Immigration presents a daunting challenge to successive British governments. The public ranks immigration as one of the leading policy issues after the economy and employment. There is also greater public support for stronger immigration controls than in many other countries. In response, government strategy has included the use of a citizenship test. While the citizenship test is widely acknowledged as one key part of immigration policy, the test has received surprisingly little critical analysis. This article is an attempt to bring greater attention to serious problems with the current test and to offer three recommendations for its revision and reform. First, there is a need to revise and update the citizenship test. Secondly, there is a need to expand the test to include questions about British history and basic law. The third recommendation is more wide‐ranging: it is that we reconsider what we expect new citizens to know more broadly. The citizenship test should not be viewed as a barrier, but as a bridge. The focus should centre on what future citizens should be expected to know rather than how others might be excluded. The test should ensure that future citizens are suitably prepared for citizenship. There is an urgent need to improve the test and this should not be an opportunity wasted for the benefit of both citizens and future citizens alike. 相似文献

The Netherlands is often considered an extreme example of individualism and multiculturalism, two factors that many politicians and social scientists consider to be the main causes for the alleged decline in citizenship. In this paper, we examine Dutch citizens' conceptions of citizenship to test these negative expectations. We found the fear that a modern, individualistic, and diverse citizenry only care for their own rights to be misplaced; citizens were willing to exert effort to uphold the society they live in. Their efforts, however, were conditional upon returns in terms of a responsive government and in improvements to their individual lives. Communitarian, local, and rather submissive notions of citizenship were deeply shared – with a liberal twist among many migrants. We also found that ‘nationalist’ republican notions of citizenship awaken latent uncertainties and divisions among citizens rather than creating ‘new’ unity. This imagination of citizenship leaves Dutch society wanting for the deliberative, political elements of citizenship. 相似文献

This article analyzes the recent changes in naturalization policies in three Nordic countries, Norway, Denmark and Sweden. Considering the homogeneity of the region in terms of culture, social structure and polity, the discrepancy in current citizenship regulation is remarkable. Similar problem definitions have generated diametrical opposite solutions. This is even more striking as the three countries, hailing on perceived ideas of common interests and various experiences of shared rule in different political constellations for the best part of the last 500 years, also cooperated closely in forging their national citizenship legislation from the 1880s up till 1979. The article gives perspective to this novel variation, analyzing the interplay between aims and means in the naturalization policies. Basic questions like citizenship rights, the social and cultural cohesion of the nation state, national ideology and questions of identity will be addressed. 相似文献

In the United States recognition as a battered immigrant can lead to legalization and citizenship for abused women when provisions in the Violence Against Women Act (VAWA) are applied. To successfully utilize VAWA towards these ends, however, a battered immigrant woman also receives a lesson in cultural restructuring required of citizenship; VAWA establishes the regulations and standards necessary to remake abused immigrants into neoliberal subjects. This essay examines the experiences of undocumented Latina immigrants within the VAWA legal paradigm and explores the ways in which the process artfully crafts the good neoliberal citizen. 相似文献

The paper explores the mutual relation between cultural citizenship and national homecoming. Using the case study of Russian-Jewish immigrants in Israel, it refines the theoretical debate over cultural citizenship by showing how homecoming migration shapes the homecomers' bargaining power over the local cultural tenets. In particular, the research examines the ways in which the ‘Russian’ immigrants negotiate the national ethos of homecoming that constitutes the Israeli civic, discursive field, while dismantling it into its root components: affinity to the place, collective memory, and the warrior ethos. Each of these components constitutes a sphere of action that embodies the tension between Israeliness and Jewishness, nationalism and citizenship, and the personal and the collective. Our main contention is that in the case of homecoming migration, the inextricable affinity between citizenship and nationalism shapes the homecomers' cultural citizenship: on the one hand, it secures their right to participate in the local cultural discourse and avails bargaining power, while on the other hand, it neutralizes the homecomers' subversive voice, and reduces their capacity to undermine the constitutive, national tenets. The analysis is based on immigration stories gathered via in-depth interviews that were conducted with 43 Jewish university students who immigrated to Israel from the former USSR in the beginning of the 1990s. 相似文献

