We challenge the usefulness of the 'public value' approach in Westminster systems with their dominant hierarchies of control, strong roles for ministers, and tight authorizing regimes underpinned by disciplined two-party systems. We identify two key confusions: about public value as theory, and in defining who are 'public managers'. We identify five linked core assumptions in public value: the benign view of large-scale organizations; the primacy of management; the relevance of private sector experience; the downgrading of party politics; and public servants as platonic guardians. We identify two key dilemmas around the 'primacy of party politics' and the notion that public managers should play the role of platonic guardians deciding the public interest. We illustrate our argument with short case studies of: the David Kelly story from the UK; the 'children overboard' scandal in Australia; the 'mad cow disease' outbreak in the UK; the Yorkshire health authority's 'tea-parties', and the Cave Creek disaster in New Zealand.  相似文献

In the context of the ongoing evolution of the field of public management, this article first explores the two interlinked concepts of collaboration and accountability. It suggests that these are understood and applied in a number of different ways. Using research and semistructured interviews with a number of government officials and nongovernment service providers, the article then explains how these approaches are reflected in a current New Zealand initiative of devolved governance—Whānau Ora. The different, and at times conflicting, perspectives of New Zealand’s formal model of public sector management and that of traditional Māori culture are explained.  相似文献

Abstract

What role does a commission of inquiry (COI) play in delivering accountability? In theory, when the public delegates power to political leaders to formulate and implement policies, they seek political accountability in return. Using Ghana as a case study, this study examines how the operations of COIs may deliver accountability. Principal–agent theories of accountability and African conceptions of legitimacy are incomplete on their own and need to be integrated into an explanation of political accountability that takes into consideration political transitions and the role of COIs in delivering a minimalist form of accountability. This study argues that a COI is an instrument of regime legitimatisation. The demands by citizens for political accountability in Ghana correlate with political transitions. Accompanying each power alternation was a different model of political accountability. To understand the predominant applications of accountability, we emphasise the politicisation of accountability.  相似文献

The purpose of this article is highlight the influences on the performance of public-private partnership organizations established to provide procurement services for public-sector organizations. The findings provide evidence of some values-based fracturing in public-private partnerships in the New Zealand public sector. However, it is the impact of political influence that illustrates significant potential to undermine effectiveness and efficiency. This case suggests there are innovative approaches which can be adopted—other than traditional models of public expenditure—yet still providing a sustainable public health service. Finally the case argues for the importance of appropriate political understanding of the changing scenarios.  相似文献

Local public service professionals are experts who temper their use of expertise with public service ethics. Public service ethics differ from the ethical codes of most professions in that they stress external accountability. Ethical codes of private sector professions create a sense of responsibility to the profession and help undergird professional autonomy. Public service ethics emphasize public responsibility and help create public accountability. The public value framework, with its call for more entrepreneurial activities by public managers, has attracted concern and criticism about its implicit breaching of the politics/administration dichotomy. This article explores the role of political astuteness not only in discerning and creating public value, but also in enabling public managers to be sensitive to the dichotomy. We employ a conceptual framework to identify the skills of political astuteness, and then articulate these in relation to identifying and generating public value. Drawing on a survey of 1,012 public managers in Australia, New Zealand, and the UK, and in‐depth interviews with 42 of them, we examine the perceptions and capabilities of public managers in producing value for the public while traversing the line (or zone) between politics and administration. We conclude that political astuteness is essential to both creating value and maintaining allegiance to democratic principles.  相似文献

Since its election in July 1984 the fourth Labour government in New Zealand has embarked upon the most radical and systematic reorganization of the state sector since the creation of a unified, non-partisan, career-oriented service in 1912. The reforms include the commercialization of many of the goods and services provided by state agencies, the turning of public trading enterprises into corporations, major administrative changes and the overhauling of state pay-fixing arrangements. This article examines the theoretical assumptions underpinning Labour's strategy and assesses the extent to which the new arrangements are likely to achieve their intended purpose of improving the efficiency, flexibility and accountability of the public sector.  相似文献

Political advisers are an established third element in a number of Westminster‐styled jurisdictions, as they are in New Zealand’s institution of executive government. In this paper we report the initial findings of a research project focusing on the role and accountabilities of ministerial advisers in New Zealand. We locate these findings in the context of a growing body of international and comparative research on the role and accountabilities of non civil‐ or public‐service advisers within political executives and comment on the extent to which the findings affirm or refute the view that the ‘third element’ constitutes a threat to the continued application of Westminster principles and practices in New Zealand’s system of government – once described as more Westminster than Westminster. In doing so, we highlight deficiencies in standard conceptions of politicization and argue that there is a need to more clearly differentiate between its procedural and substantive dimensions.  相似文献

