This paper considers the role local government plays in the formation and effectiveness of local collaborative partnerships in ageing well. Collaborative processes are central to emerging models of local governance and have received considerable practical and theoretical consideration with respect to many policy domains. Such collaborations require local organisations and actors from various sectors to work together in partnerships and networks to achieve policy goals. This paper reports research from two collaborations in southeast Queensland municipalities, and shows that joint efforts between local government and community organisations pose challenges. These relate to the political context and specifically to the tensions between flexibility and coordination; and tensions between harnessing community resources and investing resources. We highlight the value of a framing role for local government to ensure that such governance models for local action on ageing realise a collaborative advantage. In particular, the findings highlight the need for local government to invest in these processes and build social infrastructure and assets in order to develop improved ways of facilitating collaborative governance.  相似文献

This article exemplifies the importance of viable coalitions in processes of neighbourhood development and local governance. Elaborating on the notion of the ‘everyday maker’, discovered in Danish local politics by Bang and Sörensen, this article further explores the characteristics and conditions of organising capacity, using the case of the Neighbourhood Development Corporation in the Dutch city of The Hague as a paradigmatic case. This case shows that individual actors, ‘everyday fixers’ or ‘local heroes’, can make a real difference in local politics if they are well connected to a supportive structure and if they are sensitive to the logic of the situation at hand. Context matters, sometimes impedes, but smart individuals can also make it work.  相似文献

Participation in neighbourhoods is a highly valued phenomenon. Participation is the basis of a shared social life, but it also makes everyday life, and the lived experience of people participating in it, political. From a public administration perspective, governance and formal policy-making are increasingly reaching out to citizens, instead of drawing solely on representative mechanisms of local government. This paper investigates how practitioners working in disadvantaged neighbourhoods in Dutch cities enhance participation. Using empirical data from research in disadvantaged neighbourhoods in The Netherlands, the paper shows that these practitioners either start projects that connect people in their own life world or connect policy-makers and policy to initiatives on the ground. As a result, they create the opportunity for many to develop their citizenship and become a more active participant in their local communities.  相似文献

The idea of local governance has gained much prominence but can elected local government be sustained in a role as network coordinator alone? To investigate this question this article focuses attention on four societal roles that local government systems undertake. They can support political identity, underwrite economic development, facilitate social welfare provision or act as a lifestyle co‐ordinator through the practice of community governance. Tying our investigation to the embedded societal roles of local government in different systems opens up the opportunity for a global comparative perspective. It also supports an argument that a sustainable system of local government is likely to be one that is able to combine societal roles to a substantial degree and those systems left with community governance as their key societal function are particularly likely to find themselves pushed to the sidelines of governing arrangements.  相似文献

The election of a 'New Labour' UK government in 1997 promised a new era of central-local relations facilitated by a programme of local government reform which recognised local government's 'community leadership' role. Other aspects of the agenda supported the development of multi-level governance, for example, the establishment of sub-national institutions such as the Scottish Parliament and the promotion of neighbourhoods as key sites for action. Despite these actions this paper will argue that in England the central state retains considerable influence over the key agents of local governance. Using the example of public participation policy, and drawing on the findings of a recent study in two English cities, the paper will explore how national policy aspirations were reflected locally. It concludes that while local action generally complemented national priorities, there were important points of contrast, and that localities' capacity to act in their own interests is supported by the opportunities presented in a multi-level governance environment.  相似文献

Abstract

One key marker of mass social movements transitioning to participatory democratic governance is popular media access. This essay argues that democratic media access by public constituencies becomes a site for constructing social revolution and simultaneously a manifest empirical measure of the extent of democratic participation in the production, distribution, and use of communication with new cultural possibilities. The participatory production practices (with citizens producing and hosting their own programs) and the democratic content (of oral histories, local issues, critiques of government and business, and everyday vernacular) reflect the hegemony of emerging ‘Bolivarian’ twenty-first century socialism expressed as popular participation in media production. Bolstered by constitutional changes and public funding, popular social movements of civil society, indigenous, women, and working class organizations have gained revolutionary ground by securing in practice the right of media production. Findings indicate that public and community media (that move beyond alternative sites of local expression and concerns) provide a startling revolutionary contrast to the commercial media operations in every nation. Popular media constructions suggest a new radically democratic cultural hegemony based on human solidarity with collective, participatory decision-making and cooperation offering real possibilities and experiences for increased equality and social justice.  相似文献