This paper presents part of a larger research on the consequences of an earthquake on the scholastic life of children aged 3-11. In May, schools abruptly closed due to the earthquake in Emilia Romagna and Lombardy (Italy). Children and teachers fled from them, leaving school backpacks and books in the classrooms. Daily life was disrupted and the community gathered in tents set up by civil defence. Immigrant families returned to their countries of origin or shared life in the tent cities. The focus of theoretical sources of the research considers mainly: the vulnerability of the persons concerned; measures for risk reduction; environmental sustainability; community resilience; controversial human development between freedom of the person and economic globalisation. From methodological point of view, the interviews with teachers, school rectors, and citizens revealed the impact of the earthquake on community identity. Unexpected human solidarity and local responsible participation were part of the new educational plan of reconstruction based on hope, active citizenship, and historical memory. 相似文献

This article deals with the Israeli–Palestinian conflict through an approach based on citizenship. The article considers the whole historical Palestine (Israel and the so-called Occupied Territories) as a unique unit of analysis, and suggests that the dynamics of citizenship in this area should be analysed through the exam of two fundamental dimensions, relating to membership and territory. In general, the example of the Israeli–Palestinian conflict offers the chance to address the conventional meaning of concepts such as ‘state’, ‘democracy’ and ‘citizenship’, underlying the complex dynamics of inclusion/exclusion of individuals and groups within a collective decision-making process. As far as Palestine is concerned, the centre of gravity and the horizons of the conflict are described through the notion of ‘ruptured demos’, suggesting new directions for comparative research and drawing the attention to the progressive demise of the so-called ‘two-state’ solution. 相似文献

Using diverse conceptualisations of citizenship, this article analyses the effect of the accumulation of civic and political assets on the transformation of citizenship values among Argentine migrants to Spain and returnees. Focusing on the transnational spaces, this article analyses important civic and political capabilities accumulated by a group of migrants and explores the impact of the assets accumulated in the transnational context. This research uses data drawn from 19 Argentine immigrants to Barcelona and 30 Argentine returnees from the cities of Madrid, Barcelona and Palma de Mallorca. Findings indicate that the migratory experience generated gains in the civic and political capabilities of this group of migrants and returnees and that living in Spain promoted the development of a more responsible, analytical and, in some cases, active citizenship. As holders of ‘multiple-perspectives’, interviewees were in a privileged position to critically analyse both the sending and receiving societies. Moreover, respondents implemented a number of practices acquired in the host society, in their home society, although this transfer generally remained at an individual level. 相似文献

This article is based on a research project carried out at the Graduate School of Education, Queen's University Belfast. The researchers conducted a study of discussion-based citizenship education for post-16 students in Northern Ireland (UK) over a period of 18 months. One of the researchers designed and delivered a course of citizenship education for students in a case study school (100 of whom were involved). This course was constructed within a theoretical framework that drew heavily upon the work of Jurgen Habermas. The results of the study showed that an overwhelming majority of the students involved gave comprehensive and positive evaluations of a citizenship course that was reliant upon a discussion-based form of education. This article argues that such courses, premised on the need to encourage communicative competence amongst young people, should be offered to all students within the non-compulsory education sector in the UK and beyond. 相似文献

This paper provides a critical geographical analysis of the emerging ideals associated with sustainable citizenship. We argue that the principles behind sustainable citizenship force us to think through the full range of geographical factors which frame citizenship and yet which are routinely overlooked in both geographical and non-geographical work on the citizen. We take the sustainable citizen to be both an epistemological challenge to existing paradigms of citizenship and a contemporary national and international policy goal. As an epistemological category we claim that the very notion of a sustainable citizen destabilizes the spatial, temporal and material parameters upon which modern forms of citizenship are based. At the same time, however, we also consider the limitations associated with contemporary national and international attempts to create a more sustainable citizenry, arguing that such initiatives often belie the radical potential of thinking about citizenship in sustainable terms. We take as our empirical focus the recently implemented curriculum for global citizenship and sustainable development being enacted in Welsh schools. Drawing on interviews carried out with education officials, teachers and students, we explore what sustainable citizenship means and the opportunities and challenges it faces as a political project. 相似文献