In 1982, Australia, Canada and New Zealand introduced freedom of information (FOI) laws. The author visited all three countries in 1986-7 to study how the legislation was being used, and its impact on the workings of Westminster-style government. A table summarizes the main features of the legislation. The article discusses the different appeal mechanisms; the implications for ministerial accountability; the level of take-up; the different categories of user; administrative costs and benefits; staffing requirements, refusal rates, fees, etc. Apart from requests for personal files, the level of demand has been relatively low; ministerial accountability remains unchanged; the legislation has successfully protected government secrets; and the overall cost has not proved too great. FOI has not realized its more ambitious objectives, such as increasing public participation in government decision-making; but at the same time, it has not fulfilled many of its opponents' worst fears.  相似文献

Senior bureaucrats in central agencies in Westminster jurisdictions frequently give keynote speeches as a part of their official function. What are these administrative leaders talking about, and to whom, and why does it matter? This paper will seek to answer those questions through the lens of public value theory by considering whether ‘public rhetorical leadership’ by senior bureaucrats is a legitimate contribution to the search for public value, and what challenges such behaviour may present to good governance. The speeches of senior bureaucrats in four Westminster jurisdictions – Australia, Canada, New Zealand and the United Kingdom – are examined as examples of how bureaucratic ‘public rhetorical leadership’ is currently being exercised. The paper concludes that the way in which senior bureaucrats exercise their rhetorical power can have significant implications for the implementation of policy, and for questions of bureaucratic accountability.  相似文献

The Scottish Qualifications Agency (SQA) is charged with the task of overseeing school–based qualifications in Scotland. However, for the 2000 exam diet the SQA failed to produce either timely or accurate exam results. The events surrounding this failure, accompanied by the responsible minister's explanation of his own actions and inactions, brought to the fore issues of responsibility and accountability. The unresolved nature of accountability and responsibility within government, particularly in relation to non–departmental public bodies (NDPBs), became apparent as the inquiries into the SQA took evidence. Utilizing the SQA as a powerful example, this article explores the problematic structures of accountability and responsibility that exist between NDPBs and ministers.  相似文献

The inter‐war period saw a flowering of comparative research on emergency administration in response to the Great Depression. This article argues that Weimar and Nazi Germany was an important point of reference for scholars comparing different policy responses to the Great Depression. Centralization and administrative discretion were considered pivotal for effective crisis governance, irrespective of the political context. The resulting administrative ideology was ignorant of the polycratic realities of the Nazi state and frequently lauded its hierarchical features while condemning the Weimar Republic as anarchic. Faced with the challenge presented by Nazism, of squaring efficiency and accountability in the context of New Deal America, scholars of public administration developed ideas for training a new type of civil servant who was capable of acting beyond the control of legislative institutions. By exploring the ambiguous relationship between public administration and Nazism, this article highlights the complex issues confronting scholars of public administration in times of crisis.  相似文献

This article examines the new approach to specifying and assessing the performance of departmental chief executives in New Zealand introduced in 1988 by the fourth Labour government (1984–1990). Drawing on the findings of a series of interviews with ministers, chief executives and other senior public servants conducted between late 1989 and late 1991 by a number of researchers, the article outlines the origins and implementation of the new policy framework, and evaluates its strengths and weaknesses. From the evidence available to date, it appears that the new model has won the support of most of the parties directly affected, and that it has enhanced the accountability of chief executives to their portfolio minister(s). However, the implementation of the new regime has highlighted the inherent problems of assessing the performance of senior personnel in the public sector and of imposing sanctions in the event of substandard performance. In addition, various issues of a constitutional nature have arisen concerning the roles and responsibilities of chief executives, the balance of power between chief executives and their portfolio minister(s), and the proper role of the Prime Minister and Cabinet in the new accountability framework.  相似文献

This article analyses the construction of a public discourse about accountability in Colombia. The article maps the different interpretations that actors make of political ideas related to accountability and their change over a period of 13 years (1991–2014). The article has an interpretive framework and uses content and discourse analysis techniques to identify meanings different actors give to the concept of “accountability” and changes in these meanings. It identifies an academic discourse on accountability, as well as external actors’ discourses that influenced the construction of a public and official discourse in Colombia. It concludes by identifying the effect of this process of building consensus about meaning on the resulting public policy.  相似文献

Public accountability is a fundamental element of good governance. All countries all over the world strive to ensure the accountability of public officials by adopting different kinds of mechanisms. Following the liberal democratic tradition, most countries in the world have relied on the legislative instruments, executive means, judicial and quasi-judicial processes, official rules, codes of conducts, official hierarchies, public hearings, interest groups, media scrutiny and so forth for ensuring public accountability. However, in recent years, the new mode of public governance has brought new dimensions to the discourse on public accountability. This new mode focuses largely on the market- and society-centered mechanisms. This article is an attempt to assess the effectiveness of these market- and society-centered mechanisms in ensuring public accountability in Bangladesh. The article has the following objectives:

