneity is an inherent problem when studying outcomes of organizational size, we apply a quasi-experimental design in order to establish the causal linkage between size and different elements of public management. We use unique survey data collected before and after a large reform that changed the size of most Danish municipalities. The results suggest that public management related to daily operations is generic and not affected by size, whereas public management related to overall tasks such as creating a vision, servicing the mayor, and maintaining external relations is positively affected by size changes.  相似文献

This article seeks to broaden the craft of public administration by ‘blurring genres’. First, I explain the phrase ‘blurring genres’. Second, I provide some examples of early work in administrative ethnography. Third, I compare this early, modernist‐empiricist ethnography with interpretive ethnography, suggesting researchers confront three choices: naturalism vs. anti‐naturalism; intensive vs. hit‐and‐run fieldwork; and generalisation vs. local knowledge. After this general discussion, and fourth, I discuss the more prosaic issues that confront anyone seeking to use ethnography to study public administration and look at fieldwork roles, relevance, time, evidence and fieldwork relationships. Fifth, I describe and illustrate the several tools students of public administration can use as well as observation and interviews; namely, focus groups, para‐ethnography, visual ethnography, and storytelling. Finally, I conclude that ethnographic fieldwork provides texture, depth and nuance, and lets interviewees explain the meaning of their actions. It is an indispensable tool and a graphic example of how to enrich public administration by drawing on the theories and methods of the humanities.  相似文献

The election of the Kennett government in 1992 heralded an era of unprecedented change in public sector employment and industrial relations in Victoria. The Employee Relations Act 1992 and the Public Sector Management Act 1992 redefined the public sector in Victoria and the relationship, both collective and individual, of public sector employees with government. In October 1999 the Kennett government unexpectedly lost office. But despite its pre-election rhetoric promising a return to more conventional arrangements, there is little indication that the Bracks government intends to significantly dismantle the Kennett legacy in public sector employment and industrial relations.  相似文献

James Margach famously argued that Prime Ministers from Lloyd George to Callaghan had been intent on exploiting the media in their determination to centralise power. From Margaret Thatcher onwards, however, there is a strong argument that the power relationship has been reversed, and that the Leveson Inquiry—set up in the wake of the phone hacking scandal—exposed a political class which had become deeply fearful of the power and influence of the national press. Citing evidence to Leveson and subsequent recommendations by the inquiry, this article presents two case studies—on data protection and on media ownership—where the public interest clearly demanded political intervention, which would be inconvenient for the major publishers. And yet, despite recommendations by Lord Justice Leveson and despite clear support from leading politicians of all parties, there has been virtually no policy progress in either case. While the Leveson Inquiry was billed as a watershed in press–politician relations and an opportunity to counteract decades of unhealthy press power, political inertia in these two areas suggests that very little has changed.  相似文献

When Theresa May became Prime Minister in July 2016, she joined a list of eleven previous UK takeover leaders in the past 100 years. While the popular image is of Prime Ministers arriving in power after a general election victory, more than half of the Prime Ministers who governed since 1916 have acceded as ‘takeover leaders’ through an internal party process. This article analyses how such takeover leaders perform, concluding that May is likely to face greater obstacles and enjoy fewer advantages than if she had been popularly elected. Takeover leaders have less time in power and less chance of winning subsequent elections, and are generally rated as worse‐performing.  相似文献

In March 1975 Britain quarrelled about whether to hold a referendum on membership of the European Community. The Hansard Society organised an important debate about it between Enoch Powell, Geoffrey Howe, John Mackintosh and Keith Kyle. This is a report on that event drawn from a recently discovered recording. Many of the arguments deployed then are being repeated in today's debate about a ‘people's vote'—including the long‐term effects on the UK's constitution of having recourse to the referendum device.  相似文献