Two different proposals for a political basis for a low carbon transformation in Britain have been put forward in recent years by the Miliband brothers. In 2006, David Miliband argued for a new ‘environmental contract’ between state and citizens, in the spirit of the post‐war social contract. Last year Ed Miliband proposed a ‘politics of the common good’. The historical sociology of citizenship suggests that the environmental contract approach will not work, mainly because of the pure public bad nature of the climate nature and the politics that flow from this. The ‘common good’ approach is more promising, but to make any headway, will have to tackle the strengthening of materialism and populism over the last generation. 相似文献

AbstractThis article details a role-playing “citizenship simulation” used in a large graduate seminar offered by the Masters of International Relations (IR) faculty at Monash University in Melbourne, Australia. While recognizing the need for a more systematic analysis of the relationship between class size and active learning strategies, this article offers an anecdotal reflection on the challenges faced when employing active learning in an IR course with growing enrollment numbers. We describe and analyze a simulation used in the graduate course to evaluate the feasibility and desirability of structuring large IR classrooms to include participatory group activities such as simulations. We also hope the simulation provides instructors with an effective sample design for simulations in their own larger courses. 相似文献

The “flexible eye” describes a particularly cosmopolitan perspective derived through mobility, detachment and multiplicity as opposed to rooted-ness or national affiliation. In this article, I explore the extent to which the “flexible eye” serves as an apt metaphor for the spatial and civic affiliations enacted by round-the-world travellers. The discussion here is based on research that examines the narratives travellers publish online while travelling around the world. Drawing on recent academic work on cosmopolitanism and global citizenship, I investigate the way a discourse of cosmopolitan citizenship circulates in these narratives. In particular, I examine the way travellers frame these related activities—moving around the world and sharing their experiences via the Internet—in terms of civic responsibility. Travellers respond to a sense of obligation to produce tolerance, interconnectedness and cultural understanding out of encounters with difference. This formulation of a round-the-world trip as a civic obligation entails movement not only around the world, but also between national and global scales of belonging. How is cosmopolitan belonging filtered through practices of national citizenship? How are travellers both detaching from and re-attaching to notions of national identity in their quest for the “flexible eye” of the cosmopolitan citizen? 相似文献

Danese analyses the reasons for the weakness of migrants' associations in Italy and Spain in comparison to the importance and power of other organizations operating in the field of immigration, such as trade unions, church-based or secular bodies. A method inspired by the basic concept of political opportunity structure, taking into account the contextual factors that shape collective organization, is proposed as the best one for looking at the specific situation in the new immigration countries of Southern Europe. The idea of consummation as definitive of a marriage seems antiquated today. Yet, consummation operates as a central criterion in determinations of a ‘genuine marriage’ in Canadian immigration law. Drawing on the marriage and migration literature, theorizations of sexual citizenship, and critical multiculturalism, we explore recent judicial considerations of consummation in Canadian family sponsorship adjudications. We searched the CanLII database (a Canadian database of legislation and judicial records) for the keywords ‘non-consummation’ and ‘genuine marriage’ and identified 68 cases. Of these cases, three primary themes emerged: the use of consummation as a ‘technology of love’ – a requirement for assessing the authenticity of the spousal relationship and hence the worthiness of sponsorship; the discursive construction of sexual and gendered norms in expectations around marital intimacy, and the articulation of liberal tolerance and the cultural other in the assessments of genuine marriages among primarily racialized Canadians or permanent residents and their foreign spouses. We challenge these discursive narratives and conclude by arguing that instead of consummation as the basis for genuine marriage, the Law Commission of Canada’s ‘close personal relationship’ model is a better way to assess the ‘genuineness’ of relationships for determining Canadian citizenship. 相似文献

Will it be a responsible state on the world stage? The article aims to understand Chinese foreign policy making from a comparative perspective. By using the neoclassical realist approach, key features of Chinese foreign policy as well as possible future alternatives for its implementation are outlined. How do voter preferences come into focus over the electoral cycle in different countries? Do they evolve in patterned ways? Does the evolution vary across countries? This article addresses these issues. We consider differences in political institutions and how they might impact voter preferences over the course of the election cycle. We then outline an empirical analysis relating support for parties or candidates in pre‐election polls to their final vote. The analysis relies on over 26,000 vote intention polls in 45 countries since 1942, covering 312 discrete electoral cycles. Our results indicate that early polls contain substantial information about the final result but that they become increasingly informative over the election cycle. Although the degree to which this is true varies across countries in important and understandable ways given differences in political institutions, the pattern is strikingly general. 相似文献