The impact of the International Criminal Court (ICC) on peace processes has received much scholarly attention. We argue, based on the ICC arrest warrant against Sudanese President Omar al-Bashir, that ICC indictments against government officials not only can be detrimental to the prospects for peace, but can also negatively affect everyday practices of peacekeepers and humanitarian workers. We draw on a combination of quantitative and qualitative data in order to develop our argument. We interrogate some measurable consequences of the indictment in relation to the work of the United Nations – African Union Mission in Darfur (UNAMID) as well as humanitarian actors in Darfur. We do so using a data set compiled to support the work of UNAMID. We also draw on interviews with UN and UNAMID staff, aid workers, and representatives of the conflict parties. Our analysis shows that the indictment of President al-Bashir was perceived by the Sudanese government as the continuation of a confrontational approach pursued by the international community. We further show that the indictment accelerated patterns of obstruction and intimidation of peacekeeping actors, other third-party actors, and local staff associated with these. This complicated the everyday activities of peacekeepers and humanitarian efforts.  相似文献

This article addresses community participation in local government, a controversial issue in the era of governance. Under the context of decentralisation reform in particular, active participation of the community in local governance has been expected, where as a range of critical arguments has been made on its concepts, ideas and feasibilities. Despite the significance of the issue, practices of community participation at the local level are academically under-examined, even in developed countries, let alone in developing countries. Given such situations, empirical observations from local governments of the Philippines and Uganda are introduced and comparatively analysed with in a specific analytical framework of participation. By doing so, the artide leads us to some keys to success for community participation schemes in the development context, which include the local leadership, functions of the central government and enhancing awareness of values of community participation both in the public and the local government.  相似文献

Abstract

Though the role of global–local partnerships in the HIV/AIDS response has been widely advocated, many social theorists question their ability to promote sustainable change in the lives of everyday communities. This is often related to the distance between policy and governance structures, and, the realities of life in AIDS affected communities. This article unpacks the specifics of this ‘distance’ in the context of the HIV/AIDS response in the Kingdom of Swaziland. A framework applies the notions of ‘order and disjuncture’ to structure a discussion of policy documents and a thematic analysis of focus group data with participants who ‘live’ the outputs of policies enabled by global–local partnerships. Findings uncover that programming and community difficulties emerge around assumptions about responsibility (which link back to international discourses on volunteerism) and actual requirements for supporting community life in the context of the pandemic.  相似文献

ABSTRACT

In the United States, despite federal efforts to empower communities to form local governance networks to develop and implement collaborative countering violent extremism (CVE) programs, local CVE governance networks are rare. Why do CVE governance networks emerge within only some communities? I argue that three factors—interest in CVE, capacity to participate, and facilitation—determine the prospects for the emergence of a CVE governance network within a community. The article uses a matching technique to identify and compare the community stakeholder responses to CVE in two communities—Houston, TX and Columbus, OH. Survey research of stakeholders who participated in Houston and stakeholders most likely to participate in Columbus but did not highlights the importance of the three factors. By focusing on these drivers of collaborative governance, the article provides an explanation for the lack of CVE collaboration in the United States.  相似文献

Using Barcelona as a case study, this article examines the relationship between local governance and local democracy. It begins with the terms of the debate and continues by identifying the context in which a particular model of governance arose in Barcelona. The article then looks at the extent to which governance fosters democracy, by strengthening the role of civil society organisations in government and creating new spaces of deliberation between the state and the citizenry. The final section examines the limitations of Barcelona's model of local governance in enhancing local democracy. The key finding is that the predominant role of the local council in facilitating citizen participation has as many strengths as it has weaknesses. In short, when participation becomes public policy it becomes a double-edged sword.  相似文献

The term 'multi-level governance' synthesizes the overlapping nature of the European Union and implicit theories of EU-state-subnational interdependence. Although stimulating as an overriding framework, the concept's explanatory powers are not self-evident. Using illustrations from implementation of the structural funds within three French regions, this article endeavours to operationalize multi-level governance by concentrating upon what it could help to study and what it might contribute in terms of analysing change. A case is made for focusing research upon variations in patterns of governance through developing a rapprochment between the study of public action and that of political representation.  相似文献

This article explores how Latin American social workers living in Switzerland develop transnational practices in their professional and civic life. It focuses more particularly on the forms of support that these migrants provide to their societies of origin or to their immigrant compatriots through the activities they carry out either through their job, through their extra-professional commitments, or by combining these two dimensions of their existence. From interviews with 17 Latin American social workers, a typology of four forms of transnational commitment is suggested: local social work and transnational civic activity, professional transnationalism, transnational alternative professional exchanges, and “glocal” social work.  相似文献

