With the growth of Latino and Asian American populations, candidates frequently must appeal to diverse electorates. Strategies for doing so include emphasizing candidates’ racial/ethnic identity and securing endorsements from racial/ethnic groups. While many scholars focus on candidates’ racial/ethnic attributes, ethnic group endorsements are understudied. Whether such endorsements induce voters to choose ideologically similar candidates (spatial voting), or choose based on race/ethnicity (racial voting) is unclear. We address this question by examining elections in multiethnic local settings. Using original surveys and exit polls, we create comparable measures of candidate and voter ideology, and examine how race/ethnicity and ideology affect voters’ choices. We also embed experiments that manipulate ethnic group endorsements. We find that ideology influences voters’ choices, but that ethnic group endorsements weaken spatial voting. The latter effect among whites is driven by racial/ethnic stereotypes. These reactions explain why some candidates seek such endorsements and why others might prefer to avoid them.  相似文献

Current debates around immigration are informed by hierarchies of belonging, with some groups seen to belong more, and therefore deserve more, than others. This link between belonging and entitlement has been predominantly analysed in relation to struggles over access to key material benefits, such as jobs, housing, healthcare and so on. This paper will argue that these struggles also point to the continuing relevance of nationhood to many people's sense of self, community and place and the value that comes from being positioned, and recognised, as part of a group that lies at the heart of national life and culture. In other words, the ‘politics of immigration’ is about the anxieties and concerns of those who no longer feel ‘at home’ in what they consider to be ‘their’ country.  相似文献

The 2008/2009 economic crisis has been identified as an important element contributing to declining trust in institutions in Europe and worldwide. However, it is unclear whether this decline in trust is distributed homogenously among citizens or whether there are differences across social strata. This article applies multilevel models to six waves of European Social Survey (ESS) data to analyse changes in trust in the European Parliament (EP) from 2002 to 2012 in 20 European Union countries. Moreover, it investigates whether individuals with different socioeconomic backgrounds experienced different reductions in trust. The results indicate that trust in the EP declined the most in the peripheral European countries hit hardest by the economic crisis: Portugal, Italy, Ireland, Cyprus, Greece and Spain. Furthermore, the results suggest that the decline in trust was more pronounced among subjects with lower social status. The tightening of the link between social and political inequalities is especially preoccupying considering the importance of trust in institutions for citizens to actively participate in society, voice their needs and demand their place at the table. Hence, the worsening economic conditions, combined with declining levels of trust, are not only troublesome for the functioning of democracies as a whole, but they are also problematic at the individual level as they are likely to perpetuate the divide among subjects at different ends of the social ladder.  相似文献

Cities across the U.S. have turned to summer youth employment programs (SYEPs) to improve the behavioral, economic, and academic outcomes of inner‐city youth. This paper evaluates the impact of the Boston Summer Youth Employment Program using both experimental and non‐experimental variation. Similar to previous studies of summer jobs programs in other cities, I make use of an embedded randomized controlled trial and find that the program reduces violent crime by 35 percent, as measured by the number of arraignments from administrative records during the 17 months after participation. In contrast to prior work, I also find a similar reduction in arraignments for property crimes (?29 percent). This study also provides exploratory evidence on the mechanisms driving these reductions in crime using self‐reported responses of participants from a pre‐/post‐program survey. The results provide suggestive evidence that the beneficial impacts on violent and property crime are largely driven by improved conflict resolution skills versus other factors that would increase the opportunity cost of crime. These findings give researchers some insights into the behavioral changes that occur during the program while also providing a look inside the “black box” as to how SYEPs affect youth outcomes in the long run.  相似文献

States often face immigration “control dilemmas” between popular pressures for tighter immigration controls versus economic pressures for more liberal work visa controls. Using a systematic process analysis of recent policy developments in Australia, this article argues that the Howard government's large expansion of “wanted” forms of immigration hinged upon its ability to control “unwanted” forms of immigration. The concept of “control signals” is introduced to account for the government's success in exiting an immigration control dilemma, which allowed it to pursue skilled immigration reforms that would have otherwise proven difficult. A research agenda is established for examining the conditions under which the use of control signals is likely to be successful and for applying the concept to other realms of public policy where states face control dilemmas.  相似文献

Evidence that political attitudes and behavior are in part biologically and even genetically instantiated is much discussed in political science of late. Yet the classic twin design, a primary source of evidence on this matter, has been criticized for being biased toward finding genetic influence. In this article, we employ a new data source to test empirically the alternative, exclusively environmental, explanations for ideological similarities between twins. We find little support for these explanations and argue that even if we treat them as wholly correct, they provide reasons for political science to pay more rather than less attention to the biological basis of attitudes and behaviors. Our analysis suggests that the mainstream socialization paradigm for explaining attitudes and behaviors is not necessarily incorrect but is substantively incomplete.  相似文献