This article examines social science relevant to public engagements and identifies the challenges to the goal of meaningful public input into science and technology policy. Specifically, when considering “which forms, features, and conditions of public engagement are optimal for what purposes, and why?” we find social science has not clarified matters. We offer a model to guide systematic research that defines and empirically connects variations in features and types of public engagement activities to specifically defined variations in effective processes and outcomes. The specification of models, as we have done, will guide policy makers, practitioners, and the public in determining what kinds of engagement techniques are optimal for what kinds of purposes. Our model is presented to start conversations and inspire research that in the future should help to ensure meaningful public participation that meets the promise of contributing thoughtful societal values and perspectives into governmental policies impacting science and technology research.  相似文献

This article examines the pronouncements and positions of the leading political parties on the Human Rights Act and the proposals for a new British Bill of Rights and Responsibilities. It analyses the main arguments made in support of a British Bill of Rights and Responsibilities, which are advanced around five main issues: security, the judges, parliamentary sovereignty, responsibilities and 'British rights'. The article was written before the government published the Green Paper Rights and Responsibilities: developing our constitutional framework in March 2009 and provides a political context with which to analyse it.  相似文献

The aim of this article is to analyze the explanations for the increased number of referendums in Western European states. Bogdanor has explained this by the unfreezing of political alignments and institutions. After classifying referendums in 18 Western European states, it will be observed that especially the number of referendums introduced by citizens has increased wherever they are constitutionally provided, that is, in Italy and in Switzerland. Referendums in these two countries contribute most of the overall increase in the number of referendums in Western Europe. Moreover, the number of referendums concerning European integration have increased, also in states that do not have the referendum as an integral part of their political system. When it comes to the unfreezing of institutions, it must be pointed out that after the 1970s there have been no constitutional reforms which would have significantly increased the use of referendums.  相似文献

The doubly randomized preference trial (DRPT) is a randomized experimental design with three arms: a treatment arm, a control arm, and a preference arm. The design has useful properties that have gone unnoticed in the applied and methodological literatures. This paper shows how to interpret the DRPT design using an instrumental variables (IV) framework. The IV framework reveals that the DRPT separately identifies three different treatment effect parameters: the Average Treatment Effect (ATE), the Average Treatment Effect on the Treated (ATT), and the Average Treatment Effect on the Untreated (ATU). The ATE, ATT, and ATU parameters are important for program evaluation research because in realistic settings many social programs are optional rather than mandatory and some people who are eligible for a program choose not to participate. Most of the paper is concerned with the interpretation of the research design. To make the ideas concrete, the final section provides an empirical example using data from an existing DRPT study.  相似文献

With a Labor government in power in South Australia since 2002, a series of interlocking plans for the state have been developed of which the most important are the strategic plan for the state, the strategic infrastructure plan for the state and the metropolitan strategy for Greater Adelaide. The metropolitan strategy of 2010 reflected the ambitious population and employment targets of the state strategic plan and provided a liberal supply of residential land for urban expansion together with ambitions for a more compact city with higher densities. There are inconsistencies in these objectives which have not been resolved and reflect the optimistic forecasts of the state strategic plan and the nature of the metropolitan planning process with strong input from the development industry. Preliminary evidence is that the plan is not tracking as proposed and more attention needs to be paid to short‐ and medium‐term prospects, and community involvement particularly in strategic localities.  相似文献

The reform of the school system, which has been conducted by the Coalition and Conservative governments since 2010, has largely been austerity‐driven. In spite of the governments’ pledge to protect their budgets, schools have been severely hit by spending cuts. The reform programme has itself been integral to the fiscal consolidation plans by promoting a more cost‐effective system of state schooling. This article discusses the relationship between austerity and reform, and looks at the consequences for the concept of public service. Some specific aspects of the new institutional framework are examined, especially the creation of an independent state sector made up of academies and free schools, which has entrenched the involvement of private sector firms in education. The overhaul of the school system, which started nearly thirty years ago, has now reached a new decisive stage. However, considering the complex relationship between multiple actors and the opposing forces at work, one cannot say with any certainty that it will cause the demise of public service state education.  相似文献
