任何改革的成功都离不开对现实改革路径的正确选择.我国铁路改革也是如此.我国铁路改革伴随社会主义市场经济的发展在不断推进,特别是党的十六大以来,我国铁路部门以建立适应社会主义市场经济要求的铁路管理体制为目标,确定了以铁路基础性改革为重点的改革路径,持续推进铁路改革,并取得了历史性突破.这种历史性突破为建立适应社会主义市场经济要求的新的铁路管理体制,创造了基础条件,提供了必要保证.