Stereotype use in street‐level work and discretionary judgments is important because of the possible introduction of bias. This article contributes to the study of stereotypes in street‐level work by suggesting that stereotypes are related to both cognitive and social uncertainties. A distinction between uncontrolled stereotype activation in the interpretation of information and controlled stereotype application in decision making is made to allow for a more nuanced study. A unique design combining semistructured interviews and a vignette experiment is presented to accommodate this theoretical framework. Results show that stereotype activation is conditioned by class difference and involves both categorization and simplified assumptions. Stereotype application is conditioned by class as well as by the homogeneity of the social contexts of street‐level institutions. These results suggest that in order to decrease stereotypical bias in frontline encounters, one solution may be to increase social heterogeneity.  相似文献

Second-order elections are characterized by low turnout. According to the second-order theory this is because people feel there is less at stake. This study tests whether the less at stake argument holds at the macro and micro level using panel survey data obtained in three different Dutch elections. Furthermore, it examines whether campaigns' mobilizing potential differs between first- and second-order elections. We find that at the macro level perceived stakes and low turnout go hand in hand and differ strongly between national, local and European elections. At the micro level the impact of perceived stakes on turnout is limited and contingent on the type of election. Also, campaign exposure affects turnout, but the effect is substantially larger in second-order contests.  相似文献

Although strategic consensus is a core concept in strategic management research, empirical evidence is lacking on (1) the degree of strategic consensus in public organizations, (2) how strategic consensus is impacted by group characteristics specific to public strategic decision‐making groups, and (3) how strategic plans impact these relationships. An analysis of multisource data from 1,075 governing majority members nested in 256 Flemish municipalities (Belgium) indicates that within‐group strategic consensus varies among governing majorities and is negatively impacted by political diversity and political power, but these relationships are mediated by perceived strategic plan quality. The results indicate that the idiosyncrasies of public decision‐making groups can impede high levels of strategic consensus, but strategic plans can attenuate this effect by fulfilling a boundary‐spanning role.  相似文献

The link between ethnic heterogeneity and public support for welfare policy is debated. The thesis of a negative relationship is supported by much American research. Historically the race issue has blocked a number of American welfare schemes; across the United States ethnically heterogeneous states have less generous benefits, and citizens having negative attitudes towards blacks often oppose welfare. The research question is: To what extent will increased ethnic heterogeneity in European countries establish the same mechanisms? Three theoretical positions are discussed: the position that the American experience is unique; the position that it is generalisable; and a middle position of it being contingent on institutional settings. The latter position predicts that the American experience can be avoided, especially in social democratic welfare regimes where the ethnicity issue has not been politicised. Empirically the article is based on survey data from the United Kingdom, Sweden and Denmark, in which a number of American items were directly replicated. Despite indications of American uniqueness and welfare‐regime effects, the findings support the position that the in‐group/out‐group mechanisms found in the United States are being replicated in Europe.  相似文献

In 1999, the U.K. government set force‐specific 10‐year targets for recruiting new police officers from ethnic minorities. Using these targets as instrumental variables, this study finds that this policy mandating an increase in the share of ethnic minority officers in a given force is associated with a decrease in the number of crimes in the area under the force's jurisdiction during the 10‐year period. It is argued that greater representativeness and diversity within a public organization improves organizational integrity, which influences bureaucrats’ attitudes and behaviors toward minority citizens. In the context of policing, diversity can mitigate the institutionalized practice of officers acting on implicit assumptions about minorities being inherently more unlawful than whites: Police representativeness is associated with a decrease in the overrepresentation of black individuals among those subject to “stop and search.” Such a change may make minority citizens more willing to cooperate in the coproduction of public values, facilitating the attainment of organizational goals.  相似文献

This article examines social science relevant to public engagements and identifies the challenges to the goal of meaningful public input into science and technology policy. Specifically, when considering “which forms, features, and conditions of public engagement are optimal for what purposes, and why?” we find social science has not clarified matters. We offer a model to guide systematic research that defines and empirically connects variations in features and types of public engagement activities to specifically defined variations in effective processes and outcomes. The specification of models, as we have done, will guide policy makers, practitioners, and the public in determining what kinds of engagement techniques are optimal for what kinds of purposes. Our model is presented to start conversations and inspire research that in the future should help to ensure meaningful public participation that meets the promise of contributing thoughtful societal values and perspectives into governmental policies impacting science and technology research.  相似文献

A large body of research focuses on the institutional factors that shape country‐level corruption and the effectiveness of macro‐level anticorruption measures; however, corruption at the individual level remains understudied and thus poorly understood. This article examines the underlying causes of and mechanisms through which individual government bureaucrats engage in corruption. The researchers develop a framework that incorporates intrinsic motivations, work‐related opportunities, and work‐related well‐being to test the ways in which these micro‐level factors shape bureaucrats' propensity to engage in corrupt behaviors (or corruptibility). Using survey data from more than 1,300 Chinese public employees, the authors identify direct and indirect effects on corruptibility and discuss theoretical and practical implications.  相似文献

