The research investigates young Pakistanis' self-articulation of their relationship with the state and what factors play a role in determining their views. The article argues that beyond the issues traditionally seen as causing the instability of the Pakistani state (which include sectarian and ethnic faultlines as well as the role of the army), there is another – between ordinary citizens and the state. Although there are provincial differences, people at large feel alienated by the state and the concept of citizenship has become hazy as it is often mixed up with the issue of identity. Given the paucity of rights and responsibilities and the lack of political participation, the problems across Pakistani society are ever increasing. The research used a mixed methods approach and 1300 questionnaires were collected in 27 different education institutions across three provinces. On aggregate response the research found that there is a high sense of belonging to the nation, yet paradoxically also a high sense of alienation with regard to the state. Whilst most of those surveyed professed awareness of their rights and duties, as well as political awareness, political participation was very low. The qualitative section of the questionnaire exemplified the level of alienation and anger felt by many across the various institutions and provinces. 相似文献

Abstract This paper sets out a conceptual framework for studying the conditions under which presidential leadership in the United States can be thought of as autonomous. Unlike others, who view executive institutions as reflections of conflicts between dominant societal forces, I examine the case of the American presidency and focus on organizational–institutional considerations. Specifically, I focus on the process of institutionalization as a means of building capacity, which I argue, in contrast to others, is a necessary condition for autonomy. Additionally, Iargue that work on the presidency, and the American state in general, suffers from a level of analysis problem, which obscures opportunities for identifying and analyzing autonomous presidential leadership. Experience shows that there is a close interrelationship between the successful disarmament, demobilisation and reintegration (DDR) of former combatants and the sustainability of peace-building processes. While drawing on lessons learned from recent DDR experiences elsewhere, this paper takes into account the contextual differences of Afghanistan. It explores the context of a future Afghan DDR process under three main subheadings: the need for reviewing the sequencing of the DDR process, the dilemma of whether former combatants should be given preferential treatment, and planning and co-ordination challenges for linking DDR with the overall peace-building process. 相似文献

The United States accuses China of subsidizing its entire export economy through artificially undervaluing its currency. China accuses the United States of fiscal profligacy while flooding the world with easy credit to keep its economy afloat. This dispute reflects the reality that the world's two largest economies are built on opposite dynamics of production and savings vs. consumerism and debt. In Europe, the wages of unsustainable debt that financed the welfare state have also come due. Rebalancing the global economy in this context is not only a matter of fixing exchange or interest rates and extending the retirement age.
