Abstract

The aim of this paper is to contribute to our understanding of unfree labour in the contemporary global economy, the processes by which it is generated, and its connections with poverty and vulnerability. I challenge dominant ‘residual’ views of unfree labour as either external to global economic activity or occurring solely within small-scale, localized or non-market contexts. Instead, I contend that unfree labour needs to be understood in ‘relational’ terms as a particular form of ‘adverse incorporation’ in the global economy. This form of adverse incorporation is constituted through the circular interaction between, on the one hand, the functioning of the global productive economy and associated labour markets, and, on the other, the social relations of poverty which give rise to vulnerability and to unfree labour. I draw throughout on original empirical research conducted on ‘slave labour’ in Brazilian agriculture and child labour in the Delhi garments sector.  相似文献

What explains the French government’s unwillingness to accept more legal immigrants or at least ignore those who enter or over-stay clandestinely? This paper answers this question by exploring the political economy and regulation of undocumented immigration in France during the 1990s. In light of a broad liberal and Marxist literature on the political economy of immigration, I argue that three ‘proximate determinants’ shape the regulation of undocumented immigration in France (a ‘Europeanized’ security agenda, ‘self-limited sovereignty’ and control of the labour market, especially informal employment). However, these proximate determinants do not necessarily excavate the social relations of power (that is political economy) which constitute the basis for policy making. I argue then that a return to the importance of the labour market (and thus the class and racial constitution of French society) is essential, but without a simple return to Marxist political economy. Instead, I suggest the value of ‘virtualism’ for carving out a new post-structuralist/‘postmodern’ political economy of immigration.  相似文献

‘Digital restructuring’ denotes a phenomenon integral to but also distinct within economic and political restructuring broadly conceived. The concept of restructuring can be modified with ‘digital’ to forefront the important technological dimension of global restructuring, as well as to indicate developments associated with the new ‘information economy’. Digital technology and digitization have been integral to the scope and speed of the global economic and political restructuring of recent decades. They have constituted the technological conditions for some of the more characteristic aspects of this process; from the flexiblization or outright shedding of labour, to the mobility of production and capital and the globalization of trade and financial markets. This paper seeks to debunk much of the corporate and state mythology of digital restructuring currently in circulation by drawing upon the analyses of digital technology and restructuring advanced by critical scholars and progressive social movements, and to highlight the dangers to progressive political movements and discourses posed by the very nature of these representations.  相似文献

T.H. Marshall's concept of ‘social citizenship’, developed in the 1949 lecture ‘Citizenship and Social Policy’, remains a vital study of welfare in developed nations. However, Marshall's social citizenship has come under attack as undermining civil liberties, or falling short of offering real equality to marginalised groups. This article returns to Marshall's lecture to show that he was in fact aware of such problems, but nonetheless held the provision of social rights to be a valuable normative project. Furthermore, this article argues that a new social citizenship, incorporating collective rights claims, could present a strong challenge to neoliberalism in contemporary welfare debates.  相似文献

Securing executive attention for new policy demands is notoriously difficult as governmental agendas are crowded by established or ‘core’ policy issues. This article investigates whether it is harder for new and costly policy issues to reach the government agenda when the economy is performing badly. It examines whether, and the extent to which, costly gender equality issues regarding women’s access to the labour market, equal treatment at work and care activities, are more likely to achieve executive attention when the economy is performing well. Using the Comparative Policy Agendas database, a systematic, quantitative analysis is conducted of when and why policies promoting sex equality in the division of labour reach executive agendas. The findings confirm that advocacy for costly gender equality measures is easier to make in times of economic growth. It is also found that female representation in parliament strengthens advocacy for executive attention and reduces friction on policy agenda change.  相似文献

The battle to soften the labour market impact of the pandemic has thrown up some unlikely bedfellows, with trade union leaders competing with business chiefs over who can most fulsomely praise the government’s economic response. But does this entente really presage a new era of ‘Covid-corporatism’? Crises like Covid-19 can provide opportunities for temporary social pacts, even in countries lacking the labour market institutions needed to sustain these in normal times, and the ‘social partners’ have shown an unusual willingness to be bold and constructive. But cracks are already appearing over how and when the state should begin its withdrawal from the economy. Unions face structural weaknesses and recruitment problems that will hamper their ability to take full advantage of what will likely prove to be only a temporary lull in hostilities.  相似文献

This article reviews geographical research on labour market changes that pose a challenge to ‘work’ as a compelling category of analysis. Drawing inspiration from feminist scholarship that has sought to develop a frame for thinking about the concept of work so that other activities outside employment are recognised, it considers what everyday practices of work, including domestic and reproductive labour, can teach us about the realities and futures of contemporary capitalism. While ‘work’ has long served as a presumed norm or telos of ‘development’, this article considers the prospect of the ‘end of work’ and of a specific type of accompanying capitalist society. It outlines the challenges for policy making in bringing forth a ‘post-work’ world without cementing social and economic inequality.  相似文献

