Given the increasing number of interactions between police and people with mental illnesses (PMI), there has been widespread interest in the development of education for police about how best to interact with PMI. This paper reflects the review of current practice in a variety of jurisdictions across Canada as well as in the United States (U.S.), the United Kingdom (U.K.) and Australia; it proposes a comprehensive model of learning based on the literature that addresses not only the content in the narrow sense but also the importance of broader contextual knowledge and understanding in developing effective education and training. Embedded in the principles articulated in the Mental Health Strategy for Canada, the TEMPO (Training and Education about Mental illness for Police Organizations) model is a multilevel learning strategy for Canadian police personnel. Learning objectives and key principles are articulated in order to ensure the model is applicable to a wide range of police agencies and individual jurisdictional needs. In addition to providing a firm basis of factual knowledge for police personnel, the resultant model embraces a human rights/anti-stigma philosophy, provides for a range of education appropriate to diverse police audiences, emphasizes a systems approach to police/mental health liaison activities and addresses issues related to the delivery and implementation of police education and training.  相似文献

Attempts have been made in recent years to decrease police misconduct and improve police performance in areas of ethical decision-making. One attempt has been to provide ethics instruction to police officers at training academies and in-service training sessions. Experiential case studies have been used to help students apply theoretical concepts to practical situations. An evaluation of the experiential teaching model for police ethics was made in a quasiexperimental research design with two groups of police officers. The results supported the experiential approach for teaching police ethics. Police officers were found to better differentiate between ethical and unethical conduct in both an idealistic and realistic manner.  相似文献

The Technology Acceptance Model (TAM) developed by Davis (1989) was used to develop a basic theoretical model that would explain why patrol officers embraced or rejected new computer technology. Davis identified two factors of technology acceptance: ease of use and usefulness. Items representing each factor were generated in focus groups with patrol officers, and subject matter experts (SMEs) provided evidence of content validity. Exploratory (EFA) and confirmatory factor analyses (CFA) were conducted to assess the construct factorial validity of the factor structure. The two-factor model hypothesized by Davis (1989) was not supported. The EFA, however, identified a four-factor model that indicated a good fit to the data. The four factors were labeled as ease of use, usefulness, information quality, and timeliness. The findings suggested that the new factors of information quality and timeliness were the most important components of technology acceptance by patrol officers. Policy implications and future research directions are discussed.  相似文献

The present article proposes a reconceptualization of police organizational hierarchy as a multidimensional construct. This notion of a multidimensional police hierarchy was derived from the sociological literature of stratification and the prior management literature of organizational hierarchy. It is proposed here that police employees are stratified based upon the differential allocation of various resources (such as rewards and formal power) and attributes (such as skills). This differential allocation stratifies employees into five different hierarchies. This article describes these five hierarchies and suggests how they might be measured, at both the individual and comparative/organizational levels. Finally, the possible interrelations among these hierarchies is discussed as well as three management issues concerning this multidimensional conception of police hierarchy.  相似文献

Prior research suggests that police officers may use more than one style of law (therapeutic, conciliatory, compensatory, penal) and that the quantity of law applied may also vary within an encounter in order to maintain order. The implication is that police decision-making varies, and is, to some extent, case dependent. The research objective is to investigate the extent to which principles from Black’s (1976) theory of law are applicable to police decision-making with apprehended youth in Canada. The findings suggest that police decision-making is a dynamic process that is a progression in the application of formal social control from least to most intrusive of personal liberties both in the quantity and style of law. The analysis reveals that the factors which affect police discretion can vary, in some circumstances, across physical space (urban, suburban, and rural communities). In addition, as informal mechanisms of social control weaken, the police use a higher quantity of law, be it penal, compensatory, conciliatory, or therapeutic. Specifically, the quantity and style of law is affected by the degree and nature of parental involvement.  相似文献

The Delphi Forecasting technique was utilized to assess the general direction and magnitude of broad future trends in the occupationally-related values of police officers. Two panels of experts were established and utilized in the Delphi Process: one composed of veteran police officers and the other consisting of law enforcement educators, top echelon police administrators, attorneys, and social ethicists.Two major trends emerged in the course of the study: a movement toward professionalization and a movement toward unionization. These two movements were found to embody generally conflicting sets of occupationally-related values.The increasing emphasis of police chiefs and their administrators on managerial efficiency was identified as the critical factor influencing the future of these trends.  相似文献