Ethnic diversity has been posed as a threat to social capital, but results from existing research are inconclusive. This study takes as its starting point that different aspects of social capital may be influenced differently by ethnic diversity and uses one specific welfare state context – Norway – to explore such variations. Analysing an original dataset, nine different measures are used to explore three dimensions of social capital in 61 communities in Norway, amongst the majority population and residents with immigrant background. The results suggest, first, a differentiated impact of ethnic heterogeneity on trust. Ethnic diversity is negatively associated with spatially bounded forms of trust, but not with generalized trust. Second, a negative association with traditional forms of voluntarism is found – albeit this latter relationship is much weaker than the former. Third, the results suggest that these relationships are fairly similar across different (immigrant) groups. Although residents with immigrant background typically express lower levels of generalized trust than the majority population, the relative differences between residents living in diverse or homogeneous communities are limited. Given its strong institutions Norway could be seen as a least likely case for studying the impact of ethnic diversity on social capital. On the one hand, effects are more limited than what has been found in studies from the United States. On the other hand, the fact that effects are found on community trust and volunteering indicates that this type of societal model can indeed be affected by ethnic diversification.  相似文献

Recent research has found that voter turnout is declining in most advanced industrial countries. The trend is driven by generational replacement because the age cohorts that entered the electorate at the end of the twentieth century are voting at lower than expected rates. In North American countries, the decline is also concentrated among the poorly educated. This article examines the relative contribution of period, life-cycle, generational and educational effects on changes in electoral participation over the last four decades in Sweden, Norway and Germany with individual-level data. Turnout decline is partly driven by generational change in the countries observed as the literature suggests. Additionally, there is also a clear socio-economic correlate. Most strikingly, poorly educated persons of all age groups are increasingly failing to vote in Germany. The results suggest that the causes of the long-term evolution are multidimensional and the relative consequences vary across countries. The debate about turnout decline and its possible remedies has to take into account the fact that both members of new generations and citizens with low education attainment are the main targets of measures aimed at increasing turnout rates, but different actions might be required to attract each specific demographic group to the polls.  相似文献

The Lisbon Treaty, which entered into force in 2009, considerably reinforced the powers of the European Parliament. This article examines to what extent the European Parliament has become an important actor in EU counter-terrorism by focusing on the external dimension of this policy. It also analyses the impact that this potentially changing role has had on the external dimension of EU counter-terrorism. This article puts forward two inter-related claims. Firstly, the role of the European Parliament in the external dimension of EU counter-terrorism has significantly grown in recent years. Following the entry into force of the Lisbon Treaty in December 2009, the European Parliament has become a fully-fledged actor in the external dimension of EU counter-terrorism. Secondly, the reinforcement of the role of the European Parliament has also led to a strengthening of both accountability and oversight in the external dimension of EU counter-terrorism, although there are still some limitations in that respect.  相似文献

Recent empirical evidence suggests that decentralization challenges the stakes of democratic control by blurring responsibility attribution between levels of government. Exploring the implications of decentralization on accountability requires a better understanding of the conditions under which decentralization affects clarity of responsibility. The theoretical claim in this article is that these conditions are related to the particular design and duration of decentralization arrangements. To test this proposition, individual data from a system where decentralization varies both in design and duration – the Spanish State of Autonomies – are used. Results show that clarity of responsibility has worsened where decentralization has adopted a more intertwined (marble-cake) design and that individuals may “learn” on responsibility attribution the longer they experience a particular distribution of competences.  相似文献

Although the mortgage interest deduction enjoys broad public support, critics argue that the policy disproportionately benefits wealthy households, fails to expand homeownership opportunities to households on the margins, and costs the federal government an extraordinary amount of money in foregone tax revenue. Drawing on data collected through an online experiment, this analysis tests the sensitivity of public support to these critiques. The findings reveal that support for the mortgage interest deduction declines when respondents are presented with information about the cost, effectiveness, or distribution of benefits associated with the deduction. Support among renters is more sensitive to framing effects than that among homeowners. Republicans are less sensitive to framing effects than Democrats when the deduction is framed as distributing benefits unequally, but more sensitive to these effects when the issue is framed as costly. However, all groups register their lowest level of support when told that the mortgage interest deduction is not an effective tool for expanding ownership opportunities.  相似文献

Studies of administrative behavior are keen to examine the internal dynamics of agency decision making, as well the impact of external political actors on agency actions. Yet few studies apply these findings to the question of why agencies use their most punitive enforcement powers. Contrasting principal–agent, transaction costs, and organizational culture models of agency behavior, this study examines why regulatory agencies punish. Through content analysis of nearly one thousand of the U.S. Environmental Protection Agency's criminal investigations and subsequent prosecutions, 2001–11, findings suggest that punishment severity in environmental criminal cases is based less on transaction costs and political pressure and more on professional norms that value strong enforcement. These findings have important implications for explaining regulatory outcomes and administrative behavior.  相似文献