The article centres on the role of differential labour standards in the restructuring of the global economy. The denial of labour rights in Asia is a significant factor in the Asian investment boom and in the employment crises in the OECD countries. The first section outlines the Clinton administration's intervention on labour standards in Asia, the strident reaction from Asian governments and from US business interests, and the administration's rapid retreat into ‘constructive engagement’. The second section considers neo‐liberal arguments advanced in favour of nonintervention in the labour sphere since the freeing up of trade and market forces generates economic growth, which in itself improves labour standards. The assumptions underlying this model are critiqued. Finally, alternatives that recognize the significant influence of labour standards on global investment flows are identified. Here it is argued that the emergence of independent unionism in Asia could have a significant effect on the structure of the the global economy in the longer term.  相似文献

The aim of this article is to contribute to the debate on global prosperity in the post-GDP world, with specific attention given to the political discourse and intellectual debate on ecological civilization in China. I will first assess the national and international implications of assuming that China as a whole is a ‘locality’. I will then focus specifically on one of the most significant political and intellectual debates in Chinese studies today, namely the social and environmental challenges linked to China’s political and socio-economic development. In this light, I will engage with the debate on the Anthropocene - the era during which humans have become an earth-altering force – and its interrelationship with the discourse on ecological civilization. In China, the term ‘ecological civilization’ appeared in the 1980s in the academic domain and was then appropriated by political discourse. This article proves that the concept of eco-civilization, in a similar way to the Anthropocene, has a significant discursive power: it allows for a shift from the binary political economy discourses of ‘growth’ versus ‘development’, and ‘socialism’ versus ‘capitalism’, to the inquiry of eco-socially sustainable prosperity. The final aim of this article is both to offer a more nuanced analysis of the relationship between the political discourse and academic debate, and to substantiate the rhetoric trope of ‘Advancing Ecological Civilization and Building a Beautiful China’.  相似文献

The first decade of the twenty-first century may be remembered for the rebirth of consensus on labour market policy. After three decades of bitter political and ideological controversy between a neo-liberal and a traditional social democratic approach, a new model, often labelled flexicurity, has emerged. This model is promoted by numerous political organisations since it promises to put an end to the old trade-off between equality and efficiency. Several countries are embracing the flexicurity model as a blueprint for labour market reform, but others, mostly belonging to the ‘Mediterranean Rim’, are clearly lagging behind. Why is it so difficult for these countries to implement the flexicurity model? This paper argues that the application of a flexicurity strategy in these countries is complicated by the lack of social trust between social partners and the state as well as political economy traditions that highlight the role of labour market regulation as a source of social protection.  相似文献

Current national income accounting, which is based on the ‘comprehensive production concept’, is criticized on the basis of the ‘modern transfer’ view of government activity, which is based on a positive theory of bureaucracy and representative government, and is shown as ‘overstating’ the size of the national economy. Such mismeasurement inevitably leads to misunderstanding the macroeconomic effects of nationalization, redistribution and stabilization policies. An alternative concept, the ‘restricted market production concept’, is shown as providing a consistent and economically meaningful measurement of the size of the national economy and of the relevant effects of various government policies. qu]The underlying assumption is that [government] services are worth their costs, i.e., that they are produced and supplied after a proper balancing by the authorities (or the electorate itself on given occasions) of their social advantages and social cost. There has been considerable debate in recent years about the new forms of labour market policy developing in advanced industrial states, and especially the emergence of neo-liberal workfare regimes in the US and the UK. Conceptually, this has been viewed as part of a new form of employment regulation, based upon compulsion and coercion within a shift towards more flexible labour markets. Whilst in the UK policy might be conceived at the national level, it is at the local scale, within particular contexts, that the new employment initiatives are played out and their impact needs to be assessed. In this paper, attention is drawn to the importance of local labour control regimes, focusing upon how labour market institutions and mechanisms of regulation are developed within particular local historical contexts. In contrast to some accounts, the importance is emphasised of inherited social institutions and practices, both within the workplace and beyond in the sphere of social reproduction, in the development of local labour market regimes. Against more top–down narratives, this leads also to highlighting the importance of local autonomy and action in the emergence of new local labour control regimes as such proposed perspectives rejoin community-based practices with more conventionally perceived work-based struggles. The arguments are illustrated through an examination of a specific set of labour market programmes established to ‘deal’ with the after-effects of deindustrialisation in the city of Glasgow and in particular the need to manage those displaced by the shift from a productivist economy to one increasingly geared towards services and consumption.  相似文献

The impact of age on voting behaviour and political outcomes has become an issue of increasing interest, particularly in the UK. Age divides in voter turnout and political preferences have led to claims that age is the ‘new class’. In this article, we contrast existing ‘cultural backlash’ and political economy explanations of the age divide in politics, and challenge the view that older people are predominantly ‘left behind’, culturally or economically. We show that older people have distinct material interests, related to housing wealth and pensions’ income, that are visible in their political preferences. Geographic labour mobility is necessary for increasing productivity in Australia. Long‐distance commuting has been found to be especially significant. However, important considerations are being excluded from policy discussions within the Productivity Commission on this topic. This commentary covers these important omissions. They are, namely, the problematic conflation of the terminologies of ‘fly‐in, fly‐out’ and ‘long‐distance commuting’ with mining, and a lack of qualitative research investigating the material impacts of these labour practices on people's lives. This commentary puts forward a new terminology, ‘distance labour’, to better include those industries on the margins of distance commuting. By accounting for the social worlds of workers engaged in distance labour, the Productivity Commission could increase the validity of its datasets, and provide more egalitarian policy recommendations.  相似文献