The majority of police cadets, upon being sworn in and becoming rookie officers, enter their law enforcement organization and actively seek connections that they hope will be fulfilling and meaningful as well as provide a sense of belonging, security, honesty, mutual understanding, and trust. They strive to be the best that they can be. To the extent that healthy relationships form, the individual officer moves closer towards achieving a sense of wellness and a sense of personal wholeness that typically translates into optimum commitment to and performance on the job. However, to the extent that relationships are embedded in a culture of corruption and meta-pathologies such as dishonesty, an officer's sense of well-being will forever fall short of achieving wholeness and less than optimum performance will be achieved. In literature one often finds education and training are given as possible prevention methods to cope with corruption but with little evidence or information on how to deal with the problem of how to set up such a course. This article is about the course set up by the College for Criminal Investigation and Crime Control, the Netherlands, concerning corruption prevention training for police officers. The aim of this course is for participants to gain insight into their own decision process; that they decide, what they decide and what the consequences of their decisions can be. Gaining insight is intended to make them less vulnerable to corruption. It is a three-day course in which corruption prevention is approached from an individual point of view. The article will start with a theoretical framework,after which the course is described. It offers a practical means of addressing an issue that attracts much attention but little guidance on its resolution. This study was initiated to determine perceptions that Wichita community residents hold toward their police. A scale, Citizen's Perception of the Police, was developed. Race and dogmatism were examined as variables influencing perceptions. Non-white residents evaluated police less favorably than did whites. No significant difference was found on level of dogmatism in evaluating the police. The methodology for developing the scale is described. Applications of these methods to other communities was suggested as well as the importance of assessing citizen perceptions of the police to obtain data which will optimize the setting of goals for police-community relations programming.  相似文献

Police functions and services are currently based on three implicit basic conceptual units: the person, the process, and the product. Each one of these was the fundamental assumption for one of the three historical models of police science: the Personal Qualities Model, the Community Relations Model, and the Scientific Management Model. Although none of these models has ever been implemented in a pure form, modern police science is implicitly based on their three basic conceptual units which are applied to different but specific areas of police functions and services. However, these conceptual units have never been explicitly reconciled with each other, thus at times resulting in contradictory proposals. A comprehensive theory of police functions and services requires a conceptual framework for explicitly relating the person, the process, and the product. A two-dimensional framework is proposed based on a psychological and a sociological level of analysis.  相似文献

The legitimacy of police authority has often been questioned due to a relatively low level of public confidence in the police in South Korea. Instrumental and expressive perspectives provide competing explanations of the determinants of public confidence in the police. Empirical studies comparing these competing perspectives are thus far limited to British and US studies. To fill this void, this study used a structural equation modeling approach to examine expressive and instrumental models of confidence in the police among South Koreans. Analyses of data from the Korean National Crime Victimization Survey revealed that both models were empirically supported. However, the expressive perspective (i.e., perceptions of local disorder, informal social control, and social cohesion) was more important than the instrumental perspective (i.e., worries about crime) in explaining confidence in the police among Koreans. The implications for research and policy are discussed based on the findings.  相似文献

Administrators of law enforcement agencies are increasingly caught up in conflicts between demands to increase educational standards for police officers and the need to justify those increased standards based upon job relevance. On the one hand, national commissions suggest four year degree prerequisites for entry level into police work; on the other hand, police administrators are reluctant to impose rigid higher educational requirements because of possible negative ramifications such as a limited recruitment pool, rapid officer turnover, and court mandates to prove the job relevance of a college education. This study addresses these concerns by reviewing current empirical studies and relevant court decisions which add insight into this topic and which will, hopefully, assist administrators in making decisions regarding college educational requirements for hiring and promotion.  相似文献

Increased professionalization of U.S. police patrol forces has yielded not only higher salaries but, through heightened citizen expectations, greater pressures to provide both more crime-fighting and more call-for-service answering activities. Service calls in particular, requiring diversified skills, have added to patrol workloads. Coming at a time of severe budget constraints, alternatives must be identified and evaluated that focus police skills on police matters and provide for non-law-enforcement services in other ways. Recent experience on one promising alternative resource-police service aides-is summarized here. These paraprofessionals are unarmed but uniformed civilians in marked vehicles who perform non-crime-related activities traditionally assigned to sworn officers. Included is an analysis of their effectiveness in freeing time for sworn officers to pursue crime-fighting activities; their capacity to perform different duties; and their impact on and acceptance by the sworn officers and the community. As in other professions, the introduction of police paraprofessionals will have a major impact on urban services in general and on policing in particular.  相似文献

Although considerable effort during the past thirty years has been devoted to the attempted construction of actuarial aids for parole selection, such devices have not generally been adopted by paroling agencies for operational use. One recent exception is the United States Board of Parole which has commenced usage of an actuarial device, termed a “salient factor score,” as a risk assessment aid in conjunction with explicit parole decision-making guidelines. This paper describes the construction, validation, and operational usage of this device.  相似文献