(a) to explore contemporary debates on the market- and society-centered mechanisms of public accountability;

(b) to sketch the state of public accountability in Bangladesh; and

(c) to analyze the effectiveness of the market- and society-centered mechanisms in view of the contemporary socio-economic and political dynamics of Bangladesh.  相似文献

Public inquiries remain the pre-eminent mechanism for lesson-learning after high-profile failures. However, a regular complaint is that their recommendations get ‘shelved’. In political science, the most common explanation for this lack of implementation tells us that elites mobilize bias in order to undermine inquiry lesson-learning. This article tests this thesis via an international comparison of inquiries in Australia, Canada, New Zealand and the UK. A series of alternative explanations for shelving emerge, which tell us that inquiry recommendations do not get implemented when: they do not respect the realities of policy transfer; they are triaged into policy refinement mechanisms; and they arrive at the ‘street level’ without consideration of local delivery capacities. These explanations tell us that the mobilization of bias thesis needs to be reworked in relation to public inquiries so that it better recognizes the complex reality of public policy in the modern state.  相似文献

Abstract

This article analyses the ways in which local executive leaders rendered account for the decisions taken on where to locate 19 controversial facilities for the homeless in the Dutch city of Rotterdam. Despite the non-participatory nature of the decision-making process, executive leaders acquired a remarkable level of authority for their decisions. The analysis suggests that the accountability strategies employed by local executive leaders contributed substantially to this success. Specific ways of rendering account for the decisions made concerning the locations enabled local executives to develop the political repertoires necessary to make the authoritative decisions they deemed indispensable. Most important among these ways were the executives' recognition of the importance of forming direct, informal accountability relationships with local residents, the proactive rendering of account and the executives' partial control over the forums to which account was rendered. The author concludes that an authoritative ‘Decide - Announce - Defend’ approach may not yet be out of fashion in modern local governance. The “new managerialism” is becoming the new ortodoxy in public administration. It has challenged the classic assumptions about the nature of bureaucracy in democratic countries. However, it has not implied a great deal of serious debate. In Canada, it is challenging the model of constitutional bureaucracy around which public administration has been organized. Such a model involves two main principles: the ministerial Department and a neutral career public service. The former has meant that power flow in downward and responsibility and accountability upward (to the elected state authorities). The latter that, among other things, officials enjoy security of tenure in exchange for their willingness to serve governments of all partisan affiliations with equal loyalty and effectiveness. The new managerialism challenges both principles since it proposes to diffuse authority both horizontally and vertically, make accountabi1;ty run downward to “clients” and be more capable to substitute personell according to the needs of the moment. Since the new managerialism involves serious risks, the author ends up asking whether these two contending paradigms can or should be reconcilied, and warning not to overlook the past histories of Canadian and Western administrative and political institutions.  相似文献

Inspired by New Public Management, many countries have changed their central public apparatus from an integrated to a more segregated structural model. A central element in this process is structural devolution and the establishment of new or reorganized state-owned companies with increased business autonomy and new formal control systems. This paper focuses on how this development, as exemplified by the case of Norway, is affecting the role of central executive political and administrative leaders. The study, based on elite interviews, shows that corporatization has made the role of central leaders more complex and ambiguous and undermined traditional political control. We interpret this development from a transformative perspective, underlining how structural devolution is filtered through the dynamic context of environmental pressure and internal structural and cultural factors; in addition, experiences from New Zealand are used to contrast the Norwegian case.  相似文献

In this article the evolution of competitive tendering and contracting ( ctc ) policy in Australia and New Zealand is documented and evaluated. Policy implementation at Commonwealth, State and local levels in Australia is examined in some detail. This was followed by a similar analysis of the two levels of government in New Zealand. An overall appraisal of the impact of CTC on efficiency and effectiveness of service delivery is undertaken, based on disaggregated contracting surveys of State and Commonwealth government agencies as well as a wide range of other sources of information. The key findings, which are summarized in tabular form, indicate that the pace of implementation has varied widely across jurisdictions. This variability is largely a function of differences in political orientation of the governments in power, particularly in Australia. Despite these differences, the findings suggest that efficiency gains stemming from the application of ctc are substantial and widespread. Furthermore, quality of service has not, in general, been sacrificed to cost reductions. There is every indication that the current rate of progress of policy implementation is set to continue. In Australia, it may even accelerate with the onset of a national competition policy which will place competitive pressures on providers of public services.  相似文献