The year 2017 marks 45 years since the first English publication of Marx’s ‘Notes on machines’ in Economy and Society. This paper critiques how Marx’s ‘Fragment’ has subsequently been repurposed in postoperaist thought, and how this wields influence on contemporary left thinking via the work of Paul Mason. Changes in labour lead proponents to posit a ‘crisis of measurability’ and an incipient communism. I use the ‘New Reading of Marx’, which picks up where debates in Economy and Society in the 1970s left off, to dispute this. Based on an analysis of value as a social form undergirded in antagonistic social relations, I argue that the Fragment’s reception runs contrary to Marx’s critique of political economy as a critical theory of society, with implications for left praxis today.  相似文献

The advent of the Single European Market in 1993 has prompted a debate about the differences between the German social market economy and the British liberal market, and whether these can coexist. ‘Rhine Capitalism’ based on social solidarity will remain a source of competitive advantage through its emphasis on continuous development of labour skills and technology. Britain's ‘Atlantic Capitalism’ lacks such a framework for dialogue between government and producer interests, which will make the creation of a national competitiveness strategy to counter deindustrialisation problematic. At the European Community level, some regulatory framework similar to Germany's Ordnungspolitik will probably emerge to underpin the operation of the Single Market.  相似文献

As a result of the current financial crisis, economists have paid increased attention to local monies designed in an effort to create a new kind of economy, as well as new ways to develop social links. This paper seeks to shed light on the WIR money, a local money that has been in existence in Switzerland since the 1930s. We argue that it provides a shield against crises for two significant and connected reasons. First, from a ‘horizontal’ perspective, the WIR is a coherent economic, as well as social, project that relies on the ‘melting money’ principle. Second, from a ‘vertical’ perspective, it is based on a banking model that is anchored to a specific ‘attitude’ designed to manage the monetary common good. The mix between these ‘horizontal’ and ‘vertical’ perspectives is likely to be insightful for other projects like the WIR.  相似文献

This article addresses several issues surrounding the politics of flexibility in Spain. First, it argues that the strategic role of trade unions develop and condition public policies on labour market reform by couching their strategies in terms of the post‐war labour market strategies and structures of the state, especially as governments attempt to move away from established forms of fordist regulation. Hence, second, a broader political and historical perspective is required that understands the complex political dynamics of state‐labour relationships and their structuring over time. The state's role and its labour market presence becomes itself the object of distinct political interventions and calculations by unions, governments and employers. Any discussion of a ‘post‐fordist’ state, determined to increase the flexibility of the labour market, must look at the complex and difficult ‘transitional’ process.  相似文献

Two types of recent contributions to the discussion of a ‘crisis’ in law recall issues in Weimar labour law. Wolfgang Teubner and others propound a ‘reflexive law’ patterned on the multiple constitutions of collective labour law; and American ‘critical legal studies’ dismiss legal reasoning and press for frankly ‘altruistic’ policy-making in the courts. The Weimar controversy over the extent to which ‘works-community’ supercedes the legal attributes of the employment relationship as specified by the older law of contract shows, first, that the characteristic collectivism and institutionalism of the socialist labour movement's legal strategy was premissed on a complementary political conception of the organization of labour, and, second, that Socialist lawyers defended a legal discourse which was critical of prevailing doctrine but grounded in its systematizations, as essential to their struggle against the amorphous, nominally altruistic reading of the employment relationships which the German courts and then the Nationla Socialist regime imposed upon labour. Their recognition of the problems posed by deficient or excessive politicization of law makes them again important, notwithstanding their political defeats, and their survivors' disillusionment.  相似文献

This paper contributes to a genealogy of the discourses and government of poverty. It offers a statement of what might be understood bya genealogical perspective and method, and then focuses on the emergence of a ‘liberal mode of government’ of poverty in the early nineteenth century, of which the reformed poor law in England is emblematic but not exhaustive. The emergence of this mode of government is followed through a series of related transformations of the older systems of the relief and administration of ‘the Poor’, best understood as a dimension of ‘police’ in its archaic sense. The conditions of the problematization of this older system of government in matters of population, economy, police, and so on. This emergence has implications for the formation of a national labour market, notions of self-governance and responsibility, forms of patriarchy and household, and issues of morality, philanthropy, admkinistration, and the state. Above all, it is within this liberal mode of government that we can witness both the constitution of poverty as a field of knowledge and invention, perhaps for the first time, and also the various surfaces of emergence for what will become ‘the social’. The implications of this liberal mode of government for our present are far from exhausted.  相似文献