This article critically analyses the state-building agenda from a governance and aid policy perspective, and from an anti-corruption viewpoint in particular, highlighting potential problems with both theoretical and practical applications of state building in a development context. Inconsistencies and contradictions between the state building and anti-corruption work have not been adequately explored or reconciled. In particular, the article explores these tensions using the example of the Performance-Based Governors' Fund (pbgf) in Afghanistan, where some donors are looking to reduce corruption in local government, encouraging often ‘warlord’ governors to run their administrative offices with integrity. The article argues that the pbgf approach—with its themes of being realistic, going for indirect strategies over the long term and building integrity rather than fighting corruption, provide important lessons for the anti-corruption community as a whole, both at the level of theory and practice.  相似文献

The Coalition between the Conservatives and Liberal Democrats, formally created on 11th May 2010, has introduced a range of initiatives which affect local governance, from the announcement of a new Localism Bill through to the abolition of the Audit Commission and the arrival of the ‘Big Society’ agenda. This article reviews the key policy announcements of the Coalition's first year and analyses the underlying themes and trends which are emerging. It argues that the Coalition's reforms do show traces of an ideological commitment to localism and a new understanding of local self-government; there is an ideological agenda which has the potential to deliver a radically different form of local governance. However, the reform process is far from coherent and the potential for radical change is heavily constrained by: conflicts in Conservative thinking and the failure of the Liberal Democrats to assert their own ideology; the political expediency of budget cuts during an era of austerity and; the problems of implementing an apparently radical agenda after 13 years of New Labour.  相似文献

The government of Bangladesh has introduced several initiatives seeking to develop participatory governance at the local level in order to maximise the outcomes of aid-assisted development projects. This article examines the impact of these initiatives and demonstrates that participatory local governance faces a number of challenges in Bangladesh, in particular, absence of democratic culture and tradition and disengagement of citizens, asymmetric distribution of patronage and weak institutions. In theory, political elites and bureaucrats in Bangladesh advocate democracy, accountability and local-level participation, but in practice, they have an affinity for power and centralised authority. Their reform initiatives seem half-hearted and disjointed restricting the growth of democratic culture and participatory local governance at the local level in Bangladesh.  相似文献

Since the establishment of subsidiarity in the early 1990s, the European-wide move to devolve governance has been interpreted by previous and present UK governments adopting differing ideological positions within a ‘localism agenda’. Interpretations have changed the dynamics of the community right to challenge, as well as the structure and mechanisms for community accountability. This article adopts the typology of forms of local governance developed by Lowndes and Sullivan (2008, How low can you go? Rationales and challenges for neighbourhood governance. Public Administration, 86 (1), 1–22) to explore the hypothesis that the localism agenda realigns the synergy between neighbourhood rationales; citizen engagement in service delivery and the opportunity for public scrutiny and accountability. It concludes that opportunities for communities to challenge service delivery and ensure increased accountability to the local level will be tempered by increased complexity and demands on local authorities to develop new relationships with both service users and providers.  相似文献

Joined up governance has emerged as one of the key policy discourses of the modernisation of local government under New Labour. Community strategies are one of the principal policy tools that are intended to deliver more joined up governance at the local level. This paper draws upon early findings from the national formative evaluation of community strategies to consider the extent to which community strategies are delivering more joined up governance in practice. The paper concludes by highlighting a number of tensions in the role of community strategies in delivering a more joined up local agenda.  相似文献

Abstract

Despite a growing interest in transit migration and border controls along migration routes, there is relatively little work on the production and operation of the category of ‘transit’ itself. This article investigates how Niger emerges as a country of migration ‘transit’ and what impacts this categorisation has had on security and development interventions targeting the country. Building from the literature on the governance of transit migration and on the ‘migration state’, this article theorises transit as a political label. It argues that Niger’s status as a transit country is constructed through a ‘polyvocal’ process involving the discourse and everyday assumptions of international and local actors. The article locates this shared understanding in official texts, everyday routines, and sub-state diplomatic practices. It goes on to argue that these framings, despite divergent rationales, have effects visible in the evolution of security intervention in Niger. These include shifts in the location of border security, the blurring of migration into other transnational threats, and the creation of new domestic institutional practices. The article contributes to theorising the political construction and specificity of transit-ness and provides a fresh case for the research agenda on inter-state relations around migration governance.  相似文献

Meta‐governance – or governance of governance – is a concept that raises questions regarding how values, norms and principles underpin governance systems and governing approaches. Values, norms and principles pertain both to substantive governance issues, for instance, related to sustainable resource use, and to governance system issues in themselves, for instance, regarding their institutional design. This article deals primarily with the latter. Thus the interactive perspective serves as basis for developing a coherent set of meta‐governance principles. We argue that an explicit, deliberated and decided upon set of meta‐governance principles as an integral part of governance can help in making hard substantive governance choices easier. Interactive learning plays a key role in governance processes when public and private governing actors have to make such hard choices. In the article, examples from natural resource governance will serve as illustrations for the more conceptual argumentation and reasoning.  相似文献
